An Activation Plan of Electronic Contract Real Estate

  • In the 21st century knowledge and information society, Electronic Contracts made with the intention of electronic computer information networks are emerging as a new legal problem which can not be solved in the conventional legal system governing contracts. In other words, the indicator's decision determines the effect and formation of the contracts in the face-to-face or written contracts but electronic decision through computer information network is established the working process of electronic signals-electronic contracts are not only difficult to separate the decision-making process but questioned to be solved by the theory of the general legal action. Ministry of Transportation is scheduled to introduce real estate sales and lease contract using a variety of electronic devices such as computer, tablet PC, smart phones and so on without a paper contract. This system is conducted to global expansion of Seoul in demonstration zone on May 8, 2016 and will be implemented nationwide in the second half of 2017. Electronics contract Real estate has some benefits because made by linking electronic contract system and the electronic registration system - the economic effects discounts on various kinds of fees, the prevention from real estate fraud beforehand and the solution to the complexity of the process the seller and the buyer visits The Real estate agency. However, it has some problem- the disorder in the real estate contract market, the occurrence of the real estate agency accident and the author of the electronic real estate contracts have limited only to realtor. In this paper, I suggest the activation plan to search for establishment and effect of electronic contracts and declaration of intention in electronic depending on the Electronic Contract Real Estate system.

A Dynamic Trust Framework for Sharing Identity Authentication (신원 인증 공유를 위한 동적 신뢰 프레임워크)

  • Identity authentication sharing technology which allows many service providers to share the result of identity authentication of an identity provider provides several important advantages including high usability achieved by avoiding repeated registration of identity information to service providers and single sign-on, cost effectiveness of service providers achieved by outsourcing identity authentication services from identity providers, and privacy protection achieved by exposing identity information only to a limited number of controlled identity providers. However, in order for the identity authentication sharing technologies to be widely deployed in global Internet scale, the trustworthiness issue among the participating identity providers, service providers, and users should be resolved in advance. This paper firstly analyzes existing trust frameworks for identity authentication sharing. And then, based on the result of analysis, this paper proposes a dynamic and open trust framework for identity authentication sharing.

Robust Hierarchical GLOCAL Hash Generation based on Image Histogram (히스토그램 기반의 강인한 계층적 GLOCAL 해쉬 생성 방법)

  • Recently, Web applications, such as Stock Image and Image Library, are developed to provide the integrated management for user's images. Image hash techniques are used for the image registration, management and retrieval as the identifier and many researches have been performed to raise the hash performance. This paper proposes GLOCAL image hashing method utilizing the hierarchical histogram which based on histogram bin population method. So far, many researches have proven that image hashing techniques based on histogram are robust image processing and geometrical attack. We modified existing image hashing method developed by our research team. The main idea is that it makes more fluent hash string if we have histogram bin of specific length as shown in the body of paper. Finally, we can raise the magnitude of hash string within same context or feature and strengthen the robustness of hash.

Can We Rely on GLOBOCAN and GBD Cancer Estimates? Case Study of Lung Cancer Incidence and Mortality Rates and Trends in Iran

  • Background: Around half of input data in the global burden of disease cancer collaboration (GBD-CC) and GLOBOCAN projects come from low quality sources, mainly from developing countries. This may lead to loss of precision in estimates. Our question was: Are the absolute values and trends of the GBD-CC and GLOBOCAN estimates for lung cancer (LC) in Iran consistent with available statistics?. Materials and Methods: Incidence and mortality statistics were extracted from national reports (N.IRs & N.MRs) and GBD-CC (GBD-incidence & mortality) and GLOBOCAN databases for 1990-2013 where available. Trends were analyzed and absolute values and annual percentage changes (APCs) were estimated and compared. Incompleteness of case ascertainment at the Iranian national cancer registry and Iranian national civil registration was assessed for better understanding. Results: Trends of N.IRs were significantly rising for males (APC: 19.4; 95% CI: 12.5-26.7) and females (23.2; 16.0-30.8). Trends of GBD-incidence were stable for males (-0.2; -1.5-1.1) and females (-1.0; -2.3-0.4). Absolute N.IRs were less than GBD-incidence steadily except for 2009. Trend of N.MRs was increasing up to 2004, but stable thereafter. Trends of GBD-mortality were also stable. Absolute N.MRs were less than GBD-mortality for years up to 2003 and more than GBD-mortality since 2005. The estimates of GLOBOCAN were more than N.IRs and N.MRs. Conclusions: The GBD-CC and GLOBOCAN values for LC in Iran are underestimates. Generation of data quality indices to present along with country specific estimates is highly recommended.

  • The mud flat in Korea is the geographical feature generated from the sediment of rivers of Korea and China and it is the important topography for pollution purification and fishing industry. The mud flat is difficult to access such that it requires the aerial survey for the high-resolution spatial information of the area. In this study we used drones instead of the conventional aerial and remote sensing approaches which have shortcomings of costs and revisit times. We carried out GPS-based control point survey, temporal image acquisition using drones, bundle adjustment, stereo image processing for DSM and ortho photo generation, followed by co-registration between the spatio-temporal information.

An Investigation about the Present States of Clinical Trial for Traditional Medicine in Korea, China, Taiwan and Japan (한국과 중국, 대만, 일본의 전통약 임상시험 현황에 대한 연구)

  • Background and Aims: Herbal drugs and traditional medicines have lately attracted considerable attention by global pharmaceutical corporations because the conventional chemical drugs didn't work well for many chronic diseases or intractable diseases. The government of Korea is also supporting to develop the new drug which is high value added product, and the natural medicine including herbal medicine(or Traditional Korean Medicine) have a significant presence in this field. non-clinical pharmacology/toxicology study and clinical trial are the two major criteria which estimate efficacy and safety for registration of new drugs. All of the pharmaceutical companies producing herbal medicine and the academic and the academic world of Tradition Korean Medicine have the will to develop new herbal drugs, but there are obstacles that they have neither experience nor guideline about clinical trial. Therefore for developing new herbal drugs, it is necessary to research the present conditions and comprehensive systems about clinical trial in Northeast Asian countries China, Taiwan and Japan because they have the common background with Korea in traditional medicine fields. Methods : The present state of clinical trial for herbal medicine in Korea was investigated. And then, those in China, Taiwan, Japan was also investigated. Results and conclusions : There are significant differences among 4 Southeast Asian countries Korea, China, Taiwan and Japan each in present condition, purpose, involved comprehensive system including legislation, and actual operation of clinical trial for traditional medicine.

Burden of Disease in Korea: Years of Life Lost due to Premature Deaths (조기사망에 따른 상실년수를 활용한 우리 나라 질병부담 추정 연구)

  • Objectives : The aim of this study was to estimate the burden of disease through an analysis of Years of Life Lost due to premature deaths, one component of the Disability-Adjusted Life years (DALY). In addition, the cause of death statistics were adjusted to improve validity, and the results were compared with those of the Global Burden of Disease (GBD). Methods : In closely fellowing the approach taken in the original GBD study, most of the explicit assumptions and the value judgments were not changed. However, the statistics for some problematic concerns such as deaths of infants or those due to senility, were adjusted. Deaths, standard expected years of life lost (SEYLL), and potential years of life lost (PYLL) were computed using vital registration data compiled by the National Statistical Office. Results : The burden for males is 1.8 and 2.3 times higher than that for females, according to SEYLL and PYLL, respectively. The proportions of deaths due to Group I, II, and III causes are 5.4%, 80.4%, and 14.3%, respectively, for PYLL, but in a major shift from Group II to III they are 6.3%, 66.2%, and 27.5%, respectively, for SEYLL. The proportion of Group III causes in Korea, 27.5%, is extremely high when compared to 10.1% for the world, 7.6% for developed countries, and 10.7% for developing countries. Conclusions : Estimation results showed that the total burden due to premature deaths is smaller than that for the entire world but larger than that for developed countries. The disease structure of Korea has changed to resemble that of developed countries. Also, an overly large portion of the total burden in Korea stems from injuries arising from car accidents.

A Study on Impediments and Suggestion in Developing DHRMIS (국방인사정보체계(DHRMIS) 개발의 문제점과 개선안 연구)

  • Republic of Korea is actively adopting IT fusion technologies to achieve the goal of 'Advanced National Defense'. This study is aiming to directly contribute to the ongoing DHRMIS project by analyzing its any discovered and substantial problems as well as suggesting improvements. Current difficulties include the efficient estimation on project cost, the lack of statistics for cross-referencing, the inefficient development methodology, compliance with global quality control standard, and the separated command centers. This study suggests the budget appraisal process prior to the actual execution, the introduce of regulatory business registration system, applying an efficient development methodologies as well as ISO9126 standard for quality control, and a centralized command department. We expect this study would contribute to following researches in advancing our national defense.

A Study on the Dissemination Structure of Unfilled Positions in Universities Across the Country using Big Data: Using Panel and Tobit Regression Model (빅 데이터를 활용한 대학의 지역·권역별 학과의 미충원 파급구조 연구: 패널회귀모형과 토빗회귀모형의 응용을 중심으로)

  • This study observes the difference in the actual regional ripple effect of the decrease in admission resources due to the decrease in school age population, which has been weak in empirical studies, and how much the decrease in competition rate by department nationwide provides a significant shock to the decrease in enrollment rate in the population unit. An empirical quantitative analysis was attempted. As a result of applying the panel-tobit regression model, a clear gap was confirmed in the decrease in the registration rate due to the decrease in the competition rate both nationally and in the provinces, and in particular, a highly significant relationship was derived with the decrease in the recruitment rate. In particular, the sensitivity of the risk of unrecruitment due to a decrease in competition rate was the highest in the Jeolla region (0.499), followed by the Gangwon region (0.475) and the Gyeongsang region (0.471), and the metropolitan region (0.158) was confirmed to be the most stable. This suggests that the gap in insufficient funding has gradually widened by region over the past 10 years, and that the shock wave becomes more pronounced in the provinces farther away from the metropolitan area. Based on this study, if we deviate from the standardized application of university development policies for the metropolitan area and regional universities, and present a customized higher education strategy for each region, it will be an opportunity to prevent local extinction due to a decrease in the school-age population and achieve coexistence with higher education institutions and regions at the same time.

Establishment of location-base service(LBS) disaster risk prediction system in deteriorated areas (위치기반(LBS) 쇠퇴지역 재난재해 위험성 예측 시스템 구축)

  • This study uses beacons and smartphone Global Positioning System (GPS) receivers to establish a location-based disaster/hazard prediction system. Beacons are usually installed indoors to locate users using triangulation in the room, but this study is differentiated from previous studies because the system is used outdoors to collect information on registration location and temperature and humidity in hazardous areas. In addition, since it is installed outdoors, waterproof, dehumidifying, and dustproof functions in the beacons themselves are required, and in case of heat and humidity, the sensor must be exposed to the outside, so the waterproof function is supplemented with a separate container. Based on these functions, information on declining and vulnerable areas is identified in real time, and temperature/humidity information is collected. We also propose a system that provides weather and fine-dust information for the area concerned. User location data are acquired through beacons and smartphone GPS receivers, and when users transmit from declining or vulnerable areas, they can establish the data to identify dangerous areas. In addition, temperature/humidity data in a microspace can be collected and utilized to build data to cope with climate change. Data can be used to identify specific areas of decline in a microspace, and various analyses can be made through the accumulated data.
