한국과 글로벌 HRD 전문가의 WLP 역량 인식 비교연구 (Comparative Study on the Perceptions of Global and Korean HRD Professionals in Workplace Learning and Performance(WLP) Competencies)

  • 본 연구는 한국 HRD 전문가들이 인식하는 WLP 역할과 역량의 중요도를 분석하고, 이를 2004년 ASTD 글로벌 HRD 전문가 역량 연구 결과와 비교 논의함으로써 두 연구간의 공통점과 차이점을 발견하여 시사점을 제시하고자 하였다. HRD 전문가, 일터 학습 및 성과(WLP) 역량 모델 등의 문헌을 고찰하였고, 서울 경인권 소재 HRD 전문가를 대상으로 설문을 실시하여 205명의 응답을 최종 분석에 활용하였다. 주요 연구결과는 첫째, WLP 네 가지 역할 중 한국 HRD 전문가는 비즈니스 파트너 역할을, 글로벌 HRD 전문가는 직무 전문가 역할이 중요하다고 인식하는 것으로 나타났다. 둘째, WLP 열두 가지 역량 중 한국 HRD 전문가와 글로벌 HRD 전문가 모두 효과적 커뮤니케이션 역량을 가장 중요하게 인식하는 것으로 나타났다. 본 연구의 결과를 바탕으로 얻어진 결론을 제시하면 다음과 같다. 첫째, 한국과 글로벌 HRD 전문가들의 역할 인식에는 큰 차이가 있는데 이는 한국과 글로벌의 HRD 시장 특성을 반영한 결과로 볼 수 있다. 둘째, 한국과 글로벌 HRD 전문가들이 WLP 역량 인식에 있어서는 상당한 유사성을 보이고 있다. HRD 분야의 전문가로서 활동하기 위해서는 고객 및 다양한 이해당사자들과의 효과적 커뮤니케이션 전략을 개발하고 구사하는 것은 매우 중요하다고 할 수 있다.

Job Satisfaction and Organizational Commitment and Effect of HRD in Logistics Industry

  • Purpose: This exploratory research is to give managerial implication to sales personal management. This study focused on antecedents of job satisfaction and organizational commitment specially in HRD programs and system by participation and effect toward job. Research design, data and methodology: This research focuses on relationship analysis among job satisfaction, organizational commitment and HRD programs of logistics and sales personnel in Korea. HRD program consider two parts one is participation and other is effect toward job. And three HRD program is included education & training, system and self-directed Learning. This study used 7th HCCP data from KRIVET and 748 employee data is analyzed. SPSS18 is used and frequency, reliability, correlation and regression analysis are conducted. Results: Result shows that job satisfaction is positively affected by education & training participation, HRD system participation and HRD system effect toward job. Organizational commitment is positively affected by education & training participation, HRD system participation, education & training effect toward job and HRD system effect toward job. However self-directed Learning participation negatively affect organizational commitment. Lastly job satisfaction partially mediates between HRD and organizational commitment. Conclusions: Based on the results, this paper provide implication to academic, practical HRD and suggest feature research.

The Activation of Transferable Skill of Advanced S & T (Science & Technology) Manpower with the Global HRD Convergence Research

  • Purposes - This study propose the following 4 methods to establish Global HRD system focusing on transferable skill which is attracting attention as future science and technology Manpower. The activation of convergence research creates new industries in the era of 4th industrial revolution. Research design and methodology -This study was conducted by using research methods and expert interviews focused on document analysis. This study also reflects trends through books and materials that cover the latest issues such as the Fourth Industrial Revolution. Results - 4 Things are reflecting the policies of S&T Manpower and securing execution capability, developing competence-based transferable skill model, enhancing science and technology convergence R&D and performance capability, and developing customized HRD program. Conclusions - Transferable skills will contribute to strengthen the national competitiveness of science and technology in the long term by establishing the foundation of technological innovation that can create new industries and secure future growth power in the 4th industrial revolution era. Practically, it was suggested that science and technology professionals should be able to refer to the HRD program design and HRD program design by suggesting the view of transferable skill and the activation plan reflecting the insight.

국가 미래전략 차원의 IT고급인력양성 정책방향 (IT High-Level HRD Policy in the Framework of National Future Strategy)

  • 본 논문은 효율적인 IT고급인력양성정책 추진을 위하여 IT고급인력을 정의하고, 지금까지 추진되어 온 정부의 IT고급인력양성 정책의 변천과정을 살펴보았다. 또한 국내외의 고급인력양성정책 비교 및 문제점을 분석하여 미래지향적 IT고급인력양성 정책방향을 설정하였다. 이를 위해 IT분야 국가 R&D 로드맵과 연계한 고급인력양성체계 구축, 공급확대 유지 및 글로벌 경쟁력을 배양하는 고급인력양성으로의 비전 전환, IT기반 융합인력양성으로의 범위 확대, R&D연계형 인력양성사업의 성과제고를 위한 연구방향의 명확화 등 4가지 기본방향과 이에 따른 세부추진 방향을 제시하였다.

계층분석을 활용한 창의적 SW인재양성 정책방향 도출 (Derivation of Creative SW HRD Policy Using Analytic Hierarchy Process)

  • 최근 들어 SW산업이 모바일과 클라우드 기술환경으로 패러다임이 급격하게 변화하고 있는데, 국내 SW인력양성의 현황 및 문제점을 PEST-SWOT분석을 통해 PEST요인과 연계하여 내외부 환경요인을 도출하였다. 또한 산학연 전문가를 대상으로 AHP모형을 적용한 설문조사를 하여 실증 분석한 결과, 스마트 산업 생태계의 변화에 대응하기 위한 SW인재 양성정책 방향으로서 SW융합인재 양성, 창의성이 요구되는 SW분야 대학교육 내실화, 글로벌 인재양성 및 교류, 인프라인 SW벤처생태계 활성화 등을 도출하였다. 그리고 AHP모형으로 SW인재정책비전에 대한 정책우선순위를 분석한 결과, SW기술 활용증대에 따른 SW융합인재 양성, SW벤처 생태계 활성화, SW창업 활성화를 통한 일자리 창출, SW분야 대-중소기업 상생발전 조성, 창의적 SW인재양성, 글로벌 우수인재 확보 순으로 중요도가 높았다.

AHP방법론을 이용한 녹색기술 인력정책 방향성 도출 (Derivation of HRD Policy Direction in the Field of Green Technology Using AHP Methodology)

  • 본 연구는 녹색 일자리 창출을 위한 과학기술 인재양성에 대해서 정부의 인력정책과제의 우선순위를 도출하였으며, 평가항목 간 중요도 분석을 통한 녹색기술 인력정책 방향성 제시하기 위해, 기획재정부 외 9개 부처에서 발표한 "녹색 일자리 창출 및 인력양성 방안" 핵심 추진과제를 대상으로 계층분석을 하였다. 연구결과는 다음과 같다. 37개 세부과제 중에서 가장 중요하다고 판단된 녹색기술 인력정책과제는 이공계대학(원)의 녹색교육 및 연구역량 강화(0.284), 녹색 사정회적 기업 육성, 학 연 협력 활성화를 통한 녹색 교육 연구 연계강화, 녹색 근로자 전환 훈련체제 구축, 전략적 녹색일자리 파트너십 형성 등 인력정책 과제 순으로 나타났다. 그리고 평가항목의 중요도는 녹색창의성이 0.384로 가장 중요도가 높게 나타났으며, 그 다음으로는 녹색산업 성장성(0.277), 지속가능 발전성(0.125), 녹색기술 파급효과(0.089), 글로벌 협업(0.084), 녹색문화 확산(0.042) 순으로 제시하고 있다.

A Case Study of SW Expert Training Platform Based on International Cooperation: HRD Center in Cambodia

  • In recent years, international cooperation has become important not only at the humanitarian level but also at the socio-economic level. As a result, major foreign countries are increasing capital-intensive international cooperation. In this environment, Korea needs to look for differentiated international cooperation plans centered on sustainable talent cultivation and move away from capital-based international cooperation. In this study, we analyzed the case of HRD (Human Resource Development) center in Cambodia as an international cooperation model between industry-academia-college for training software (SW) workforce. The HRD Center in Cambodia is an educational institution that fosters SW talent and can be viewed as an international cooperation model that can influence the ICT industry in Cambodia as an educational platform. In fact, 190 people who have been hired so far have entered various fields. 97% of graduates have been satisfied with HRD center and 90% of them are willing to recommend the center. In particular, as highlighted in the case study, the HRD Center has had a positive effect on not only cultivating self-initiated learning-based SW talent, but also formulating positive image of Korea and Korean companies thereby facilitating entry into the global market. The HRD Center in Cambodia has developed a virtuous cycle of fostering human resources, providing education, advancing industry and building a cooperative network. Korea has transformed into a platform for international cooperation and human resource development and education by providing active support and aid. This case study will be utilized as a new model of international cooperation with SW expert training platform for Korea.

A Study on Designing an Education Cooperation Model for HRD in Asia-Pacific Region: Focusing on Education Project of APEC

  • The purpose of this study was to propose an education cooperation model for Human Resources Development (HRD) in Asia-Pacific region in response to environmental changes in business and industry. In order to carry out the model, this study reviewed the key features of human resources in the APEC which is a symbolic regional integration entity in Asia-Pacific region, shaped critical issues related with HRD in this region and then analyzed the trends of education cooperation projects conducted by the APEC in terms of topics, implementation methods and proposing economies of the projects. In result, this study proposed a triangular education cooperation model for HRD consisting of three elements: Voluntary Partnership, Information on Needs and Support for Cooperation. These interconnected and interdependent elements were designed to encourage actors to participate in education cooperative activities with their own willingness, produce and manage research-based information required for sustainable cooperation and support communication and connectivity among actors for effective activities. Also, this study expected that this model would make a commitment to narrowing educational divides, enhancing global-standard skills development, facilitating public and private partnership and organizing the foundation of future education for cultivating creative talents in the era of innovation for APEC members.

Trends and Issues of e-Learning Curriculum for Human Resources Development in the Corporate Context

  • The purpose of this study was to analyze majors trends and issues of e-Learning curriculum for human resource development in the corporate context. The e-Learning curriculum was chosen as the subject of research consists of 2,710 lectures that were given from 2007 to July 2009 for the recent three years by providing at Ministry of Labor and Korea Research Institute for Vocational Education & Training. In order to investigate trends and issues, it was employed theme analysis which is one of the types of document analysis that approach a qualitative research methodology. As a result of this research, 7 major trends and issues in e-Learning curriculum for HRD in the field of corporate education were drawn; ① Strengthening expertise through learning of job related professional knowledge, ② Cultivation of common & essential knowledge for a job to increase work performance efficiency ③ Organizational management strategy for improving performance, ④ Organizational management and operational strategy for actively responding to environmental changes, ⑤ Leadership as a strategy for cultivating core personnel and field-centered practical leadership. ⑥ Creating a happy workplace through the work-life balance, ⑦ Strengthening global communication skill. Based on these analysis, practicals and theoretical implications of e-Learning professionals and HR researchers for HRD were suggested.

지역사회주민의 평생학습을 위한 도서관의 역할에 관한 연구 (A Study on the Roles of Library for Community Residents Life-Long Learning)

  • 21세기는 지식 정보화사회로 외부적인 환경 변화에 따라 국민들은 도서관에 다양한 기능을 요구하고 있다. 우선 전통적인 도서 보관(Container)기능에서 정보 접점(Connector) 기능을 요구하며. 정보 및 학습격차 해소를 위한 사회통합 기능과 지역단위의 인적자원개발을 위한 평생학습의 장으로서 역할을 기대하고 있다. 또한 정부 내의 환경도 교육인적자원부에 국가인적자원개발을 위한 '교육부총리제'를 도입하였으며 주5일제 및 고령화 사회에 대비한 도서관의 변화를 요구하고 있다. 지식 정보화, 주5일제, 고령화, 인적자원개발 등 평생학습사회의 새로운 패러다임과 불가분의 역학관계에 있는 도서관의 역할에 대하여 알아보고 앞으로 도서관이 추구해야 할 방향을 제시하였다.
