2010년 이후 한국 해외건설 수주가 극적 변동을 보임에 따라, 이에 대한 원인과 대응방안을 모색하고자 한다. 한국 해외건설은 2010년 716억불을 정점으로 2011년에서 2014년까지 연평균 638억불을 기록하였다. 하지만, 2014년 하반기부터 시작된 국제유가 하락으로 2015년 461억불을, 2016년 282억불, 2017년 290억불의 수주에 그쳤다. 국제 유가 하락과 더불어, 세계 경제 저성장 지속과 우리 기업의 EPC 수주 역량 한계점 봉착 등으로 불확실성이 과거 어느 때보다 증가하고 있다. 이와 같은 불확실한 해외건설시장 상황 속에서 적절한 대응방안을 모색하고, 많은 가능성과 글로벌 경쟁력을 갖추고 있는 해외건설산업을 국가수 출전략산업으로 육성 발전시키기 위하여, 세계건설시장과 해외건설시장의 발주 및 수주 구조와 그 변화추세를 분석하고, 향후 해외건설 수주 규모를 예측함으로써 해외건설산업의 건전한 육성 및 발전을 위한 정책 방향을 제시하고자 한다.

글로벌 금융위기 이후 OECD 국가들의 청년층 평균 고용률은 2007년 54%에서 2013년 50.8%로 낮아졌고, 청년층 실업률은 2007년 9.7%에서 2013년 13.4%로 큰 폭으로 상승하였다. 이러한 추세는 우리나라에서도 청년층 고용률은 2007년 42.6%에서 2015년에 41.5%로 감소하였고, 실업률은 2007년 7.2%에서 9.2%로 증가하였다. 이와 같이 우리나라 뿐만 아니라 세계 각국의 청년 고용률이 저조하여 사회적인 이슈로 부각되고 있다. 앞으로 우리나라의 건설업 투자는 개발성장 위주에서 질적 성장으로 점차 전환될 것이다. 이러한 방향에 따라 건설기술인력의 고용창출과 글로벌 기술인력의 양성이 무엇보다도 필요하다. 본고는 건설기술인력의 현황 및 대학졸업자의 실태를 분석하여 청년 건설기술인력의 일자리 창출방안을 제시하였다. 향후 글로벌 건설기술인력을 양성하기 위해서는 중장기적인 측면에서 인력양성 대책을 수립할 뿐만 아니라, 특히 건설업이 3D(Dirty, Difficult, Dangerous) 산업에서 3C(Clean, Clear, Creative) 산업으로 발전할 수 있도록 이미지 개선과 인프라 구축을 하는 것이 필요하다.

우리나라 해외건설 누적 수주 금액은 2012년 6월을 기준으로 5,000억 달러를 달성하였으며 더 나아가 2020년 1조 달러를 목표로 하고 있다. 또한 국내 건설기업들도 해외건설시장 진출을 목적으로 여러 전략을 구상하고 있다. 특히, 해외건설시장 진출을 위해서는 시장에 따른 경쟁력을 가져야 할 것이다. 따라서 본 연구에서는 경제 성장과 더불어 정부의 인프라 시설 확충 및 개발 부문의 투자가 증가하고 있는 캄보디아 건축시장의 진출 경쟁력 분석을 연구의 목적으로 한다. 캄보디아 건축시장 진출을 위해 사업유형별 필요 경쟁역량을 IPA기법으로 분석하였다. 분석결과 도급사업에서는 발주정보 및 글로벌 공급역량이 필요한 경쟁역량으로 나타났으며, 투자사업에서는 시장정보, 사업타당성 조사를 포함한 설계이전 단계의 역량 및 글로벌 네트워크가 필요한 경쟁역량으로 나타났다. 본 연구의 결과는 우리 건설기업들이 향후 캄보디아 건축시장 진출 시 필요한 기초자료로 활용되기를 기대한다.

Currently, China's urban landscape is undergoing a gradual shift from incremental development to stock renovation. Furthermore, the planning and development objectives of urban communities have evolved from solely focusing on physical space construction to promoting sustainable development within a humanistic society. The current approach to community planning and construction, which emphasizes a singular dimension of residential life, overlooks the multifaceted aspects of community life and production. This oversight leads to a lack of attention to interpersonal relationships within the community, difficulties in establishing a connection between people and their environment, and numerous other issues. Consequently, this paper seeks to redefine the concept of sociality within community spaces by considering the continuum of time and space within communities. It aims to delineate the roles of "power" and "rights" within the community context, with a particular focus on everyday life, in order to reevaluate strategies and methods for fostering dynamic community development.

1980년대 후반부터 세계적으로 선진기업을 중심으로 글로벌 시장에 진출하기 위한 EC화에 주력을 하고 있지만, 사업의 형태가 생산성중심에서 수익성중심으로 바뀌고 발주자의 성향이 달라지고 있어 EC화라는 개념이 단순히 설계와 시공의 통합으로 보기에도 한계가 있다. 국내 건설기업의 EC화 추진현황을 살펴보면 EC화 추진정도가 높지는 않지만 가장 높은 공종별 EC화 추진은 일반건설업체의 건축공종으로 49%인 것으로 나타났다. 그 다음으로 일반건설업체의 토목부문(40.8%)과 전문건설업체의 토목(40%) 및 플랜트(40%) 상품으로 조사되었다. 기업이 EC화 전략을 통해 수익성과 효율성을 높이기 위해서 건설업체의 설문을 통해 각 사업별로 해당하는 프로세스의 집중투자 분야 및 가장 시급히 개선되어야 할 사항은 공통적으로는 기본설계, 실시 설계, 그리고 투자비조달 기능을 강화해야 하는 것으로 나타났다. 본 연구는 글로벌 건설기업의 업태별 분석과 국내 건설기업의 현황을 통해 시사점을 도출하고 기업에게 도움이 될 전략방향을 제시하였다.

본 연구는 ENR지를 통해 파악할 수 있는 선진 설계회사들이 급변하는 세계 설계 및 엔지니어링 시장에서 환경변화에 어떤 방식으로 대응하여 성공하고 있는지를 파악함으로써 최근 어려움을 겪고 있는 국내 설계 및 엔지니어링 업체들에게 향후 생존과 성장을 위한 시사점을 도출할 목적으로 이루어졌다. 분석결과 순위가 올라가거나 유지한 기업들의 특징은 시장과 상품에 대해 사업구조 전략적 측면에서 전문화를 추구하였으며 M&A나 전략적 제휴를 통하여 급변하는 산업 환경에 능동적으로 적응하였기 때문에 성공한 것으로 나타났다. 국내 엔지니어링 기업이 해외에서 성공하기 위해서는 기업 입장에서 시장과 상품에 대한 전략적 특화가 필요하며 정부는 정책상의 해외진출 전략수립과 지원, 학계와 연구소는 핵심 기술육성을 위한 산 $\cdot$ 학 $\cdot$ 연 연구의 활성화가 절실히 필요하다.

This study aims to develop a strategy for South Korean companies to penetrate into the global NPP(nuclear power plant) market with their strength as the sixth biggest nuclear power generator in the world. With 20 nuclear plants in commercial operation and 6 more in construction, South Korea has the best technology in construction and operation of NPP. Despite these capabilities as demonstrated on its domestic market, Korean companies' constraint to enter and play a key role in global NPP market would be the lack of experience in overseas NPP projects, original technologies, and diplomatic effectiveness. This study analyzes the competitiveness of Korean standardized nuclear power plant, construction management skills, construction technologies, manufacturing equipment and materials and operation skills. In this research the current status of existing NPP and the forecast of building NPP according to countries was analyzed in order to work out strategies with technology, cost-effectiveness, and diplomatic consideration.

According to the domestic construction business will continue stagnant, many domestic construction companies are expanding their business into foreign countries. As results, building design guidelines including HVAC design for foreign countries considering the regional climate conditions are needed. Also, green building design strategies to minimize the heating and cooling load are key issue to win a contract in construction business in the world. In this study, peak heating and cooling loads were calculated for the representative cities in the world : Seoul, St. Petersburg, Singapore and Mecca. The analyzed building was a typical high-rise office building and the building envelope properties, indoor heat gain, residence and operating schedules were same in all cases. Only the weather conditions were different by cases.

The construction liability type CM has been introduced in the form of a pilot project through public institutions since 2017 since it was introduced in the term of construction responsibility type construction project management in the Basic Law of Construction Industry in 2011 with the aim of improving the constitution of the Korean construction industry and strengthening global competitiveness. Through the introduction of construction-responsible CM, the government intends to change the paradigm of the overall construction industry, including design and construction, construction costs, disputes between stakeholders, and transparency of business. In this regard, the study aims to compare and analyze the evaluation methods on the bidding guide that public institutions (LH) are currently using to select companies in order to lay the foundations for successful construction of construction-responsible CM ordering methods.

이 논문에서는 위성항법시스템의 운영 현황과 개발 계획에 대하여 기술하였다. 미국의 GPS(Global Positioning System)와 러시아의 GLONASS(Global Navigation Satellite System), 유럽의 Galileo, 중국의 Beidou/Compsss, 그리고 일본의 QZSS(Quasi-Zenith Satellite System) 에 대하여 시스템의 구성과 운영 위성 상태에 대하여 기술하였으며, 각 시스템의 개발 계획과 현대화에 대하여 기술하였다.
