A Study for Improving the Vehicle Dismantling and Recycling System of Korea (한국의 자동차 해체·재활용 제도 개선 연구)

  • In Korea, the Vehicle Dismantler and Recycler industry is supervised by the Ministry of Land, Infrastructure and Transport under the Automobile Management Act. Also, Korean Automotive recycling businesses are supervised by the Minister of Environment under the Resource Recirculation Act. The main concern of the Minister of Environment is how the wastes from Dismantled vehicles will be environmentally removed, stored, treated, recycled or disposed. In 2000, the European Union (EU) adopted the End-of-Life Vehicles Directive (2000/53/EC) which required Members to ensure the collection, treatment and recovery of end-of-life vehicles (ELVs). The Directive, the most tightly regulated and precautionary legal systems, required that the last owner of a vehicle could drop off the ELV at an authorized treatment facility and that the producers of the ELV should pay the cost of the program. The adoption of the ELVs directive has led the development of Automotive Dismantler and Recycler networks to reuse, refurbish, remanufacture, recycle and recover parts and materials embedded in ELVs. Also, the ELVs directive which has had an insignificant impact on Korean manufacturers has strong presence in the European market and has been successfully externalized on them. The Korean manufacturers not only achieve the 85% recycling target set by the ELVs directive but also meet the Extended Producer Responsibility (EPR) which requires manufacturers to contribute dismantling process. In order to improve the Korean vehicle dismantling and recycling system, the Automobile Management Act and the Resource Recirculation Act should be harmonized. Particularly the roles of the Ministry of Land, Infrastructure and Transport and the Minister of Environment should be sharply divided. Like Japan, the ELV management needs to be highly centralized, regulated, and controlled by the ministry specialized in Vehicle, namely the Ministry of Land, Infrastructure and Transport and the sub organizations. Like EU Members, recovery, reuse, and recycling must be distinguished. Recovery is defined as the final productive use of the parts and materials embedded in ELVs, which includes reuse and remanufacture of parts and recycling of the other materials. Dismantling process and reuse and remanufacture of parts must be governed by the Ministry of Land, Infrastructure and Transport. For environmental recycling or disposal of waste materials, such as CFCs, glass and plastic material, and toxic substances, governmental financial support system should be in place.

  • In this study, we secured a technology for manufacturing expanded glass of uniform quality by using general tempered glass, that is, window glass, among automotive glass that is scrapped, and verified whether the manufactured expanded glass can be used for lithium battery fire suppression. The process of manufacturing expanded glass using waste glass is generally divided into Crushing → Milling → Granulation → Expansion → Cooling. With several trials a nd errors. It is obtained a yield of 0.5 ø mm to 2 ø mm spherical particles of 80 % or more. By comparing the surface analysis and physical properties, a more suitable sample was selected as a fire extinguishing agent for lithium batteries, and it was confirmed that the result of the adaptability test for lithium battery fire was satisfactory.

  • The study on the recovery of Nylon from a radiator of End-of-Life Vehicle was conducted by using triboelectrostatic separation technique. For the effective separation of the sample(Nylon, PP glass), charge polarity and amount of each sample with various charging materials have been investigated by faraday cage. And then, charging material was selected as carrying out basic separation experiments with materials that can be possible to polarize samples. Finally, the continuos type triboelectrostatic separator was developed with selected charging material and the recovery possibility of the sample was confirmed as carrying out various separation experiments.

Recovery of Tin from Tin Oxide Resulted from Glass Manufacturing Process by Pyrometallurgy (유리생산공정 폐주석산화물에서 건식제련에 의한 주석회수기술)

  • Most of the domestic need for tin rely on imports. In this work, a pyrometallurgical process was investigated to recover pure tin from the tin oxides in tin bath which results from the production of flat glass and LCD panel. From the results on the effect of reaction temperature, the highest recovery percentage of tin was obtained at $1350^{\circ}C$. The recovery percentage of tin was improved to 88% by employing the first and second smelting step. Electrorefining of the crude tin thus obtained led to pure tin with purity higher than 99.9%.

  • Coal fly ash, produced from a power plant in Korea was used for the production of glass-ceramics and the physical properties of glass-ceramics were evaluated. CaO and TiO$_2$ were added into the fly ash during the melting process to reduce the viscosity of molten glass and to induce internal crystallization of glass, respectively. Glass-ceramic was produced through a single stage heat treatment (at 950∼1050$\^{C}$ for 37∼240 min) after preparing glass (iota fly ash powder. As a result, a new tiny rod type crystals (a=7.4480, b=10.7381, c=4.3940 A, $\alpha$=94.9, $\beta$=98.6, γ=108.5°) was found in the glass-ceramics, which showed attractive mechanical properties, high hardness (7.1∼7.6 GPa) and wear resistance (by erosion test). Thus a glass-ceramic produced from thermal power plant fly ash and cell as a source for CaO exhibits a suitable treatment for the recycling and exploitation of waste materials and would be acceptable for a new application far building materials.

Efficiency of plastic master cylinder can modularize higher, light weight anger of parts, several piece parts by single parts, prove NVH(Noise, Vibration, Harshness) than aluminum master cylinder as analysis result. Also, structure is easy simplicity, exchange, maintenance costs can be reduced and decrease environmental pollution because recycling is superior. According as content of glass fiber increases, mechanical properties of matter of material increase equally and glass fiber changed variously by condition on manufacturing process. Through comparison analysis with Plastic Body development connection site, did verification.

  • Adsorption characteristics of glass fibers, obtained from the spent lithium primary batteries recycling process, were investigated for the removal of Acid Red 27 dye from aqueous solution. The batch data clearly showed that increasing the initial sorptive concentration apparently enhanced the amount adsorbed and the uptake process followed the pseudo-second order rate model. The equilibrium adsorption data at different initial sorptive concentrations were fitted well to Freundlich and Langmuir adsorption isotherms. Moreover, the increase in temperature, favored the uptake of dye on this solid, indicated the process was endothermic in nature. Further, using the temperature dependence sorption data obtained at different temperatures was used to estimate various thermodynamic parameters.

  • In this research, an alumino-borosilicate foamed glass with sound absorption property was prepared using the waste borosilicate glass obtained from the recycling process of waste liquid crystal display (LCD) panel. A 100 g of pulverized waste borosilicate glass with the particle size of under 325 mesh, was mixed with 0.3 g (wt/wt) of graphite, each 1.5 g (wt/wt) of $Na_2CO_3$, $Na_2SO_4$ and $CaCO_3$ as a foaming agent, and 6.0 g (wt/wt) of $H_3BO_3$ and 3.0 g (wt/wt) of $Al_2O_3$ as a pore control agent. Following mixture was under the foaming process for 20 minutes at a foaming temperature of $950^{\circ}C$. The result yielded the foaming agent with 45% of the opened porosity and 0.5-0.7 of the sound absorbing coefficient. This alumino-borosilicate foamed glass with the sound absorption property showed excellent physical and mechanical properties such as density of $0.21g/cm^3$, bending strength of $55N/cm^2$ and compression strength of $298N/cm^2$ which can be ideally used as sound absorption materials with heat-resisting and chemical-resisting property.

  • Recently, it is increasing a amount of installized solar-cell rapidly, and waste Solar cell module are generated in according to the reduction of efficiency largely. Therefore, it is concerned at the environmental problems and recycling of valuable materials, greatly. The treatment processes of end-of-life photovoltaic modules are composed the disassembly of Aluminum frames, separation of Tempered glass, removal of Ethylene Vinyl Acetate and recovery of valuable Metals. For the efficient recycling, we are considered to the treatment technology seriously. And we are proposed on the general opinions according to the developing technology, EPR (Extended Producer Responsibility) problems and promotion plans for the activation of recycling industry.
