According to the evolution of knowledge based economy, the expansion of significance of high-tech and technical innovation, in recent, many of local government of Korea have concern on the establishment and promotion of new growth power such as technopolis, science park, and innovative clusters for regional development. This study focuses on the establishment strategy for R&D special district in Gwangju area. Gwangju area have many potentials in several dimensions; comfortable physical environment, new agglomeration of photonics and household electric industry, the existence of excellent research related manpower, the strong networking with universities, laboratories, and firms. In addition, the establishment of R&D special district in Gwangju area will be provide positive effects in the increase of competitiveness of state, balanced development between regions, revitalization and development of southwestern area, and establishment of innovative clusters for regional development. However, in order to promote and establish the R&D special district of Gwangju area, central and local governments have to concern with some improvements such as the construction of R&D related infrastructure, the strengthening of research activities of research institutes, the building of cluster of strategic industries of Gwangju area, the supporting system for the revitalization of R&D special district.

In Korea, a variety of policies for the regional cultural industry development have been carried out: the promotion policy of cultural industry cluster, the establishment of cultural industry support center, and the construction of cultural industry complex and the supporting works for the cultural research center. The cultural industry has a dual character of the manufacturing industry and the service industry. The cultural industry of Gyeongbuk province is mostly centered upon small manufacturing firms with low value-added. Thus, it is desperately in need of the building-up of the enterprise supporting system. However, it is difficult to expect that private business service finns can be activated. In this sense, local and regional governments seek to establish so called 'the cultural contents support center'. However, it is not clear whether the center is an organization for the production of cultural contents or an agency for the support of cultural contents industry. Also it does not prepare any major functional introduction facilities and performing programs. Most of all, it is necessary to establish a proper orientation that 'the cultural contents support center' must be not an organization for the direct production of cultural contents, but an organization supporting cultural industry by way of providing cultural industry enterprises with what is necessary for the production of cultural contents. Also, a system for the establishment of business fitting support policy that can cover the whole sectors of cultural industry must be prepared. Furthermore, a synthetic support system for the cultural business associated industries centered on specified sectors such as films, edutainment, and storytelling must be constructed. Finally an environment for the creation and inducement of cultural industry enterprises, and for the active participation of enterprises and related groups in the promotion planning and in the policies of cultural industry must be built along with on- and off-line networks.
Background: Climate change has altered the various ecosystem processes including forest ecosystem in Himalayan region. Although the high mountain natural forests including treelines in the Himalayan region are mainly reported to be temperature sensitive, the temperature-related water stress in an important growth-limiting factor for middle elevation mountains. And there are very few evidences on growth performance of planted forest in changing climate in the Himalayan region. A dendrochronological study was carried out to verify and record the impact of warming temperature tree growth by using the tree cores of Pinus roxburghii from Batase village of Dhulikhel in Central Nepal with sub-tropical climatic zone. For this total, 29 tree cores from 25 trees of P. roxburghii were measured and analyzed. Result: A 44-year long tree ring width chronology was constructed from the cores. The result showed that the radial growth of P. roxburghii was positively correlated with pre-monsoon (April) rainfall, although the correlation was not significant and negatively correlated with summer rainfall. The strongest negative correlation was found between radial growth and rainfall of June followed by the rainfall of January. Also, the radial growth showed significant positive correlation with that previous year August mean temperature and maximum temperature, and significant negative correlation between radial growth and maximum temperature (Tmax) of May and of spring season (March-May), indicating moisture as the key factor for radial growth. Despite the overall positive trend in the basal area increment (BAI), we have found the abrupt decline between 1995 and 2005 AD. Conclusion: The results indicated that chir pine planted population was moisture sensitive, and the negative impact of higher temperature during early growth season (March-May) was clearly seen on the radial growth. We emphasize that the forest would experience further moisture stress if the trend of warming temperatures continues. The unusual decreasing BAI trend might be associated with forest management processes including resin collection and other disturbances. Our results showed that the planted pine forest stand is sub-healthy due to major human intervention at times. Further exploration of growth climate response from different climatic zones and management regimes is important to improve our understanding on the growth performance of mid-hill pine forests in Nepal.
The tensions between the U.S and China, which form the two pillars of the G2 era, seem to have persisted even after the Trump administration inaugurated. The strong confrontation between the two in recent foreign security issues may drive to develop an inadvertent military conflict, and it is high likely to occur in the maritime are. The purpose of this study is not only to analyze the balance of modernized naval forces in the PLAN through naval strategy changes and weapons system modernization trend, but also to predict the impact of the geographical proximity difference on the balance of naval forces in the disputed areas. It examined the impact of distance and geography on naval power by assessing the modernization pattern of the PLAN and capabilities in the context of two scenarios at different distances from China by 2020: one centered on Taiwan and the other on the Spratly Islands. The PLAN's strategy had impact on operational concept and forces construction. First, from the viewpoint of operation operational concept, it can be seen that the passive defense is changing into active defense. Second, in terms of power construction, it can threaten the surface and submarines of U.S power from a distance. And they generated follow three features; The ocean is not the focus of Chinese submarines, Horizontal and vertical expansion of Chinese naval vessels, The improvement of the suppression ability as the Chinese naval modernization ratio increases. The strength of the PLAN is dominant over the U.S in terms of reserves, and it can complement the qualitative deterioration by utilizing nearby bases in the vicinity of the mainland, such as the Taiwan Strait. However, due to the shortage of aircraft carriers, there is a possibility that it will take some time to secure the advantage of air and ocean in the amphibious operation. Therefore, as the dispute is prolonged, China may fail to achieve its original goal. In addition, the lack of cutting edge Commanding Ships may bring to weaken the C2 capabilities. At results, it is expected that PLAN will not be able to have a superiority in the short term due to lagging behind U.S advanced technology. Nevertheless, PLAN has strengthened its naval power through modernization sufficiently and it is highly likely to use force. Especially, it is more likely in the region where the naval power operation like the Taiwan Strait is possible with the almost equality to that of the United States. China will continue to use its naval forces to achieve a rapid and decisive victory over U.S in the close area from the land.
This article has an aim to study what kind of housing system our ancestors lived with during the Yi-Dynasty by analyzing the house-plan of upper-class society of that period since the house of lower-class was very insignificant as it has always been while the house of upper-class represented the period. With this study we can clearly see how we ought to go in the right direction toward the development of our Korean genuine housing by renovating and renewing those unreasonable points in our traditional housing system. It is firmly believed that we should-keep our own unique traditional lovely housing system for being destroyed by the whirl-wind of modernization and the demand of rationalism and efficiency-centered idea of the western mind. From this view point we think it is very urgent to see this matter correctly and find out the real way how we should do in order to keep our own good things for ourselves and make them preserved. This essay is divided into three parts as follows : 1. Thoughts on selecting the good housing area. 2. The aspect of housing reflected upon composing the house-plan. 3. The characteristic sentiments reflected upon the interior construction and decoration. We can find several characteristic points in the housing system of the Yi-Dynasty as follows : 1. In Korea, the thought of natural geography (Poongsu-seul), apart fro scientific view, which seems rather superstitious to us, modern young people, has been highly recommended by the people of our country from old days connected with the prosperity of our life. They also neglected about the social circumstances such as, market, transportation, and education, which are now considered as very important. They only put their concern on this natural environment which they called Poongsu. 2. In construction of house-plan, the house was not built for living with reasonable convenience, but for showing prestige of the upper-class people reflecting its social organization under the feudalism of the period. Furthermore, the most of the housework was done actually by those servants and maids of the house, and not the family themselves. The only concern for the upper-class people was to show off their authority, and so this sense of authority was revealed in the housing as well. 3. Both the outside appearance of the house and the interior decoration or the furniture are all very artistic and lovely. They were so refined and beautiful with their delicate taste which truly seem against our modern rationalism and uniformity.
We investigated the flora of Imja-do(Isl.), an island of the Shinan archipelago, located in Imja-myeon, Shinan-gun, Jollanamo-do and discussed the vascular plants found there. Twenty-four separate field trips (100days) were completed from August of 1997 to October of 2009. As a result, we identified the distribution of 526 taxa in Imja-do(Isl.), comprising 112 families, 331 genera, 463 species, 1 subspecies, 60 varieties, and 2 forms. There are a total of 78 taxa of floristic regional indicator plants and one taxon of level II endangered species, Millettia japonica, as designated by the Korean Ministry of the Environment. The floristic regional indicator plants are as follows; four taxa of level V such as Utricularia bifida, two taxa of level IV such as Cladium chinense, 14 taxa of level III such as Aletris spicata, three taxa of level II, and 55 taxa of level I. In addition, one endangered species (EN), Nymphoides coreana, five vulnerable species (VU),such as Ilex cornuta, and three near-threatened species (NT) such as Utricula riaracemosa, were found in the investigated area. The plants of Imja-do(Isl.) are classified into four types based on the plant geographical origin, as follows: 1) boreal plants advancing southward in a glacial period, 2) temperate plants spreading eastward from the Himalayas and China to Japan passing through the south coast of Korea, 3) subtropical plants, and 4) indigenously developed endemic species of the warm-temperate region of East Asia.

In this study was to survey method of national/public land actual condition survey to utilization of UAV, in order to evaluate the economic and accuracy. we carried out the comparative evaluation of the cadastral status surveying in terms of accuracy of parcel checkpoint, economical costs. The results are summarized as follows. First, average position error of the orthoimage was 0.033m in X error, 0.023m in Y error when the RMSE average calculated 0.046m from the intersection of plane distance connections. Secondly, it was appeared the accuracy of the orthophotograph is 0.076m at the maximum RMSE of the UAV orthoimage check point and 0.042m at the minimum RMSE compared with the VRS-GNSS survey results. Thirdly, when the allowable error specified in the implementing regulation of the current cadastral survey is applied, all of the checkpoint of 0.360m tolerance corresponding to the scale of 1/1,200 is satisfied. Finally, UAV utilization method in national/public land actual condition survey is 26,497,436(KRW) cheaper than cadastral survey method for In the economic evaluation of national/public land actual condition survey. Therefore, as a result of this study shows that the method of utilizing UAV in the national/public land actual condition survey satisfies legal standards in terms of accuracy and economical aspect is a way to further reduce the local government budget.
The purpose of this study is to assume the particular area of hills where it is highly possible for historical site to be buried in the viewpoint of geomorphology and based on this to suggest excavation-recommended area. Namely, this writer is to understand the dwelling site type of ancient people who had resided there at that time for the object of 'Ohnju region urban development business site' (referred as investigation area hereinafter) and considering the characteristics of micro-landform of hills which are distributed in investigation area and is to recommend the area where it is highly possible for historical site to be buried. The result of analysis is like the following. (1) Dwelling site types of ancient people who might have resided in the whole area of investigation region are discovered to be largely 'low hills+wetland' of Type-I and 'alluvial fan(or river terrace+wetland' of Type-II. (2) In investigation area if the area which has high possibility of distribution of historical site namely, excavation-recommended area is looked as based on micro-landform unit of hills, they are Crest slope and Crest flat. Individual area ratios which Crest slope and Crest flat occupies in investigation area are 12.9% and 10.2% respectively and the rankings are 3 and 6 each. And excavation-recommended areas in valley plain(or bottomland) of investigation area are in the vicinity of 'distal end' or 'buried distal end'of small scale alluvial fan.
The study was investigated to runoff characteristics of non-point pollutants according to rainfall in Kokseong river watershed. The result of which is as follows : First of all, major reason which affect the formation of water quality of Kokseong River is judged to be caused by non-point pollution source which flows out from farmland and residential area. Flow of rainfall effluent in the downstream in which direct flow components of urban district and combined sewer overflows of farmland was intervened faster than that in the upstream reacted more promptly. Generation of pollutants by non-point source shows increasing trend in general in accordance with the increase in the intensity of rainfall but it was affected by SS, BOD, COD and T-P in the upstream part whereas BOD, COD and T-N were significantly affected by beginning period of rainfall in the downstream. EMC in the downstream increased approximately 3-315 times as compared to upstream, particularly the discharge of SS5 and T-P were extremely increased. While surface flow out of rainfall effluent in the upstream was only 4.7%, the surface flow in the downstream took up as much as 29%, which was major reason for the increase of EMC. From the above contents, we can see that the change in water quality according to the increase and decrease of effluent at the time of rainfall showed very complex pattern depending on the type of land use, and it is judged that the most important thing for the administration of non-point pollution source is to come up with the solution for the reduction of effluent at the beginning.
Endophytic fungi predominantly inhabit grasses, and produce a variety of beneficial metabolites for plant growth, as well as help their hosts against pathogens and herbivores. Current study was focused on plant growth promoting activity of endophytic fungi inhabited in the roots of sand dune grasses. We collected 49 fungal isolates from the roots of four most common sand dune grasses and screened them for their growth promoting capacity. Results showed that 37 fungal isolates (75.5%) promoted plant height and shoot length of waito-c rice, 11 fungal isolates (22.5%) suppressed it, while 1 fungus (2%) showed no effect on the growth attributes. The fungal strain Gibberella fujikuroi, along with distilled water and Czapek broth medium, were taken as control for this experiment. It was concluded that a major proportion of endophytic fungi inhabited in the sand dune plants produce metabolites, and thus help in growth and development of the host plant.
