The recent sharp increase in wages has driven many Korean manufacturing firms to move into technology-intensive fields. The task of industrial restructuring is, however, rather difficult for small and medium-sized enterprises (hereafter, "SMEs") which suffer from limited R&D resources. If the R&D activities of SMEs are left unattended, industrial restructuring process may be retarded. Hence, the government-sponsored programs can be justified when used to promote the technological level of SMEs. Because of the limited internal R&D resources of SMEs, in particular human resources, the government-sponsored programs that depend on financial subsidies to stimulate the R&D activities of SMEs may not be recommended. Rather, a more desirable policy is programs to subsidize outside sourcing of SMEs. Basic principles of the program are; (i) that the government should establish R&D laboratories which are specialized in joint researches with SMEs in each industry; (ii) research projects of the laboratories should be funded by SMEs; the government's support covers only fixed costs such as construction costs in order to avoid moral hazard problem. (iii) technology adviser programs sponsored by the government should be improved; geographical distribution is to be expanded and the activities are to be monitored by local governments. Also foreign networks need be strengthened.
To assist in selection schemes we estimate the genetic diversity of the horse breeds. Genetic diversity at 13 microsatellite loci was compared in six horse breeds : Jeju Native Horse, American Quarter, Jeju Racing Horse, Mongolian Horse, Japanese Horse and Thoroughbred. All of the equine microsatellite used in this study were amplified and were polymorphic. The expected total heterozygosity over all the populations varied between 0.669 and 0.869 and the expected heterozygosity within population range from 0.569 to 0.219 in this study. The low coefficient of gene differentiation value showed that only 0.118 of the diversity was between horses breeds. The constructed dendrogram from the genetic distance matrix showed little differentiation between horse breeds using DISPAN program. The genetic distance using 13 microsatellites ranged between 0.137 and 0.414 for the six horse breeds. These results confirm the potential use of equine microsatellite loci as a tool for genetic studies in horse populations. The genetic diversity of the six horse breeds to each other closed to their geographical distribution. Suggesting that the loci would be suitable for horse breeds parentage testing. Therefore, Microsatellite marker seems to be very useful for clarifying the evolutionary relationships of closely related populations.
Accurate and effective mapping is critical step to monitor the spatial distribution and change of flood inundated area in large scale flood event. In this study, we try to suggest methods to use low spatial resolution satellite optical imagery for flood mapping, which has high temporal resolution to cover wide geographical area several times per a day. We selected the Sebou watershed flood in Morocco that was occurred in early 2010, in which several hundred $km^2$ area of the Gharb lowland plain was inundated. MODIS daily surface reflectance product was used to detect the flooded area. The study area showed several distinct spectral patterns within the flooded area, which included pure turbid water and turbid water with vegetation. The flooded area was extracted by thresholding on selected band reflectance and water-related spectral indices. Accuracy of these flooding detection methods were assessed by the reference map obtained from Landsat-5 TM image and qualitative interpretation of the flood map derived. Over 90% of accuracies were obtained for three methods except for the NDWI threshold. Two spectral bands of SWIR and red were essential to detect the flooded area and the simple thresholding on these bands was effective to detect the flooded area. NIR band did not play important role to detect the flooded area while it was useful to separate the water-vegetation mixed flooded classes from the purely water surface.

The vegetation types and distributional characteristics of the forest vegetation on Mt. Ilwol were investigated by the Z-M school method. Geographical distribution of the vegetation was a central/montane(CEMO) type of the Korean Peninsula subtype. The forest was classified into five vegetation units: Artemisio-Quercetum mongolicae (Artemisio-Quercetum typicum subass. nov., Artemsio-Quercetum pinetosum dens~florae subass. nov. ). Lychno-Quercetum mongolicae (Lychno-Quercetum Calamagrostetosum arundinaceae subass. nov.. Lychno-Quercetum ligularetosum f~scherii subass. nov.), Fraxinus rhynchophylla community, Quercus variabilis community and Larix leptolepis afforestation. Species with percentage constance degree more than 61% are Quercus mongolica (89.5%, V), Lespedeza maximowiczii (73.7%, IV), Isodon japonicus(73.7%, IV), Fraxinus rhynchophylla (68.%, IV), Arlemisia stolonifera (65, 8%, IV), etc. Artemisio-Quercetum mongolicae was chiefly distributed on the ridge lines of low altitudes (570~700m) and on the ground with exposed rocks in sloping surface (800~1, 000m). Both Fraxinus sievoldiana and Rhododendrou schlippenbachii of the Artemisio-Quercetum mongolicae showed a predominant condition all over the subtree and shrub layers. Of Artemisio-Quercetum pinetosum densifloraes, Pinus densiflora becomes powerful over the tree layer and, on the other hand, Quercus mongolica over the subtree layer. Lychno-Quercetum mongolicae was distributed somewhat on the humid region of the high altitude area (840~1.200m). Fraxinus rhynchophylla community was chiefly distributed in the vicinity of the ravines. Quereus rariabilis community was distributed at subxeric slope on southeast side of the mountain. Larix leptolepis has been reforested at the ecotone between Artemisio-Quercetum mongolicae and Lychno-Quercetum mongolicae. Percentage cover degrees of the subtree layer In Lychno-Quercetum mongolicae, Quereus rariabilis community and Larix leptolepis afforestation were relatively low, 15.3%, 5% and 2.5%, respectively.The contents of moisutre and organic matter in the soil were much higher in Luchno-Quercetum monogolicae and Larix leptolepis afforestaion than in the other communities. Contents o Ca, Mg, K and the available phosphorus were relaively high compared with forests of the other area. This result seems to be influenced by a forest fire. As the altitude increases, the moisure content in the forest soil also increases.

Genetic diversity and genetic differentiation in six natural populations of Abies holophylla Max were investigated using ISSR marker system. From 6 ISSR primers, the average percentage of polymorphic loci was 85.6%, and the average expected heterozygosity ($H_e$) was 0.288. From the result of AMOVA, 94.4% of total genetic variation came from the differences among individuals within populations, and 5.6% was caused by those of among-populations. On the basis of Bayesian inference, genetic differentiation (${\theta}^{II}$ and $G_{ST}$) and inbreeding coefficient for all populations were 0.045, 0.038, and 0.509, respectively. The correlation between genetic distance and geographical distance was highly significant at the Mental's test (r = 0.74, P < 0.05). Six populations divided into two groups according to the results of UPGMA and PCA. One group included Namwon, Cheongdo and Mungyeong population. The other was Inje, Hongcheon and Pyeongchang population. Also, in Bayesian clustering analysis, 6 populations were divided into two clusters. But Cheongdo population was assigned into the other cluster unlike those of UPGMA or PCA. Taking the regions based on the results of the cluster analysis into consideration of AMOVA, 3.9% of genetic variation came from the regional difference. The dendrogram from UPGMA could provide the most genetically reasonable explanation for the distribution of Abies holophylla populations in South Korea.

As recent inflows of foreign immigrants to relatively advanced countries in Northeast Asia have rapidly increased, Japan in particular uses 'multicultural coexistance' as a key concept for developing both discourse and policies on them. This paper is first of all to suggest a new typology of multicultural societies in the world ill order to differentiate the case of Northeast Asian countries from those of Western countries. And this paper is to suggest that foreign immigrants in Japan have different positions in labor markets and living experiences according to historical and social backgrounds as well as their nationality. The transformation process towards multicultural society is not only historical and social but also geographical and spatial, as foreign immigrants have made different spatial distribution and regional segregation in types. In order to control this socio-spatial process towards multicultural society, Japan has developed the concept of 'multicultural coexistence' similar with that of multiculturalism in Western countries. This concept seems to be quite significant as it has been initiated by local communities for symbiotic relationship between foreign immigrants and native Japanese dwellers. But it can be regarded as a strategic ideology to control foreign immigrants as it targets mainly on Nikkeijin, and is usually concerned with the cultural aspect. Seen from a theoretical point of view, this concept can be seen as closed with liberal multiculturalism as opportunity equity, but far from corporative multiculturalism as outcome equity, and it is on the process transferring from the first stage of tolerance to the second stage of legislation of nondiscrimination, while being distant from the third stage of legislation paradigmization of recognition, and hence appears to be easily reverted to assimilationism.
This study was carried out to define the characteristics of the identified ground-dwelling invertebrate communities at Nari basin and Tonggumi area in Ulleungdo Island, designated as a nationally important agricultural heritage. The habitat types were divided into the following categories: crop land, forest, and ecotone, and the soil-dwelling invertebrates were collected according to habitat type. The ground-dwelling invertebrates were collected using a pitfall trap, and a self-organizing map (SOM) was applied to the invertebrates dataset to define the characteristics in invertebrates distribution. The SOM clearly classified the relevant information into four clusters, and extracted ecological information from the invertebrates dataset. The cluster II was composed of invertebrate communities which are collected in the Tonggumi area. The Tonggumi area is where mountainous areas were developed for agricultural purposes, which has geographical features commonly observed in Ulleungdo Island. It is noted that the cluster II has different characteristics as compared other clusters. The results of this study are expected to be used for the preservation of agricultural environment and maintenance of biodiversity by providing basic data, on the biotope of Ulleungdo Island designated as a nationally important agricultural heritage and information on the characteristics of the applicable ground-dwelling invertebrate communities.
This paper suggests the method to extend service area by using the transmit offset delay in T-DMB single frequency network (SFN). In general, synchronization of the transmit time of all site can be done by using the reference clock of GPS, which dose not reflect the details geographical characteristics and transmit specifications of each site. Applying the site-specific transmit offset delay, we could extend the service area of SFN T-DMB. Applying the transmit offset delay, it is found that the signal quality in the region of weak receive field strength was improved and upto 4~8 km service area expansion was achieved by satisfying the minimum field strength ($45dB{\mu}V/m$) recommended by the Korea Communications Commission (KCC). Site-specific offset delay was calculated considering the geographic service area characteristics, distribution of electric field strength between neighboring sites and site-specific service target area. Experiments were carried out in order to analyze impact of calculated offset delay on the T-DMB SFN and also to confirm that the offset delay extends T-DMB service coverage. The experiment was done in metropolitan T-DMB service areas.
Background: The purpose of the present study was to determine geographic clustering of breast cancer incidence in Kanagawa Prefecture, using cancer registry data. The study also aimed at examining the association between socio-economic factors and any identified cluster. Materials and Methods: Incidence data were collected for women who were first diagnosed with breast cancer during the period from January to December 2006 in Kanagawa. The data consisted of 2,326 incidence cases extracted from the total of 34,323 Kanagawa Cancer Registration data issued in 2011. To adjust for differences in age distribution, the standardized mortality ratio (SMR) and the standardized incidence ratio (SIR) of breast cancer were calculated for each of 56 municipalities (e.g., city, special ward, town, and village) in Kanagawa by an indirect method using Kanagawa female population data. Spatial scan statistics were used to detect any area of elevated risk as a cluster for breast cancer deaths and/or incidences. The Student t-test was performed to examine differences in socio-economic variables, viz, persons per household, total fertility rate, age at first marriage for women, and marriage rate, between cluster and other regions. Results: There was a statistically significant cluster of breast cancer incidence (p=0.001) composed of 11 municipalities in southeastern area of Kanagawa Prefecture, whose SIR was 35 percent higher than that of the remainder of Kanagawa Prefecture. In this cluster, average value of age at first-marriage for women was significantly higher than in the rest of Kanagawa (p=0.017). No statistically significant clusters of breast cancer deaths were detected (p=0.53). Conclusions: There was a statistically significant cluster of high breast cancer incidence in southeastern area of Kanagawa Prefecture. It was suggested that the cluster region was related to the tendency to marry later. This study methodology will be helpful in the analysis of geographical disparities in cancer deaths and incidence.
This study aims to reproduce of Anuisamdong's landscape structure and improve the value of Scenic site. It was extract main spot from Geography book published by government in the 19th Century. Wonhak-dong's main spot was the most elements of the Anuisamdong in geography book published by government. Hwarim-dong was pavilion-based scenery area complex, Simjin-dong was continues scenery spot along the valley, and Wonhak-dong was hybrid distribution that landscape structure. Each dongcheon in Anuisamdong was created a separate area through isolated geographical, visually for structure of collectively means. Also, a narrow entrance and enclosure topography are areas which arouse atmosphere of paradise. In addition, Aunuisamdong's landscape structure, which was previously divided into individual Dongcheon, was expanded into a single integrated landscape structure of Dongcheon. This is different from the general landscape development of common Dongcheon with the same starting and ending points and sightseeing routes.
