  • Studies of atmospheric general circulation in the troposphere and stratosphere are very important to understand the influence of human activities on the global climate and its change. Recently, the existence of an annual cycle in the circulation has been reported by a number of studies. In this study, the residual mean meridional circulation is calculated by the TEM momentum and continuity equations for the period from December 1985 to November 1995 (10 years), and the long-term variations of the circulation and mass fluxes across the 100hPa surface are examined. The multiple regression statistical model is used to obtain quantitatively the long-term variations. This study is focused especially on mean meridional circulation in the troposphere and stratosphere associated with ENSO (El Ni${\tilde{n}}$o-Southern Oscillation) which is known as a cause of the unusual weather, global climate, and its change. The results show that the global scale troposphere-stratosphere mean meridional circulation is intensified during El Ni${\tilde{n}}$o event and QBO (quasi-biennal oscillation) easterly phase and weakened during La Ni${\tilde{n}}$o event and QBO westerly phase. The signal of Mount Pinatubo volcanic eruption in June 1991 is obtained. Due to the volcanic eruption the global scale troposphere-stratosphere mean meridional circulation is abruptly intensified.

  • According to English law, in a voyage policy there is an implied warranty that at the commencement of the voyage the ship shall be seaworthy for the purpose of the particular adventure to be insured. However, Unites States law affords the implied warranty of seaworthiness a great deal of latitude. In the case of voyage policies, it has been traditionally held that the assured is bound not only to have his vessel seaworthy at the commencement of the voyage but also to keep her so, insofar as this can be achieved by himself and his agents, throughout the voyage. Additionally, a defect in seaworthiness, arising after the commencement of the risk, and permitted to continue from bad faith or want of ordinary prudence or diligence on the part of the insured or his agents, discharges the insurer from liability for any loss consequent to such bad faith, or want of prudence or diligence; but does not affect the insurance contract in reference to any other risk or loss covered by the policy, and which is not caused or exacerbated by the aforementioned defect. One of the most important areas of difference in the marine insurance contract between the U.K. and U.S. is the breach of warranty. Prior to the Wilburn Boat case, the MIA was thought to hold that the effect of a breach of warranty was similar under American law -in that under the general maritime law literal compliance with all promissory warranties is required. In this case, the Court concluded that state law should apply to a marine insurance policy, and found that there was no federal rule addressing the consequences of a breach of warranty in marine polices. However, it is of the utmost importance that this case brought to a close the imperative concordance between English and American law. Meanwhile, in relation to marine insurance contracts in Korea, this insurance is subject to English law and practice;, additionally, the international trade volume between Korea and the United States has assumed a vast scale. Therefore, we believe it is important to understand the differences in marine insurance law between the two countries in terms of marine insurance contracts, and most specifically warranties.

  • According to international regulations, it is mandatory for navigators or engineers to acquire suitable skillsets before their designation as a duty officer on board. One of the most important elements is Maritime English (ME), wherein students are taught a required set of basic skills that enable them to process various documents related to accidents, ship conditions, and inspections. Students have to be equipped not only with the use of general English skills but also with the coherent use of technical terms and phrases. However, due to the unique circumstances that exist in the maritime domain, the methods used for imparting maritime knowledge and the manner in which it is evaluated are restricted. Hence, this study aims to utilize an online Maritime English learning and testing platform that can be accessed on smart devices to analyze its impact on the students' learning process. An experiment was conducted on two groups of cadets, one that used the platform and another group that did not. After six-week, the experiment results showed a significant difference between the ME test scores of the two groups. The test scores were further analyzed by incorporating the students' personal elements to measure the ef icacy of the ME test platform. Therefore, the learning and evaluation processes are expected to be implemented in ways that are appropriate and convenient to specific circumstances and be widely used in the field of maritime education in the future.

  • Along with a general growth in living standards there has been a corresponding increase in the demand for tourism. Cruise based tourism, in particular, has become one of the most dynamic and dramatic growth sectors in the tourism industry over the last 20 years, including in the Northeast Asian region. In line with the growth of passenger numbers, the number of cruise ships and their berth capacities has increased significantly since the late 1970s. Korea, as a peninsular nation, has also experienced a rapid growth in cruise passenger numbers. The national economy has greatly benefited from this as the industry acts as an income generator, creating new jobs and potential investments and in developing local tourism. Ports play an important role in the development of any national cruise industry, providing not only ship berths but supply and bunkering facilities and a gateway to local tourism opportunities. The selection of the optimal cruise port location is an important and complex problem because the decision makers have to consider a large number of criteria which have a significant effect on the economy, environment, human life, and society. This paper investigates those criteria that are significant in developing a successful cruise port by employing a questionnaire survey of major cruise port users - shipping companies and tourism companies. The ports, surveyed in this study are Busan, Incheon, Yeosu and Jeju. All have been identified as important potential cruise ports in the Korean Government's 'The 3rd Port Basic Plan (2011-2020)'.

  • This paper describes the behavior and failure probability of the basic structural members in a fire for the fire safety assessment of offshore structures. A fire safety assessment can be accomplished by comparing the fire resistance of the members with the fire severity of the heat load due to fire. The fire severity is represented as the maximum temperature of the members using the Eurocode 1 standard fire curve and heat transfer equation. On the other hand, the fire resistance is the limiting temperature calculated by a simplified formula in the case of simple structural members. Considering the complexity of FPSOs and offshore structures, a general-purpose structural analysis program should be used and the limiting temperature obtained by analyzing the structural strength of the members through an elasto-plastic analysis with a large deflection, and compared with the maximum temperature. Also, the equality of these two methods of evaluating the fire resistance was confirmed by comparing them. Following three criteria, the strength, serviceability and stability, three failure modes, namely the first failure of a hinge, large deflection and buckling, were chosen. The failure temperature was verified for each failure mode. using the AFOSM method in the equation of the fire severity and fire resistance, thereby giving the failure probability of the member. By applying these processes to the example of a beam and plate, the behavior of the structure and failure (temperature?) of each failure mode can be determined.

  • This study proposes that a diving supervisor, who can perform the role of both a field manager and a supervisor, be introduced in the national qualification system. The goal was achieved by surveying the general status of the commercial diving sector, including the statistics of an underwater construction company, commercial diving equipment operation condition, diver working hours, diver supply and demand status, and underwater construction market size. The national qualification and national competency standard (NCS) systems were also analyzed to deduce the role definition and work scope of the diving supervisor. Consequently, the following proposition is made: the diving supervisor should be an "on-site manager with the highest job skill in the commercial diving field, who can perform the on-site process management as well as guide, supervise, and educate project participants and serve as an intermediary between the contractor and the workers." The responsibilities of the diving supervisor are proposed to include "diving planning and operation of the diving team," "diving with surface-supplied air and mixed-gas diving system," "chamber operation," "underwater construction," and "ship salvage." The persistent issues in commercial diving sectors, such as diver career development, management, and worker supervision, are expected to be largely resolved with the introduction of this qualification.

  • This study examines why follow-up investigative programs about the sinking of the Cheonan Patrol Combat Corvette(ROKS Cheonan) have not been produced, despite much speculation surrounding the cause of the sinking since November 2010, when KBS investigative program, In-Depth 60 Minutes which had covered the incident was aired. We have uncovered four reasons through a series of in-depth interviews with producers and reporters, as follows. First, Korean military authorities monopolized relevant information, while the producers could not prove or confirm the validity of the findings of the JIG(Joint Civilian-Military Investigation Group)'s report because the facts had been revealed partially and selectively by the authorities and the press' scientific investigation were rejected by the authorities. Second, the crew of In-Depth 60 Minutes was subjected to severe disciplinary action by the Korea Communications Commission. This caused a chilling effect, - it broke the producers' resolve to further explore the reason behind the sinking. Furthermore, the screening of the investigative documentary, Project Cheonan Ship was cancelled without prior notice, presumably by the power of the State and markets. Third, the reorganization and shake-up of personnel by broadcasting stations' presidents appointed by the power of the State crushed the spirit of PD Journalism. Finally, the "red purge" factions stigmatized by the political or military, or the mainstream press, caused the producers or broadcasters to engage in self-censorship. The idea has been used in Korea as a smoke screen to deflect public attention. Nevertheless, the producers hope to shed light on the Cheonan sinking incident and to prove reasonable doubts by pursuing follow-up investigations.

  • Distribution of zooplankton abundance was studied in the front zone in the East Sea in November, 1996, Averaged total abundance in the front zone was less than that in the nearby cold surface water areas but more than that in the nearby warm surface water areas. The number of taxa was the greatest in the upper layer of mixing. Abundance and the number of tun in the front zone were contributed by the cold water and the warm water, respectively. Inspite of the differences in sampling time (day vs night), the species composition and abundance distribution were similar at two sites within cold or warm water area, However, they were quite different at two sites in the front zone although the sampling time of the day was the same. from this, the history of mixing was believed to be the most important factor for the species composition and abundance distribution in the front zone. Zooplankton distribution in the study area was mainly controlled by the dominant cold water Copepod Species Metridia paoifica, the only taxon that showed significant diet vertical migration. Most other taxa showed no significant diel vortical migration, Seawater temperature also affected zooplankton distribution. Positive correlations in the warm area, weak negative correlations in the cold water area, and no significant correlation in the front zone were obtained in general between the seawater temperature and the abundances of the major taxa.

  • The Russo-Japanese War(1904-1905) in the early 20th century greatly influenced the international politics in Northeast Asia and the destiny of both countries. There are many studies on the cause of the outbreak and its effect on the Korean peninsula. The victory and defeat of the battle of Tsushima also the subject of research by renowned scholars and navy officers. Many previous studies have analyzed the process of engagement. However, There was a lack of research that analyzed at the tactical level of naval commanders. Therefore, this study tries to review the battle of Tsushima in terms of tactical level, that is formation, maneuvering, damage control. Naval operations at sea with many variables are not always done as planned. The intuitive judgement and readiness have had a decisive impact on victory and defeat. The analysis of the naval warfare on the basis of formation, maneuvering, and damage control makes the cause of the win more clearly. The conclusion of the this study can be summarized in five ways. First, victory would be achieved through the suppression of the beginning. The destiny of the Tsushima battle was determined by an 1 hour after first firing. The Japanese fleet caught fire by paralyzing the command and control capabilities of the Russian fleet. Second, the Japanese fleet's power was superior to the Russian fleet. In general, Japan and Russia had similar powers, and Admiral Togo's "T crossing tactics" decisively contributed the victory. However, when compared to the weapon system level, formation and maneuvering, Japan was much more dominant. Third, people realized that one side to be annihilated in the battle between similar powers after the Tsushima battle. The common perception before the Battle of Tsushima was that the battle ship would not sunken, and that the result of wiping out was difficult. However, there is s time for one sided victory and defeat depending on the early suppression nad the destruction of the command and control ability. Fourth, it is the importance of damage control ability. The main cause of the Russian fleet's loss of command and control ability was thick smoke from fire, and maneuverability was greatly deteriorated due to coal overload. In this way, importance is still valid after more than 100 tears. Fifth, the area of uncertainty. In the navy battles, one or two shots of clear firing in the beginning and small misconception and minor mistakes decide win or loss. Ultimately, this area of fortune can be linked to mindset of the commander. I hope this research will be help to naval researchers and naval commanders at the sea.

  • This study was carried out to analyze the risk attitude based on situation awareness of the Vessel Traffic Service Operator (VTSO) on the risk of collision between vessels during the monitoring of vessel traffic through the use of the VTS system. In general, when two vessels are in the close quarters situation, we analyzed the degree of risk of collision from the subjective viewpoint of the VTSOs through an administered survey. Chiefly, we analyzed the risk attitudes of each VTSO in the close quarters situation, by comparing it with the calculated value by the CoRi, which is the ship collision risk model from the VTSO's viewpoint. As a result, it was confirmed that more than 40% of the total VTSO was noted as being in a weak risk aversion type of category. Through a review of the results of analyzing the risk attitude of VTSO according to gender, age, VTS career, VTS center position, accident experience, and boarded career, it was found that there was a significant difference in the VTS career, VTS center position and accident experience. In addition, a regression model that is able to further explain the risk attitude of VTSO was derived as a factor that confirmed the significant difference and applied to CoRi to predict the collision risk according to the individual VTSO to be used as a fundamental information gathering tool for providing more accurate and safe VTS service at sea.
