Deficiencies of the GMDSS Distress Communication System and Methods to Improve (GMDSS 조난통신 제도의 문제점과 개선 방안)

  • The distress communication system in the maritime mobile service had almost depended on the wireless telephony or telegraphy technique. The GMDSS (Global Maritime Distress and Safety System) which was introduced in 1992 brought a lot of changes in the maritime distress communication service such as the automatic transmission of distress signals and implementation of global search and rescue networks. However, there are some deficiencies in the GMDSS distress communication system such as a lack of compatibility in the maritime distress communication between GMDSS ships and Non-GMDSS ships, increasing deceptive or false distress alerts generated by GMDSS installations, lack of understanding about the GMDSS installations for the operators. In this paper, the problems of distress communication system in the maritime mobile service are analyzed and the methods to solve or minimize these problems are suggested.

  • After full implementation of the GMDSS on February 1, 1999, non GMDSS equipped vessels may experience difficulty in establishing communications with vessels complying with the GMDSS. These difficulties are associated with the differences between the automated equipment required in the GMDSSand the non-automated equipment typicaly carried on small vessels. The purpose of this paper is to describe the IMO activities on the application of the GMDSS to non-SOLAS Convention ships both from a radiocommunication and a SAR point of view, and the national GMDSS implementation programme for non-SOLAS vessels. There are no differentiation between SOLAS ships and non-SOLAS vessels complying with the GMDSS, but they have to comply with the GMDSS according to the trading area A1, A2, A3 and A4. Canadian commercial vessels not subjects to SOLAS , will be required to comply with the GMDSS. Carriage requirements are being developed in consultation with the marine industry. The vessels not subject to SOLAS will not be required to carry GMDSS equipment, however, it is recommeded they fit for the GMDSS as applicable to their area of operation in many countries. Some recommednations are made to implement the GMDSS for non-SOLAS vessels in Korea.

  • The main object of Maritime Safety Network is to prevent Marine Accidents in advance and avoid the loss of live and property efficiently. Our country's Marine Safety Network was widely changed with its concerned rules and the operation methods through the complete operation of GMDSS system. Thus, compared with the past, maritime safety equipment and its systems were enforced, but the loss of lives from marine accidents tends to increase against the general expectation. 80 percent of the total marine accidents in Korea is caused by small fishing boats that are capsized immediately from accidents. To minimize the loss of lives they are to require the help of rescue. Lately imported GMDSS communication equipment is operated very fast automatically to issue the rescue and inform the distress, but most general small fishing boats are under 5 ton vessel and excluded from the administration of GMDSS system. In this paper is to propose the proper solution for the efficient improvement of maritime safety network suitable for the our practical circumstance.

  • In this paper, a design and implemented of the data communication system on the entails inherent safety with the distress and urgency of maritime data communication services that are required for functional limitations of the existing mounting equipment and services to determine the likelihood MF/HF, VHF, Inmarsat satellite communication has a diversification of the GMDSS ship communication equipment. Proposed role and direction of the GMDSS on the communication media by the communication cost, throughput, communication speed and processing services available, communication range, etc. by conducting a performance analysis and evaluation in the future maritime communications environment.

  • 전세계 해상 조난 및 안전제도의 시행에 따라 GMDSS 통신설비의 운용과 이에 대한 정확안 활용이 요구된다. 본 연구의 목적은 GMDSS 시뮬레이션 교육이 해상무선통신사의 해상용 통신기기 및 운용에 관한 이해력을 평가하고자 하였다. 이러한 연구의 목적을 달성하기 위해 A1해역에서 발생한 조난신호에 대한 처리능력을 시뮬레이션을 이용하여 전송하는 단일 시나리오는 적용하여 남 녀 10명에게 상활을 이해하고 처리하는 능력을 평가하였다. 평가결과 시뮬레이션을 이용한 시나리오 전략 교수는 연구대상자의 조난상황 처리능력을 향상시키고 해상통신기기 및 활용에 대한 이해력을 높이는 것으로 평가되었다.
