The Paris Agreement, adopted in 2015, requires global mitigation actions by all countries, whether they are developed or developing countries. All member countries prepared and communicated a greenhouse gas reduction target, formally called the Intended Nationally Determined Contribution (INDC). There has been some concern regarding whether the INDCs communicated are sufficient to achieve the emissions reduction needed to hold the increase in global temperature to $2^{\circ}C$ above pre-industrial levels. How to address this emissions gap in an equitable and fair manner remains controversial. Beginning in the year 2023, global stocktaking under the Paris Agreement will be performed by the Conference of the Parties to assess progress towards temperature goals. The present study, based on various composite indicators reflecting equity, fairness, ability and efficiency, analyzed the GHG reduction targets of eleven major countries and the ambitiousness of these targets. Employing share indicators and comparative ratio indicators (resulting in eight composite indicators), this study showed that when share indicators are applied, Korea's appropriate reduction requirement rate is relatively low at 1~2%. However, when comparative ratio indicators are applied, Korea's appropriate reduction requirement rate increases dramatically to 6~11%. In a similar vein, when share indicators are applied, Korea's 2030 target is very ambitious compared to other countries, while the opposite is seen with comparative ratio indicators. This strongly suggests that Korea needs to apply more share indicators than comparative ratio indicators when discussing the equitable and ambitious role of Korea in the climate debate.
The policy aimed at introducing a Bonus-Malus system to reduce GHG and raise the market share of small cars is scheduled to go into effect in South Korea in 2020. Although the policy was originally planned to be enforced from 2015, the Ministry of Trade, Industry and Energy argued that the system brings low reduction effect and relative disadvantage to domestic small cars and brought arguments in 2014. As a result, the enforcement was pushed back. Related studies are mainly focused on offering statistical estimation of the policy's effect to support the arguments, and few theoretical studies were published given that there was not enough time until 2015 back then. The author approached the issue with mathematical modeling in order to give theoretical basis for sophisticated empirical studies. If car suppliers have market power and strategically set their prices, the impact of Bouns-Malus on car prices would be lower than what was originally intended. In case only a part of the car market loses its market power, the effect of the policy would be improved. Assume that the Bonus-Malus is currently at an optimal level and the car market structure is undergoing changes, then the direction of the new optimal level would depend on the elasticity of demand of each market and substitute elasticity. For example, if the car market becomes more monopolistic while the demand for big cars is elastic, demand for small cars is inelastic and substitution elasticity is low, then the new optimal level of Bonus-Malus should be higher.
Cameroon is a lower middle-income country with a population of 25.87 million inhabitants distributed over a surface area of 475,442 ㎢. Cameroon has very rich potentials in renewable energy resources such as solar energy, wind energy, small hydropower, geothermal energy and biomass. However, renewable energy constitutes less than 0.1% of energy mix of the country. The energy generation mix of Cameroon is dominated by large hydropower and thermal power. Cameroon ratified the Paris Agreement in July 2016 with an ambitious 20% greenhouse gas (GHG) emission reduction. This study attempts to investigate some renewable energy deployment policy-instruments that could enable the country enhance renewable energy deployment, gain energy independence, fulfill Nationally Determined Contribution (NDC) and achieve Sustainable Development Goals. It begins with an analysis of the status of energy sector in Cameroon. It further highlights the importance of renewable energy in mitigating climate change by decarbonizing the energy mix of the country to fulfill NDC and SDGs. Moreover, this study proposes some renewable energy deployment policy-solutions to the government. Solar energy is the most feasible renewable energy source in Cameroon. Feed-in Tariffs (FiT), is the best renewable energy support policy for Cameroon. Finally, this study concludes with some recommendations such as the necessity of building an Energy Storage System as well a renewable energy information and statistics infrastructure.
An energy modeling analysis method currently has been considered as a new approach for energy policy research, because the importance of renewable energy use has been emphasized more and more. This study used RETScreen model as a clean energy decision making methodology for adaptation to climate change and elimination of various pollutions. This modeling method includes five step standard analysis; energy model, cost analysis, GHG analysis, financial analysis, and sensitivity & risk analysis and it also assesses both conventional and modern energy sources and technologies. This methodology for the photovoltaic(PV) energy modeling is used to evaluate the energy production, financial performance and GHG emissions reduction of photovoltaic projects. In addition, the PV application systems are classified into three basic applications; On-grid system, Off-grid system and water pumping system. This study assesses the renewable energy techno-economic modeling method with the feasibility analysis result of 10 MW PV power plant in Abu Dhabi in United Arab Emirates. Furthermore this study stresses the importance of renewable energy model research by applying to domestic PV power plant which is now in preparation.
The objective of this paper is to provide a review on the latest development on the main initiative and approaches for the sustainability criteria for biofuels. A large number of national and international initiative lately experienced rapid development in the review of the biofuels targets announced in the European Union (EU), United States (US) and other countries worldwide. The global biofuel targets are likely to have a strong impact on land use and agricultural markets. Although biofuels production provides new options for using agricultural crops, there are environmental, social and economic concerns associated with biofuel production. The diversity of feedstock, large number of biofuels pathway an their complexity lead to a high uncertainty over the greenhouse gas (GHG) performances of biofuels, in terms of GHG emission reductions compared to the fossil fuels, expecially if land use change is involved. This paper describes an overview of current status of ongoing certification initiative in Europe and worldwide for biofuels sustainability. It also provides mandatory requirements as part of an sustainability scheme in EU, United Kingdom, US and international approaches and should be reviewed to introduce based on global trends in Korea.

In terms of climate change communities have only during the 1990s begun to recognize that all greenhouse gas(GHG) emissions are directly or indirectly generated locally, through acts of agency, production or consumption. This has provided a boost to the role of local places in the debate since GHGs can be allocated and made understood locally and hence form the basis for specific policies, programs, plans and projects. The objectives of this study are to define a framework for making Environmentally Friendly City through enhancing integrated energy-urban policies and present framework to do comprehensive evaluation on energy related policies response and also explore the interrelation between energy related activities in each sector and policy and applies to Seoul mega city in Korea. Despite the growing recognition of the seriousness of urban environmental problems and their contribution to global environmental and social concerns, most analysts continue to study cities in parts rather than as a whole; we study sectoral sub-systems such as transport, air pollution or energy. While specialization is useful for detailed thinking, we also need to see each issue in the context of how each city works environmentally, economically, socially and politically. We therefore need integrative approaches to study of cities and need to understand how they function as systems. These framework presented in this study allows an organized and systematic analysis. These research results can provide useful, credible and timely input into the urban planning process. This study will be a helpful exercise to draw some policy implications of other cities in Korea and also East Asia that are in a similar stage with the these cities and developing plans on how to address them.
The purpose of this paper is to analyze the sector-specific greenhouse gas reduction implementation strategies priority using the multi-criteria analysis methods (AHP and Feedback ANP). Our analysis demonstrates that the highest priority among the evaluation criteria is given to the feasibility compared to the efficiency and the effectiveness in most of the sectors. In the public and the building sectors, it has been found that the governmental driving force is absolutely crucial in technological dissemination and diffusion. The results and the main findings are as follows. Firstly, the priority of the policy evaluation criteria has been changed by analysis methods. Secondly, the total weight and the priority of each sector's alternatives also have been changed. Finally, the priority of the alternatives for criteria has been changed by the analysis methods.
Before the Conference of Parties (COP) 21 of the United Nations Framework Convention on Climate Change (UNFCCC) in 2015, most parties of UNFCCC had submitted their intended nationally determined contributions (INDCs) and to achieve their voluntary targets, some parties consider using international market mechanisms. As one of such mechanisms, Japan promoted its own bilateral mechanism called Joint Crediting Mechanism (JCM). In this study, feasibility studies and projects under JCM have been analyzed by project type, sector, country and region, which could provide some implications in designing Korea's future climate policy to achieve Korea's targets of 11.7% using international market mechanism in INDC. Since 2010, JCM has promoted 542 projects and feasibility studies in 44 countries according to the Institute for Global Environmental Strategies (IGES) database. Among 542 projects, about 80% were feasibility studies implying that JCM was more focused on project identification. However, current trends of JCM show that more projects will be soon implemented based on these feasibility studies. For sectoral categorization, projects were categorized into seven sectors-energy technology, energy efficiency, renewable energy, waste management, city, strategic planning and projects related to the country's efforts to reduce emissions from deforestation and forest degradation (REDD+). JCM projects were mitigation focused with more than 70% of projects were related to energy efficiency, renewable energy and energy technology. At the regional and country level, JCM is highly focused on Asia and especially, more than 100 projects were developed in Indonesia. Based on the analysis of JCM, in order to develop bilateral international mechanism for Korea, it is worthwhile to emphasize that Korea considers Asian countries as her partner. In addition, Korea may consider the collaboration with Multilateral Development Banks (MDBs) to implement projects identified by Korea and Asian partner countries. Furthermore, strategically, it is recommendable to develop jointly with Japan who has already capacity and networks with other Asian countries to mitigate GHG emissions. Such financial resources from MDBs and Japan may contribute to meet the 11.3% of GHG reduction target from abroad according to INDC of Korea.
India faces a formidable challenge in ensuring security of access to modern energy carriers to majority of its population. The fossil-fuel dominated centralized energy system has proved to be ineffective in creating sustainable access to energy, which suggests need for a radical and innovative approach. We present such an approach. First, the need for innovations given the implications of lack of energy access on sustainable development is assessed. Next, possible innovations with respect to technologies, policies, institutions, markets, financial instruments and business models are discussed. Finally, an economic and financial feasibility of implementing such innovations are analyzed. The results indicate that such a proposal needs an investment of US$ 26.2 billion over a period of 20 years for a GHG mitigation potential of 213Tg $CO_{2e}$. The proposition is profitable for the enterprises with IRRs in the range of 39%-66%. The households will get lifeline access to electricity and gas for cooking at an affordable monthly cost of about US$ 5.7.
Republic of Korea officially announced its mid term reduction target which reduce about 30% of BAU GHG emission by 2020 in the 15th meeting of UNFCCC(COP 15) held in Copenhagen, Denmark 2009. To achieve this goal, it is necessary to understand the serious of climate change and take part in GHG reduction not only industry but also the nation. However, such positive participation in green life which may cause inconvenient of the life of the people. It should be accomplished with providing reliable information. This study suggests the scientific potentialities of GHG emission by guideline on low carbon life and green life to form and change a lifestyle suitable for coping with climate change. And also, this study quantitate the GHG reduction which may reduce demand for air conditioning by cool biz and warm biz. In Korea, this campaign has become known as 'CoolMaebsi' by Ministry of Environmental of Korea. 'CoolMaebsi' is a compound word of 'Cool' which means feel refreshed, and 'Maebsi' is a Korean word which means attire. Though this campaign is effective and significant to reduce the GHG emission yet there were no study on quantitative analysis. Therefore this study calculated reduced energy consumption and potential GHG emission by measuring variation of skin temperature. As the result, wearing warm biz and cool biz have an effect of reducing not only the energy consumption but also GHG emission. To achieve the low carbon society, it is necessary to improve the energy saving system and introduce the policy which guide to change a life style.
