According to the United Nations Framework Convention on Climate Change (UNFCCC), many countries around the world have been concerned with reducing Greenhouse Gas (GHG) emissions. Reducing the level of building energy consumption is particularly important in bringing GHG down. Because of this, many countries including the US and the EU are enforcing energy-related policies. However, these policies are focused on management of single types of buildings such as public buildings and office buildings, instead of management on a national level. Thus, although various policies have been enforced in many countries, CO2 management on a national level is still not an area of focus. Therefore, this study proposed a community-based CO2 management process that allows government-led GHG management. The minimum unit of the community in this study is a plot, and the process consists of three steps. First, the current condition of the GHG emission was identified by plot. Second, based on the identified results, the GHG emission reduction target was distributed per plot by reflecting the weighted value according to (i) the target CO2 reduction in the buildings in the standard year, (ii) region, and (iii) building usage and size. Finally, to achieve the allocated target reduction, building energy management was executed according to the properties of the building located on each plot. It can be expected that the proposed community-based CO2 management process will enable government-level GHG management, through which environment-friendly building construction can be promoted.

Global climate change caused by greenhouse gases(GHG) is getting serious. To prevent this, countries around the world are regulating GHG emissions. Korea has decided to reduce GHG emissions by 37% compared to BAU (Business As Usual) by 2030. The transportation sector accounted for 18.58% of the domestic GHG emission, and roads accounted for 93.75% of the total. Public transportation is also included in the target of GHG reduction, and this study was conducted to reduce GHG emissions of bus public transportation, which can reduce GHG emissions while reducing the cost of road transportation. In this study, a simulation was conducted to predict the optimal GHG emission compared to the waiting time of passengers by adjusting the bus dispatch interval by implementing a greenhouse gas simulation model using Any Logic. If a more precise model is implemented in the future, it is expected that it will be used to reduce bus GHG emissions.

It is known that energy usage from Korean Universities was growing rapidly in the early 2000s. But since 2011, the change was caused by GHG emissions regulation enforced by the government. The purpose of this research was to find the characteristics and trends of greenhouse gas emissions from major universities in Korea according to the each university's data and information. The result shows that GHG emissions from University have increased steadily prior to enforcement by 4-5% annually, but the rate of increase marked 0.5~1% in 2011~2013 is the season of emission regulation and the total amount of emissions decreased 3%~5% in 2014~2015 while preparing an emissions trading scheme. Therefore we can say that the enforcement of GHG reduction such as energy target management system makes a visible effect at least in the University sector that level of GHG emissions is from $75kg/m^2$ to $58Kg/m^2$ for seven years. Another result says that the size of research fund is the main factor that affects the amount of GHG emissions before 2011, but the size of building area has been a new factor influencing the GHG emission since 2013. Thus we suggest that the criteria for evaluating the level of GHG emission from University is suitable if it is based on the building area intensity.
The Paris Agreement, adopted in 2015, requires global mitigation actions by all countries, whether they are developed or developing countries. All member countries prepared and communicated a greenhouse gas reduction target, formally called the Intended Nationally Determined Contribution (INDC). There has been some concern regarding whether the INDCs communicated are sufficient to achieve the emissions reduction needed to hold the increase in global temperature to $2^{\circ}C$ above pre-industrial levels. How to address this emissions gap in an equitable and fair manner remains controversial. Beginning in the year 2023, global stocktaking under the Paris Agreement will be performed by the Conference of the Parties to assess progress towards temperature goals. The present study, based on various composite indicators reflecting equity, fairness, ability and efficiency, analyzed the GHG reduction targets of eleven major countries and the ambitiousness of these targets. Employing share indicators and comparative ratio indicators (resulting in eight composite indicators), this study showed that when share indicators are applied, Korea's appropriate reduction requirement rate is relatively low at 1~2%. However, when comparative ratio indicators are applied, Korea's appropriate reduction requirement rate increases dramatically to 6~11%. In a similar vein, when share indicators are applied, Korea's 2030 target is very ambitious compared to other countries, while the opposite is seen with comparative ratio indicators. This strongly suggests that Korea needs to apply more share indicators than comparative ratio indicators when discussing the equitable and ambitious role of Korea in the climate debate.

Global aviation is projected to grow in demand by an annual average of 4.1% between 2014 and 2034. It can be said that environmental impact from aviation will therefore be expected to increase on a similar scale. As regards civil aviation emissions, the sector contributes between 2~3% to International aviation GHG emissions. In the European Union(EU), aviation emissions account for about 3% of the EU's total green house gas emissions, of which a majority are said to come from international flights. In terms of traffic volume in 2013, Korea's international aviation industry 11th with regard to passengers and 3rd with regard to cargo, attaining the overall rank of 5th in the world. GHG emissions has been increasing steadily over the last 4 years, averaging 3.9 percent a year, due to the growth of low cost carriers and the increased demand for air transportations. As for aviation in Korea, there are a number of means intended to attain the Government's emission control objective in an efficient manner, such as AVA (Agreement of Voluntary Activity), TMS (Target Management System) and ETS (Emission Trading Scheme). In addition, the Government intends to better adapt to ICAO's Global MBM(Market-based Measures) that will come into performance on Year 2020. In the study, we focused on GHG mitigation measures that is fulfilling the AVA, TMS, ETS in the Government and suggest the effective measures to reduction the aviation GHG emissions.
On December 12, 2015, the Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) adopted the Paris Agreement, in which several developed and developing countries all committed to participating in the reduction of greenhouse-gas (GHG) emissions. South Korea has submitted an intended nationally determined contribution (INDC) proposal with a target to cut down 37% greenhouse gas business as usual (BAU) until 2030 in preparation for the 2030 GHG BAU. Under the post-2020 regime, which will be launched from 2021 as the agreement entered into force early, it is expected that efforts to support GHG reduction and adaptation to climate change in developing countries will be accelerated with the utilization of technologies and financial resources of developed countries. South Korea has established the Basic Plan for Climate Change Response and the Basic National Roadmap for Greenhouse Gas Reductions by 2030 to promote the response to climate change at the government level. The Ministry of Science and ICT, as the National Designated Entity designated by the UNFCCC, has come up with middle and long-term strategies for climate technology cooperation. South-Korea has an abundance of energy-consuming industries to support its export-oriented industrial structure; it is thus expected that achieving the GHG reduction target will incur a considerable cost. Moreover, in order to meet the reduction target (11.3%) of the intended nationally determined contribution proposed by South Korea, it is necessary for South Korea to actively promote projects that can achieve GHG reduction achievements, and financial resources are needed as leverage to reduce risks that can occur in the early stages of projects and attract private sector investment. This paper summarizes the theoretical discussions on climate finance and conducted a comparative analysis on the status of the funds related to climate change response in the UK, Germany, Japan and Denmark. Through this, we proposed the legal and policy tasks that should be carried forward to raise public funds that can be used for creation of new industries related to climate change as well as to reduce GHG emissions in South Korea. The Climate Change Countermeasures Act, which has been proposed by the National Assembly of South-Korea, stipulates the establishment of funds but there is no additional funding except for general account. In this regard, it is also possible to take measures such as the introduction of carbon tax or the collection and use of royalties through technology research and development projects for climate change, such as Industrial Technology Innovation Promotion Act. In addition, since funds are used in various fields such as domestic greenhouse gas reduction, technology development, and overseas projects, it is necessary to establish a system in which various ministries cooperate with the operation of the fund.
Korea has introduced Korea Emissions In 2015, the United Nations Conference on Climate Change (COP21) was held in Paris. The Paris Agreement indicates that all nations are in charge of mitigating climate change. Prior to COP21, 197 Parties submitted the Nationally Determined Contributions (NDCs), which are greenhouse gas reduction targets. On June 30, 2015, Korea also submitted an NDC target of 37% reduction compared to BAU in 2030. However, Korea's NDC was evaluated as "Inadequate" by the Climate Action Tracker (CAT). In addition, the domestic environmental group expressed a negative opinion as well. In view of this situation, it is necessary to conduct an objective assessment of quantitative analysis of NDC goals in Korea. The goal of this study is to evaluate NDC of Korea by comparing with those of OECD member countries. For comparative analysis, data such as population, GDP, primary energy supply affecting GHG emissions were obtained from the OECD homepage. The results indicate that emission reduction goal of 37% of Korea was $4^{th}$ highest goal among OECD member countries. If Korea achieves the emission reduction goal, the greenhouse gas emissions per capita in 2030 are $10^{th}$among OECD member countries. The greenhouse gas emissions per GDP are $13^{th}$, and emissions per TOE are $9^{th}$ among OECD member countries. The results show that greenhouse gas intensity of Korea is relatively high among OECD member countries. Therefore, it is needed to continuously endeavor to reduce greenhouse gas emissions to mitigate the global climate change. This study can be further used as a fundamental document to establish the future greenhouse reduction policy in Korea.

The amount of greenhouse gas (GHG) emissions has been increasing steadily over the last 4 years, averaging 6.8 percent a year, due to the growth of low cost carriers and the increased demand for air transportations. For the aviation GHG reduction, various fuel saving activities are implemented in many areas such as high-efficiency aircraft and bio-fuel development in the technical part and low carbon flight procedures, short cut route development in the operational approach. Among the various reduction technologies, we focused on low carbon flight procedures that are crucial to GHG reduciton and suggested a reduction effect according to target implementation rate using by fuel saving estimation data in each aircraft type.
Korean government is enforcing 'Greenhouse gas target management' in order to achieve Greenhouse gas reduction target. To attain Greenhouse gas reduction target, companies in Korea must establish their GHG inventory system and analysis their GHG emissions characteristics for deduction of mitigation measures. LMDI(Log Mean Divisia Index) decomposition analysis is widely used to understand characteristics of GHG emission and energy consumption. In this paper, the characteristics of GHG emission from the line of railroad in Korea is respectively analyzed in terms of conversion effect, intensity effect, production effect and distance effect. Data of railroad GHG emission from 2000 to 2007 are used. As a result, total effect of railroad's GHG emission is $96,813tCO_2eq$. Production effect ($39,865tCO_2eq$) and distance effect ($327,923tCO_2eq$) affect increase of railroad GHG emissions while Conversion effect ($-158,161tCO_2eq$) and intensity effect ($-112,814tCO_2eq$) influence decrease of the emissions.
There are two main policies to meet the national goal of reducing Greenhouse Gases (GHGs) emissions in Korea towards Paris Agreement. From 2012 to 2014, Target Management System (TMS) was operated and the Emissions Trading Scheme (ETS) has been established since 2015. To compare the impact of TMS and ETS on reducing GHGs, we collected annual GHGs emission reports submitted by individual business entities, and normalized them using a z-variant normalized function. In order to evaluate the impact of those policies, we calculated the amount of GHGs emissions of 73 business entities from 15 business sectors. Those entities emitted $508million\;CO_2eq$, which is 74% of total national GHGs emissions in 2014. The main results of analysis indicate that accumulated GHGs emissions during the period 2012 to 2014 affected by TMS was higher than the national goal of GHGs emission reduction, and only the GHGs emissions in 2014 were in the range of allowed GHGs emissions, set by the Government. In 2015, when ETS initiated, total GHGs emission trading was $4.84million\;tCO_2eq$, which is only 0.9% of total allowance in 2015. However, more than 50% of business entities, who got the allowance of GHGs emission given by the Government, met the goal of GHGs emissions. Particularly, 27 of 73 business entities reduced GHGs more under the ETS rather than the TMS. Even though we analyzed only 4 years' data to demonstrate the impact of TMS and ETS, it is expected to commit the national goal of GHGs reduction target by TMS and ETS.
