The Doubtful Existence of Resource Curse (자원의 저주에 대한 비판적 고찰)

  • The term, "resource curse", is widely used to describe how countries rich in natural resources, such as oil, natural gas, and certain minerals, are unable to utilize that wealth to boost their economies. Contrary to previous research on the topic, this study has demonstrated that natural resources have a strong positive correlation with a country's economy. It likewise confirmed that this result is robust with broad sets of exogenous variables, and that the positive impact of natural resources on the economy remains significant with the inclusion of capital stock per worker. In this sense, it is doubtful that resource curse actually exists in the long-run. On the other hand, this study tested whether the quality of institutions has any relation with natural resource endowments if the positive effect of natural resource endowments on the gross domestic product (GDP) is adequately controlled for. In contrast to findings of Alexeev and Conrad (2009), if the former Soviet Union (FSU) countries are included, it seems that there might be a negative and statistically significant relationship between large endowments of natural resources and the quality of institutions. However, this negative relationship loses its significance and some positive albeit insignificant relationships are confirmed in a considerable number of cases when the FSU countries are excluded in the sample. That is, the negative relationship results from the inclusion of the FSU countries. This result is believed to happen by a temporary coincidence of events, a natural resource windfall and political and economic instability during the transition of the FSU countries. Therefore, the argument that resource abundance harms the institutional quality is confirmed to be a little groundless.

The Effect of Workforce Aging on Human Capital Job and Regional Economic Performance in Korea: focusing on Metro Cities and Provinces (노동력 고령화가 인적자본 취업비중과 1인당 지역총생산에 미치는 효과: 우리나라 광역시와 도를 중심으로)

  • This study analyzes the effects of aging workforce on human capital and the per capita gross regional domestic product, using regional panel statistics from 1995 to 2017. According to the results of the two-stage least-squares panel regression analysis reflecting the fixed effects by region, the aging of the labor force had no effect on the human capital employment ratio and per capita gross domestic product in the metropolitan cities, but reduced human capital and per capita gross domestic product in the provinces. The share of service businesses had a positive effect on human capital in metropolitan cities, but the effect was not significant in the provinces. Human capital significantly contributed to the increase in per capita gross regional domestic product in the metropolitan cities, but the physical capital stock significantly contributed to the increase in per capita gross regional domestic product in the provinces. The results of this study suggest that the human capital job policy and the per capita regional GDP growth policy due to the aging workforce may be different between metropolitan cities and provinces.

  • 베트남은 자연재해로 인해 매년 평균 750명 이상의 사망자가 발생하고 있으며, 경제적인 피해 또한 한해 GDP의 1.5%에 달하고 있다. 저먼워치(Germanwatch)의 2010년 세계기후위험지수(Global Climate Risk Index, GCRI)의 전 지구적 기후재난에 관한 국가별 순위 조사에서 베트남은 4위에 기록되었다. 베트남의 자연재해는 상당 비중이 풍수해에 집중 되어 전체 재해의 86%를 차지하고 있고, 이는 대부분 해안 지대와 강 유역의 홍수 및 범람에서 비롯된 것이다. 베트남 전체인구의 약 70%가 상습적 홍수와 범람 발생 지역인 해안가에 거주하고 있어 재난에 예방 및 복구 관리에 대한 국가 차원의 방안이 시급한 실정이다. 본 연구에서는 과거 30년간의 풍수해 관련 재해에 대한 기록상 추이를 통해 공간적으로 재난에 취약한 지역적 분포를 살펴보고, 그 지역의 지리적 특성을 분석하여 재해에 관한 종합적 고찰을 하였다. 벨기에 루뱅대학 부설 재난역학연구센터(Centre for Research on the Epidemiology of Disasters, CRED)의 EM-DAT를 이용하여 과거 기록상의 개괄적인 재해양상에 관한 추이를 살펴본 결과 대부분의 재난은 풍수해에 집중이 되어 있음을 분석하였고, 베트남 풍수해조정기관인 홍수및폭풍조정중앙위원회(Central Committee for Flood and Storm Control, CCFSC)의 최근 30년간 풍수해에 관련된 통계 자료를 정리하여 상습적 재난 피해지역을 지도상에 표시하였다. 이 때 지구지도제작운영위원회(International Steering Committee for Global Mapping, ISCGM)의 D_WGS_1984 Datum을 바탕으로 한 베트남 shape file을 이용하여 풍수해에 따른 인명피해, 경제적 손실, 발생횟수 등에 관한 사항을 일반화 시켜 재난 취약지역을 지리적으로 분석하였다. Thanh hoa, Quang nam, Binh Dinn, Camau성이 풍수해와 관련된 재난에 취약하게 노출되어 있음을 도출하였다. 재난에 상대적으로 취약한 이들 지역에 대한 현재의 재난 관리는 어떻게 이루어지고 있는지에 관해 현재의 풍수해관리 사업단의 조직적 구조와 그 기능 및 역할을 살펴보고, 국제적 원조 사례를 분석하여 상습적으로 재난의 위험 지역에 대한 지속적인 관리와 복구를 어떻게 이루어 나갈 것인지에 대한 방안 및 제언에 관하여 논의하고자 한다. 베트남의 재난 관리에 관한 지리적인 종합 분석은 기존 양상의 재해에 대한 방안을 구축하는 데 대한 제언뿐만 아니라 기후변화와 관련된 재난을 예측하고 관리 방안을 설정하는 데 기초 자료를 제공할 수 있을 것이다.

A Study on the Trade Effects of FTAs in Busan's Manufacturing Industry (FTA가 부산지역 제조업의 무역에 미치는 영향)

  • Since the Korea-Chile FTA in 2003, eight FTAs are now in force including Korea-EU and Korea-US FTA. The government anticipate that FTAs increase the GDP of Korea. Government-related research institutes officially reports the positive economic impact in Korea. However, the report does not show that how much Busan economy is affected by the FTAs. For this reason, we study the economic effects of FTAs in Busan. We compare the trade statistics before and after the time each FTA is in force. The resulting figures show that the exports and trades of Busan with the FTA nations increased significantly after the enforcement. For example, the exports to Chile increased by 273% when we compare the three-year average trade. We also construct an econometrics model to estimate the price elasticity. The estimated elasticity of exports for manufactured goods is 1.38 while that of imports is 0.83. Among the manufacturing industry, machinery has the highest price elasticity, 1.8. The average tariff for manufactured goods is 3.9% for FTA nations, while that is 5.8% for Busan. This higher price fall in Busan is offset by the lower price elasticity to make Busan's export increase be greater than Busan's import increase. Busan's export increases by 4.8% while import increases by 3.7%. So, it is expected to be added to the annual trade surplus of approximately $107million.

Concentration in the Primary City and Economic Growth (수위도시 집중과 경제성장)

  • The study tries to shed empirical light on the relation between the concentration of population in the primary city and per capita economic growth of the country, using the data for 113 nations over the period, 2000-2010. The concentration of population is measured in two ways, the ratio of the primary city's population to the total and to the second city. Using the ratio of the primary city's population to that of the entire nation, the empirical results neither show the robust negative relations nor the reverse U relation between primary city's concentration and economic growth. The ratio of the primary city to the second city however turns out to have a negative relation to per capita GDP growth. This result implies economic growth of a nation can be enhanced by decreasing the gap between the primary and the second ranked cities and does not support the reverse U hypothesis by Handerson(1974, 2003).

  • The country with a relative abundance of human capital conducts relatively more R&D in the steady state than its partner. This country acquires the know-how to produce a relatively wider range of innovative goods. High technology comprises a large share of the national economy in the human-capital rich country and real output growth is faster. This prediction would seem to accord weakly with empirical observation of Korean economy.
