Extreme climate events can have a large impact on human life by hampering social, environmental, and economic development. Global circulation models (GCMs) are the widely used numerical models to understand the anticipated future climate change. However, different GCMs can project different future climates due to structural differences, varying initial boundary conditions and assumptions about the physical phenomena. The multi-model ensemble (MME) approach can improve the uncertainties associated with the different GCM outcomes. In this study, a comprehensive rating metric was used to select the best-performing GCMs out of 11 CMIP5 and 13 CMIP6 GCMs, according to their skills in terms of four temporal and five spatial performance indices, in replicating the 21 extreme climate indices during the baseline (1975-2017) in South Korea. The MME data were derived by averaging the simulations from all selected GCMs and three top-ranked GCMs. The random forest (RF) algorithm was also used to derive the MME data from the three top-ranked GCMs. The RF-derived MME data of the three top-ranked GCMs showed the highest performance in simulating the baseline extreme climate which was subsequently used to project the future extreme climate indices under both the representative concentration pathway (RCP) and the socioeconomic concentration pathway scenarios (SSP). The extreme cold and warming indices had declining and increasing trends, respectively, and most extreme precipitation indices had increasing trends over the period 2031-2100. Compared to all scenarios, RCP8.5 showed drastic changes in future extreme climate indices. The coasts in the east, south and west had stronger warming than the rest of the country, while mountain areas in the north experienced more extreme cold. While extreme cold climatology gradually declined from north to south, extreme warming climatology continuously grew from coastal to inland and northern mountainous regions. The results showed that the socially, environmentally and agriculturally important regions of South Korea were at increased risk of facing the detrimental impacts of extreme climatology.

The objective of this study was to evaluate future inundation risk of farmland according to the application of coupled model intercomparison project phase 5 (CMIP5) and coupled model intercomparison project phase 6 (CMIP6). In this study, future weather data based on CMIP5 and CMIP6 general circulation model (GCM) were collected, and inundation was simulated using the river modeling system for small agricultural watershed (RMS) and GATE2018 in the Tanjung district of the Moohan stream watershed. Although the average probable rainfall of CMIP5 and CMIP6 did not show significant differences as a result of calculating the probability rainfall, the difference between the minimum and maximum values was significantly larger in CMIP6. The results of the flood discharge calculation and the inundation risk assessment showed similar to trends to those of probability rainfall calculations. The risk of inundation in the future period was found to increase in all sub-watersheds, and the risk of inundation has been analyzed to increase significantly, especially if CMIP6 data are used. Therefore, it is necessary to consider climate change effects by utilizing CMIP6-based future weather data when designing and reinforcing water structures in agricultural areas in the future. The results of this study are expected to be used as basic data for utilizing CMIP6-based future weather data.

As the severity of water-related disasters increases in urban watersheds due to climate change, reducing flood damage in urban watersheds is one of the important issues. This study focuses on prioritizing the optimal site for permeable pavement to maximize the efficiency of reducing flood damage in urban watersheds in the future climate environment using multi-criteria decision making techniques. The Mokgamcheon watershed which is considerably urbanized than in the past was selected for the study area and its 27 sub-watersheds were considered as candidate sites. Six General Circulation Model (GCM) of Coupled Model Intercomparison Project 6(CMIP6) according to two Shared Socioeconomic Pathway (SSP) scenarios were used to estimate future monthly precipitation for the study area. The Driving force-Pressure-State-Impact-Response (DPSIR) framework was used to select the water quantity evaluation criteria for prioritizing permeable pavement, and the study area was modeled using ArcGIS and Storm Water Management Model (SWMM). For the values corresponding to the evaluation criteria based on the DPSIR framework, data from national statistics and long-term runoff simulation value of SWMM according to future monthly precipitation were used. Finally, the priority for permeable pavement was determined using the Fuzzy TOPSIS and Minimax regret method. The high priorities were concentrated in the downstream sub-watersheds where urbanization was more progressed and densely populated than the upstream watersheds.

This paper describes the evaluation technique for climate change effect on daily precipitation frequency using daily precipitation generator that can use outputs of the climate model offered by IPCC DDC. Seoul station of KMA was selected as a study site. This study developed daily precipitation generation model based on two-state markov chain model which have transition probability, scale parameter, and shape parameter of Gamma-2 distribution. Each parameters were estimated from regression analysis between mentioned parameters and monthly total precipitation. Then the regression equations were applied for computing 4 parameters equal to monthly total precipitation downscaled by K-NN to generate daily precipitation considering climate change. A2 scenario of the BCM2 model was projected based on 20c3m(20th Century climate) scenario and difference of daily rainfall frequency was added to the observed rainfall frequency. Gumbel distribution function was used as a probability density function and parameters were estimated using probability weighted moments method for frequency analysis. As a result, there is a small decrease in 2020s and rainfall frequencies of 2050s, 2080s are little bit increased.

Climate extreme variability is a major cause of disaster such as flood and drought types occurred in Korea and its effects is also more severe damage in last decades which can be danger mature events in the future. The main aim of this study was to assess the effectives of climate change on drought for an agriculture as Nakdong basin in Korea using climate change data in the future from data of General Circulation Models (GCM) of ECHO-G, with the developing countries like Korea, the developed climate scenario of medium-high greenhouse gas emission was proposed of the SRES A2. The Standardized Precipitation Index (SPI) was applied for drought evaluation. The drought index (SPI) applied for sites in catchment and it is evaluated accordingly by current and future precipitation data, specific as determined for data from nine precipitation stations with data covering the period 1980-2009 for current and three periods 2010-2039, 2040-2069 and 2070-2099 for future; time scales of 3month were used for evaluating. The results determined drought duration, magnitude and spatial extent. The drought in catchment act intensively occurred in March, April, May and November and months of drought extreme often appeared annual in May and November; drought frequent is a non-uniform cyclic pattern in an irregular repetitive manner, but results showed drought intensity increasing in future periods. The results indicated also spatial point of view, the SPI analysis showed two of drought extents; local drought acting on one or more one of sites and entire drought as cover all of site in catchment. In addition, the meteorology drought simulation maps of spatial drought representation were carried out with GIS software to generate for some drought extreme years in study area. The method applied in this study are expected to be appropriately applicable to the evaluation of the effects of extreme hydrologic events, the results also provide useful for the drought warning and sustainable water resources management strategies and policy in agriculture basins.
IPCC(Intergovernmental Panel on Climate Change)는 향후 100년 동안 지구의 평균기온이 $1^{\circ}C$에서 $3.5^{\circ}C$ 상승할 경우, 각 기후대가 극방향으로 약 150~550km 이동할 것으로 예측하고 있으나, 과거 기후변동 연구결과들은 삼림의 이동속도를 100년간 4~200km로 추정하고 있어 식생이 기후대의 이동을 따라가지 못하여 사멸되는 지역이 발생할 것으로 예측되고 있다. 약 960km의 남북으로 긴 지형적 특성을 가진 한반도 역시 이러한 영향을 벗어나지 못할 것으로 예측되고 있어 기존의 기후변화 시나리오와 함께 삼림의 이동성을 고려한 영향연구가 요구된다. 본 연구는 IPCC의 새로운 기후변화 시나리오인 SRES 시나리오의 대기대순환모형(Global Climate Model, GCM) 결과와 AIM(Asia Integrated Model)/Impact[Korea] 모형을 이용하여 제작된 Holdridge 생물기후분류의 연구성과를 이용하여, CO2농도 배증시의 한반도지역의 자연식생 영향과 적응 가능성을 삼림의 이동성을 고려하여 평가하였다. 삼림의 이동속도를 0.25, 0.5, 1.0, 2.0(km/yr)로 변화시키며 2100년 한반도 자연식생의 기후 변화 영향을 평가한 결과, (1) 목본식물의 이동속도가 년간 1km 이상일 경우 삼림 피해가 미미하게 나타났으나 (2) 이동이 느린 0.25km/yr의 경우, 생육위험지역을 포함한 시나리오별 전체 피해규모는 A2(17.47%), A1(9.97%), B1(6.21%), B2(5.08%) 순으로 나타났으며, 삼림소멸의 경우는 A2, B2 시나리오에서 발생하며 A2 시나리오에서 한반도의 약 2.1%로 가장 크게 발생하였다. (3) 전반적인 생육위험 지역의 분포는 함흥만, 영흥만의 동해안지역에 집중되었으며, A2 시나리오의 극단적 소멸예상지역은 금오산, 가야산, 팔공산을 연결하는 지역에서 발생하는 것으로 나타났다.
International concern over the environmental pollution is ever increasing, and diversified countermeasures must be devised in Korea also. Global trend, damages, problems and countermeasures with respect to issues mentioned in the Rio Declaration, such as prevention of ozone layer destruction, reduction of migratory atmospheric pollution between neighboring countries, and prevention of global greenhouse effect, were discussed in this report. Conclusion of the report is summarized as follows : A. Measurement, Planning and Monitoring (1) Development and implementation of a global network for measurement and monitoring from the global aspects such factors as related to acid rain(Pioneer substances, pH, sulfate, nitrate), effect of global temperature(Air temperature, $CO_2$, $CH_4$, CFC, $N_2O$) and destruction of ozone layer($CFC_S$). (2) Establishment of network system via satellite monitoring movement of regional air mass, damage on the ozone layer and ground temperature distribution. B. Elucidation of Present State (1) Improvement and development of devices for carbon circulation capable of accurately forecasting input and output of carbon. (2) Developmental research on chemical reactions of greenhouse gas in the air. (3) Improvement and development of global circulation model(GCM) C. Impact Assessment Impact assessment on ecosystem, human body, agriculture, floodgate, land use, coastal ecology, industries, etc. D. Preventive Measures and Technology Development (1) Development and consumption of new energy (2) Development of new technology for removal of pioneer substances (3) Development of substitute matter for $CFC_S$ (4) Improvement of agriculture and forestry means to prevent the destruction of ozone layer and the greenhouse effect of the globe (5) Improvement of housing to prevent the destruction of ozone layer and the greenhouse effect of the globe (6) Development of new technology for probing underground water (7) Preservation of forest (8) Biomass 5. 본 연구는 충주댐 유역을 대상으로 미래의 기후변화, 그에 따른 식생상태, 그리고 미래의 토지이용 변화를 고려한 상태에서 SWAT-K 모형에 의한 수문순환인자들의 변화가 댐의 유입량에 미치는 영향을 파악하고자 한다. SWAT 모형의 검보정은 6년간($2000{\sim}2006$, 2001년 제외)의 댐유입량 자료를 이용하여 실시하였으며, Nash_Sutcliffe 모형효율은 $0.52{\sim}0.88$의 범위로 검보정되었다. 기후변화 시나리오는 IPCC에서 제공하고 있는 GCM들 중에서 CCCma CGCM2의 A2, B2 시나리오를 이용하였으며, 댐유역의 기후변화를 모의하기 위하여 과거 30년간($1977{\sim}2006$)의 기상자료 통계정보를 기준으로 Change Factor Downscaling 기법을 적용하여 2030년, 2060년, 2090년 전후의 각 30년간의 미래 정보를 재생산하였다. 미래의 식생정보는 7년($2000{\sim}2006$)간의 MODIS 위성 영상에 의한 엽면적 지수를 월단위로 구축하여 엽면적 지수와 평균기온간의 상관회귀식을 도출하여 미래 기후변화에 따른 식생의 활력도를 예측하였다. 미래의 토지이용 변화는 CA-MArkov 기법을 개선, 적용하여 총 9개의 토지이용 항목에 대하여 각 항목별 예측을 실시하였다. 2000년의 기상자료 및 댐유입량을 기준으로 이상의 미래기후, 식생, 토지이용 에측 정보를 적용하여 미래의 댐유입량을 모의한 결과를 분석하였다. 그 결과 강수량 및 온도의 변동이 가장 크게 영향을 주어 유입량의 변화가 모의되었으며, 이에 따른 수문인자의 변동은 2000년 기준으로 증발산량, 토양수분의 변동을 분석하였다. 미래의 수문순환에 가장 큰 영향을 주는 수문인자는 토양수분으로 나타나, 미래에는 산림지역 및 토지이용 개발에 따른 토양수분의 함양량 유지를 위한 유역관리가 중요한 요인이 될 것으로 나타났다.

Recent studies about irrigation water use have focused on agricultural reservoir operation in irrigation period. At the same time, it is significant to store water resource in reservoir during non-irrigation period in order to secure sufficient water in early growing season. In this study, Representative Concentration Pathways (RCP) 4.5, 8.5 scenarios with the Global Climate Model (GCM) of The Second Generation Earth System Model (CanESM2) were downscaled with bias correlation method. Cumulative precipitation during non-irrigation season, October to March, was analyzed. Interaction between cumulative precipitation and carry-over storage was analyzed with linear regression model for ten study reservoirs. Using the regression model, reservoir drought response ability was evaluated with expression of excess and deficiency. The results showed that future droughts will be more severe than past droughts. Especially in case of non-exceedance probability of 10%, drought in southern region seemed to be serious. Nine study reservoirs showed deficiency range from 10% to 55%, which turned out to be vulnerable for future drought. Only Jang-Chan reservoir was secure for early growing season in spite of drought with deficiency of 8% and -2%. The results of this study represents current agricultural reservoirs have vulnerability for the upcoming drought.

The main objective of this study was to assess reference evapotranspiration based on multiple GCMs (General Circulation Models) and estimation methods. In this study, 10 GCMs based on the RCP (Representative Concentration Pathway) 4.5 scenario were used to estimate reference evapotranspiration. 54 ASOS (Automated Synoptic Observing System) data were constructed by statistical downscaling techniques. The meteorological variables of precipitation, maximum temperature and minimum temperature, relative humidity, wind speed, and solar radiation were produced using GCMs. For the past and future periods, we estimated reference evapotranspiration by GCMs and analyzed the statistical characteristics and analyzed its uncertainty. Five methods (BC: Blaney-Criddle, HS: Hargreaves-Samani, MK: Makkink, MS: Matt-Shuttleworth, and PM: Penman-Monteith) were selected to analyze the uncertainty by reference evapotranspiration estimation methods. We compared the uncertainty of reference evapotranspiration method by the variable expansion and analyzed which variables greatly influence reference evapotranspiration estimation. The posterior probabilities of five methods were estimated as BC: 0.1792, HS: 0.1775, MK: 0.2361, MS: 0.2054, and PM: 0.2018. The posterior probability indicated how well reference evapotranspiration estimated with 10 GCMs for five methods reflected the estimated reference evapotranspiration using the observed data. Through this study, we analyzed the overall characteristics of reference evapotranspiration according to GCMs and reference evapotranspiration estimation methods The results of this study might be used as a basic data for preparing the standard method of reference evapotranspiration to derive the water management method under climate change.
