The maritime education and training is executed in Asian countries according to The International Convention on Standards of Training, Certification and Watch keeping for Seafarers(STCW). However, mainly basic training and education takes in maritime universities, because this convention is minimum requirements to become junior mariner. So, until now researches have not developed to the stage of discussing how maritime universities of advanced shipping countries should pursue the direction of education in the new eras. Korea and Japan as the leading shipping countries in Asia, need to take initiatives in building a new education system in order to foster the next generation maritime expert. To enhance the professional abilities of maritime technologists in the new era, element design of science and technology relating to maritime issues and a new education system based on an amalgamation of maritime education and scientific and technological education were discussed.

This study analyzed the fishery and maritime vocational high school teachers' recognition on the outcomes and future agenda. In addition, it delineates the importance of the vocational education division being carried out for 10 years in the College Scholastic Achievement Test (CSAT). In order to gather relevant information, 76 teachers who work in 12 different fishery and shipping vocational high schools around the country were surveyed. The findings of the fishery and maritime department teachers' recognition on the matter are as follows: First, the biggest impact the vocational education division in the CSAT had was on the promotion of continuing education and on the fulfillment on the vocational high school students' desire to compete and enter universities. Second, the CSAT with the vocational education division allowed students to choose a variety of paths after high school whether they be full-time employments or pursuing a degree in universities. Third, the biggest obstacle for the vocational education division in the CSAT is in the most metropolitan universities not honoring the CSAT scores as a criterion in the admission process.

The article analyzes the possibility of using information and innovation experience in training public administration specialists, and also explores the system of training public administration and management specialists abroad. It was determined that in the European Union, Japan and other developed countries, three concepts of qualified personnel training will be developed: the concept of specialized training is focused on the present or near future and is relevant for the respective workplace; the concept of multidisciplinary training is effective from an economic point of view, as it increases intra-production and non-production mobility of an employee; the concept of learner-centered learning with the aim of developing human qualities.
