The striking characteristic of the contemporary global security environment is that the nature of threats has become diverse and complex. For example, transnational and non-military threats including terrorism and proliferation of weapon of mass destruction has increased. In this security environment, Advanced countries funnel their investments for defense budgets into the assurance of key force capability and R&D of cutting-edge core technologies, in consideration of future battlefield environments so as to get an edge on not only defense science and technology but also intelligence capabilities. As shown by past practices of the korea's defense acquisition, the ministry of national defense has tried to enhance its force capabilities in the short-term by purchasing foreign weapon systems rather than by investing in domestic R&D. Accordingly, the technological gaps between the korea and advanced countries were widened due to both insufficient investment in development of domestic technologies and avoidance of technological transfer by advanced countries. Thus, for the effective execution of the R&D budget and the successful performance of the projects, the importance of selection, management and evaluation of the R&D projects is emphasized. So, The objective of this study is that the analysis of the proposal-selection evaluation system for the realization of the successful defense core technology R&D projects. This study focused on the improvement of the proposal-selection evaluation model which can be applicable to the national defense core R&D projects. Using the improved proposal-selection evaluation system, we propose a model to enhance the reliability of the national defense core technology R&D project evaluation system.

The Army's rocket missile is a one-shot weapon system, which is produced and used for only one mission, and requires high reliability. While reliability analysis with failure data can result in underestimation of the life distribution, reliability analysis with all the non-failure data can result in overestimation of the life distribution. Under or overestimation of the life distribution can lead to cost increase by early disposal or complete observation of all rocket missiles. In order to overcome this problem, the Army suggests the guideline of the number of samples from non-failure data for reliability analysis with failure data. However, the currently used sampling method can generate errors for predicting the failure rate. To solve this problem, this study proposes a new sampling procedure for predicting a future failure rate using non-failure data. The comparison test between the currently used sampling method and the proposed sampling method is conducted and the result shows that the proposed sampling method can predict the future failure rate more accurately.

This research paper on Tac-ELINT SW development method using M&S system describes the validation and verification methods of Tac-ELINT ground operating software development each stages, and the method of improving reusability of software using SBD(Simulation Based Design/Development) concept. In this project, We obtain the EW software SBD technologies and improved Tac-ELINT ground operating software through software crisis mitigation. This method and technology will expect to support a future EW system and any other various weapon software development.
The acquisition cost of defense weapon system has been continuously increasing because of art-of-technology of it. This phenomenon requires efficiency and transparency in the weapon system acquisition process through cost estimation. Therefore cost estimation is very important to the government acquisition programs to support decisions about funding and to evaluate resource requirement as a key decision point. The Commercial parametric cost estimating models have been using extensively to obtain appropriate cost estimates in early acquisition phase. These models have many restrictions to ensure the cost estimating result in Korean defense environment because they are developed based on foreign R&D data. Also estimation results are different from Korean defense industry accounting system. So, some studies have been tried to develop a CER (Cost Estimation Relationship) based on the Korean historical data. However, there are some restrictions to improve the predictability and ensure the stability of the developed singular CERs which consider the following data characteristics individually. The the abnormal conditions of data that is multicollinearity, outlier and heteroscedasticity under rack of the number of observations. In this paper, a CER's Linear Combining Model is proposed to overcome those limitations which guarantee more accurate estimation (25.42% higher precision) than other singular CERs. At least, this study is meaningful as a first attempt to improve the predictability of CER with insufficient data. The methodology suggested in this study will be useful to develop a complex Korean version cost estimating model development in future.

Since the modern weapon system is composed of a complex system, it is quite difficult to derive the priority of performance improvement factors. In addition, research on the method for prioritizing quantitative performance improvement factors considering the opinions of stakeholders is insufficient. In this study, in order to quantitatively derive the priorities of performance improvement factors for K1 tanks and K2 tanks, a survey was conducted with experts with experience in tank development, and the preface data was analyzed using AHP, scoring method, and TOPSIS methods. As a result, priorities were quantitatively derived. The results of this study are expected to be used as decision-making indicators for stakeholders in the future weapon system development and performance improvement stage.
The 3D printing technology took the second place within the top ten rising technologies at the World Economic Forum in 2012. It arose as a core technology that would enable transformation in the manufacturing industry and develop new markets through the change of existing industry paradigms. Leading countries, like the United States of America, are actively expanding the use of 3D printing technologies within their defense areas. In order to utilize the technology within her defense areas, the Republic of Korea is planning to acquire defense spare parts manufacturing technologies and nurture professional defense personnel specializing in the 3D printing technology. Hence, this study offers various methods to efficiently apply reliable 3D printing spare parts to operation fields in the future by utilizing spare parts localization development management methods within existing weapon systems' development, manufacturing and sustainment phases.

North Korea has already been using underground space for military purposes for decades, and is currently developing it as a key base for operating asymmetric forces. Accordingly, the special operations teams need fighting methods, weapon systems, and organizational structures to carry out subterranean operations. This paper presents an unmanned system platform for subterranean operations that combines tilt-rotor type drones, high-tech sensors, communication repeaters, and small robots, and a system that can be operated by special operation teams. Based on this, the survivability of the special operations teams can be strengthened and operational utility can be maximized. Afterwards, if Special Warfare Command collects collective intelligence based on the ideas related to subterranean operations presented in this paper and further develops these, it will be possible to drive subterranean operations doctrines, weapon systems, and organizational structures optimized for the battlefield on the Korean Theater of Operations in the near future.
The representative concept of the future war is NCW. The main point of NCW is that it is connected by networ ks and gathers the battlefield status in real time, managing and controlling it. This is most needed in the navy. Operations of the navy are carried out in wide areas, individually or together. During this process, sharing information between each warship should be essential. Furthermore in the case of the American navy, they see the entire world as the operation area so it is a representative example of NCW. The C4I system of the Korean army is separated a ccording to the difference of each army's tactics and weapon system, being developed and managed differently. The refore there is a problem of interoperability lacking in each system. This paper analyzes the developed C4I system of the American navy to analyze the problems of C4I system of the Korean army, and propose the future direction of its development.

This study presents the direction of the Republic of Korea Army in the future by examining the Manned and Unmanned Teaming(MUMT) Systems of the Military Advanced Countries of the United States, Israel, and France. In this study, the current status of the U.S. Ground Forces' 'Squad-X' program, the Israeli Ground Forces' Digital Army Program (DAP), and the French Army's Scorpion program were examined. Next, it was followed by a discussion of The Combat concept, a way of fighting in the future battlefield, with the development trend of a complex Combat system with various weapon systems supporting it. Finally, based on this, the direction of the development of MUMT system, which the Republic of Korea Army should engage in in the future, was presented as a conclusion. Since such MUMT system of advanced military forces are being developed in a secret manner, continuous longitudinal research needs be conducted.

In the midst of the development of science and technology based on the 4th industrial revolution, the ROK Army is moving forward with the ARMY TIGER 4.0 system, a ground combat system that combines future advanced science and technology. The system is developing around an AI-based hyper-connected ground combat system, and has mobility, intelligence, and networking as core concepts. Especially, the dronebot combat system is used as a compound word that refers to unmanned combat systems including drones and ground unmanned systems. In future battlefields, it is expected that the use of unmanned and artificial intelligence-based weapon systems will increase. During the transition to a complete unmanned system, it is a very important issue to ensure connectivity individual unmanned systems themselves or between manned and unmanned systems on the battlefield. This paper introduces the Multiplexer Allocation Problem (MAP) for effective command control and communication of UAV/UGV, and proposes a heuristic algorithm. In addition, the performance of the proposed algorithm is analyzed by comparing the solutions and computing time. Also, we discuss future research area for the MAP.
