CR리츠를 활용한 미분양 주택 유동화 지원정책 분석 - 시스템다이내믹스를 이용하여 - (Analysis on Liquidity Support Policy of Unsold New Houses through Utilization of CR-REITs - Using System Dynamics -)

  • 최근 미분양 주택의 발생은 글로벌 금융위기와 내수경기 침체로 본격화되었으며, 주택보급률이 100%를 넘는 현 상황에서는 향후에도 언제든지 미분양 주택 적체가 심화될 수 있다. 정부는 이러한 미분양 주택 적체를 해결하기 위하여 여러 대책들을 수립 시행해 왔으며, IMF 외환위기 이후 부동산 금융시장의 발전을 배경으로 미분양 주택 유동화 대책이 시행되게 되었다. 또한, 2008년 이후 급격히 증가한 준공 후 미분양 주택은 단기간에 해결하기가 쉽지 않으며, 이로 인한 건설사의 유동성 위기를 해결하기 위해서는 미분양 주택을 유동화시킴으로써 자본시장으로부터의 자금 유입을 원활하게 하는 것이 중요하다. 따라서 본 연구에서는 정부의 미분양 주택 유동화 대책 중 최근 몇 년간 가장 문제가 되어온 중대형의 준공 후 미분양 주택을 해결할 수 있는 기업구조조정 리츠(CR-REITs)를 활용한 정책의 실효성을 시스템 다이내믹스를 이용하여 분석하고 개선방안을 제시하고자 한다.

UCP600 운용상의 문제점과 합리적 개정방안의 모색 (A Study on Triggering the Implication for the Revision of UCP600)

  • This study is to find the accurate interpretations for the UCP600 by integrating, ISBP745, Official Opinions of ICC Banking Commission and some Case Laws suggesting the reasonable implication for the upcoming UCP. Major results analyzed by this study are as follows. First, The preclusion rule, UCP600 Article 16(c), is closely connected with the doctrine of documentary cure, so the banks requirement of Single Notice must state all the discrepancies of the documents presented. Exceptionally if the cured documents by the presenter are happened to be inconsistent the initial notice the bank can require the presenter to re-tender within the expiry date or the last day for presentation. Secondly, The Issuing Bank can utilize the right of seeking a waiver of documentary discrepancies from the applicant with the time limit of 5 banking days. If the bank wants to require an applicant to report discrepancies promptly, he may include a provision in the reimbursement engagement limiting the time limit within which the applicant must give notice of facial discrepancies. Thirdly, if a credit contains a non-documentary condition, banks will deem such condition as not states and will disregard it. According to the principle of private autonony if a credit contains a non-documentary condition to be consistent with by the parties concerned in a credit the non-documentary condition can be treated, as an effective condition itself. Fourthly, according to the Korean Supreme Court's decision, negotiation includes the method of crediting the credit amount and then transfers such funds into a special account and controls the account. Finally, UCP600 Article 33 states a bank has no obligation to accept a presentation outside of its banking hours. However, there is no rule in UCP600 in regard to a presentation after the close of business. Hopefully the upcoming UCP has to stipulates a sort of definite article to determine such ambiguous.

우리나라 중장기 전략기술의 수준평가에 관한 연구 (The Evaluation of Technology Level on Korea‘s Mid & Long-term Strategic Technologies)

  • It is important to identify the mid and long-term strategic technologies and evaluate technology level for the establishment of national R&D policy to upgrade technology level in Korea. This paper summarizes the result of technology level evaluation for 99 key technologies of 'National Technology Road Map', which consists of 5 visions, of Korea. The technology level, the technological gap between Korea and world-top country, the role of government to upgrade technology level, etc. were investigated by the survey (total 1,067 respondents) and the interview with experts related to key technologies. The average technology level of Korea was $65.1\%$ of that of world-top country and average technological gap was 5.8 years. The technology level of vision I 'Building an Information-Knowledge-Intelligence Society' was $71.6\%$ and highest among 5 visions. The highest technology level among 99 key technologies was $85.6\%$ for 'Digital Broadcasting Technology' and the lowest was $20\%$ for 'weather Control Technology'. The major reasons of technological gap were investigated as the lack of R&D personnel ($23.8\%$), the shortage of R&D funds ($17.8\%$), and the insufficiency of basic research ($15.4\%$), in sequence. The average technology level of USA was evaluated to highest in the world. It was presented that the technological power of China increased rapidly in the expert interview. The result of technology level evaluation would be primary information for various national S&T planning, such as S&T basic plan, S&T foresight, technology road map, etc.

  • 국내 게임 업계에서 비디오 게임 시장은 좁아지고 있고 그에 따른 자본과 인력 또한 줄어들고 있다. 이런 열악한 환경과 전문 기술력에서 나오는 콘텐츠의 질적 향상을 위해서는 전문 개발자가 아니더라도 보다 사실적이고 질적으로 뛰어난 콘텐츠를 제작하는 데 도움이 되는 연구가 필요하다. 본 연구에서는 대중과 평론가들에게서 캐릭터 감정 표현 및 전달이 잘 되었다고 평가받는 해외 전문 제작사의 애니메이션들을 선정하였다. 그리고 해당 애니메이션의 스크립트에서 Ekman의 6가지 기본 감정과 그레마스의 역동적 서술어를 이용해 캐릭터가 감정을 표현하는 행동을 선별하여 분석 및 분류하였다. 또한, 게임 제작 프로그램 유니티의 블렌딩 작업에 사용되는 '애니메이션 레이어'를 이용해서 캐릭터가 특정 감정을 표현하려 할 때 필요로 하는 행동들을 분석하고, 이 데이터를 사용해서 감정을 표현하는 행동을 제작해주는 프로그램의 구상안을 제안한다.

농촌여성의 소규모 창업을 위한 컨설팅 전문가 육성 교육과정 연구 (Curriculum Development for the Fostering Consultant in the Field of Rural Women's Business Startup)

  • The objective of this research is to acquire basic data to develop a program for professional consultants who can consult and provide advice for rural women's small business entrepreneur. In this research, startup business educational programs and 10 major related textbooks in Korea were analyzed, and a survey was conducted in which 71 owners of government funded rural small business responded. The major findings are as follows; First, most programs were targeting city females and were providing basic information mostly using lecture method over a few days. And no programs for rural women's small business could be found. Second, no textbooks dealing with rural women's small business could be found and the contents of each textbook differed significantly even though there were a few common points. Third, the result of the survey indicated that rural women's small business entrepreneurs had difficulty especially in acquiring necessary initial funds and raw materials, selling products, and judging the possibility of business success. And, there was significant difference in importance and perceived knowledge over 36 business know-hows in business startup area among the respondents. Based on the results, the followings could be recommended; First, educational programs for rural women's small business entrepreneurs should use a unique and different approach than other industries. Also, it is necessary to foster startup consultants especially for the rural women's small business entrepreneurs and to develop a delivery system for the startup educational programs. Second, contents of educational programs need to be selectively included depending on the level of uses. Finally, a workbook should be developed so that entrepreneur candidates can actually practice rather than just acquiring basic information and superficial knowledge during the participation.

공유재산 운영성과 증진을 위한 관리전담부서 설립에 대한 연구 - 경기도를 중심으로 - (A Study on Establishment of the Dedicated Management Department to Improve the Operational Performance of Public Properties - Focused on Gyeonggido Province)

  • 본 연구는 경기도를 주요 분석대상으로 하여 공유재산 보유현황, 관리체제와 운영성과, 운영의 한계점 등을 분석하였다. 또한 경기도와 서울특별시, 인천광역시 등의 타 광역단체들의 공유재산 관리체제를 비교·분석하여 시사점을 얻고자 하였다. 동시에 경기도 전체 공유재산 실무담당자를 대상으로 공유재산 운영과 관련된 설문조사를 실시하였다. 분석결과, 경기도는 재정자립도가 완전하지 않기 때문에 재원확충이 중요인데도 불구하고 공유재산의 세외수입 실적이 보유규모에 비해 미미한 수준이다. 그 원인으로는 무엇보다도 공유재산 관리전담부서가 별도로 신설되어 있지 않고 기존의 업무를 담당하는 주무부서도 행정력이 부족하다는 점이 주요 원인이라 판단된다. 따라서 본 연구에서는 공유재산의 운영 성과와 기타 재산 가치를 증대시키기 위해서는 공유재산 전담부서를 신설할 것을 제안하고자 한다. 설문조사에서도 공유재산 운영 성과를 개선시키려면 현재의 관리체제를 개편해야 하며 그 개편방향은 전담부서의 신설이어야 한다는 인식이 형성되어 있음을 확인할 수 있었다.

정부주도형 및 민간주도형 푸드뱅크(Food Bank) 사업의 운영 형태 및 특성 분석 (Analysis on the Characteristics of Government-dominant and Non-governmental Food Bank Programs from the Operators' Perspective)

  • The objectives of this study were to: (a) examine the overall operating conditions of both government-dominant and non-governmental food bank programs, (b) understand the operational management attributes on the target based on IPA (importance performance analysis) (c) analyze the present status of donating management, and (d) suggest a direction based on the analysis of advantages and disadvantages of food banks in each part. The random samples of 120 food bank operators were selected by a proportionate stratified random sampling method. A total of 60 government-dominant food banks and 25 non-governmental food banks were analyzed. The main results of this study were as follows: Accord-ing to the Importance-Performance Analysis of operational management, 'assistance for operating funds' and 'deployment of experience staff' were placed at 'Focus Here'. There was a great shortage of experienced staff with food bank-specific knowledge. The average number of the government-dominant and non-governmental food bank program employees was 0.29 and 0.30 respectively, while the ratios of employees with other jobs were 0.96 and 0.83 respectively. Shortages of refrigeration facilities were an area that needs to be addressed. While 51.6% of donated food required cold storage, only 45% of government-dominant and 60% of non-governmental food bank programs had refrigeration facilities. Most of food bank operators (96.3%) were required to visit the donators' locations to pick up the donated foods. And the foods were distributed to the people in need, especially to the livelihood protectee.

자산의 단계적 사용에 따른 생활유지가능성과 조정가능 소비수준 : 초과지출을 하는 1인 은퇴노인가계를 대상으로 (Sustainability of Spending and Adjustable Level of Consumption According to a Step-by-step Use of Retirement Assets : Focused on Overspending Households of Single Retired Elderly)

  • This study performed an analysis to determine if an individual can maintain the current consumption, in the case of a single retired elderly person's household using the accumulated assets. Assets are divided into three types, based on the behavioral economics life cycle hypothesis : financial assets, real assets excepting residential assets, and residential assets, and it is assumed that these assets were used on a step-by-step basis. Also, if the assets were sufficient, the maximum withdrawal amount was calculated. The results of the analysis are as follows. First, the monetary assets were sufficient to cover the cost of living for 2.7 years, 6.4 years by using the real assets of the non-occupied housing, and 26.3 years in the case of residential property. Second, in the case of preferentially using the financial assets, 4.4% of the sample households were able to cover the cost of living. Households that were not able to cover the cost of living used the next-stage assets, real assets of the non-occupied housing. Households that were not able to cover the cost of living by financial assets liquidated the real assets with the exception of residential assets and used these to cover the cost of living. A total of 4.8% of the households were able to maintain the current cost of living through the second stage and 25.5% supplemented their funds by using residential assets. That is to say, 35% of the sample households were able to maintain the current level of living by using their assets.

민간비영리 조직을 통한 보건의료 R&D 방향 설정 (Establishing the Direction of Healthcare R&D through Private Nonprofit Organizations)

  • Purposes: The purpose is to establish the direction of healthcare R&D through private nonprofit organization. Methodology: The data is divided into two groups: 12 physicians and pharmacists, and 16 persons including professors related to university donation, non-profit foundation executives. Each group was subjected to two Delphi surveys. To analyze the validity of the opinion, the content validity ratio and the consensus of experts were verified. Findings: Funding should be invested in 'development research' and 'application research'. The factors that hinder the donation culture are 'donation prevention system such as tax imposition system and rebate double penalty system', 'insufficient motivation of fund raising person', and 'lack of fund specializing specialist'. The fund raising strategy should be centered on a small number of large donors or a balance between large and small donors. The fund raising target should be effective to raise funds for corporate and individual donors. It is necessary to clarify the purpose of the social problem to be solved by the campaign strategy for promoting donation, to announce the validity of the trust and transparency of the institution, and to emphasize the social investment by the private sector. Practical Implications: It is necessary to present directions through private nonprofit organizations for the future development of healthcare R&D. The legal and institutional deficiencies of the domestic nonprofit organization fundraising infrastructure should be improved. In order to create a social investment climate, it is necessary to improve the awareness of donations and develop various donation programs for the private sector.

천연(天然)가스 자동차(自動車) 보급(普及) 확대(擴大)를 위(爲)한 경제성(經濟性) 분석(分析)과 정책지원(政策支援) 개선(改善)에 관(關)한 연구(硏究) - 대형(大型) 경유(輕油)버스를 중심(中心)으로 (A Study on Economic Analysis and Improvement Policy Support for the Expansion of Natural Gas Vehicles - Focused on the Large Diesel Bus)

  • 매년 OECD가 발표하는 대기환경 오염분야에서 우리나라가 최하위를 차지했다. 이에 따른 대책으로 수송분야에 관심이 집중되었고, 오염도 측정 결과 대형경유 및 노후차량에서 미세먼지 배출가스가 높게 발생하는 원인으로 정부는 발표하였다. 이를 해결하기 위해 정부가 관련부처 합동으로 "미세먼지 관리 특별대책과 종합대책"을 추진하였다. 환경오염 개선방안으로 시내버스와 전세버스를 대상으로 친환경자동차 전환을 위한 유가 보조금제도를 시행했다. 본 연구에서는 경유버스 대비 천연가스(CNG) 연료전환 시 경제성 평가와 오염물질 배출에 따른 환경비용을 비교분석하였다. 유형별 연료전환 시나리오를 통한 천연가스 차량으로 연료전환을 했을 때 사회적 편익과 환경적 비용을 고려한 정부지원금 정책의 타당성 및 지원금 확대 근거를 제시하였다.
