  • The purpose of this study is to analyze the efficiency of the policy direction to see if the government's purpose of relocating public institutions was achieved by analyzing the case of the Korea Housing Finance Corporation, which moved to Busan Metropolitan City in 2014. Based on the Korea Housing Finance Corporation's settlement management disclosure and public institution performance evaluation report from 2009 to 2019, efficiency was compared and analyzed using DEA analysis, work efficiency in management performance evaluation report, and financial ratio. The analysis results are as follows. First, in the case of DEA analysis, the difference in efficiency before and after fat transfer was not noticeable. Second, the efficiency analysis using the performance evaluation report and the financial ratio showed that the efficiency decreased after local relocation. Taken together, in the case of the Korea Housing Finance Corporation, efficiency decreased after local relocation, which can be attributed to sluggish business performance and inefficiency related to financial ratios. However, this study has limitations because it conducted an analysis on the Korea Housing Finance Corporation. To compensate for this, it is necessary to diversify the scope of research targeting all fund-managed quasi-governmental institutions in Korea. Nevertheless, this study is the first study to analyze before and after the relocation of fund-managed quasi-governmental institutions, and is expected to provide significant implications for future policies to be discussed.

  • Purpose - National scientific technology R&D investment is exceeding 60 trillion won per year, and the results of patent applications and technology transfers are visually improving. However, despite the improving research results of national R&D, the practical results of technology startups are mediocre. It is now time to expand the construction of the technology commercialization ecosystem, where the expansion of national R&D leads to the results of technology startups. Therefore, this study discussed the measures to increase the competitiveness of technology startups through the factual survey of the companies that benefitted from R&D support programs. Research design, data, and methodology - This study targeted 996 companies that benefitted from the R&D projects of the Technology Transfer Center for National R&D Programs, and deducted itemized issues through the survey replies. Survey questions were prepared to estimate the national R&D results, and the technology recognition path, the purpose of detailed introduction of the technology, investment of the commercialization fund, economic results, and the factors of success and failure were analyzed. Results - As for the recognition rate of technology during the process of corporate technology commercialization through the technology transfer, recognition through project participation showed a high response rate, and diverse implications of technology commercialization were deducted through the analysis of economic results. As for the resolution alternatives, the proliferation of technology commercialization platform that can create excellent technology for the companies in early stages and the measure of expanding the distribution of technology infrastructure were suggested. In this study, public technology commercialization strategy is established, and the innovative marketing strategy is presented. Conclusions - This study reveal that the result of creating scientific technology jobs should be deducted, in order to produce the revolutionary results of job creation by suggesting the success models of technology commercialization based on domestic scientific technology. In particular, even though the support systems for public research results are being diversely suggested, accurate studies on their actual conditions are currently lacking. Therefore, this study suggest realistic political alternatives to assure results in the process of public technology commercialization, by examining the current state of public research results of R&D support institutions and diagnosing the issues.

  • This paper investigates efficiency analysis to IT HRD programs in the dynamic perspective. First, empirical result shows that government fund of IT research center is significantly associated with SCI thesis and the more trial goods and SW development is connected with the more patent and technology transfer. Second, ITRC program has been operated efficiently since 2000. Finally, dynamic efficiency analysis implicates that ITRC program is more efficient than other IT SoC program and foreign student support program. The reason why ITRC program is more efficient is generated not from the effect of imitation by catch-up strategy to developed HRD programs, but new operation system introducing and utilizing HRD performance system.

Second, generally speaking, e-money is a claim on originator of e-money and not legal tender, so, delivery of e-money by itself does not relieve of monetary obligation. Between it is not easy to define e-money, by now there are many definitions of e-money, there is a legal uncertainty accordingly and then it is not easy to find proper law applicable to resolve a particular issue. As a result. many problems relating to e-money would be solved through analogical application of the moot proper law among the laws that apply to the cash, check, credit card, or fund transfer after analyzing type of e-money at issue. • Korea is becoming a model country for the developing countries' agricultural and rural development. Drawing implications for Vietnam from Korea's experiences can help make development strategies and policies for other developing countries including North Korea as well as for Vietnam itself. Vietnam is facing an inefficiency in agricultural production and the gap between urban and rural growth has been widening. Farm sizes per household are small and farmlands are scattered. Diversification in rural industry is very restricted. To attack these problems, investment is urgently needed for rural infrastructure building as well as agricultural structure adjustment. In the process of rural development, there have been also encountered such problems as financial procurement, community's spontaneous participation, manpower development for adjusting to industrial structural change. Korea's experiences may be helpful for establishing rural development strategies and policies in Vietnam. Benchmark scopes can go beyond Saemaul Undong in 1970s. Korea's pre- and post-Saemaul Undong era as well as the Saemaul Undong era can be referred. In the wake of globalization, Vietnam has not only experienced compressed rapid economic growth but also encountered policy tasks to eradicate poverty, to realize self-reliance and income increase, and to lessen urban-rural development gap, at the same time. Korea's experiences show that priority needs to be put on the establishment of national and rural development strategies based on Vietnam-specific conditions, utilization of village's resources including community tradition and social capital, fund raising for rural development, farmland development and mobilization, production and living infrastructure building, technology transfer for farmers and vocational training for new job seekers.

  • This paper investigated the information spillover effect between stock market and bond market with the KOSPI daily index and MMF yield data. The overall analysis period is from May 2, 1997 to August 30, 2019. The empirical analysis was conducted by dividing the period from May 2, 1997 to December 30, 2008 before the global financial crisis, and from December 30, 2008 to August 30, 2019 after the global financial crisis, and the overall analysis period. The analysis shows that the EGARCH model considering asymmetric variability is suitable. The price spillover effect and volatility spillover effect existed in both directions between the stock market and the bond market, and the price transfer effect was greater in the period before the global financial crisis than in the period after the global financial crisis. Asymmetric volatility in information between stock and bond markets appears to exist in both markets.

  • The purpose of this study was to analyze achievements in industry - academia cooperation and to draw policy implications. To accomplish this, I analyzed the achievements of industry - academia cooperation in a timely manner. Research shows that the total research fund of universities has (consistently)increased, and the intellectual property rights in various fields have increased. Domestic patents are the most successful, and design and trademarks have significantly increased. Second, as the number of patent applications increases, the required research funding per piece has decreased, and the productivity has increased significantly. In addition, the number of technology patents exceeded 4 per 1 billion won of research funding. The third transfer period of technology started in earnest following the establishment of the Industry-University Cooperation Act in 2003, and has shown positive results. A recent trend, however, has been a tendency that the technology fee per technology transfer has been declining. It is necessary to evaluate the industry-university cooperation system and improve the performance of the technical fee. In addition, it is necessary to increase research funding not only in science and technology, but also in the humanities and social sciences.
