A Blockchain Framework for Investment Authorities to Manage Assets and Funds

  • Investment authorities are broad financial institutions that carefully manage investments on behalf of the national government using a long-term value development approach. To provide a stronger structure or framework for In-vestment Authorities to govern the distribution of funds to public and private markets, we've started research to create a blockchain-based prototype for managing and tracking numerous finances of such authorities. We have taken the case study of Oman Investment Authority (OIA) of Sultanate of Oman. Oman's wealth is held in OIA. It is an organization that oversees and utilizes the additional capital generated by oil and gas profits in public and private markets. Unlike other Omani funds, this one focus primarily on assets outside the Sultanate. The operation of the OIA entails a huge number of transactions, necessitating a high level of transparency and administration among the parties involved. Currently, OIA relies on various manuals to achieve its goals, such as the Authorities and Responsibilities manual, the In-vestment Manual, and the Code of Business Conduct, among others. In this paper, we propose a Blockchain based framework to manage the operations of OIA. Blockchain is a part of the Fourth Industrial Revolution, and it is re-shaping every industry. The main components of every blockchain are assets and participants. The funds are the major assets in the proposed study, and the participants are the various fund shareholders/recipients. The block-chain's transactions are all safe, secure, and immutable, and it's part of a trustless network. The transactions are simple to follow and verify. By replacing intermediary firms with smart contracts, blockchain-based solutions eliminate any middlemen in the fund allocation process.

A new model for transient heat transfer model on external steel elements

  • The Eurocode system provides limited information regarding the structural fire design of external steel structures. Eurocode 1 provides thermal action for external member but only in steady-state conditions. On the other hand, Eurocode 3 provides a methodology to determine heat transfer to external steelwork, but there is no distinction in cross section shapes and, in addition, the calculated temperature distribution is assumed to be uniform in the cross section. This paper presents the results of a research carried out to develop a new transient heat transfer model for external steel elements to improve the current approach of the Eurocodes. This research was carried out as part of the project EXFIRE "Development of design rules for the fire behaviour of external steel structures", funded by the European Research Programme of the Research Fund for Coal and Steel (RFCS).

The Analysis of System Thinking on the Commercialization of Public R&D Research Institute (공공 R&D 기관의 기술 상용화 과정에 관한 시스템 사고 분석)

  • Nowadays almost nations try to promote the competition of nation through the development of national science technology. Also Korea has been engaging in this race of through public research&development institute. But recently the commercialization of R&D products appears a poor result in the royalty of technology according weak technology transfer toward IT small and medium-sized enterprises. Even If we have been trying to find the problems and causes, as yet it is true that we don't solve clearly the problem, make a diagnosis about it. This paper analyzes the process of commercialization in public R&D research institute(ETRI: Electronics and Telecommunications Research Institute) through system thinking and researches an interrelationship among government agency, public R&D research institute, and enterprise. This one can find the fact that between research fund and R&D products, transfer technology and royalty, and enterprise's operating profit and active technology transfer like adding technology development is a positive feedback loop. This positive feedback loop in the commercialization of public R&D research institute carries out very important role in examining problems in R&D product's commercialization. Also this paper looks forward to being a guide in the commercialization of public R&D research institute.

Strategic Cross-Fund Subsidization: Evidence from Equity Funds in Korea (우리나라 주식형 펀드의 전략적 행동: 주식형 펀드 간 교차보조를 중심으로)

  • This study uses Korea's equity fund-related data ranging from Jan. 2002 to Apr. 2010 to analyze the existence of cross-subsidization among funds managed by the same management company. The findings are as follows: i) a transfer of performance outcome is confirmed to move from low-fee funds to high-fee funds, meaning that management companies tend to maximize their own interest than investors' return. And such a tendency has been strengthened since 2008. ii) young funds overperform old funds, iii) funds with high returns in the previous quarter perform better than funds with low return in the same period. These results suggest that in order to protect investors, it is necessary to conduct close monitoring on transactions that might undermine the benefits of investors and comprehensive evaluation on the capability of management companies.

  • Risk financing is defined as the methods applied to fund risk treatment and the financial consequences of risk. It is a major component of the transfer of risk and the retention of risk which are, in turn, parts of the risk treatment process. This study applied the general guidelines on risk financing to product liability risk. Product liability risk occurs when potential defects in the process of design, production, and distribution lead to accidents resulting in fatal, financial, and environmental loss. Risk on product liability may be financed in many different ways, each of which may be used singularly or in combination. The most popular and recommendable way suggested in the guidelines is the retention or use of reserves, transfer, credit or insurance.

Self-consistent electronic structure of impurities using the recursion method

  • We have calculated the electronic structure of impurity atoms in metal host by using the tight binding model in the recursion method. For a self-consistent calculation, we assumed that the effect of impurity introduction was localized only at the impurity site and its neighbours. We calculated the Madelung term by limiting the contribution to Vm of the charge perturbations to the first shell around the impurity with Evjen technique. The calculated local density of states and charge transfer values have been compared with the experimental values for a single impurity in metal host. We fund that d-reso-nance state came from the repulsive interaction between impurity d-state and host band, and the position of d-resonance state depended on the difference of valence electrons between the host and the impurity. the results also showed that the charge transfer value between an impurity and host metal was comparable to the ionicity difference between them.

  • This study analyzed statistically the determinants that affect the royalties of knowledge technology transfer, which accounts for a considerable portion of university technology transfer. As knowledge technology transfer certainly includes a move from tacit knowledge from one side to the other side per se, the scope of knowledge technology transfer is unclear and numerical information of technology transfer, such as research fund scale, which is used widely in previous studies, cannot be used in the analysis. Therefore, this study focused on the researcher characteristics and included its explanatory variables in the present study. In addition, it included the technical characteristics of the knowledge transferred and the characteristics of the contracting company. The knowledge maturity calculated from the appointment year and contract date positively affects the technology royalties, but work experience and patent activity of the researcher are not statistically significant. Statistically significant differences in the technology royalty according to the type of technology transfer and the company location were observed, but there was no meaningful change in the technology royalty depending on the technical field and company business scale.

Generation of sub-micron (nano) bubbles and characterization of their fundamental properties

  • Although nanobubbles attract significant attention, their characteristics and applications have not been thoroughly defined. There are diverse opinions about the definition of nanobubbles and controversy regarding methods that verify their characteristics. This study defines nanobubbles as having a size less than $1{\mu}m$. The generation of these sub-micron (nano) bubbles may be verified by induced coalescence or light scattering. The size of a sub-micron (nano) bubbles may be measured by optical, and confocal laser scanning microscopy. Also, the size may be estimated by the relationship of bubble size with the dissolved oxygen concentration. However, further research is required to accurately define the average bubble size. The zeta potential of sub-micron (nano) bubbles decreases as pH increases, and this trend is consistent for micron bubbles. When the bubble size is reduced to about 700-900 nm, they become stationary in water and lose buoyancy. This characteristic means that measuring the concentration of sub-micron (nano) bubbles by volume may be possible by irradiating them with ultrasonic waves, causing them to merge into micron bubbles. As mass transfer is a function of surface area and rising velocity, this strongly indicates that the application of sub-micron (nano) bubbles may significantly increase mass transfer rates in advanced oxidation and aeration processes.

  • 본 연구는 미국의 거액전자자금이체에서의 지급지시의 효력을 검토하고 그 시사점을 제시한 것이다. 거액전자자금이체에서의 지급지시의 효력은 원지시인으로부터 구속력을 가진 지급지시의 발행, 수신은행의 지급지시에 따른 승낙, 그리고 수익자에 대한 채무이행으로 발생된다. 이와 같은 지급지시는 원지시인의 지급지시취소, 수신은행의 지급지시거절, 그리고 무권한적인 지급지시인 경우에 그 효력이 소멸된다. 즉, 원지시인으로서 업증된 전송자가 발행한 지급지시를 수신은행이 승낙하는 경우에만 지급지시가 정상적으로 이행되어 전자자금이체가 완료된다고 할 수 있다. 따라서 원지시인과 수신은행은 원지시인에 대한 입증과 지급지시의 진정성을 확보하여야 한다. 이러한 입증과 진정성 문제를 해결하기 위하여 관련 당사자들은 특히 보안절차의 확립에 관하여 약정하는 것이 중요하다.
