Evaluating the Performance of Freight Railway Stations Using Data Envelopment Analysis (자료포락분석을 활용한 철도화물취급역의 성과평가)

  • In this paper we presents an approach to evaluating the performance of freight railway stations based on several performance indicators as an alternative to the evaluation based on single indicator. Such evaluation needs a way to weight the importance of the individual performance indicator. Data envelopment analysis (DEA) suggested by Charnes, Cooper, and Rhodes (1978) can be used to determine the weights. Using DEA we evaluate 353 freight railway stations based on four performance indicators: loading volume, unloading volume, loading revenue, unloading revenue. The evaluation results facilitates the organization's decision making by providing valuable information.

  • In this paper we presents an approach to assessing the efficiency of freight railroad stations reflecting freight item importance weights with multiple performance indicators and multiple operational condition indicators. We evaluate 187 freight railroad stations using data envelopment analysis with assurance region. Each freight item's loading/unloading volume is used as a performance indicator. Freight labor and yard capacity are used as operational condition indicators. Freight item importance weights are reflected to the data envelopment analysis as assurance region. The evaluation results facilitates the organization's decision making by providing valuable information.

  • The present study analyzed the railway transport characteristics of bulk cargo flowing in and out of trade ports in South Korea. Bulk cargo transport in freight stations located behind trade ports was examined using actual flow data, and new implications were drawn accordingly. The results showed that bulk cargo volume in freight stations located behind trade ports is gradually decreasing, and it is also failing to secure a competitive edge against road transport. This downfall can be mainly attributed to the decrease in competitiveness of railway transport as well as the emergence of new trade ports that do not have lead-in track for port. Therefore, greater effort is required to strengthen the connection between new trade ports and railway freight stations.

  • Recently, various attempts are made to increase the efficiency of railway freight transport including bulk cement, the most important transport item of railway transport market. The major seven cement companies have started common use of private bulk cement car since April 2008 for the efficiency of railway freight transport. At that time, major seven cement companies owned 75% of whole bulk cement car. Railway companies forecasted that this project will decrease the amount of cost and transport time of freight car. With these data, it analyzed the effectiveness of the joint use of freight car on actual used data.

  • In this paper we analyze the effects of loading-unloading environments on the efficiency of freight railroad stations using a two-stage procedure for efficiency model estimation. And from the results we explore a way for efficiency improvement of freight railroad stations. Two-stage procedure is composed of data envelopment analysis and regression analysis. The results show that we could expect efficiency improvement through the government"s effort to make railway stations to be strategic position. Furthermore, they advocate policy-makers that efficiency can be improved by simplifying the kinds of freight items and increasing the scale.

A Study on the Management Innovation of KORAIL and Military Application -Focusing on the Direction of Innovation in the Military Medical Institution-

  • This study aims to analyze the characteristics of the management situation of the Korea Railroad Corporation(KORAIL) through the management innovation process of the KORAIL and to suggest its implications for military application. Despite stable demand, the railway passenger industry had the limitation of not being able to abolish deficit routes due to public service obligations. In addition, the launch of the Suseo High-Speed Line has introduced a competitive system, posing a threat to corporate management. KORAIL wanted to overcome this crisis by innovating its management through the utilization of big data, improvement of the freight business, decentralization of demand, the introduction of tourism railroads, and development of station influence areas. By utilizing big data, KORAIL was able to optimize the railway fare system while reducing fixed costs spent on railway maintenance. It also drastically reduced the station of cargo and created a base station to pursue economies of scale. On the other hand, the existing exclusive station system was abolished to solve the chronic saturation of the downtown area, and the railway demand was moved to Gwangmyeong Station and Suwon Station to optimize the passenger supply. In particular, it developed a new business model called the tourism railway by developing the mountain Byeokjin Line, which was a chronic deficit line, and sought to improve liquidity through the development of the station influence area. Such a process of innovation at KORAIL suggests an appropriate direction in seeking ways to innovate the military medical institutions. First of all, the necessity of improving organizational immersion through the development of a personnel structure suitable for the compulsory organization, while expanding the facilities of the division and corps, and reducing the time required for medical treatment and waiting through the establishment of a data-based medical system was suggested. Next, it was also discussed to integrate the National Health Medical College, which received accreditation as a medical facility through the designation of advanced general hospitals and is ultimately under discussion with the Medical Institution. Through this, we hope that the military medical institutions, which are facing various challenges, will overcome existing limitations and be re-lighted as innovative institution that provides comprehensive public health services.

An Analysis of the Efficiency of Korean railroad container freight station with Data Envelopment Analysis-Assurance Region (DEA-AR) (DEA-AR을 활용한 철도 컨테이너 화물역 효율성 분석)

  • Because the transport policy of Korea has overemphasized road, the physical distribution function of railroad has dwindled a great deal relatively. Recently, the railway has started to be embossed due to the rise of oil prices and environment problems, in addition the government is investing greatly in railroad. The railway corporation took a big step in its history in changing to a public corporation in 2005, and it has been making every possible endeavor to improve management. This research analyzed the trend and stability of the efficiency of railway container handling goods station in korea from 2002 to 2007 based on time of after being changed to a public corporation in 2005 in order to look into the trend of efficiency. The DEA- AR(Data Envelopment Analysis-Assurance Region) and the DEA-Window, widely used as the estimation techniques of the efficiency, were used. According to the results, the efficiency was a little enhanced in 2003 in comparison with 2002, after which it continuously decreased up to 2006 and again rose in 2007. The efficiency of the railway corporation was 0.6777, but after changing to a public corporation, it showed a trend of better efficiency after some transition period had passed.

  • Railroad is considered a representative echo-friendly mode, but there are many civil complaints due to dusts arising in the process of bulk cargo transportation. The freight station which is handling coal are slowly decreasing because of civil complaints. Generally gondolas and hopper cars kinds of freight cars have a role to carry coal such as anthracite and bituminous coal. The railroad competitiveness in the field of bulk cargo transportation is diminishing because there are cost increase and dust emission in the process of transshipment. In this study, we analysed the logistics process of bulk cargo transportation in the point of railroad and we could draw the problems from the logistics process. The results could be used to study various alternatives to improve the process of coal transportation.

  • The logistics collaboration is begun in the transport part and introducing it in all fields of the distribution including delivery and the storage in these days. The effectiveness by the logistics collaboration is proved in many forms and adopted in many parts positively. However, logistics collaboration are enforced around road transport now. In this paper, it is examined for logistics collaboration introduction plan in the railroad part which is outstanding in environmental. The logistics collaboration are examined for transport and storage in not only the Railway main line transport but also the railroad station.
