Previous management for speed in road traffic system was aimed only to the improvement of mobility and safety. However, consideration for the aspect of environment and energy consumption efficiency was valued less than the former ones. Nevertheless, economical damage scope caused by climate change has been increasing and it is estimated that environmental value will be increased because of the change of external circumstances. In addition, policy for reducing carbon emission in transportation system was assessed as insufficient in improving the condition of traffic road since it only focused on the transition of private vehicle into public transportation and development of eco-friendly car. Now it is the time to prepare for the adaptation strategy and precaution for the increased number of private vehicle in Korea. For this, paradigm shift in traffic operation which includes the policy not only about the mobility but also about caring environment would be needed. It is needed to be able to monitor the actual amount of greenhouse gas in real time to reduce the amount of emitted greenhouse gas in the aspect of traffic management. In this research, a methodology which can build on-line greenhouse gas emission monitoring system by using real time traffic data and predicting the circumstance in next 5 minutes was suggested.
As static traffic assignment has reached its limitation with ITS policy applications and due to the increase of interest in studies of ITS policies since the late 1980's, dynamic traffic assignment has been considered a tool to overcome such limitations. This study used the Dynameq program, which simulates route choice behavior by macroscopic modeling and dynamic network loading and traffic flow by microscopic modeling in consideration of the feasibility of the analysis of practical traffic policy. The essence of this study is to evaluate the feasibility for analysis in practical transportation policy of using the dynamic traffic assignment technique. The study involves the verification of the values estimated from the dynamic traffic assignment with South Korea's expressway network and dynamic O/D data by comparing results with observed link traffic volumes. This study used dynamic O/D data between each toll booth, which can be accurately obtained from the highway Toll Collection System. Then, as an example of its application, exclusive bus-lane policies were analyzed with the dynamic traffic assignment model while considering hourly variations.

A VDS data in the domestic has been used within limits to real time information such as congestion management, incident management, and route guidance service. On the other hand, a VDS data in the foreign countries had been used to various objectives such as transportation policy assessment, transportation construction evaluation, franc safety improvement, and etc. The scope and method of the study is the VDS data which was installed in the uninterrupted flow such as the freeway and the interrupted flow in a diversion route of the leeway. It has investigated and analyzed the VDS as our subject to study, study objective and study methodology for each study generally classified as 1) data collection 2) data processing 3) data store and 4) data quality section. This study has investigated and analyzed the various literatures in domestic and foreign countries regarding the VDS data. And It drew the development direction of the study which is about VDS data in domestic from now.

Vehicle to Infrastructure(V2I) communication means the technology between the vehicle and the roadside unit to provide the Intelligent Transportation Systems(ITS) and Telematic services. The vehicle collects information about the probe data through the evolved Node B(eNodeB) and after that eNodeB provides road conditions or traffic information to the vehicle. To provide these V2I communication services, we need a link adaptation technology that enables reliable and higher transmission rate. The receiver transmits the estimated Channel State Information(CSI) to transmitter, which uses this information to enable the link adaptation. However, due to the rapid channel variation caused by vehicle speed and the processing delay between the layers, the estimated CSI quickly becomes outdated. For this reason, channel interpolation and prediction scheme are needed to achieve link adaptation in V2I communication system. We propose the Advanced Discrete Prolate Spheroidal Sequence(ADPSS) channel interpolation and prediction scheme. The proposed scheme creates an orthonomal basis, and uses a correlation matrix to interpolate and predict channel. Also, smoothing is applied to frequency domain for noise removal. Simulation results show that the proposed scheme outperforms conventional schemes with the high speed and low speed vehicle in the freeway and urban environment.
The object of this study is to develop an operating time prediction model for expressways using toll collection data. A Prediction model based on modular neural network model was developed and tested using real data. Two toll collection system(TCS) data set. Seoul-Suwon section for short range and Seoul-Daejeon section for long range, in Kyongbu expressway line were collected and analyzed. A time series analysis on TCS data indicated that operating times on both ranges are in reasonable prediction ranges. It was also found that prediction for the long section was more complex than that for the short section. However, a long term prediction for the short section turned out to be more difficult than that for the long section because of the higher sensitivity to initial condition. An application of the suggested model produced accurate prediction time. The features of suggested prediction model are in the requirement of minimum (3) input layers and in the ability of stable operating time prediction.
Performances of retroreflectivity vary place to place, according to traffic volumes and time lengths after striping, depending on pavement marking materials and colors. The present paper uses the nation wide data of retroreflectivity, which has been collected from freeways and then tries to develop the regression curve setting traffic volume and service life as independent variables and retroreflectivities as dependent variables. The DB system includes two year's measurement in $2005{\sim}2006$ over Korean freeway pavement marking at an interval of three months for the period. The mobile measurement system, a laserlux, was employed for the purpose. The DB has provided a lot of information about materials and performance of the specific pavement marking such as geometric features, traffic volumes, material characteristics and the installation date. This study provides the comparison of pavement marking performances under diversified conditions. Based on accumulated pavement marking performances, this study provides performance curves based on the diversified factors. The goal of the retroreflectivity modeling is to develop equations that can be used to estimate an average retroreflectivity of pavement markings as a function time since application and traffic volume. After representing the variation of retroreflectivities and estimating regression curves by linear, exponential, logarithmic and power function, the regression curve which had the highest coefficient of determination and the value similar to the last field measurement was regarded as the retroreflectivity decay model. As a result of verification, the decay model showed the signification within the 90% confidence level and especially showed the clear relation with field data according to increase of cumulative vehicle exposure. Accordingly, these models can be used to determine service lives, retroreflectivity degradation rates, and retroreflectivity of new markings.

Truck Shipment Safety Information, which is a part of the development of NERIS is divided into Optimal Route Guidance System and Emergency Response System. This research is for establishing an advance warning system, which aims for preventing damages(fire, explosion, gas-escape etc.) and detecting incidents that are able to happen during transporting hazardous materials in advance through monitoring the position of moving vehicles and the state of hazardous materials in real-time. This research is peformed to confirm the practical possibility of application of the advance warning system that monitors whether the hazardous materials transport vehicles move the allowed routes, finds the time and the location of incidents of the vehicles promptly and develops the emergency system that is able to respond to the incidents as well by using the technologies of CPS, CDMA and CIS with testing the ability of performance. As the results of the test, communication accuracies are 99$\%$ in freeway, 96$\%$ in arterial, 97$\%$ in hilly sections, 99$\%$ in normal sections, 96$\%$ in local sections, 99$\%$ in urban sections and 98$\%$ in tunnels. According to those results, the system has been recorded a high success rate of communication that enough to apply to the real site. However, the weak point appeared through the testing is that the system has a limitation of communication that is caused in the rural areas and certain areas where are fewer antennas that make communication possible between on-board unit and management server. Consequently, for the practical use of this system, it is essential to develop the exclusive en-board unit for the vehicles and find the method that supplements the receiving limitation of the GPS coordinates inside tunnels. Additionally, this system can be used to regulate illegal acts automatically such as illegal negligence of hazardous materials. And the system can be applied to the study about an application scheme as a guideline for transporting hazardous materials because there is no certain management system and act of toxic substances in Korea.
The current paper presents a system dynamics model which can generate the land use anq transportation system performance simultaneously is proposed. The model system consists of 7 submodels (population, migration of population, household, job growth-employment-land availability, housing development, travel demand, and traffic congestion level), and each of them is designed based on the causality functions and feedback loop structure between a large number of physical, socio-economic, and policy variables. The important advantages of the system dynamics model are as follows. First, the model can address the complex interactions between land use and transportation system performance dynamically. Therefore, it can be an effective tool for evaluating the time-by-time effect of a policy over time horizons. Secondly, the system dynamics model is not relied on the assumption of equilibrium state of urban systems as in conventional models since it determines the state of model components directly through dynamic system simulation. Thirdly, the system dynamics model is very flexible in reflecting new features, such as a policy, a new phenomenon which has not existed in the past, a special event, or a useful concept from other methodology, since it consists of a lots of separated equations. In Chapter I, II, and III, overall approach and structure of the model system are discussed with causal-loop diagrams and major equations. In Chapter V _, the performance of the developed model is applied to the analysis of the impact of highway capacity expansion on land use for the area of Montgomery County, MD. The year-by-year impacts of highway capacity expansion on congestion level and land use are analyzed with some possible scenarios for the highway capacity expansion. This is a first comprehensive attempt to use dynamic system simulation modeling in simultaneous treatment of land use and transportation system interactions. The model structure is not very elaborate mainly due to the problem of the availability of behavioral data, but the model performance results indicate that the proposed approach can be a promising one in dealing comprehensively with complicated urban land use/transportation system.
More affordable and available cutting-edge technologies (e.g., wireless vehicle communication) are regarded as a possible alternative to the fixed infrastructure-based traffic information system requiring the expensive infrastructure investments and mostly implemented in the uninterrupted freeway network with limited spatial system expansion. This paper develops an advanced decentralized traveler information System (ATIS) using vehicle-to-vehicle (V2V) communication system whose performance (drivers' travel time savings) are enhanced by three complementary functions (autonomous automatic incident detection algorithm, reliable sample size function, and driver behavior model) and evaluates it in the typical $6{\times}6$ urban grid network with non-recurrent traffic state (traffic incident) with the varying key parameters (traffic flow, communication radio range, and penetration ratio), employing the off-the-shelf microscopic simulation model (VISSIM) under the ideal vehicle communication environment. Simulation outputs indicate that as the three key parameters are increased more participating vehicles are involved for traffic data propagation in the less communication groups at the faster data dissemination speed. Also, participating vehicles saved their travel time by dynamically updating the up-to-date traffic states and searching for the new route. Focusing on the travel time difference of (instant) re-routing vehicles, lower traffic flow cases saved more time than higher traffic flow ones. This is because a relatively small number of vehicles in 300vph case re-route during the most system-efficient time period (the early time of the traffic incident) but more vehicles in 514vph case re-route during less system-efficient time period, even after the incident is resolved. Also, normally re-routings on the network-entering links saved more travel time than any other places inside the network except the case where the direct effect of traffic incident triggers vehicle re-routings during the effective incident time period and the location and direction of the incident link determines the spatial distribution of re-routing vehicles.
The purpose of this study is to develop travel-time estimation model using neural networks and prediction model using neural networks and kalman-filtering technique. The data used in this study are travel speed collected from inductive loop vehicle detection systems(VDS) and travel time collected from the toll collection system (TCS) between Seoul and Osan toll Plaza on the Seoul-Pusan Expressway. Two models, one for travel-time estimation and the other for travel-time Prediction were developed. Application cases of each model were divided into two cases, so-called, a single-region and a multiple-region. because of the different characteristics of travel behavior shown on each region. For the evaluation of the travel time estimation and Prediction models, two Parameters. i.e. mode and mean were compared using five-minute interval data sets. The test results show that mode was superior to mean in representing the relationship between speed and travel time. It is, however shown that mean value gives better results in case of insufficient data. It should be noted that the estimation and the Prediction of travel times based on the VDS data have been improved by using neural networks, because the waiting time at exit toll gates can be included for the estimation of travel time based on the VDS data by considering differences between VDS and TCS travel time Patterns in the models. In conclusion, the results show that the developed models decrease estimation and prediction errors. As a result of comparing the developed model with the existing model using the observed data, the equality coefficients of the developed model was average 88% and the existing model was average 68%. Thus, the developed model was improved minimum 17% and maximum 23% rather then existing model .
