Utilizing Concept of Vegetation Freeboard Equivalence in River Restoration

  • The concept of vegetation freeboard equivalence (VFE) is presented from the comparison between the rise in stage with/without vegetation and the freeboard height under design discharge conditions. In South Korea, the freeboard height of large, medium and small rivers is defined as a function of river discharge. Two models are used for this analysis of flood stage with and without vegetation: the 1-D model HEC-RAS and the 2-D model RMA-2. Both models are applied to three river study sites of the Geum River in South Korea as representative sites for a large, a medium and a small river. The analysis shows that without vegetation, both models provide comparable results and the calculated results are in very good agreement with the design configuration. The vegetation effects on the medium river are less significant, and the freeboard is adequate to contain the rise in stage from the added floodplain vegetation in large rivers. The concept of vegetation freeboard equivalence is therefore useful for the analysis of flood river stages after the restoration of channels with increased floodplain vegetation.

Relation Between Measured Sea Ice Thickness and Freeboard on Chukchi and Beaufort Seas (추코트와 보퍼트 해에서 계측된 해빙 두께와 건현과의 관계)

  • The thickness of Arctic sea ice is a particularly significant factor in Arctic shipping and other ice-related research areas such as scientific sea ice investigations and Arctic engineering. In this study, the relation between the measured sea ice thickness and freeboard on the Chukchi and Beaufort Seas during the 2010 and 2011 Arctic cruise of the icebreaking research vessel "Araon" were considered. An assumption of hydrostatic equilibrium was used to estimate the ice thickness as a function of the freeboard. Then, to examine the degree of error, a sensitivity analysis of the thickness estimation of the sea ice was conducted. The error in the density and depth of the snow and the error in the density of the seawater were subordinate parameters, but the density of the ice and the freeboard were the primary parameters in the error calculation. The presented relation formula showed fairly close agreement between the calculated and measured results at a freeboard of >0.24 m.

  • Most of dams and reservoirs were made from natural materials, such as soil, sand and gravel. This type of hydraulic structure has the danger of collapse by overflow during a flood. Freeboard is the vertical distance between the crest of the dam and the full supply level in the reservoir. It must be sufficient to prevent overtopping from over flow. Thus, freeboard determination involves engineering judgment, statistical analysis, and consideration of the damage that would result from the overtopping of a hydraulic structure. This study attempts to calculate the wave height in dam, which is needed for the determination of the freeboard of the dam. Chung-ju dam is selected as the study area. Using the empirical formulas, the wave heights in dam were calculated, and the results were compared with those by the SWAN model, which is a typical wave model. The difference between the calculated results from the empirical formulas and those by the SWAN model is considerably large. This is because empirical equations consider only fetch or fetch and wind velocity, while the SWAN model considers depth and topography data as well.

  • A reliability analysis model is developed for evaluating the crest freeboard of vertical breakwaters based on the concepts of maximum overtopping volume of individual wave. A reliability function is formulated by defining the margin of admissible overtopping volume and maximum overtopping volume that is depend on the number of overtopping waves, dimensionless crest freeboard, and mean overtopping discharge. In addition, Level III MCS technique is straightforwardly suggested by which the related empirical parameters to reliability function can be considered to be random variables with the wide range of different uncertainties. It can be possible to calculate the probabilities of failure according to the relative crest freeboard with the variations of the incident wave directions, the structural types of vertical breakwaters, and admissible overtopping volumes in conditions of the long and short crested-waves.

  • In ground weapon systems, the design and analysis technology for water operation stability is a relatively unknown area compared to maritime weapon systems. Through this study, it was confirmed that our weapon system satisfies the criteria for stability on the water when considering the operational concept and operational performance. However, there is a limitation of the study that it did not perform verification tests on the actual system. Therefore, in the future research and weapon system acquisition process, a procedure to prove the stability through freeboard analysis using the actual system is required.

A Comparison and Analysis of the Levee Height Determination Methods in Korea and the USA (우리나라와 미국의 제방고 산정 기법에 대한 비교 분석)

  • A levee height is determined by adding a deterministic freeboard to a flood water level in Korea. In the USA, a levee height is determined by choosing a value conditionally among the freeboard criteria and the levels resulted from a probabilistic method. The probabilistic method adopts a conditional non-exceedance probability (CNP) which is the probability that the target stage will not be exceeded given a specific flood event. The purpose of the study is to compare Korean criterion for levee height estimation with that of the USA. Levee heights were determined according to the above two criteria at twenty-five cross sections in five streams. The results show that Korean criterion on average yields levee heights 20 cm higher than those calculated by the criterion of the USA. The larger the flood discharges become, the higher the levee height differences are usually. It is caused by the freeboard estimation criterion of Korea that the larger design flood is, the higher freeboard is given. Korean criterion, however, resulted in lower levee heights for smaller streams than those by the criterion of the USA. To sum it up, the Korean levee height criteria can result in overestimation or underestimation depending on flood discharge amount, being compared with the criteria of the USA. The Korean freeboard especially needs to be increased for smaller flood discharges.

  • The flood damage reduction studies have been performed by the channel improvement plan and the levee has mainly constructed with the freeboard concept. However, the freeboard concept might be an inappropriate choice as a safety factor of the levee because many uncertainties are involved in the procedure of the channel improvement plan studies. So, we considered the uncertainties In the discharge-probability, stage-discharge, and stage-damage functions and estimate the expected annual damage. The Monte Carlo technique for uncertainty analysis is used. As our results, the expected annual damage with uncertainty shows the larger value than without uncertainty. Since the expected annual damage with uncertainty already considers the safety factor it is the proper result. However, the expected annual damage without uncertainty does not consider the safety factor yet. Thus, if the expected annual damage without uncertainty considers the freeboard concept, it could be compared with the expected annual damage with uncertainty for the evaluation of the overestimation or underestimation of the levee construction.

  • In coastal structure design incorporating revetments, the assessment of wave overtopping discharge relies on hydraulic model experiments. Numerous empirical formulas have been developed to predict overtopping discharge based on quantitative data from these experiments. Typically, for revetment structures aimed at mitigating wave overtopping, crest height is determined by considering the maximum amplitude of the design wave, resulting in a relatively high freeboard compared to wave heights. However, achieving complete prevention of all wave overtopping would require the crown wall to have substantial crest heights, rendering it economically impractical. Therefore, the concept of limiting discharge has been introduced in the design of revetment structures, aiming to restrict wave overtopping discharge to an acceptable level. Consequently, many coastal structures in real-world settings feature relatively lower freeboard heights than incident wave heights. This study investigated wave overtopping discharge on rubble-mound breakwaters with relatively low freeboard heights through hydraulic model experiments. Furthermore, it conducted a comparative analysis of the predictive capabilities of existing empirical formulas for estimating overtopping discharge using experimental data.

The optimal operation of reservoir systems during flood season (홍수기 저수지의 최적연계운영)

  • Recently, due to the effect of global warming and extreme rainfall, the magnitude of flood disaster and the frequency of flood is rapidly increasing. In order to mitigate the damage of human and property from this kind of meteorological phenomenon and manage water resources scientifically, effective operation of dam and reservoir is very important. In case of Andong dam which was not performed a flood control function needs to develop new types of dam safety management measure because of recent extraordinary flood by typhoons. In case of Andong dam and Imha dam, I am using HEC-5 model in order to apply reservoir simulation. In this case, complex conditions among 100-year floods , 200-year floods and PMF was used. Also, I modified the maximum outflow 3,800m3/s into 3,490m3/s and applied this modified discharge in order to secure freeboard in the downstream. In an analysis that I applied modified outflow by 100-year floods and 200-year floods to, the result showed that river didn't overflow in Andong area but some other places have relatively low freeboard. In the cases that I modified maximum outflow, results showed that freeboard of levee is larger than existed simulation. In the simulation that I applied 200-year floods and PMF to and under a condition connected with PMF, results showed overflowing the levees. Because of the difference between the frequency of dam outflow and the design flood in river, it is required to improve the existed flood plan in the downstream of Andong dam. As a result of this study, the optimal operation of reservoir systems can be proposed to mitigate the flood damage in the downstream of Andong dam and also can be used to establish the flood plans.

Influence of Joint Distribution of Wave Heights and Periods on Reliability Analysis of Wave Run-up (처오름의 신뢰성 해석에 대한 파고_주기결합분포의 영향)

  • A reliability analysis model f3r studying the influence of joint distribution of wave heights and periods on wave un-up is presented in this paper. From the definition of failure mode related to wave run-up, a reliability function may be formulated which can be considered uncertainties of water level. In particular, the reliability analysis model can be directly taken into account statistical properties and distributions of wave periods by considering wave period in the reliability function to be a random variable. Also, variations of wave height distribution conditioned to mean wave periods can be taken into account correctly. By comparison of results of additional reliability analysis using extreme distributions with those resulted from joint distribution of wave height and periods, it is found that probabilities of failure evaluated by the latter is larger than those by the former. Although the freeboard of sloped-breakwater structures can be determined by extreme distribution based on the long-term measurements, it may be necessary to investigate additionally into wave run-up by using the present reliability analysis model formulated to consider joint distribution of a single storm event. In addition, it may be found that the effect of spectral bandwidth parameter on reliability index may be little, but the effect of wave height distribution conditioned to mean wave periods is straightforward. Therefore, it may be confirmed that effects of wave periods on the probability of failure of wave run-up may be taken into account through the conditional distribution of wave heights. Finally, the probabilities of failure with respect to freeboard of sloped-breakwater structures can be estimated by which the rational determination of crest level of sloped-breakwater structures may be possible.
