A Study on the Systematization of the Technology Act for Platforming the Fourth Industrial Revolution

  • Korea has the potential to lead the era of the Fourth Industrial Revolution, which succeeded in the information and communication revolution, including the establishment of an e-government. The Go match between humans and computers has led to the realization that humans are starting to live in a new era that they have never experienced before. In 2018, the Federation of Science and Technology Organizations conducted a recognition survey on "what is the most urgent thing?" in the era of the Fourth Industrial Revolution. As a result, it has been shown that the readjustment of the laws of science and technology is most urgent, so it is necessary to analyze the laws of science and technology. According to the research, more than 400 laws are diagnosed, and laws that serve as basic laws cannot lead the Fourth Industrial Revolution. The Framework Act on Science and Technology provides an emphasis on the promotion and management of R&D projects. When analyzing the regulations on 'Development of Science and Technology Innovation System', 'Basic Plan of Science and Technology', and 'Comprehensive Plan for Promotion of Local Science and Technology', there is no suggestion of the Fourth Industrial Revolution. After all, a comprehensive analysis of the current Framework Act on Science and Technology indicates that it is in effect the R&D and Management Act. The "Regulations on the Establishment and Operation of the Fourth Industrial Revolution Committee" poses the problem of defining parliamentary legislation as administrative legislation. 'In addition, if we analyze the Smart City Act, the lack of logical links with the Framework Act on Science and Technology and the Regulations on the Establishment and Operation of the Fourth Industrial Revolution Committee is a major problem. In conclusion, in order to platform the Fourth Industrial Revolution, two improvements can be put forward. First, the Framework Act on Science and Technology shall be abolished to enact the National Research and Development Administration Act, and secondly, the Framework Act on the Fourth Industrial Revolution shall be enacted to absorb the contents of the Regulations on the Establishment and Operation of the Fourth Industrial Revolution Committee.

  • The period of the Fourth Industrial Revolution is our near future and the ongoing changes in this age. We need to strive to adapt to this changes and also try to create new values. This study focuses on workers' perceptions and attitudes (self-efficacy, expectancy, and acceptance of change) toward the Fourth Industrial Revolution. These positive attitudes toward the upcoming future and the Fourth Industrial Revolution will influence on both the future and the current attitude, behavior and performance of employees. People have certain attitudes to the future, and these attitudes have an impact on current behavior. This paper tries to examine the positive attitudes toward the Fourth Industrial Revolution era and the influence of positive attitudes toward this new age on the current job satisfaction. Through this process, this paper explains what kinds of attitudes the workers should have in the Fourth Industrial Revolution era, and also sheds light on significance and purpose of this paper to explain how these specific attitudes toward the future influence the present performance such as job satisfaction.

The Internet Information and Technology Research Directions based on the Fourth Industrial Revolution

  • The fourth industrial revolution is currently proceeding and is expected to significantly affect the way individuals live and in result change the society in various aspects. The ICT-based convergence industries of the fourth industrial revolution contain various fields such as driverless cars, lighter and tougher materials, robotics, 3D printing and even biotechnology. This paper examines the researches done in fourth industrial revolution field based on the articles submitted to APIC-IST 2015. The topics from articles related to the fourth industrial revolution were categorized based on the keyword frequency of main issues. Results suggested that IoT and Wireless sensor network related researches were among the fields that the most researches were done in it and topics like nanotechnology, biotechnology, driverless cars, sharing economy and 3D printing were not mentioned at all. This paper also suggests necessary contents in the fourth industrial revolution to be focused on for further research in this field.

  • The purpose of this paper lies in summing up the historical stream of industrial revolutions and inspecting the place of so called 'the Fourth Industrial Revolution' set off by 2016 World Economic Forum. This paper examined the development of the First Industrial Revolution, the Second Industrial Revolution, the Third Industrial Revolution, and extracted the characteristics of each industrial revolution. Consequently, this paper certificated the history of industrial revolutions perceived by participants concerning the Fourth Industrial Revolution is problematic with reference to core technology and starting time. In addition, this paper raised a question whether the Fourth Industrial Revolution is another new industrial revolution or not, suggested some conditions required to bring industrial revolution into existence. In conclusion, the Fourth Industrial Revolution discussed enthusiastically in recent times is a sort of working hypothesis, and it is necessary to make future vision appropriate to Korean situation.

  • Key technologies of Fourth Industrial Revolution and their innovative applications are expected to bring another technological revolution going forward. The present study takes a close look at the Internet of Things (IoT) among the key technologies of the Fourth Industrial Revolution. In particular, sensor devices, which serve as the core of IoT-based application systems, are analyzed. This study also examines various applications and solutions using IoT-based systems.

  • The world is now going through the era of the Fourth Industrial Revolution. Major global economies, including the United States, Germany, Japan and China, are fostering industries related to the fourth industrial revolution with policies and investments. South Korea is also setting up its fourth industrial revolution committee under the president, expanding policies and investment to foster industries related to the fourth industrial revolution, and increasing investment in research and development. Accordingly, government and private investment in industries and technologies related to the Fourth Industrial Revolution is made extensively around the world, and many related industries and technologies are being developed. In this paper, we will look into the status and problems of Advanced Concept Technology Demonstration projects that can quickly and easily introduce technologies related to the fourth industrial revolution in the private sector where many developments are taking place, and present the direction of development.

  • With technology rapidly changing our economic, cultural and social realities, the question of how to educate the generation for the fourth industrial revolution has been a pressing issue. The purpose of this study is to review teachers' perception regarding the educational change in the fourth industrial revolution. For this purpose, we surveyed 420 school teachers and administrators. Most teachers highly understand The Fourth Industrial Revolution and they think AI(Artificial Intelligence) is a core technology. They recognize The Fourth Industrial Revolution is very important and great influence in the education field. For this, they need educational innovation in the education field. Elementary school teacher perceive understanding Elementary school teachers think that understand The Fourth Industrial Revolution and change of curriculum is highly important. And, Secondary school teachers perceive that the change of education system and class is very necessary. Lastly, STEAM education is the most appropriate to prepare for a changing society.

A study on the dental hygiene's and dental hygiene students's perception and the educational demands in the 4th industrial revolution of the health care professionals (치과위생사와 치위생과 학생들의 4차 산업혁명에 대한 인식도와 교육요구도에 관한 연구)

  • Objectives: This study investigated the perception and educational needs of the health care professionals in wake of the fourth industrial revolution. Methods: This study was conducted among 115 students from the Department of Dental Hygiene and 122 dental hygienists from Gwangju and Jeonnam, from June 25 to September 20, 2020. The questionnaire consisted of one question on the perception of the concept of the fourth industrial revolution and two questions on the influence of the fourth industrial revolution. It contained a total of eight questions on the desired education hours and education expenditure. Results: The degree of perception of the concept and influence of the fourth industrial revolution was 3.20 for both dental hygiene students and dental hygienists; the average of the two groups was the same. Regarding the educational experience, 'no experience' was the most marked response among both dental hygiene students and dental hygienists and no statistically significant difference was observed (p>0.05). Conclusions: As demanded by the changing times, it is necessary to identify the differences in educational demands of the two groups, develop educational programs according to the fourth industrial revolution, as demanded by the changing times, and apply educational programs that fit the educational needs of each group.

  • The study acknowledges the role of education in the period of fourth industrial revolution and urges active change of education. The library in fourth industrial revolution needs to think about the application of innovative technologies to library services, and to combine and cope with technology, human, and library. The starting point of this discussion should be education. The study purports to present the direction of librarian education in the context of fourth industrial revolution. The study analyzed the essence of fourth industrial revolution, the changes of libraries, educational implications of the fourth industrial revolution, and problems of librarian education. As a result, the study presented the direction of librarian education in the context of librarians' competences, content and methodological innovation.

  • Recently, the whole world is facing an unprecedented moment of opportunity, so-called The Fourth Industrial Revolution. As emphasized in the World Economic Forum held in January of 2016 at Davos, the Fourth Industrial Revolution is not merely a changes of technological devices. The fundamental of the revolution is new, innovative, and visionary business models which change the whole systems dramatically. One of the greatest challenges is to feed an expected population of 9 billion by 2050 in a impactful way. The system should be sustainable as well as beneficial in improving the lives of people in the food chain along with the ecological health of environment. The technological advances of the Fourth Industrial Revolution are expected to improve our food system. The smart farm technology such as precision planting and irrigation techniques will improve the yields of food materials. The smart food transportation and logistics systems will substantially improve the safety and human nutrition. The adaptation the Fourth Industrial Revolution technology will induce the smart supply chains, smart production, and smart products in food industry due to its flexibility and standardization. This will lead the manufactures to adapt to customers' changing product specifications and traceable services in a timely manner.
