  • It is just two years that our country drived forward the project acquiring and using the scientific and technological information of the former USSR. The activities acquiring information are necessary to stir up the scientific and technological cooperation with the former USSR. But it is impossible for any man or institution to accomplish the activities acquiring the scientific and technological information of the former USSR, on the whole, considering political and economic confusion, perfect security policy, and 6,000 research institutes in the former USSR and so on. Thus the support of specialists and budgets should be realized in the national level, along with taking a proper step on mutual cooperation between the related institutions.

  • Mobile agent systems offer a new paradigm for distributed computation and a one of solution for limitation of existent Client-server model. Mobile agent systems provide interface that can migrate from host to host in a heterogenous network. For secure execution, it must solve security problem of mobile code before. In this paper, we are propose the protocol that applied signature technique and hash chain technique. This protocol enable one to offer forward integrity, non-repudiation, and forgery detection, when mobile agents are perform the task by migrating a network.

  • Data are a critical utility asset. Collecting correct data on site leads to accurate information. Data, when gathered with foresight & properly formatted, are useful to both existing database and easily transferable to newer, more comprehensive historical outage data. However, when investigating data items options, the task, can be an arduous one, often requiring the efforts of entire committees. This paper firstly discusses the KEPCO's past 10 years of historical outage data which include meterological data, and also by several elements of the National Weather Service, failure rate, outage duration, and probability classification, etc. Then, these collected data are automatically stored in an Outage Data Management System (ODMS), which allows for easy access and display. ODMS has a straight-forward and easy-to-use interface. It lets you to navigate through modules very easily and allows insertion, deletion or editing of data. In particular, this will further provide the KEPCO that not only helps with probabilistic security assessment but also provides a platform for future development of Probability Estimation Program (PEP).

  • This article analyzes issues regarding the economic development of the arctic area with the aim of finding ways to help solve the problems and to support sustainable economic development of the arctic area. Some proposals are introduced for establishing a sound legal infrastructure of the Korea-Russia economic development of the arctic area. As Russia develops the Arctic area and the route through the Arctic area, Korea will gain the possibility of transportation efficiency, vitalization of international transaction, and finding new markets. Resource development in the North Pole is ongoing, with matching international transaction and economic benefits. To reflect the Korea-Russia interests and to sustain the effect, the legal infrastructure is inevitable. For example, it would be reinforced by pushing forward the Korea-Russia FTA. The legal infrastructure for economic cooperation of Korea and Russia has to reflect that 'the development of the Arctic area and making the route through the Arctic area' should increase the sustainability and vitality of international transaction. The legal infrastructure for economic benefits can also help mitigating non-economic arguments of international community such as the security risk in the Korean-peninsula and around the world.

  • Industry 5.0 puts forward higher requirements for smart cities, including low-carbon, sustainable, and people-oriented, which pose challenges to the design of smart cities. In response to the above challenges, this study introduces the cyber-physical-social system (CPSS) and parallel system theory into the design of smart cities, and constructs a smart city framework based on parallel system theory. On this basis, in order to enhance the security of smart cities, a sustainable patrol subsystem for smart cities has been established. The intelligent patrol system uses a drone platform, and the trajectory planning of the drone is a key problem that needs to be solved. Therefore, a mathematical model was established that considers various objectives, including minimizing carbon emissions, minimizing noise impact, and maximizing coverage area, while also taking into account the flight performance constraints of drones. In addition, an improved metaheuristic algorithm based on ant colony optimization (ACO) algorithm was designed for trajectory planning of patrol drones. Finally, a digital environmental map was established based on real urban scenes and simulation experiments were conducted. The results show that compared with the other three metaheuristic algorithms, the algorithm designed in this study has the best performance.

  • Security and reliability are the utmost importance facts in intelligent networked vehicles. Stochastic Petri Net and Z (SPZN) as an excellent formal verification tool for modeling concurrent systems, can effectively handles concurrent operations within a system, establishes relationships among components, and conducts verification and reasoning to ensure the system's safety and reliability in practical applications. However, the application of a system with numerous nodes to Petri Net often leads to the issue of state explosion. To tackle these challenges, a refinement and abstraction method based on SPZN is proposed in this paper. This approach can not only refine and abstract the Stochastic Petri Net but also establish a corresponding relationship with the Z language. In determining the implementation rate of transitions in Stochastic Petri Net, we employ the interval average and weighted average method, which significantly reduces the time and space complexity compared to alternative techniques and is suitable for expert systems at various levels. This reduction facilitates subsequent comprehensive system analysis and module analysis. Furthermore, by analyzing the properties of Markov Chain isomorphism in the case study, recommendations for minimizing system risks in the application of intelligent parking within the intelligent networked vehicle system can be put forward.

  • Growth of minors learning space that the school is a place where many students live. Students, but in the living space of these minors values of change and chaos that occurs in addition to school safety incidents typically occur many accidents and potential for accidents to occur. Tinking of these potential events. Indifferent about the safety of schools and teachers with the much more conscious of the safety of the students lean due to being generated. Improvement Measures for Enhancing Professional Safety Sheriff's Specialty (안전보안관 전문성 제고를 위한 개선방안)

  • The purpose of this study is to examine the role of safety sheriffs and their necessity in order to improve the activation of safety sheriff's professionalism. Seven security sheriffs were finally selected to discuss their activities and discuss ways to improve their effectiveness. We conducted semi - structured interviews and conducted in - depth interviews with limited data and inadequate prior research. The results of this study are as follows. First, the government should get the help of citizens, citizens and residents. If the state wishes to reduce the number of safety accidents and bring positive results to the public, it should not rely solely on the utilization of institutions. Second, in order to be a safe sheriff with a positive response from the local residents, the activities of the sheriff's sheriff are not only aimed at preventing risks in the environmental domain and reducing the number of accidents, Publicity should be provided to the landlord, tenant, and residents to inform them that the activity is preventive of accident prevention. Third, under the current law, it is necessary to disclose public facilities such as roads, airports, and harbors to the private sector in order to make it possible to monitor school facilities and youth training facilities. Fourth, the safety sheriff is expected to put forward the expectations and positive results of prevention through the beginning of the inspection activities, and the role of the Korean people in becoming psychological stable and efforts to be born as safety experts are required. Finally, it is necessary to establish a concrete manual, strategic safety inspection plan.

The International Legality of the North Korean Missile Test (북한미사일 실험의 국제법상 위법성에 관한 연구)

  • North Korea conducted the launcher test, which, as North Korea claimed, belonged to the sovereign rights for the purpose of peaceful utilization and exploration of the outer space. The launching was allegedly done for the sole purpose of putting the satellite into earth orbit, while international community stressed the fact that the orbiting of satellite was not confirmed and that the technology used was not distinct from the purpose of building intercontinental ballistic missile. UN Security Council adopted the resolutions which took the effect that the launching was deemed as the missile launching, not the mere launcher test. North Korea declared the moratorium of suspending its test activity. Controversial issues have been raised regarding whether the launcher itself has the legal status of enjoying the freedom of space flight based upon the 1967 Outer Space Treaty. The resolutions, however, has put forward a binding instrument forbidding the launching. UN Security Council resolutions, however, should be read not as defining the missile test illegal, in that the language of resolutions, such as 'demand', should be considered as not formulating a sort of obligatory act or inact. On the other hand, the resolutions should be read as having binding force with respect to any activity relating to the weapons of mass destruction. The resolution 1718 is written in more specific language such as 'decides that the DPRK shall suspend all activities related to its ballistic missile programme and in this context re-establish its pre-existing commitments to a moratorium on missile launching'. Therefore, the lauching activity of the North Korea is banned by the UN Security Council resolution. It should be noted that the resolution does not include any specific provisions defining the space of activity of the North Korea as illegal. But, the legal effect of the moratorium is not denied as to its launching itself, which is corresponding to the missile test clearisibanned in accordance with the resolutions.

A Study on Improvement of Site Selecting Indicators for Safe Pedestrian Environment (안전한 보행환경 사업 대상지 선정지표 개선방안 연구)

  • As car-oriented road policies have been made forward so far, relatively pedestrians' walking conditions are so in poor environments that more than two thousand pedestrians die from car accidents every year. Pedestrians' walking right has been severely invaded like that. Pedestrians' walking right is a right that people are able to walk safely and comfortably in pleasant surroundings as long as they don't threaten the public safety, order maintenance, and welfare. The government has an obligation to provide safe, comfortable, and pleasant environments to pedestrians. Recently interests in pedestrians' safety are increasing, government-driven supports have been made to make safe, pleasant, and healthy walking surroundings. As poor walking condition improvement projects cost high, they should be progressed to accomplish maximal effects using finite finances efficiently, and post feasibility evaluations of the projects should be severely estimated. However site selecting indicators which satisfy with the goal for composing safe working surroundings have not been decided yet, though currently it has a legal basis to specify walking condition improvement sites by the Law for Pedestrians' safety and Comfort Increasement. Therefore this study focuses on suggesting improved ways for selecting sites where pedestrians' safe environment project by reviewing previous research. When project sites are selected, evaluation indicators related to awareness survey of residents and history should be excluded, and disaster safety assessments for walking safety facilities, latent human hazards and natural disasters like a strong wind are proposed besides evaluations on pedestrians' safety and walking environment for matching with the purpose of the project to make safe working surroundings.
