In order to convert interlaced video into progressive scanning format, this paper proposed a high performance de-interlacing algorithm based on region adaptive interpolation filter design. Specifically, usage of the 6-tap filter is only for the most complex region, but for the smooth and regular edge region, much more correlated filter such as 2-tap or 4-tap filter should be used instead. According to the experimental results, the proposed algorithm has achieved noticeably good performance.

In order to convert MPEG-2 into H.264 format in ubiquitous communication environments, the efficient conversion of the discrete cosine transform (DCT) coefficients to H.264 transform coefficients is essential. In this paper, two efficient conversion systems are proposed. The proposed systems are composed of two parts. In the first part, the DCT coefficients are denoised using the lapped transform (LT) to reduce the quantization noises and blocking effects. In the second part, the denoised DCT coefficients are converted into the integer transform (IT) coefficients of H.264. Simulation results show that the proposed methods provide visually fine images. Moreover, the computational complexity of the proposed method is reduced compared with the conventional method, since the number of the DCT coefficients, which should be converted, is reduced in the first part.
Integrating various pathway data collections to create new biological knowledge is a challenge, for which novel computational tools play a key role. For this purpose, we developed the Java-based conversion modules KGML2SBML and KGML2BioPAX to translate KGML (KEGG Markup Language) into a couple of common data exchange formats: SBML (Systems Biology Markup Language) and BioPAX (Biological Pathway Exchange). We hope that our work will be beneficial for other Java developers when they extend their bioinformatics system into SBML- or BioPAX-aware analysis tools. This is part of our ongoing effort to develop an ultimate KEGG-based pathway enrichment analysis system.

Defect data contains experiential knowledge about specific work conditions. And the number of projects performed by a company is too limited for an individual to experience the various defects under the current complex construction environment. Therefore, in order to manage and prevent a reoccurrence of defects, a proper data feedback mechanism is required. However, most defect data are stored in unstructured ways, resulting in the fundamental problem of data utilization. In this paper, a new framework is proposed by using linked data technologies to improve defect data utilization. The target of this framework is to convert defect data to the ontology-based linked data format for sharing defect data from different data sources. To demonstrate it, some technical solutions are implemented by using real cases. The proposed approach can reduce data search time and improve the accuracy of search results as well. Moreover, the proposed approach can be applied to other domains that need to refer to external sources such as safety, specification, product, and regulation.
Taipei Watershed Management Bureau (WRATB) is a government agency entitled for water resources protection at two major watersheds in order to provide drinking water for about four millions population in Taipei on a sustainable basis. At WRATB, there are two major public sewage treatment facilities which can convert sewage in each watershed into an acceptable state before they were discharged into rivers. More than 82% of household wastewater have been collected and treated by the two public sewage systems. However, households at remote area still need more effective sewage management prescriptions. The objective of this paper is to implement geographic information systems in order to provide more effective approaches that sewage management can be easier and cost effective. ArcIMS was implemented for Internet browsing and map server of those sewage facilities on personal computers, laptop computers. In the open field, ArcPAD was implemented with personal digital assistant (PDA) such that compact flash type's global positioning systems (GPS) and digital camera can be utilized with PDA. All sewage facilities digital files were convert into ArcMap format files. MapObjects and visual BASIC were used to create sewage application modules to meet every single technician personal flavor. ASP.NET was implemented for Internet database manipulations of all sewage databases. Mobile GIS was the key component of GIS applications in the open field for sewage management on a basis of house by house. Houses at remote area, which can not cover by the two public sewage systems, were managed by PDA and laptop computers with GPS and digital camera. Sewage management at Taipei Watershed Management Bureau is easier both in the open field and in the office. Integration of GPS, GIS, and PDA makes sewage management in the open field much easier. ArcIMS, MapObjects, ASP.NET and visual BASIC make sewage management can be done in the office and over Internet.

In this paper, we propose a real-time video transcoding scheme for N-Screen service based on cloud computing. This scheme creates an intro-block and several playback blocks by splitting the original video. And there is the first service request, after transmitting the intro-block, transmits the playback blocks that converting the blocks on real-time. In order to completing trans-coding within playback time of each block, we split and allocate the block to node according to performance of each node. Also, in order to provide real-time video playback service, the previous scheme convert original video into all format and resolution. However we show that the proposed scheme can reduce storage usage by converting original video into format with proper resolution suitable to device and platform of client. Through simulation, we show that it is more effective to real-time video playback for N-screen service than the previous method. We also show that the proposed scheme uses less storage usage than previous method.
Charts can propagate information more effectively by visualizing various types of information. Due to this reason, many web developers often use charts when they display information on the web. However, using a chart requires a special dedicated software to install and it is difficult to share the finished charts since they are usually in raster format. The raster format images are fixed in size, therefore, experience image distortion problem when their sizes are changed. In this paper, we propose a web-based chart generating system using CML(Chart Markup Language) to solve the current compatibility and sharing problems. The proposed chart generating system first analyzes XML, Text, or HTML documents to extract chart information in the documents, and then it converts collected chart information to CML. The converted CML documents are displayed on the web browser using a vector method. The vector method has an advantage of protecting its images from distortion even when image sizes are scaled. The CML, proposed in this paper, is a chart markup language based on XML for modeling charts Information. If CML is used for presenting a chart in a web, it makes easier to share and to convert the chart information.

Most of GIS services have been operated in single applications, and as data processing and computer and mobile technologies have developed rapidly, users request for efficient sharing between each GIS's own data and various different GIS's. However, since many GIS applications maintain their own data formats, they are incapable of processing data formats different with each other, and do not have a filtering function for mobile GIS. This paper designs an integrated preprocessor, SMP to accept features of various current formats of geographic information such as DXF(Drawing eXchange Format), DWG(DraWinG), SHP(SHaPefile), etc., and to extract core information for describing maps. The geographic information extracted by SMP(Synthetic Map Preprocessor) shows consistency in various formats by visualizing through the integrated view. By generating the extracted core data in GML, it supports rapid access to mobile devices and extensibility of file formats overcoming heterogeneity.
A current TV out format is quite different from that of HDTV or PC monitor in encoding techniques. In other words, a conventional analog TV uses interlaced display while HDTV or PC monitor uses Non-interlaced / Progressive-scanned display. In order to encode image signals coming from devices that takes interlaced display format for progressive scanned display, a hardware logic in which scanning and interpolation algorithms are implemented is necessary. The ELA(Edge-Based Line Average) algorithm have been widely used because it provided good characteristics. In this study, the ADI(Adaptive De-interlacing Interpolation) algorithm using to improve the ELA algorithm which shows low quality in vertical edge detections and low efficiency of horizontal edge lines. With the De-interlacing ASIC chip that converts the interlaced Digital YUV to De-interlaced Digital RGB is designed. The VHDL is used for chip design.

ALE-complient RFID middleware system receives EPC code data from reader devices and converts the data into URN format data internally. After filtering and grouping, the system sends the resulting URN code to application and(or) users. Meanwhile, not only the types of EPC code are very diverse, but also another new kinds of EPC code can be emerged in the future. Therefore, a method to process all kinds of EPC code effectively is required by RFID middleware. In this paper, a method to process various kinds of EPC code acquired from RFID reader devices in ALE-complient RFID middleware is proposed. Especially, we propose an approach using ontology technology to process not only existing EPC code but also newly defined code in the future. That is, we build an ontology of conversion rules for each EPC data type to effectively convert EPC data into URL format data. In this case, we can easily extend RFID middleware to process a new EPC code data by adding a conversion rule ontology for the code.
