Brief history of Korean national forest inventory and academic usage

  • The National Forest Inventory (NFI) is important for providing fundamental data for basic forest planning and the establishment of forest policies for the purpose of implementing sustainable forest management. The purpose of this study is to present the development of Korea's NFI including legal basis, sampling design, and measured variables and to review the usage of NFI data. The survey methods and forestry statistics among the Unites States, Canada, Japan, China, and European countries were briefly compared. Total 140 publications utilizing NFI data between 2008 and 2015 were categorized with 15 subjects. Korea has conducted the NFI 6 times since 1971, but only the $6^{th}$ NFI is comparable with the fifth, the previous NFI, because the permanent sampling plots have been shared between the periods. The Korean Forestry Statistics contains only half as many variables as that of advanced countries in Forestry. More researches were needed to improve consistent measurement of diverse variables through implementation of advanced technologies. Additional data for Forest Health Monitoring since the NFI $6^{th}$ must be under quality control which will be an essential part of the inventories for providing the chronological change of forest health.

도시계획 수립에 있어 도시생태현황지도 활용방안 연구 - 용도지역과 시가화예정용지를 중심으로 - (A Study on the Utilization of Biotope Map in Urban Planning - Focusing on the land use designation and planned urbanized area -)

  • In South Korea, there is a growing domestic need for a biotope map which contains ecological and environmental geographic information of a city. After the production of a Urban Ecological Maps(biotope map) by the Seoul metropolitan government in 2000, Natural Environment Conservation Act was revised in 2017 to make it mandatory for a local government to draw up its own urban ecological map. The aim of the present study was to find out ways to utilize an urban ecological map as a mean of communication between natural environment planning and urban planning sectors in a preliminary stage before introducing a big framework of 'environmental and ecological planning.' The northern area of Incheon metropolitan city was selected as the target area for this study. The major research content includes a comparative analysis of special-purpose zones, urban planning zones, restricted development zones, and conservation forests with focus on biotope types and Grades 1 of 'Biotope Type Assessment.' Farmland biotopes and forest biotopes within an area designated as an urban zone (residential, commercial and industrial zones) need to be redesignated as a zone which can conserve them. Especially considering a high possibility of damage to a large scale of natural green areas, these areas need to be readjusted immediately. If the entire area designated as an urban planning zone is to be developed, it is likely to cause serious damage to natural biotopes in the area (56.2%), including farmland biotope (30.4%), forest biotope (15.0%) and grassland biotope (10.8%), and thus, readjustment is needed. In case of a conservation forest, as it can possibly be damaged by the designation of special-purpose zones, it is necessary to match the designation of conservation forests or a special-purpose zones with their biotope types. In conclusion, we present a variety of thematic maps for utilization of an urban ecological map and propose a phase-specific environmental and ecological plan. Phase 1 is the establishment of a urban plan in consideration of ecological status; Phase 2 is the independent establishment of an environmental and ecological plan by an environment department; Phase 3 is an integrated management of ecological planning system and urban planning system.

밤나무 경영 표준진단표의 개발 및 적용 (Application and Development of 'Chestnut Management Standard Diagnostic Table')

  • 밤 재배 경영주가 스스로 현재의 경영 상태를 체크하여 어느 정도 수준에 위치해 있는지 파악하고 현재보다 상위의 목표를 설정하여 발전해 나갈 수 있도록 밤나무 경영 표준진단표를 개발하여 활용하고자 하였다. 표준진단표의 작성을 위해 밤 관련 연구자와 밤 주산단지의 선도농가를 전문가로 선정하여 2번의 자문회의를 거쳤으며, 밤 재배 경영기반, 경영 및 판매능력, 생산기술수준으로 구성되는 3개의 대분류 항목과 19개의 중분류 항목을 선정하였다. 작성된 표준진단표를 활용하여 대표적인 밤 주산단지인 청양, 공주, 부여, 순천의 4개 지역에서 총 212개 밤 재배 임가의 경영실태를 설문조사 하였고, 이 중 총 159개 임가의 설문지를 결과 분석에 사용하였다. 표준진단표의 총점은 각 평가 인자 항목의 점수를 합계하여 산출하였는데 전체 임가의 평균 점수는 68.0점으로 나타났다. 지역별로는 부여지역이 69.7점으로 가장 높았고, 순천지역이 61.8점으로 가장 낮게 나타났다. 총점이 높은 그룹일수록 ha당 생산량은 많아지는 것으로 나타났지만, 전체 생산량 중 특품 이상 비율이 증가하는 것과는 통계적으로 연관성이 없었다. 밤재배 경영기반과 경영 및 판매능력에서는 고령의 재배자가 많은 순천지역에서의 점수가 낮은 것으로 조사되었다. 생산기술수준에 대해 살펴보면 4개 지역 모두 70% 이상이 친환경재배를 하고 있어 병해충 방제시 항공 방제를 이용하고 있는 임가는 많지 않은 것으로 나타났다.

GIS를 기반으로 한 산림바이오에너지의 공급 및 수요 잠재지도 작성 (A GIS-based Supply and Demand Potential Mapping of Forestry-biomass Energy)

  • 본 연구는 GIS를 이용하여 산림 바이오 에너지에 대한 공급 및 수요의 잠재량을 파악하고, 잠재지도 제작을 목적으로 하였다. 산림이 많고, 지리적으로 같은 위치에 해당하는 강원도 영동 지방 4개 시군(고성군, 양양군, 강릉시, 삼척시)을 연구 지역으로 선정하였으며, 수치 임상도의 임상과 영급정보, 통계연보의 가구수 정보를 GIS 자료 형태로 전환한 후 산림 바이오에너지의 잠재된 공급량과 수요량을 파악하였다. 숲가꾸기사업 계획을 기초로 가구수를 고려한 수요대비 잠재적 공급가능량은 약 3,144 Tcal로써, 시군단위에 상관없이 초과공급이 가능한 것으로 나타났으나, 강원도의 평균 수집률인 10%를 고려하면, 시의 경우 6%, 군은 15% 공급 가능한 것으로 나타났다. 한편, 수집률 변화에 따른 공급가능성을 비교한 결과, 60% 이상인 경우, 초과공급이 가능한 지역이 발생하였다.

산촌생태마을 운영매니저의 역할에 대한 인식 특성 분석 - 역량강화교육 개선을 중심으로 - (Analysis of Cognition Characteristic for Operators' Roles in Mountain Eco Villages - focused on an improvement of empowerment training -)

  • The importance of human resources empowerment for operation and management is increasing for sustainable effects and improvement in mountain eco village development projects. This study aimed to understand the cognition characteristics of operator who works for mountain eco villages as part of the mountain village development and to suggest improvement methods in empowerment training aspects. The survey contained operator's empowerment and operator systems in mountain eco villages and the results were analyzed for the study. Operators who joined the mountain eco village operator training course by Korea Forest Service were conducted the survey on March 12th~13th in 2012 and March 13th~15th in 2013. 69 and 58 of questionnaires were collected respectively and analyzed for the study. T-test was applied to Intergroup cognition difference and regression analysis was used for influential factors in necessity of operator's role. Collected data was analyzed by statistical package programme SPSS 18.0 version. According to the comparison of empowerment cognition with contingent upon training experience, 'harmony with residents' showed significantly difference at p<0.05 level. In the recognition comparison for prospect of future mountain eco village development, 'various training experiences' was significantly difference at p<0.01 level between positive and negative prospect group. Regression analysis revealed that 'communication with village leader', 'harmony with residents', and 'idea related to the project' have an effect on necessity of operator's empowerment significantly. Based on the results, the study suggests improved directions for operator's empowerment training as a horizontal leader who conduces a mountain village.

산림패치의 특성이 조류 종 다양성에 미치는 영향분석 - 충청지역을 중심으로 - (Forest Patch Characteristics and Their Contribution to Forest-Bird Diversity - Focus on Chungcheong Province Area -)

  • Urban development typically results in many species being confined to small, isolated and degraded habitat fragments. Fragment size and isolation underpin many studies of modified landscape to prevent biodiversity loss. However, habitat characteristics such as vegetation structure and edge effects are less frequently incorporated in planning. The relative influence of biogeographic (e.g. size, isolation) and vegetation parameters on assemblages is poorly understood, but critical for conservation management. In this study, the relative importance of biogeographic and vegetation parameters in explaining the diversity of forest-interior dwelling birds in forest fragments in Chungcheong Province Area. Fragment size and vegetation characteristics were consistently important predictors of bird diversity. Forestinterior bird richness was influenced by fragment size (0.437), wood age (0.332), wood diameter (0.068), and patch shape (-0.079). To preserve bird diversity of Chungcheong Province Area, it is important to consider differing responses of bird diversity to landscape change, move beyond a focus primarily on spatial attributes (size, isolation) to recognize that landscape change also has profound effects on habitat composition and quality. The result is very useful for long-term aspect of biodiversity conservation plan in regional scale.

Good Governance Assessment in Community Forest of Nepal

  • The basic for the achievement of the community forestry rests within the Community Forest User Groups (CFUGs). They are responsible to establish good governance, sustainable forest management and improve people's livelihoods. The study aimed to assess the governance score prevailing in CFUGs using stratified random sampling. Our study shows the governance score of 64.17% in community forests with highest 73.94% in Bhotechaur community forest and lowest 56.60% in Tinkanya community forest. Among the eight elements of good governance, consensus-oriented was found highest while responsiveness was lowest in the study area. Further, the independent variables such as well-being ranking (χ2=21.695, df=6, p<0.01), source of income (χ2=20.474, df=6, p<0.01) and education status (χ2=17.450, df=6, p<0.01) has significant impact on governance. Based upon the findings, it is very clear that good governance in CFs are more than average but still not up to the mark. Finally, it calls for rethinking that involving all the stakeholders during planning phases delineating the responsibility and power for correspondents can make possible in achieving sustainability in community forest.

등산활동의 건강관련 동기요인과 유인요인 분석 (Analysis of Health-related Push and Pull Factors in Mountain Climbing)

  • 본 연구는 등산객의 건강과 관련된 동기요인과 산림환경이 갖는 유인요인을 도출하고 이들 요인 간의 분석을 통하여 산림휴양공간에 대한 효율적인 관리방안을 제시하는 데 그 목적이 있다. 도봉산, 북한산, 관악산, 청계산을 찾은 등산객 440명에 대해 건강과 관련된 15개의 동기항목 및 11개의 유인항목을 설문조사한 결과, 등산동기요인으로 '질병치료 치유', '정신 사회적 건강', '신체적 건강' 등 3개 요인을, 등산유인요인으로는 '인문환경', '사회경제적 환경', '자연환경' 등 3개 요인을 도출하였다. 요인 간 영향관계 분석결과, 질병치료 치유요인과 신체적 건강요인에 가장 큰 영향을 미치는 유인요인은 자연환경요인으로 나타났으며, 정신 사회적 건강요인에 가장 큰 영향을 미치는 유인요인은 사회경제적 환경요인으로 나타났다.

  • This study is to establish a planning methodology for rural area development with land suitability classification. Land suitability classification was carried out by introducing Geographic Information System. The planning methodology was applied to Sunheung district located in Youngpoong county, Kyongbuk Province, Korea. Land suitability classification by the GIS showed that only 29 % of present agricultural land were higher than class 2 and 71 % were in bad condition for agricultural land. Especially, 22.2 % of agricultural land were under class 5 as the lowest level and 265.2 ha of forest were possible to develop as an agricultural land. It was proved that GIS may be a powerful tool in rural planning process. In addition, it is thought that GIS can be applied to the fields of agricultural land management system in many ways.

한려해상국립공원 거제도 학동지역 동백나무림 식물군집구조 특성 및 식생관리 계획 (Vegetation Management Planning and Plant Community Structure of Camellia japonica Forest at Hakdong, Kojedo, Hallyo-Haesang National Park)

  • 한려해상국립공원 거제도 학동지역 동백나무림 천연기념물의 식물군집구조와 식생관리 방안을 제시하기 위하여 대상지에 46개 조사구를 설정하였고, 식생조사를 실시하였다. DCA분석과 평균상대우점치 분석 결과 46개 조사구는 동백나무군집, 동백나무-사스레피나무군집, 동백나무-참식나무군집. 편백-동백나무군집 등 4개 군집으로 나누어졌다. 군집별 천이경향은 동백나무-참식나무군집은 참식나무로의 생태적 천이가 진행될 것이며, 나머지 3개 군집은 현 상태로 유지될 것으로 판단되었다. 본 대상지의 식생관리는 천이억제형 식생관리가 바람직 할 것으로 보이며, 식생관리에서 제거해야 할 수종으로 단기적으로는 편백. 참식나무, 사스레피나무 3종이며, 까마귀쪽나무, 후박나무, 나도밤나무, 산벚나무, 졸참나무 등 5종은 장기적인 관리대상 수종이었다.
