Development of the National Integrated Daily Weather Index (DWI) Model to Calculate Forest Fire Danger Rating in the Spring and Fall (봄철과 가을철의 기상에 의한 전국 통합 산불발생확률 모형 개발)

  • Most of fires were human-caused fires in Korea, but meteorological factors are also big contributors to fire behavior and its spread. Thus, meteorological factors as well as topographical and forest factors were considered in the fire danger rating systems. This study aims to develop an advanced national integrated daily weather index(DWI) using weather data in the spring and fall to support forest fire prevention strategy in South Korea. DWI represents the meteorological characteristics, such as humidity (relative and effective), temperature and wind speed, and we integrated nine logistic regression models of the past into one national model. One national integrated model of the spring and fall is respectively $[1+{\exp}\{-(2.706+(0.088^*T_{mean})-(0.055^*Rh)-(0.023^*Eh)-(0.014^*W_{mean}))\}^{-1}]^{-1}$, $[1+{\exp}\{-(1.099+(0.117^*T_{mean})-(0.069^*Rh)-(0.182^*W_{mean}))\}^{-1}]^{-1}$ and all weather variables significantly (p<0.01) affected the probability of forest fire occurrence in the overall regions. The accuracy of the model in the spring and fall is respectively 71.7% and 86.9%. One integrated national model showed 10% higher accuracy than nine logistic regression models when it is applied weather data with 66 random sampling in forest fire event days. These findings would be necessary for the policy makers in the Republic of Korea for the prevention of forest fires.

  • 산불에 영향을 미치는 인자는 일반적으로 산림 연료와 기상 그리고 지형인자로 구분할 수 있다. 이중 지형인자는 경사와 사면의 방향 그리고 해발고, 사면의 길이 등 여러 조건들이 복합적으로 이루어진 산의 형세를 이룬다. 지형 조건 중 경사는 산불 발생 후 확산속도에 영향을 주며 사면의 방향은 태양복사에너지 일사량에 따른 연료의 건조와 연료의 온도 등에 영향을 줌으로써 산불의 발생과 확산에 영향을 준다. 특히 산불이 시작되는 이른 봄철에는 강설 후 사면향에 따라 적설지역과 눈이 녹아 건조한 지역이 사면의 향에 따라 큰 차이를 나타내고 있으며 이로 인해 산불위험 예보시에도 사면향에 따른 산불발생위험을 달리 적용해야 할 필요성이 있다. 이에 본 연구에서는 사면의 방향에 따른 산불위험성을 평가하기 위해 먼저 태양복사에너지의 일사량 분석을 실시하였고 산불사례조사를 통해 사면의 방향에 따라 산불발생 위험과 피해면적을 비교, 분석하였다. 그 결과 태양복사에너지 일사량이 가장 많은 사면의 향인 남사면을 중심으로 산불발생이 높은 것으로 분석되었다.

A study of the Influence of Forest Fire on Polymer Insulator for UHV (초고압용 폴리머 애자의 산불영향 연구)

  • Big fire such as mountain fire my cause the prevention of the functions of the overhead cables and insulators, which may affect the operation of the transmission lines. Therefore, in order to understand the effect of the mountain fire on the polymeric insulator for transmission lines, the author observed the deformation of the sheds of the polymeric insulators and the change of the discs of the porcelain insulators under fire, and investigated the electrical and mechanical characteristics of the insulators after the ignition test. As the result the following conclusions were obtained. First, the porcelain insulator was degraded in electrical characteristics when the insulator was subjected to the fire for approximately 5 minutes; whereas, the polymeric insulator was not degraded though there were some damage on its sheds. Second, after 20 minute exposure to the fire, the polymeric insulator lost a lot of parts of sheds, but the electrical characteristics was lowered by around 20%, but the porcelain insulators were electrically degraded by more than 80%.

  • Serious damages occurred in Yeongdong area of Gangwondo by typoon Rusa in August, 2002. Therefore, this study intends to investigate and analyse the characteristics of landslide having occurred in Gangneung area. 11 sites including many features of landslide were selected and scales, soil properties and a state of vegatation of slopes were investigated. It can be concluded that rainfall intensity, the velocity of the wind, geomorphology, vegatation and forest fire etc. are considered as main factors affecting occurrence of landslides in this area.

  • Occurring forest fire or burning bushes beneath overhead transmission lines have caused system disturbances in many countries. In this study, various tests in the simulated condition of power lines were conducted so as to investigate the reduction in insulation strength caused by combustion flame. The results of an experimental investigation into the flashover characteristics of air dielectric strength in the presence of oil flame are reported. It is demonstrated that flame can reduce by more than half, 80% in maximum, the breakdown voltage of a model line.

Developing of Forest Fire Occurrence Danger Index Using Fuel and Topographical Characteristics on the Condition of Ignition Point in Korea (산불발화지점의 임상 및 지형특성을 이용한 산불발생위험지수 개발)

  • This study has developed Forest Fire Occurrence Danger Index (FFODI) using fuel and topographical characteristics for the practical purposes of forecasting forest fire occurrence danger rating. This was made on the basis of the 126 forest fire site according to field survey. The result of fire frequency analysis showed 87 sites on conifer $(69\%)$, 21 on mixed $(16.7\%)$ and 18 $(14.3\%)$ on non-conifer. The scale for Fuel Model Index(FMI) ranges from 1 to 10 and Topography Model Index(TMI) from 1 to 5. FMI is 10 on the conifer, 3 on the mixed and 2 on the non-conifer. In case of topographical analysis, it was estimated that 90 site $(71.4\%)$ of ignition point was bottom foot hill and 22 site $(17.5\%)$ was on the southwest. TMI in southwest direction is 5.0, 4.5 in the northwest and the northeast, 4.0 in the southeast and the south, 2.5 in the north and the west and 1.5 in the east. TMI in the bottom foot hill is 5 in the bottom foot hill, 1.5 in the upper foot hill, 1.0 in the bottom middle slope and 0.5 in the upper middle slope and bottom ridge.

An Experimental Study on the Influence of the Spread of Firebrand on Building Exterior Materials and Roofing Materials in Urban Areas (도심지 인접 산불의 불티 확산이 건축물 외장재와 지붕재에 미치는 영향에 관한 실험적 연구)

  • Purpose: The purpose of this study is to evaluate the fire srpead risk of building exterior and roofing materials due to the firebrand of forest fire occurring in the urban areas. Method: In order to achieve this research purpose, by selecting building materials used for exterior and roofing materials of buildings, the time to ignition, total heat release, and heat release rate were investigated, and a forest fire firebrand system was established to the possibility of fire spread was confirmed. Result: As a result of the cone calorimeter test, the roofing material had a similar or faster ignition time due to radiant heat compared to the exterior material with the steel plate exposed to the outside, and showed a higher heat release rate and total heat release than the exterior material. Although it was affected by the flammable material, it was confirmed that it did not spread easily due to the limited amount of combustible material, and carbonization marks appeared inside. Conclusion: The cone calorimeter test method has been shown to be useful in understanding the combustion characteristics of building materials by radiant heat, but the fire spread due to a firebrand in a forest fire is directly affected by the flame due to the ignition of surrounding combustibles, so finding a direct correlation with the cone calorimeter method is difficult. It is judged that the roof material may be more vulnerable to the spread of fire due to the fire than the exterior material.

Characteristics Analysis of Burned tree by Terrestrial LiDAR in Forest Fired Area of Pinus densiflora (지상라이다를 활용한 소나무 산불피해지의 임목 피해특성 분석)

  • To verify the field-effectiveness of Terrestrial Laser Scanner (TLS), a terrestrial LiDAR was deployed to examine the damage properties of woods in forest fire area, then the data was compared with the results surveyed by a forestry expert. Four sample plots (30 m × 50 m, 0.15 ha) were set from the foot to the top of the mountain, and DBH, height, clear length, burned height, and crown length were investigated. Next, TLS collected information on damage characteristics found in the sample plots. This information was then compared with that amassed by the expert. The expert and the TLS survey results showed 30.8 cm and 29.9 cm for DBH, 15.8 m and 17.5 m for tree height, 8.4 m and 8.4 m for clear length, 4.0 m, 3.5 m for burned height, and 7.4 cm and 9.1 cm for crown length. With the exceptions of height and clear length, no notable discrepancy was observed between two methods. H/D ratio, CL/H ratio, and BH/CL ratio, all of which contribute to stability and decay rate of the stand, from the two methods were also compared. The human survey rated each ratio (H/D, CL/H, BH/CL in order) 51.3%, 47.1%, and 53.6%, while the TLS presented the results of 58.8%, 52.0%, and 38.7%.

Developing of Slope Calculation Algorithm using Cell-based Modeling (셀 기반 모델링을 이용한 경사계산 알고리즘 개발)

  • Forest fire is expanded to large-scale forest fire based on topographic characteristics, particularly slope. This report addresses the currently available methods of calculation slope angle from a digital elevation model and develops a new method that circumvents a number of the shortcomings associated with other algorithms. The results of the comparison of five different slope angle calculation algorithms show that maximum uphill slope angle calculation is the proper method for the purpose of predicting forest fire hazard.

Analysis of Slope Hazard-Triggering Rainfall Characteristics in Gangwon Province by Database Construction (DB구축을 통한 강원지역 사면재해 유발강우특성 분석)

  • In every summer season, most of the slope failures and debris flows occurr due to seasonal rain, typhoon, and localized extreme rainfall in Gangwon Province where 83% of the area is of mountain region. To investigate the slope-hazard triggering rainfall characteristics in Gangwon Province, slope hazard data, precipitation records, and forest fire data were collected and the DATABASE was constructed. Analysis results based on the DATABASE showed that many slope hazards occurred when there was little rainfall and the preceding rainfall had more effect on the slope hazard than the rainfall intensity at the day of hazard. It also showed that the burned area by forest fire was highly susceptible to slope hazard with low rainfall intensity, and the slope hazard in burned area showed highest frequency, especially, under the rainfall below 2-year return period.
