In order for a financial company to collect personal information, it explicitly notifies consumers of the contents stipulated by law and gets consent beforehand. As a result, as financial products became more complicated and diverse, and the contents of 'Consent form for providing personal information' became more complicated and more. In particular, in the case of internet or mobile, the letter became smaller as the screen size limit, making it more difficult to understand. This is because almost all companies that collecting personal information are in a similar situation, In the position of consumers who use services are, contradictions arise that habitually agree without understanding the consent contents. In this research, in order to present a consent policy establishment decision-making model to rationally collect and use personal information through the Internet website of financial companies, consider the domestic and foreign legal system Then, derive a problem To present improvement measures. In addition, the evaluation factors selected through the research are verified by presenting decision making models and formulas using AHP (Analytic Hierarchy Process) method.

Recently, the importance of collecting, analyzing, and real-time sharing of various cybersecurity data has emerged in order to effectively respond to intelligent and advanced cyber threats. To cope with this situation, Korea is making efforts to expand its cybersecurity data sharing system, but many private companies are unable to participate in the cybersecurity data sharing system due to a lack of budget and professionals to collect cybersecurity data. In order to solve such problems, this paper analyzes the research and development trends of existing domestic and foreign cyber security data sharing systems, and based on that, propose a cybersecurity data sharing system model with a hierarchical structure that considers the size of the organization and a step-by-step security policy that can be applied to the model. In the case of applying the model proposed in this paper, it is expected that various private companies can expand their participation in cybersecurity data sharing systems and use them to prepare a response system to respond quickly to intelligent security threats.

Korea ranked 2nd in the UN Global e-Participation Index and ranked number one as the leader in e-Government for the third consecutive year. However, Korea ranked 51 in the level of information security published by WEF(World Economic Forum), relatively a low level comparing with its great number of users and excellent environments for the Internet service. A series of critical hacking accidents such as the information leak at Auction and GS Caltex emerged consecutively in 2008 year, resulting in the leak of personal & critical information. This led to a strong interest in the necessity and importance of information security and personal information so that demand for IT security is growing fast. In this paper, we survey to benchmark information security in the perspective of service level, system, investment and policy about major foreign countries. Then we research on an effective way to make the most of the benchmark result to Korea e-Government. In addition, the purpose of this paper is to improve national information security index by developing a policy for ISO 27001 ISMS, an international standard for Information Security Management System, and elevate safety and security of the e-Government serviced by central administrative organizations and local authorities.

Korea, like most of other countries, is enforcing the national pension as social insurance which is a kind of the income policy. Despite the fundamental limitation on public pension or the imperfect policy, the guarantee of the minimum living standard for maintaining dignity of human being is not being reached for the standard. Poverty rate of the elderly in Korea is the first among the OECD countries and public pension dead zone is very large. The elderly low income class could become a serious social problem if low fertility and aging keep getting worse. In this study, I will analyze the present condition of the retirement security for the elderly in South Korea. Also, I will look into the present situation of old-age income security and determine problems, and propose the improvement devices for related laws.

Personal Information Protection Law and Information Communication Network Law is administered from March, 2012 and August, 2012. It is very important to protect and manage the key well so that the third party doesn't know the key. Thus, at present, there increases an importance of Key Management Server. Key Management Server is an appliance type of hardware equipment which can securely store and manage encryption and decryption key. In this paper, we will survey on foreign key management server products and discuss about the necessities of legislation of related law and establishment of policy.

A Paradigm shift is in process in China's foreign policies during Xi Jinping's era. Such changes occur with changing national identities from developing country to great power, and from continental power to continental-maritime power. China's pursuit for sea power embraces its global strategy. Accommodating the new identity of maritime power, China is developing its maritime strategy. New silk-road strategy actively utilizes China's advantage in economy, while avoiding direct military challenges against the U.S. China seeks an associated balance of power with the U.S. On the other hand, China make its determination clear to protect its core national interests, particularly Taiwan straits issue, deploying Anti-Access and Area-Denial strategy. 'Pax-Americana 3.0' and 'China's rise 2.0' have convoluted and evolved in complexity. South Korea faces much tougher challenges ahead in its foreign and security environments.

Each country's economic progress creates opportunities for its citizens to raise their income. Meanwhile, the country has secured the people's social security policies, particularly the protection of income equality, to promote harmonious and sustained economic development. Vietnam has been located in a dynamic economic development area in Southeast Asia since the 1986 economic reforms, with an annual growth rate of around 7%. Meanwhile, having achieved a middle-income status of roughly 3500 USD per person per year, Vietnam is attempting to maintain income equality and access to welfare systems for its inhabitants. As a result, the primary goal of this study is to use an autoregressive distributed lagged model to investigate the effects of income inequality and other economic factors such as foreign direct investment and trade openness on Vietnam's economic growth from 1992 to 2019. The research focuses attention on literature on income inequality, economic development indicators, and economic development in unique ways in this study. Income inequality slows the rate of change in economic development in the same year, according to our findings. Finally, the study will make policy suggestions to the Vietnamese government.

The possibility of a super-large disaster is increasing due to changes in national territory, urban space and social environment, extreme weather conditions due to climate change, and paralysis of national infrastructure due to natural disasters. In this study, in order to support the systematic establishment of national territorial disaster prevention strategies for future disasters, alternatives to intelligent national territorial disaster prevention policies for future disasters were considered. Changes in the national environment related to future disasters, domestic and foreign prior studies and policy trends related to national disaster prevention, and studies related to the national disaster management system were investigated, and institutional and technical policy alternatives were derived. As a policy alternative, it was suggested that the creation of a self-adapting national territory for future disasters should be systematized and continuously supported through a technically intelligent decision-making support system.

Korea Information Security Industry growth rate (7.1%) declined compared to the previous three years growth (15%). The government has announced a 2020 K-ICT security. According to the policy of promoting the competitiveness of industry consolidation and data protection enable entrepreneurship, job creation, there is a need for the ICT industry in conjunction with cyber security cluster composition. In this paper, I research for cybersecurity cluster. Investigate a successful cyber clusters of foreign and analyzed. In addition, I analysis of existing cluster in the domestic and identify the problem. Consequently, building a cyber-research cluster and the expected effects of cyber-research and on how to operate the cluster.
