The newly adopted Korea Geodetic Datum (a.k.a. KGD2002) calls for massive reengineering work on geospatial dataset. The main focus of our study is placed on the strategy and system implementations of the required data reengineering with a keen attention to integrated approaches to interoperability, standardization, and database utilization. Our reengineering strategy includes file-to-file, file-to-DB, DB-to-file, and DB-to-DB conversion for the coordinate transformation of KGD2002. In addition to the map formats of existing standards such as DXF and Shapefile, the newly recommended standards such as GML and SVG are also accommodated in our reengineering environment. These four types of standard format may be imported into and exported from spatial database via KGD2002 transformation component. The DB-to-DB conversion, in particular, includes not only intra-database conversion but also inter-database conversion between SDE/Oracle and Oracle Spatial. All these implementations were carried out in multiple computing environments: desktop and the Web. The feasibility test of our system shows that the coordinate differences between Bessel and GRS80 ellipsoid agree with the criteria presented in the existing researches.

The purpose of this study is to develop an intervention program for improvement of elementary science-poor students' Basic Science Process Skill (BSPS) and to validate the intervention program's effectiveness using eye-tracker. The participants of this study were 35 elementary science-poor students. This study's method was the analysis of real-time eye movements during basic science process skill problem solving. SMI's 120 Hz iView XTM RED was used to collect EMD (eye movement data). Experiment 3.4 and BeGaze 3.4 programs were used to design experiment and to analyze EMD. The results of this study are as follows. First, we developed an intervention program including BSPS instructional strategy, behavior of teachers & student according instructional strategy stage, teachinglearning plan and learning note. Second, science poor students' BSPS ability has improved statistically significantly through the application of intervention program and BSPS problem-solving time decreased statistically significantly. Third, AFT (average fixation time) of BSPS Question and keyword area decreased statistically significantly. Fourth, APD (average pupil diameter) of BSPS problem-solving process expanded statistically significantly. Fifth, AST (average saccade time) of BSPS problem-solving process increased statistically significantly. Sixth, AFET (average fixation entry time) of BSPS problem-clue area was accelerated statistically significantly, AFT of BSPS problem-clue area reduced statistically significantly.
As global climate changes, the interest in environmental crisis is increasing and a number of international agreements and regulations against this crisis are being established. Global information technology(IT) corporations are building their own pro-environmental green IT strategies to cope with the regulatory measures. Green IT broadly refers to pro-environmental technologies designed to replace hazardous materials, maximize energy effectivity, and find alternative energies. In the current stage of the IT industry development, Green IT specifically refers to the technologies that deal with the server heat generation and the energy reduction in data center. This study defines the concept of Green IT and reviews its origin and necessity. Then, it examines the issues regarding Green IT industry in Korea as well as other countries and compares the Green IT strategies developed in each country. Reviewing the recent development of IT and data center market enables us to see that overall Green IT strategies focus on the establishment of Green Internet Data Centers. Therefore, this study analyzes the cases in which some domestic and foreign corporations introduced Green Data Centers in order to examine the protocol and legal requirements for building Green IT, the aspects of environmental evaluation and design, and specific strategies for launching Green IT strategies and its future assignments. The conclusions of this study are as follows. First, to introduce Green Data Center as a strategy to build Green IT, the government and corporations should cooperate with each other. Partial introduction at the initial stage is desirable because, through the process, mutual trust between the two parties can be built more smoothly. Second, CEO's determination to build Green IT and continue its operation is indispensable. CEO's are required to have clear understanding as to why Green IT needs to be built and how it should be constructed. Those who initiate the construction of Green Data Center for Green IT need to know the definition and necessity of Green IT while at the same time understanding the implicit meanings of Green IT. They also need to be aware of future-oriented values of Green Data Center and readjust their corporate business activities in the pro-environmental direction. Finally, not only the CEOs' pro-environmental activities but also the change of mind on the part of all corporate employees is required to realize Green IT. It should be remembered that pro-environmental Green IT starts with minor activities.
In recent years, tram has been the focus of a new mode of public transportation that can solve traffic jams and decrease public transit usage and environmental problem. This research is in the works to develop a tram signal controller and signal control strategies, and aim to resolve the problem of what could happen if a tram system was installed in general road. We developed the hierarchical signal control strategies to obtain a minimum tram bandwidth and to minimize vehicle delay, in order to perform a priority control to include passive and active signal priority control strategies. The strategies was produced for S/W and H/W, it is based in standard traffic signal controller. We conducted a micro simulation test to evaluate the hierarchical signal control strategies, which showed that the developed optimization model is effective to prevent a tram's stop in intersection, to reduce a tram's travel time and vehicle's delay.
In a period of rapid change, transition and re-definition of care concept, this study reviewed social policies on care providers in the UK. In the face of care crisis, the British government has made a radical reform of the care system and enacted new legislations. In the UK social policy, care providers are classified into carers and care workers. Carers mean informal caregivers and care workers are those who are paid for providing care as part of a contract of employment. Recently, the United Kingdom has given carers recognition and reward. To enhance the status and right of carers, the Carers (Recognition and Services) Act 1995, the strategy document Caring about Carers 1999, Carers and Disabled Children Act 2000, and Carers (Equal Opportunities) Act 2004 have been enacted. At the heart of the policy for carers is the idea of active citizenship, carers-friendly employment and work-life balance etc. In case of paid care worker, government's focus seems to be on quality of employment. The government has established a new national infrastructure for quality. The five national bodies founded on Care Standards Act 2000 has been established. The UK government has realized care work would play an important part in job creation strategy. In this article, we have presented several criticisms and issues of current care policy in UK.

For several decades, Korean corporations have achieved remarkable success in the world market pursuing a quantitative growing strategy by benchmarking developed countries such as the United States, Japan and European Union. Recently, however, since not only the world economy enters into low growth age of New Normal, but the continuously increasing pressure of emerging countries like China and India, the global position of Korean corporations has ruffled. For these reason, the purpose of the study based on searching the strategy for Korean corporations to promote sustainable growth while gaining a competitive advantage in the world market. The study uses two analytical tools, Porter's Diamond Model and Productivity Frontier by analyzing the smart phone industry where Korea, the United States and China are competing desperately. The study is aimed at analyzing and comparing the global competitiveness among Apple as a leader, Samsung Electronics as a follower and Chinese corporations as newcomers in the smart phone industry. Based on the analysis and comparison, the study focuses on searching the strategic decision of Samsung Electronics, and suggests the future strategic positioning of major corporations in different industries in the world market.
Since the 1970s, along with an increasing number of motor vehicles in Korea, road crashes and casualties started to increase and eventually resulted in a serious public health problem starting from the beginning of the 1990s. Government authorities, however, have been not so proactive with reducing road crashes and injuries as well as deaths and have been reluctant to design effective safety strategies that could be established in collaboration with relevant multidisciplinary professionals. This paper aims at showing the status of road safety versus socioeconomic development in Korea and highlighting safety strategies that particularly need the participation of medical professionals. Six indicators to measure socioeconomic development and two indices for road safety were examined and international comparisons were made, finding road safety in Korea has been not corresponding to its level of development. The imbalance between socioeconomic development and road safety will certainly require the government authorities to look for effective safety strategies necessitating cooperation and collaboration with relevant experts including medical professionals. To make a provision for such needs in the near future, studies and experiences previously reported in the literature of traffic medicine and the world congresses of the International Traffic Medicine Association since 1984 were reviewed and categorized to focus on the strategies as well as measures that would be most effective in a mid-income country such as Korea.
Joining the WTO in 2001, China became a number of the global economic system. China succeeded in vying to host Beijing 2008 Olympic Games and World Expo 2010 Shanghai. It is China's honor and opportunity to have high economic growth in the coming future. In 2007, the total cost of public logistics decreased by 18.2% than 2006 to 4540.6 billion RMB, accounting for 18.4% of the GDP. So, China logistics is a huge industry and a growing market full of charm. The statistic ratios of China's logistics and growth trends show us it is an important issue to build and run an effective logistics system. However, research on China's logistics systems and supply chain is lacked. This study is focus on the logistic location strategy in China including the study of factories and warehouses geographic strategy concerned with SCM. The core of this study is to propose a New Multi-Facilities Location Decision Model. This study banded the revised gravity center, the standard single facility location decision model(Gravity Center Model) and the transportation model into a new Multi-Facilities Location Decision Model. In addition, this study suggested the gravity center of population, the gravity center of each industry, the location decision graded-list of each industry of china using the gravity center model and the revised gravity center model. The new Multi-Facilities Location Decision Model proposed in this study can be used to solve the location decision problem of more than two facilities. And it can be used in the fields such as the location decision of production facility and service facility, the location of distribution and logistics, the location of broadcast and satellite communications, the location of wireless communication tower and so on.
Purpose - As the members of the baby boomer generation have retired in earnest, the start-up market has received more attention than ever before. According to recent statistical data, an increasing number of entrepreneurs are in their fifties. There has been a continuous increase in promotional materials on small business issues published by start-ups. This means that senior start-ups have increased in number. A number of support systems have been established for youth start-ups, but there are few government support policies in place for the senior start-up market. Thus, this study suggests a number of constructive alternatives from the perspective of government policy and marketing strategy for entrepreneurs, in order to generate competitiveness in the start-up process, through examining the current state of the senior start-up and by diagnosing extant problems. Research design, data, methodology - This study gives a number of options regarding the government's support policies and the securing of competitiveness in order to vitalize senior business start-ups. As for the government's support policies, funding support policy, publicizing business start-up policies, and operating systematic mentoring policies before retirement have all been covered. In particular, in order for senior business start-ups to become competitive, development through mutual relations with diverse policies is urgently needed. The aging population is becoming an issue in Korea, so businesses for the aged, and the creation of jobs for these people, will become a social issue. Senior business start-ups are playing an important role in expanding enterprise productivity, in addition to enhancing national competitiveness. Expanding senior business start-ups is important, because they also serve to expand the national infrastructure. Productivity increase through continuous expansion is thus recommended. Results - In order to expand the competitiveness of business start-ups, marketing-related observations and learning in regard to customers are necessary for the baby boomer generation, and competitiveness for seniors is urgently needed. Conclusions - Studies on the business start-up policies for the domestic baby boomer generation are almost non-existent, and systematic studies on small businesses are necessary. Only the government is providing statistical studies for small businesses, and such research remains at a general level for entrepreneurs. Therefore, a support system that can actually assist entrepreneurs is essential. Continuous business start-up studies with respect to the baby boomers should be vitalized, to invigorate studies on competition. In order to supplement and strengthen foundational support, senior business start-ups must develop various competitive capabilities with a focus on the customer. The government and the various stakeholder agencies and organizations involved with start-up businesses must find ways to offer support to founders. Such support should include access to knowledge and legal and consultancy services in order to incubate the rapid increase in start-ups founded by seniors. Government support projects should be expanded to meet this end.
The purpose of this paper is to clarify the movement of customer satisfaction factor of port like marketing and customer support factors and set up new strategy for customer satisfaction with the factors of control by Port Authority. It was researched to Terminal operation and shipping companies of main clients of Container Terminals of Busan Port. The Score of customer satisfaction is 4.62, it is almost average score to consider Likert Scale 7 for Research measurement. For Customer satisfaction measurement score, the factor is named Port Facility, Port Cost, Marketing Activity and Customer Support with 20 elements. It is verified suitable model by Structural Equation Method. It is effect customer satisfaction by Marketing Activity and Customer Support factor instead of Port Facility and Port Cost. So Port Authority has to plan new strategy for customer satisfaction to consider its effect factors.
