  • Stormwater reduction plays an important role in the safety and resilience to flooding in urban areas. Due to rapid climate change, the world is experiencing abnormal climate phenomena, and sudden floods and concentrated torrential rains are frequently occurring in urban basins and the amount of outflow due to stormwater increases. In addition, the damage caused by urban flooding and inundation due to extreme rainfall exceeding the events that occurred in the past increases. To solve this problem, water supply, drainage, and water supply for sustainable urban development, the water management paradigm is shifting from sewage maintenance to water circulation and water-sensitive cities. So, in this study, The purpose of this study is to examine measures to increase the resilience of urban ecosystem systems for urban excellence reduction by analyzing the effects of green infra structures and LID techniques and evaluating changes in resilience. In this study, for simulating and analysis of runoff for various stormwater patterns and LID applications, Storm Water Management Model (SWMM) was used.

Analysis of the Impact of Building Congested Area for Urban Flood Analysis (도심지 침수해석을 위한 건축물 밀집 지역 영향 분석)

  • Recently, the scale of flood damage occurring in urban areas is increasing due to climate change and urbanization, so various flooding analysis techniques are needed. In the Sadangcheon Stream basin, which has been continuously flooded since 2010, a basic plan for improving drainage was established using XP-SWMM and measures to prevent flooding were proposed. However, in the process of inundation analysis, the analysis considering the city's buildings was not conducted, resulting in a problem that the degree of flooding damage tends to be overestimated. Therefore, in this study, XP-SWMM was used to compare and analyze cases where buildings were not considered and designated as inactive areas. As a result of the study, it was analyzed if the building was not considered, the flood damaged area was 271,100 m2 and the depth of submersion was 0.15 m, and if the building was considered inactive area, the flood damaged area was 172,900 m2 and the depth of submersion was 0.32 m that it is under-estimated about 36% and an flow velocity around the building increased from 1.62 m/s to 1.83 m/s about 1.12 times.

Alternatives Development for Basin-wide Flood Mitigation Planning by Determining Economic Optimal Project Size (최적사업규모 결정을 통한 유역치수계획의 대안수립 방안)

  • The integrated basin-wide flood mitigation planning has a numerous individual proposals with different characteristics. So, it makes difficult to develop the optimal alternative that combines such elements. To develop the optimal alternative, it's necessary not only to assess the flood damage but also to define a tolerable degree of damage. Such a definition is made in a way, dubbed the 'social consensus' in a broad sense; but initially, it requires the analysis of the economic efficiency within a scope, which is technically achievable. This study aims to propose the alternatives development method so that the combination of the individual proposals could be economically efficient. To this end, this study defined the flood mitigation projects as the economic production activities carried out by inputs and outputs, and proposed the optimal project size as the principle of developing alternatives. This study may have the worth in improving the alternatives development method by considering the optimal project scale from the economic viewpoint while the existing method depending on engineering aspect. Such approach is expected to correspond to the current government's policy that avoids the passive flood mitigation focused on channel-wide planning but pursues the basin-wide flood mitigation planning focusing on damaged area, thereby provide efficient tools to come up with the solution.

A Study on the Field Application of Nays2D Model for Evaluation of Riverfront Facility Flood Risk (친수시설 홍수위험도 평가를 위한 Nays2D 모형의 현장 적용에 관한 연구)

  • Recent climage changes have resulted in increases in rainfall intensity and flood frequency as well as the risk of flood damage due to typhoons during the summer season. Water-friendly facilities such as ecological parks and sports facilities have been established on floodplains of rivers since the river improvement project was implemented and increases in the flood levels of rivers due to typhoons can lead to direct flood damage to such facilities. To analyze the hydraulic influence of these water-friendly facilities on floodplains or to evaluate their stability, numerical analysis should be performed in advance. In addition, it is crucial to address the drying and wetting processes generated by water level fluctuations. This study uses a Nays2D model, which analyzes drying and wetting, to examine its applicability to simple terrain in which such fluctuations occur and to natural rivers in which drying occurs. The results of applying this model to sites of actual typhoon events are compared with values measured at water level observatories. Through this comparison, it is determined that values of coefficient of determination ($R^2$), mean absolute error (MAE), and root-mean-square error (RMSE) are 0.988, 0.208, and 0.239, respectively, thus showing a statistically high correlation. In addition, the results are used to calculate flood risk indices for evaluation of such risk for water-friendly facilities constructed on floodplains.

  • Recently, the frequency of abnormal weather due to complex factors such as global warming is increasing frequently. From the past rainfall patterns, it is evident that climate change is causing irregular rainfall patterns. This phenomenon causes difficulty in predicting rainfall and makes it difficult to prevent and cope with natural disasters, casuing human and property damages. Therefore, accurate rainfall estimation and rainfall occurrence time prediction could be one of the ways to prevent and mitigate damage caused by flood and drought disasters. However, rainfall prediction has a lot of uncertainty, so it is necessary to understand and reduce this uncertainty. In addition, when accurate rainfall prediction is applied to the rainfall-runoff model, the accuracy of the runoff prediction can be improved. In this regard, this study aims to increase the reliability of rainfall prediction by analyzing the uncertainty of the Korean rainfall ensemble prediction data and the outflow analysis model using the Limited Area ENsemble (LENS) and the Grid based Rainfall-runoff Model (GRM) models. First, the possibility of improving rainfall prediction ability is reviewed using the QM (Quantile Mapping) technique among the bias correction techniques. Then, the GRM parameter calibration was performed twice, and the likelihood-parameter applicability evaluation and uncertainty analysis were performed using R2, NSE, PBIAS, and Log-normal. The rainfall prediction data were applied to the rainfall-runoff model and evaluated before and after calibration. It is expected that more reliable flood prediction will be possible by reducing uncertainty in rainfall ensemble data when applying to the runoff model in selecting behavioral models for user uncertainty analysis. Also, it can be used as a basis of flood prediction research by integrating other parameters such as geological characteristics and rainfall events.

A Study on Disaster Risk Assessment in the Urban Open Spaces (도시 녹지 공간의 재해 위험도 평가 연구)

  • This study examined disaster risk from climate change in urban open spaces. This study conducted an assessment depending on type of damage and type of open space, subcategorizing it into flood damage and wind damage, flat park and mountainous park, and classified the assessment items by type into natural factor, artificial factor, and social factor for the purpose of analysis. Our major findings from this study are as follows: To look at the standardized score for the disaster risk from flood damages in the case of a flat park, Asian Park was higher at 55.800 point than Seoul Forest at 51.775 point, and in the case of mountainous parks, Dogok Park was at 58.428 point and Baebongsan Park was at 58.374 point. To look at the standardized score for disaster risk from wind damage, in the case of a flat park, Asian Park was higher at 64.763 point than Seoul Forest at 61.054 point, and in the case of mountainous parks, Baebongsan Park was higher at 58.533 point than Dogok Park at 55.459 point. This study raised a question about the necessity for and value of this disaster risk assessment in open space from damages caused by climate change, established an assessment model for disaster risk from damages in open spaces only to attempt risk assessment. Disaster risk of urban green space was enhanced.

Determination of Floodplain Restoration Area Based on Old Maps and Analysis on Flood Storage Effects of Flood Mitigation Sections (고지도를 활용한 홍수터 복원 구역 선정 및 홍수완충공간의 홍수 저류효과 분석)

  • To reduce the damage of extreme flooding caused by climate change and to create flood mitigation sections in a nature-friendly riparian area, it is necessary to restore the floodplain area by referring to the past floodplain section of the current inland waterfront area before the levee was built. This study proposed a method of selecting a location for floodplain restoration using old maps of the Geum River study section and analyzed the effect of flood level reduction through unsteady flow numerical simulations using the floodplain as a flood mitigation space. As a result of analyzing changes in the river areas using old maps, the river section was estimated to gradually reduce by 27.8% (1,059,380 m2) in 2020 compared to 1919, and it was found to have an effective storage capacity of 2,200,868 m3 when restored to offline storage. The flood level and discharge control effects analyzed based on HEC-RAS unsteady flow simulation were 16 cm and 219.01 m3/s, respectively, in the downstream cross-section. In the numerical simulation in this paper, the flood mitigation space was applied as an offline reservoir. The effect of reducing the flood level may differ if levee retreat/relocation is applied.

A study on the feasibility analysis of the current flood season: a case study of the Yongdam Dam (현행 법정홍수기 타당성 검토 및 개선에 관한 연구: 용담댐 사례)

  • Korea prepares for potential floods by designating June 21st to September 20th as the flood season. However, many dams in Korea have suffered from extreme floods caused by different climate patterns, as in the case of the longest consecutive rain of 54 days in the 2020's flood season. In this context, various studies have tried to develop novel methodologies to reduce flood damage, but no study has ever dealt with the validity of the current statutory flood season thus far. This study first checked the validity of the current flood season through the observation data in the 21st century and proved that the current flood season does not consider the effects of increasing precipitation trends and the changing regional rainfall characteristics. In order to deal with these limitations, this study suggested seven new alternative flood seasons in the research area. The rigid reservoir operation method (ROM) was used for reservoir simulation, and the long short-term memory (LSTM) model was used to derive predicted inflow. Finally, all alternatives were evaluated based on whether if they exceeded the design discharge of the dam and the design flood of the river. As a result, the floods in the shifted period were reduced by 0.068% and 0.33% in terms of frequency and duration, and the magnitude also decreased by 24.6%, respectively. During this period, the second evaluation method also demonstrated that flood decreased from four to two occurrences. As the result of this study, the authors expect a formal reassessment of the flood season to take place, which will ultimately lead to the preemptive flood response to changing precipitation patterns.

Analysis of Runoff Reduction Effect of Flood Mitigation Policies based on Cost-Benefit Perspective (비용-편익을 고려한 홍수 대응 정책의 유출 저감 효과 분석)

  • As the frequency of extreme rainfall events increase due to climate change, climate change adaptation measures have been proposed by the central and local governments. In order to reduce flood damage in urban areas, various flood response policies, such as low impact development techniques and enhancement of the capacity of rainwater drainage networks, have been proposed. When these policies are established, regional characteristics and policy-effectiveness from the cost-benefit perspective must be considered for the flood mitigation measures. In this study, capacity enhancement of rainwater pipe networks and low impact development techniques including green roof and permeable pavement techniques are selected. And the flood reduction effect of the target watershed, Gwanak campus of Seoul National University, was analyzed using SWMM model which is an urban runoff simulation model. In addition, along with the quantified urban flooding reduction outputs, construction and operation costs for various policy scenarios were calculated so that cost-benefit analyses were conducted to analyze the effectiveness of the applied policy scenarios. As a result of cost-benefit analysis, a policy that adopts both permeable pavement and rainwater pipe expansion was selected as the best cost-effective scenario for flood mitigation. The research methodology, proposed in this study, is expected to be utilized for decision-making in the planning stage for flood mitigation measures for each region.

Flood Damage Estimation Using Regional Regression Analysis (지역회귀분석을 이용한 홍수 피해금액 추정)

  • 우리 사회가 발전함에 따라 재해의 위험으로부터도 안전하게 살고자 하는 대중들의 욕구 또한 증가하고 있다. 하지만 최근의 기후변화와 이상홍수의 사례에서 볼 때 현재 우리가 처해 있는 자연재해로부터의 위협은 과거와는 상이하다는 것을 알 수 있다. 이러한 위협에 대처하기 위해서는 우리에게 노출된 재해의 특성을 평가하는 과정이 무엇보다 선행되어져야 한다. 홍수로 인한 피해는 대부분이 인명이나 재산피해가 주를 이루기 때문에 홍수위험도의 평가결과도 발생 가능한 인명이나 재산피해로 표현되는 것이 적절하다고 판단된다. 따라서 본 연구에서는 지역회귀분석을 적용하여 가능 홍수 피해금액을 추산하고, 이를 통해 각 지역별 홍수위험도를 평가하는 방법을 제안하였다. 지역회귀분석은 강우유출모형이나 확률분포모형의 매개변수들을 유역 특성인자들로 표현하기 위해 수문학 분야에서 사용되어져 왔으며 본 연구에서는 이 방법을 홍수 피해금액 추정에 응용하였다. 지역회귀방법의 절차는 먼저 계측지역에서는 홍수 피해금액과 시강우량 자료를 바탕으로 비선형회귀분석을 실시한 후 이 회귀식의 계수를 다시 해당 지역의 인문 사회 경제학적 인자들로 표현하였다. 이러한 방법을 통해 지역적 인자들이 홍수 피해에 미치는 영향을 정량적으로 분석할 수 있었으며 궁극적으로 미계측지역에서도 지역적 인자들을 통해 특정 빈도에 발생 가능한 홍수 피해금액을 추정할 수 있었다. 최종적으로 추정된 홍수 피해금액과 지역 총 자산의 비를 통해 홍수위험지도를 작성하였다. 본 연구결과를 수자원장기종합계획에서 홍수위험도 평가를 위해 사용된 홍수피해잠재능(Potential Flood Damage; PFD)과 비교해 보면 PFD에서는 각 인자들의 가중치 산정에서 전문가의 주관이 개입될 수 있다는 단점이 있었으나 과거 피해금액과의 상관관계를 분석한 본 연구에서는 이러한 단점을 극복할 수 있었다.
