The study shows the possible use of the index flood frequency curves for an estimation of flood quantiles at ungauged locations. Flood frequency analysis were made for the annual maximum flood data series at 9 available stations in the Han river basin. From the flood frquency curve at each station the mean annual flood of 2.33-year return period was determined and the ratios of the flood magnitude of various return period to the mean annual flood at each station were averaged throughout the Han river basin, resulting mean flood ratios of different return periods. A correlation analysis was made between the mean annual flood and physiographic parameters of the watersheds i.e, the watershed area and mean river channel slope, resulting an empirical multiple linear regression equation over the whole Han river basin. For unguaged watershed the flood of a specified return period could be estimated by multiplying the mead flood ratio corresponding the return period with the mean annual flood computed by the empirical formula developed in terms of the watershed area and river channel slope. To verify the applicability of the methodology developed in the present study the floods of various return periods determined for the watershed in the river channel improvement plan formulation by the Ministry of Construction and Transportation(MOCT) were compared with those estimated by the present method. The result proved a resonable agreement up to the watershed area of approximately 2,000k $m^2$. It is suggested that the practice of design flood estimation based on the rainfall-runoff analysis might have to be reevaluated because it involves too much uncertainties in the hydrologic data and rainfall-runoff model calibration.

In recent times, the sharp increase in extreme flood damages due to climate change has posed a challenge to effectively address flood-related issues solely relying on conventional flood management infrastructure. In response to this problem, this study aims to consider the effectiveness of nature-based flood management approaches, specifically levee retreat and relocation. To achieve this, we utilized a 1D numerical model, HEC-RAS, to analyze the flood reduction effects concerning floodwater levels, flow velocities, and time-dependent responses to a 100-year frequency flood event. The analysis results revealed that the effect of creating a flood buffer zone of the nature-based solution extends from upstream to downstream, reducing flood water levels by up to 30 cm. The selection of the flow roughness coefficient in consideration of the nature-based flood buffer space creation characteristics should be based on precise criteria and scientific evidence because it is sensitive to the flood control effect analysis results. Notably, floodwater levels increased in some expanded floodplain sections, and the reduction in flow velocities varied depending on the ratio of the expanded cross-sectional area. In conclusion, levee retreat and floodplain expansion are viable nature-based alternatives for effective flood management. However, a comprehensive design approach is essential considering flood control effects, flow velocity reduction, and the timing of peak water levels. This study offers insights into addressing the challenges of climate-induced extreme flooding and advancing flood management strategies.

This study analyzed the effect of land-use enhancement benefits with the flood safety which it is not quantified in the flood damage analysis, Korea. The land-use enhancement benefits mean the enhancement of land-use value according to the rise of flood safety of the protected area by the flood control projects and we performed the analysis of land-use enhancement benefits with the publicly announced land price which can objectively represent the land-use value of a specific area. We verified the statistical significance of the floating rate of land price according to the effects of flood control projects and the characteristics of a river through the analysis of variance. As a result of the verification, the increase of land-use value was represented by the net annual average floating rate of land price. The flood safety was classified as flood damage potential and flood prevention capacity. The flood damage potential was classified according to the rate of urbanization and flood prevention capacity was represented by the conditional annual non-exceedance probability obtained from the frequency analysis with uncertainty for the flood discharge. The study areas were small urban cities and we calculated the conditional annual non-exceedance probabilities of 200-year flood event for the levees constructed with the conditions of 10- and 50-year design frequency. The result was shown that the net annual average floating rate of land price would be raised nearly 5 times for 10%-increase of the conditional annual non-exceedance probability in small city areas.

For the design of infrastructures controlling the flood events at ungauged basins, this study tries to find the regional flood frequencies using peak flow data generated by the spatial extension of flood records. The Chungju Dam watershed is selected to validate the possibility of regional flood frequency analysis using the spatially extended flood data. Firstly, based on the index flood method, the flood event data from the spatial extension method is evaluated for 22 mid/smaller sub-basins at the Chungju Dam watershed. The homogeneity of the Chungju dam watershed was assessed in terms of the different size of watershed conditions such as accumulated and individual sub-basins. Based on the result of homogeneity analysis, this watershed is heterogeneous with respect to individual sub-basins because of the heterogeneity of rainfall distribution. To decide the regional probability distribution, goodness-of fit measure and weighted moving averages method from flood frequency analysis were adopted. Finally, GEV distribution was selected as a representative distribution and regional quantile were estimated. This research is one step further method to estimate regional flood frequency for ungauged basins.

This study assessed the impact of uncertainties in flood data on the results of flood frequency analysis for Han river basin. To meet this aim, this study quantified assessment focused on the index flood and quantile by regional flood frequency analysis using the flood data from 17 water level gauges in Han river basin. We analysed the results categorized by three cases according to the characteristics of the measured data. Firstly, we analyzed the regional flood frequency for the water level gauge in the Pyungchang river basin to investigate the impact of water level data. The results has the error of 0.240 with respect to the mean flood. Secondly, we examined the impact of uncertainty in measurement data generated by the application of rating on the results of regional flood frequency analysis. We have compared the results by applying the rating estimated for each year to the one by the recently estimated rating. The results showed that the mean error has 0.246 in terms of the mean flood. Finally, we have inferred the regional flood frequency analysis results with the regulated flow in the downstream area of dams. The regulated specific discharge in the downstream area of dams controlled by dam operation showed a large difference to the estimated specific discharge in the downstream area of dams by extension of the natural specific discharge in the upstream area using the regionalization method.
Flood frequency analysis commonly used to design the hydraulic structures to minimize flood damage includes uncertainty. Therefore, the most appropriate design flood within a uncertainty should be selected in the final stage of a hydraulic structure, but related studies were rarely carried out. The total expected cost function introduced into the flood frequency analysis is a new approach for determining the optimal design flood. This procedure has been used as UNCODE (UNcertainty COmpliant DEsign), but the application has not yet been introduced in South Korea. This study introduced the mathematical procedure of UNCODE and calculated the optimal design flood using the annual maximum inflow of hydroelectric dams located in the Bukhan River system and results were compared with that of the existing flood frequency. The parameter uncertainty was considered in the total expected cost function using the Gumbel and the GEV distribution, and the Metropolis-Hastings algorithm was used to sample the parameters. In this study, cost function and damage function were assumed to be a first-order linear function. It was found that the medians of the optimal design flood for 4 Hydroelectric dams, 2 probability distributions, and 2 return periods were calculated to be somewhat larger than the design flood by the existing flood frequency analysis. In the future, it is needed to develop the practical approximated procedure to UNCODE.
A point frequency analysis is carried out for the Indogyo site at the Han river using 68 annual maximun flood data for the period of 1918-1992. Computed frequency discharges using the three parameter log-normal, type-I extreme value, type-III extreme value, and Pearson type-III computed as 35,500 m3/sec and 39,000 m3/sec, respectively, 33,500 m3/sec and 37,500 m3/sec of corresponding return periods are computed when the flood control effect of the dams are taken into account. The resulting flood discharge of 37,500 m3/sec is similar to the current design flood of 37,000 m3/sec in downstream reach of Han river, so, it could be desirable to keep the the current design flood, considering the increasing tendency of the flood due to the climate change. In the flood plain, river facilities such as sports facilities and ecological park are builded up since the late 2000s. The recent increase of rainfall intensity and flood frequency results in the immersions of parks and river facilities located in the flood plain. Therefore it is necessary to perform the numerical analysis for the extreme rain storm in the flood plain. In this study, to analyze the hydraulic impact by lowering and rising of the water level at flood plain, Both the FaSTMECH, which is a quasi-unsteady flow analysis model to be used for simulating the wet and dry, and the Nays2D, which is unsteady flow analysis model, are used in this study. Also, the flow velocity distribution and the inundation are compared over a period of the typhoon. As a result, the flow velocity distribution at flood plain showed very low values compared to the flow rate in the main channel. This means that the problem of sedimentation is more important than that of erosion in the flood plain.

Great loss of life and property has been occurred by the severe flood globally. In Korea, a flood inundation map is used as one of the non-structural measures for reducing flood damage, and various inundation models have been studied for flood inundation analysis. This study applies LiDAR data and LISFLOOD model for flood inundation analysis and discusses the the modeling results from levee breaching scenarios for evaluating the applicability of the model to stream inundation modeling. In the results of LISFLOOD modeling, maximum inundation area was similar to the inundation map by HEC-RAS model just less than 4%. The inundation area by each levee breaching scenario showed the difference from 0.2% to 6.5%. Inundation processes were different each other according to the position of levee breach point, and maximum inundation area and depth were changed by the flow direction of stream and flood plain. This study shows that LISFLOOD model can be applied properly to stream inundation analysis using various inundation scenarios.
Recently, the flood damages including losses of human lifes and property have been rapidly increased according to extreme floods. And we know that the flood control project is needed for diminishing flood damages. However, we have had the lacks in a reasonable methodology for the economic analysis of food control project. This study aims to improve the existing economic analysis method for flood control project. So, first of all, we understand the problems of existing economic analysis and investigate the methodologies of foreign countries. Based on that, the Multi-Dimensional Flood Damage Analysis(MD-FDA) is developed in this study. The survey of properties on the floodplain is conducted, then the damage rate obtained by evaluating the monetary values of surveyed property is applied, and the expected flood damage is calculated. Also by considering damage area in the floodplain as well as spatial distribution of inundated depth using GIS, the flood damages are evaluated more accurately than existing method. From the study, we know that the MD-FDA can improve the problems of existing method and evaluate the reasonable flood damages by using updated nation리 statistics.
