Computing Probability Flood Runoff for Flood Forecasting & Warning System - Computing Probability Flood Runoff of Hwaong District - (홍수 예.경보 체계 개발을 위한 연구 - 화옹호 유역의 유역 확률홍수량 산정 -)

  • The objective of the study is to prepare input data for FIA (Flood Inundation Analysis) & FDA (Flood Damage Assessment) through rainfall-runoff simulation by HEC-HMS model. For HwaOng watershed (235.6 $km^{2}$), HEC-HMS was calibrated using 6 storm events. Geospatial data processors, HEC-GeoHMS is used for HEC-HMS basin input data. The parameters of rainfall loss rate and unit hydrograph are optimized from the observed data. HEC-HMS was applied to simulate rainfall-runoff relation to frequency storm at the HwaOng watershed. The results will be used for mitigating and predicting the flood damage after river routing and inundation propagation analysis through various flood scenarios.

  • In this study, SWMM model is used to reproduce the main storm sewer system located in the Nae-Hang drainage basin of the Mokpo city and keep track of flood discharge. Given the outlet of the reaches border the coastline, this paper has taken the dual-drainage approach to perform inundation simulation, considering both the overflows and inflows at the manholes of the sewer system, and at the same time, taking the impacts of tidal stage into consideration. The following conclusions are reached in this study: First, when planning lowland sewer system alongside the coastline or the riverside, the tidal stage or flood stage need to be considered in the planning and design processes. Second, an analysis that fails to consider overflow and inundation at the manholes may overestimate inundation depth of the flooded area. In other words, in order to estimate flood discharge and flood stage in a lowland storm sewer system, it is desirable to analyze the conveyance capacity of storm sewer system and simulate overflow and inundation at the manholes at the same time.

  • It started road constructions around river in 1990s. These maintenances concentrate on city river. Because river lives no living things and men don't come near there. But in spite of these river environment go to rack, river maintenances still keep on using preexistence method since 1990s. Only a part of city river environment maintenances consider environmental ability of passive river, river maintenance of a purpose of flood control still don't consider in the concrete. Because propulsion device that consider environment ability of passive river and possible application techniques don't complete. In accordance, A natural river maintenance needs absolutly a series of river projects. Because a natural river maintenance prevents a damage of environment ability. This study is to assume the flood really happened and to carry out the flood damage simulation needed in overflow simulation about the inundated zone. Also, This study examine unstable part about the hydraulic characteristic as velocities, stream power, shear, hydraulic depth, flow area in basin. And this study applied the HEC-RAS(river analysis system) model to predict flood overflow in youngsan river basin. Project flood is used the return period 100 year and inputed data that was calculated in intensity figures of illumination.

An Analysis of Flood Mitigation Effect Applying to LID in Mokgamcheon Watershed using SWMM Model (SWMM 모형을 이용한 목감천 유역의 LID 시설 적용 홍수저감효과 분석)

  • PURPOSES: In this study, flood mitigation effect of drainage asphalt concrete pavement were analyzed by a SWMM 5.0 program in order to evaluate the low impact development (LID) based on the drainage asphalt concrete pavements. METHODS: In order to determine the porosity parameters of drainage asphalt concretes, the specimen mixtures were manufactured using the conditions presented in the previous study. The numerical simulation was conducted using the SWMM 5.0 program considering the flood mitigation effect of drainage asphalt concrete pavements. The effect of flood reduction can be observed when drainage asphalt concrete pavements were applied to Mokgamcheon watershed. The flood mitigation effect analysis of Mokgamcheon watershed as well as continuous simulation of subwatershed runoff were performed through this study. RESULTS : The analysis of drainage asphalt concrete pavements was carried out for evaluating the effect on runoff, resulting in: the peak flow decreases up to 1.26~9.53% after drainage asphalt concrete pavements applied in the SWMM 5.0 program furthermore, the discharge decreases up to 0.55~4.11%. CONCLUSIONS: As a result, the reduced peak flow and discharge were found through the SWMM 5.0 program. It can be concluded that the flood is effectively reduced when the drainage asphalt concrete pavements are used.

Application of the Poisson Cluster Rainfall Generation Model to the Urban Flood Analysis (포아송 클러스터 강우 생성 모형을 이용한 도시 홍수 해석)

  • This study examined the applicability of MBLRP (Modified Bartlett-Lewis Rectangular Pulse) rainfall generation model for an urban flood simulation which is a type of Poisson cluster rainfall generation model. This study constructed XP-SWMM model for Namgajwa area of Hongjecheon basin, which is a two-dimensional pipe network-surface flood simulation program and computed a flood discharge and a flooded area with input data of synthetic rainfall time series of 200 years that were generated by the MBLRP model. This study compared the data of flood with synthetic rainfall and flood with corresponding values which were based on design rainfall. The results showed that the flooded area computed with MBLRP model was somewhat smaller than the corresponding values on the basis of the design. A degree of underestimation was from 8% (5 year) to 34% (200 year) and the degree of underestimation increased as a return period increased. This study is meaningful in that it proposes methodology that enables quantifiability of uncertain variables which are related to a flooding through Monte Carlo analysis of urban flooding simulation and applicability and limitations thereof.

  • Urban flooding is usually caused by the surcharge of storm sewers. For this reason, previous studies on urban flooding are mainly concentrated on the simulation of urban drainage systems. However these approaches that find the pipes which have insufficient drainage capacity are very approximate and unreasonable ways in establishing both flood prevention and flood-loss reduction planning. In this study, a two-dimensional model linked the existing ILLUDAS model is developed to calculate the accurate and resonable solution about urban flood inundation and it is verified by using the simulation of July 2001 flood in Seoul. In the urban area with a small difference of ground elevations, the two-dimensional flood propagation phases must be considered to make a accurate analysis for inundated area and depth. The result of this study can be used to construct fundamental data for a flood control plan and establish a urban flood forecasting/warning system.

  • The main objective of this study is to simulate design flood discharge of the Sungjoo basin. GIS and HEC-HMS were used in this study. GIS technique can extract various hydrological factors from D.E.M(Digital Elevation Model) and the parameters extracted from each watershed were applied to the HEC-HMS. As a result of this study, GIS technique is useful to tile extraction of watershed characteristics factors and HEC-HMS is successful in tile simulation of design flood discharge.

  • Flooding situation of Sutak basin was simulated and simulation seemed to be consistent with the real flooding situation in terms of high water levels and timings of flooding. The flood simulation model was used to evaluate alternatives to mitigate flooding problems in Sutak basin. From the evaluation of flood mitigation plans, it was found that combined operation of Sutak and Inchang pumping stations through partial diversion of inflow of Sutak pumping station to Inchang pumping station was the most effective one among the suggested mitigation plans. About 500 meter diversion channel will be needed to send 30% of Sutak pumping station inflow to Inchang pumping station. This will reduce overload of Sutak pumping station and the storage capacity of Inchang pumping station will be more efficiently utilized.

Comparison of flood inundation simulation between one- and two-dimensional numerical models for an emergency action plan of agricultural reservoirs

  • The frequency of typhoons and torrential rainfalls has increased due to climate change, and the concurrent risk of breakage of dams and reservoirs has increased due to structural aging. To cope with the risk of dam breakage, a more accurate emergency action plan (EAP) must be established, and more advanced technology must be developed for the prediction of flooding. Hence, the present study proposes a method for establishing a more effective EAP by performing flood and inundation analyses using one- and two-dimensional models. The probable maximum flood (PMF) under the condition of probable maximum precipitation (PMP) was calculated for the target area, namely the Gyeong-cheon reservoir watershed. The breakage scenario of the Gyeong-cheon reservoir was then built up, and breakage simulations were conducted using the dam-break flood forecasting (DAMBRK) model. The results of the outflow analysis at the main locations were used as the basis for the one-dimensional (1D) and two-dimensional (2D) flood inundation analyses using the watershed modeling system (WMS) and the FLUvial Modeling ENgine (FLUMEN), respectively. The maximum inundation area between the Daehari-cheon confluence and the Naeseong-cheon location was compared for each model. The 1D flood inundation analysis gave an area of 21.3 km2, and the 2D flood inundation analysis gave an area of 21.9 km2. Although these results indicate an insignificant difference of 0.6 km2 in the inundation area between the two models, it should be noted that one of the main locations (namely, the Yonggung-myeon Administrative and Welfare Center) was not inundated in the 1D (WMS) model but inundated in the 2D (FLUMEN) model.

Application of Inundation Simulation Model using GIS (GIS를 이용한 침수모의모형의 적용)

  • The analysis of the spatial extent of flood inundation is important for flood mitigation. Geographic Information System (GIS) has advantage of analyzing spatial distributed data. Hydrologic Engineering Center's River Analsysis System(HEC-RAS) with HEC-GeoRAS was used to analyze flood inundation. HEC-GeoRAS, which is an ArcView GIS extension designed to process geospatial data for HEC-RAS, is a useful tool for storing, managing, analyzing, and displaying spatially distributed data. Rational formula and 24-hr duration probability precipitation data of Suwon meteorological station were used to estimate the flood runoff. And water profiles were calculated using the HEC-RAS model with HEC-GeoRAS. The flooded region is 8.24ha when 50-yr probability precipitation was applied and 8.8ha when 100-yr was applied to Bahlan study watershed which is located in Whasung county, Kyunggi province, having an area of $29.79km^{2}$.
