EBT(Evidence Based Training) 훈련프로그램의 비행 데이터 분석 활용방안 (Utilization of Flight Data Analysis for EBT(Evidence Based Training) Program)

  • EBT has designed and implemented a training program that relies on evidence from events such as Flight Operation Quality Assurance (FOQA), accidents, and incidents specific to each airline. The goal is to enhance the overall skills of the flight crew. This involves assessing the capabilities of individual crew members and, based on the findings, providing additional training to address any shortcomings. To create a training program aligned with the objectives of EBT, this study focused on analyzing data from hard landing incidents in domestic airlines obtained through FOQA events. A practical EBT training program was then developed, specifically targeting adverse weather conditions. The program evaluates landing capabilities, and the results guide the supplementation of any deficiencies in the landing skills of each flight crew member, ultimately aiming to enhance their confidence.

독일에서의 항공기승무원의 근로시간 규제 (Regulation of the Working Hour of Flight Crew in Germany)

  • 항공운송산업의 선진극인 독일에서는 1994년 새로 제정된 근로시간법(Arbeitszeitgesetz)에서 통상 8시간을 1일 최대근로시간으로 규정하여 1주일간 근로시간을 48시간으로 규정하는 한편, 6개월 또는 24주 이내의 기간을 기준으로 1일 평균 8시간을 넘지 않는 범위 내에서 1일 8시간을 초과하여 10시간까지 근로시키는 것을 가능하게 함으로써 변형근로시간제를 채택할 경우 특정 주의 근로시간을 최대 60시간까지 가능하게 하고 있다. 그리고, 근로시간법에서는 1일 근로의 종료에서 다음 근로의 개시까지는 최소 11시간의 휴식시간을 부여하도록 함으로써 근로자가 1일 동안 사용자의 지휘하에 놓이는 시간의 상한을 13시간으로 제한하는 독특한 입법형식을 취하고 있다. 한편, 근로시간법 제5조, 제7조, 제14조, 그리고 제15조에서는 항공기승무원등과 같이 특수한 형태의 근로를 하는 직종에 대해서는 일반원칙의 적용을 배제하는 예외조항을 두고 있으며, 점포영업시간법에서도 특정한 경우에 대해서는 동법의 적용을 배제하는 예외조항을 두고 있다. 이라한 예외규정에 따라 제정된 행정명령인 항공운송사업자에 관한 2차 볍규명령(2.DV LuftBO)에서는 개별 항공기승무원의 블록시간, 비행근무시간, 휴식시간 등에 대해 자세한 제한규정을 설정하고 있다. 특히, 다른 나라에서는 찾아보기 어려운 시차를 고려한 휴식시간 부여기준 연장이라든가 최대비행근로시간을 1일 20시간까지 가능하도록 직접 규정하고 있는 것은 항공기승무원의 건강을 유지할 수 있도록 함으로써 항공안전을 확보하는 한편, 항공운송산업의 현실을 정확히 반영하고 있다. 독일의 이러한 입법방식은 항공기승무원들의 근로시간 및 휴식시간에 대해 근로기준법과 항공법에서 각각 규정함으로써, 일반 업종 근로자들에게 적용되는 근로기준법의 규정과 항공기승무원들의 근로특정을 고려한 항공법의 규정을 중첩적으로 준수하여야 함으로 인해 각종 문제점을 노정하고 있는 우리나라도 참고하고 도입할만한 우수한 입법으로 판단된다. 아울러 향후 제정될 JAR 부속서 Q에도 반영되어 유럽국가 모두에 적용되어야 할 우수한 제도이다.

  • This paper presents a heuristic algorithm for a multidepot aircraft scheduling and crew scheduling with deal-head flights. This algorithm is extended from a Greedy heuristic algorithm for a multi-depot multi-salesman traveling salesman problem. We first transform a given flight schedule into a multi-depot multi-traveling salesman problem, considering aircraft flight policies and crew management constraints. Then we solve this problem by applying a modified Greedy heuristic algorithm.

운항승무원 실수 특성에 관한 연구 : LOSA를 중심으로 (A study on the characteristics on the error of the flight crew)

  • LOSA is a flight safety program that analyses human errors in normal operations. Trained pilot observers monitor the normal flights at the observer seat. LOSA is a proactive non jeopardy data collection tool using threat and error management(TEM) as a framework. With the analysis of crew behaviors through LOSA with The LOSA collaborative(TLC), the airlines can identify the behaviors of the crew during normal operations. The major objective of LOSA is to measure how the crew manage threats, errors and undesired aircraft deviations in the cockpit on day to day operations. The airlines are able to set up effective TEM training with practical six generation Crew recourse management(CRM) with data of error from LOSA instead of theoretical CRM courses. The Airlines can use TEM as an integral part of a Safety Management System(SMS) and uses monitoring and cross-checking skills in the flight operations to manage threats and errors effectively when we know the errors we make in the cockpit on daily operation. The result of LOSA indicates that the error detection rate should be enhanced since around the half of the errors went undetected. The areas which should be focused for enhancing the error detection are monitor, cross-check, the management of workload, automation and taxiway/ runway to manage errors effectively.

  • The flight deck crew are under the operational time pressure in the cockpit. The crew tend to make errors when they face the threats of operational time pressure because they are in a rush. The flight deck crew can reduce threats and errors which existing within the airlines by using threat and error management when the crew know these threats and errors. The airlines can implement meaningful safety management system by analyzing into the useful information for to identify the hazard and manage the risk to reduce these threats and errors since aircrafts accidents can be fatal.With the threats and errors that were found regard to operational time pressures, company may implements safety change process to improve the safety systematically and the crew can manage the threats and errors more effectively.

항공기 객실승무원의 우주방사선 노출에 관한 고찰 (Literature Review on Cosmic Radiation Exposure to Air Craft Cabin Crew)

  • Recently, together with advancement of domestic aviation industry, overseas tourists using planes have been soared. This study aimed to investigate the risk of diseases for the passengers and flight attendants from the exposed cosmic radiation during the flight by domestic and international literature reviews, as follows. Airliners should develop the program to measure the actual radiation dose and prepare the portable devices for radiation measurement in flight to lower the accumulated dose of cosmic radiation by the attendants. Regulation should be prepared to check the exposed dose during the flight for the passengers by announcement of individual exposed radiation dose which has been provided only to the flight attendants. Passengers and flight attendants should recognize they are exposed to excessive cosmic radiation during the flight and civilians should be protected by the cosmic radiation when they use the flights, which should be prepared by the regulations.

  • Organizational culture among flight crews has a profound impact on the individual attitude and behavior of member flight crews, and active training is conducted focusing on improving flight crews' Crew Resource Management(CRM) performance. However, adequate research and training on the relationships between flight crew's individual culture and CRM performance have not been conducted. Hence, this study examined the effect of individual cultural values on CRM performance and the moderation effect of psychological safety, with captains and first officers working for commercial airlines as participants. For the factors related to individual cultural value scale, power distance had no significant effect on CRM performance, uncertainty avoidance had a significant negative effect, and individualism had a significant positive effect. With regard to the moderation effect of psychological safety on the relationships between individual cultural values and CRM performance, a significant interaction was found between power distance and CRM performance, but not between uncertainty avoidance and CRM performance, or between individualism and CRM performance. Power distance and CRM performance exhibited a strong negative correlation in case of low psychological safety. Compared to existing research measuring the cultural characteristics of pilot groups on a national or organizational culture level, this study is uniquely valuable in that it also covers the relationship between individual cultural values of commercial airline flight crews and CRM performance.

The Effect of Efficiency Evaluation on the Organizational Effectiveness of the Cabin Crew's Competency -Focusing on the Job Satisfaction of the Personal Capacity of Airline Cabin Crews-

  • Purpose - In order for companies to be competitive and adapt to the trend of development, it is important for many airlines to secure outstanding human resources and the need to nurture them. It can be expected that by systematically analyzing and organizing the characteristics and types of competences considering the duties of the airline cabin crew, the personal and organizational capacities of the cabin crew can be defined and presented theoretically. Research Design, Data, and Methodology - This survey was conducted over a seven-month period from February 1 to September 30, 2018 and was designated as a domestic airline flight attendant. Direct visits to Incheon International Airport and Gimpo International Airport were also conducted through an online questionnaire. A total of 515 questionnaires were used for empirical analysis. To verify two hypothesis of this study, a regression analysis and exploratory factor analysis (EFA) were performed using SPSS WIN 26.0. Results - Analysis on the impact of personal capacity of airline cabin crew on job satisfaction showed that technical competence, knowledge capacity and ability capacity, which are sub-factor factors of personal capacity, had a positive effect on job satisfaction. Recovery resilience also plays a positive role in relationships between individual competence and job satisfaction. Conclusions - It has been empirically analyzed that the personal characteristics of the airline crew have a significant effect on flight attendant's job satisfaction. It can be seen that flight attendants tend to perform well beyond what is required in their duties, and that active and confident cabin crew members tend to perform well in the direction of improving their duties, and are also highly satisfied with their duties.

한국 운항승무원의 전문성이 장거리 비행 피로에 미치는 효과 (The Effect of Korean Flight Crews' Expertise on Long-Haul Flight Fatigue)

  • Factors that cause fatigue, such as circadian rhythm abnormalities, have adverse effects on long-haul flights. Among many elements, the present study focused on the flight crew's expertise as a crucial factor that could influence their fatigue. The purpose of the study was to demonstrate whether long-haul flights cause fatigue and to examine whether this symptom differed between low- and high-experienced flight crews. A total of 62 Korean flight crews were informed to perform a five-minute psychomotor vigilance task twice each before and after the flight to measure objective fatigue level. Also, they were asked to indicate current flight experience to identify their expertise. Results revealed that fatigue was significantly increased after the flight compared to before the flight but this increase was significant for flight crews with low expertise not for flight crews with high expertise. Implications of our findings and limitations of the present study were discussed.

단위비행체계의 승무원 일일 비행스케줄링에 관한 연구 (A Study on the Daily Squadron Crew Scheduling)

  • Squadron crew scheduling problems can be defined as the assignment of crews to flights consistent with safety regulations and squadron policy. In this paper, the daily crew scheduling problems are formulated as zero-one interger programs known as generalized assignment problems. The objective function is to maximize the weighted mission interval to improve the crew performance. Flight schedules using the 0-1 integer model are compared with manual schedules. The results of the study show that the average crew performance is improved.
