We experimentally attempted to understand the vibration characteristics of a flexible pipe excited by vortex shedding. This has been extensively studied in the past decades (For example, see [2-9]). However, there are still areas that need more study. One of them is to study the relation between spatial characteristics of a flow induced vibrating pipe, such as its length, the distribution of wave number, and frequency responses. A non-linear mechanism between the responses of in-line and cross-flow directions is also an area of interests, if the pipe is relatively long so that structural modal density is reasonably high. In order to investigate such areas, two kinds of instrumented pipe were designed. The instrumented pipes, of which the lengths are equally 6m, are wound with rubber and silicon tape in different ways, having different vortex shedding conditions. One has uniform cross-section of diameter of 26. 7mm, and the other has equally spaced by 4 sub-sections, which are composed of different diameters of 75.9, 61.1, 45.6 and 26.7mm. Both pipes are towed in a water tank (200m ${\times}$ 16m ${\times}$ 7m) so that they experienced different vortex shedding excitations. The towing pipe experiments exhibit several valuable features. One of them is that the natural frequencies and their corresponding strain mode shapes dominate the strain response of the uniform pipe. However, for those of non-uniform pipe, the responses are more likely local and many modes participate in it.

Piping systems are crucial facilities used in various industries, particularly in areas related to daily life and safety. Piping systems are fixed to the main structures of buildings and facilities but do not support external loads and serve as non-structural elements performing specific functions. Piping systems are affected by relative displacements owing to phase differences arising from different behaviors between two support points under seismic loads; this can cause damage owing to the displacement-dominant cyclic behavior. Fittings and joints in piping systems are representative elements that are vulnerable to seismic loads. To evaluate the seismic performance and limit states of fittings and joints in piping systems, a high-stroke actuator is required to simulate relative displacements. However, this is challenging because only few facilities can conduct these experiments. Therefore, element-level experiments are required to evaluate the seismic performance and limit states of piping systems connected by fittings and joints. This study proposed a method to evaluate the seismic performance of an elbow specimen that includes fittings and joints that are vulnerable to seismic loads in vertical piping systems. The elbow specimen was created by connecting straight pipes to both ends of a 90° pipe elbow using flexible groove joints. The seismic performance of the elbow specimen was evaluated using a cyclic loading protocol based on deformation angles. To determine the margin of the evaluated seismic performance, the limit states were assessed by applying cyclic loading with a constant amplitude.

Therefore, the freedom of speech is expanded in both areas of time and space, which was impossible with the old communicating system. The rapid development of the internet may not have occurred without techniques of linking and framing, which provide users flexible and easy access to other website. These techniques have enabled internet users to navigate the internet efficiently and sort through the products, services and information available on the internet. Although online technology raises many new legal issues, the law available to help us resolve them, at least today, is largely based on the world as it existed before online commerce became a reality. Thus the challenge is to predict how these new legal issues may be resolved using the current law. Especially, the damage from the above side effects on the cyberspace can be much more serious than in the real world because of promptness, wideness and anonymity. Therefore, regulating and controling the freedom of speech on the cyberspace became needed, and there are two kinds of opinion; one is that the laws in the real world should be applied for the cyberspace and the other is that regulating and controling the freedom of speech on the cyberspace should be performed by the users of cyberspace not by laws because the cyberspace is a free space and must not be interfered. In this study, the current judicial regulation of cyberspace, the side effects of cyberspace and the limitations of the freedom of speech are studied to solve the above problems with speech and the liabilities of on-line service providers are discussed around defamation the distribution of obscene pictures and information, and infringement of copyright.

Calculating the relevant length of left turn storages in urban intersections is very crucial in road designs. A left turn lane consists of deceleration lanes and left turn storages. In this study, we developed methods for calculating relevant lengths of left turn storages that vary at each intersection using UAV (Unmanned Aerial Vehicle) spatial images. Problems of conventional design techniques are applying the same number of left turn vehicles (N) using Poisson distribution without considering land use types, using a vehicle length that may not be measurable when applying the length of waiting vehicles (S), and using same storage length coefficient (${\alpha}$), 1.5, for every intersections. In order to solve these problems, we estimated the number of left turn vehicles (N) using an empirical distribution, suggested to use headways of vehicles for (S) to calculate the length of waiting vehicles (S) with a help of using UAV spatial images, and defined ranges of storage length coefficient (${\alpha}$) from 1.0 to 1.5 for flexible design. For more convenient design, it is suitable to classify two cases when possible to know and impossible to know about ratio of large trucks among vehicles when planning an intersection. We developed formula for each case to calculate left turn storage lengths of a minimum and a maximum. By applying developed methods and values, more efficient signalized intersection operation can be accomplished.

Occupant footfalls are often the most critical source of floor vibration on upper floors of buildings. Floor motions can degrade the performance of imaging equipment, disrupt sensitive research equipment, and cause discomfort for the occupants. It is essential that low-vibration environments be provided for functionality of sensitive spaces on floors above grade. This requires a sufficiently stiff and massive floor structure that effectively resists the forces exerted from user traffic. Over the past 25 years, generic vibration limits have been developed, which provide frequency dependent sensitivities for wide classes of equipment, and are used extensively in lab design for healthcare and research facilities. The same basis for these curves can be used to quantify acceptable limits of vibration for human comfort, depending on the intended occupancy of the space. When available, manufacturer's vibration criteria for sensitive equipment are expressed in units of acceleration, velocity or displacement and can be specified as zero-to-peak, peak-to-peak, or root-mean-square (rms) with varying frequency ranges and resolutions. Several approaches to prediction of floor vibrations are currently applied in practice. Each method is traceable to fundamental structural dynamics, differing only in the level of complexity assumed for the system response, and the required information for use as model inputs. Three commonly used models are described, as well as key features they possess that make them attractive to use for various applications. A case study is presented of a tall building which has fitness areas on two of the upper floors. The analysis predicted that the motions experienced would be within the given criteria, but showed that if the floor had been more flexible, the potential exists for a locked-in resonance response which could have been felt over large portions of the building.
Nowadays, SAR Interferometry is actively being studied as a new technique in topographic mapping using satellite imagery. It extracts height values using phase information derived by two SAR imageries covering same areas. Unlike when using SPOT imagery, it is not affected by atmospheric conditions and time. So to speak, we can say that SAR Interferometry is flexible in imagery acquisitions and can get height data economically over wide area. So, it is expected that SAR Interferometry will be widely using in GIS applications. But, in some area occurring geometric distortion, height data are misjudged or not extracted depending on phase unwrapping algorithms. IN the case of ERS tandem data, the accuracy of height data was worst in mountain area. It is the because of the short incidence angle resulted in layover effect. Of the phase unwrapping algorithms, path-following was better in height accuracy but could not get data in layover area. In this area, we could get height data using Height Sensitivity. In concludion, we could get DEM that maintained the accuracy of path-following method and have overall data across imagery.
This paper presents a new approach to investigate spatial correlation between independent components of brain alpha activity in functional magnetic resonance imaging (fMRI) and electroencephalography (EEG). To avoid potential problems of simultaneous fMRI and EEG acquisitions in imaging pure alpha activity, data from each modality were acquired separately under a 'three conditions' setup where one of the conditions involved closing eyes and relaxing, thus making it conducive to generation of alpha activity. The other two conditions -- eyes open in a lighted room or engaged in a mental arithmetic task, were designed to attenuate alpha activity. Using a Mixture Density Independent Component Analysis (MD-ICA) that incorporates flexible non-linearity functions into the conventional ICA framework, we could identify the spatiotemporal components of fMRI activations and EEG activities associated with the alpha rhythm. Then, the sources of the individual EEG alpha activity component were localized by a Maximum Entropy (ME) method that is specially designed to find the most probable dipole distribution minimizing the localization error in sense of LMSE. The resulting active dipoles were spatially transformed to 3D MRls of the subject and compared to fMRI alpha activity maps. A good spatial correlation was found in the spatial distribution of alpha sources derived independently from fMRI and EEG, suggesting the proposed method can localize the cortical areas responsible for generating alpha activity successfully in either fMRI or EEG. Finally a functional connectivity analysis was applied to show that alpha activity sources of both modalities were also functionally connected to each other, implying that they are involved in performing a common function: 'the generation of alpha rhythms'.

To revise and develop a 'Model' Curriculum for training the middle standing professionals equipped with professional technology and theories at the spot of the library, such process were executed as research on bibliographic material and literature, utilization of examination of various questionnaires, interviews with middle standing librarians at the spot of the library, a review on the operational state of the Professor's Association of Library Science of Junior Colleges, some consultation with the Research & Deliberation Committee on Curriculums, etc., and to review the present department of library science at the two-year course's short-term colleges or institutes in foreign countries, Germany which is thought to be similar to our nation's situations and its level of economy and Singapore which is considered to be a newly emerging nation were looked into typically. In particular, since studies on the curriculums of the Library Science Dept. of colleges had already preceded, thereby the framework of the 'Model' curriculum was already achieved, however to review how well such framework is applied to the spot of education and give some improvement on that, some unrelistic findings of different subjects in consideration with reality, while comparing those curriculum schedules of each Library Science Dept. with the 'Model' curriculum schedule, were supplemented or revised to be fit to reality. For some supplementing or revising proposals on the pre studied 'Model' curriculum, some tentative plans which focussed on each field respectively and some tentative plans which focussed on cultural subjects, required major subjects and elective subjects were suggested in duality to be referred to. On such a process of forming a harmony of educational theories and practice, it was planned to revise and develop curriculum in a sense emphasizing on practical exercise, and tried not to neglect on each of the fields of the curriculum centered on the areas of materials organization, linguistics, information resource, information science, library organization, & administration, etc. The study on curriculums should be performed flexible to be applied to the accelerating transition of sciences, and be good examples in instruction.

Defining and measuring non-rigid or flexible parts has been controversial in industry for many years. There are two primary areas of controversy. The first is agreeing on what exactly a non-rigid part is. The second is agreeing on how to define and measure a non-rigid part. The subject of non-rigid parts is further complicated by the brief coverage it receives in the national and international standards. This leaves each company to improvise or create its own rules for non-rigid parts. There are some who believe that Geometrical Dimensioning and Tolerancing (GD&T) should not be used on non-rigid parts. This is not true. The ASME Y14.5M standard applies to rigid parts as a default condition. However, there is no definition given for a rigid part. The term rigid part has been used in industry for so long that it has gained a definition by its general use. When most people in industry say rigid part, they are referring to a part doesn't move (deform or flex) when a force (including gravity) is applied. How much force is relative based on the part characteristics. In reality, all parts will deform (or flex) if enough force is applied. Using this logic, all parts would be considered non-rigid. However, we all know that this is not how parts are treated in industry. Although GD&T defaults to rigid parts, it should also be used on non-rigid parts with a few special techniques. Actually 50~60% of all products designed contain parts or features on parts that are non-rigid. Therefore, we try to suggest the definitions of rigid and non-rigid parts and method to measure non-rigid parts.

Optical camera communication (OCC) is an extension of Visible Light Communication. Different from traditional visible light communication, optical camera communications is an almost no additional cost technology by taking the advantage of build-in camera in devices. It was became a candidate for communication protocol for IoT. Camera module can be easy attached to IoT device, because it is small and flexible. Furthermore almost smartphone equip one or two camera for both back and font side with high quality and resolution. It can be utilized for receiving the data from LED or positioning. Actually, OCC combines illumination and communication. It can supply communication for special areas or environment where do not allow Radio frequency such as hospital, airplane etc. There are many concept and experiment be proposed. In this paper we proposed utilizing Android smart-phone camera for receiver and introduce new approach in modulation scheme for LED at transmitter. It also show how Manchester coding can be used encode bits while at the same time being successfully decoded by Android smart-phone camera. We introduce new data frame format for easy decoded and can be achieve high bit rate. This format can be easy to adapt to performance limit of Android operator or embedded system.
