International ship Register and Flagging-out (국제선박등록제도와 해외이적의 고찰)

  • The traditional approaches to determine the flag of convenience and second register of flagging-out in Korea international ship register and investigater and weakness of those approaches are revealed. A realistic approach to determine the paper company of shipping and sub-standard vessel of shipbuilding is suggested by introducing register factors obtained from Norwegian and Denish international ship register experiment for the new register.

Theory of the National Flag Poles As a Hegemonic State Apparatus (태극기 게양대라는 헤게모니 국가장치론 서설)

  • This paper focuses on the national "flagging" as a current affair, important phenomenon. National flags, it sees, take over varous places, control the surrounding space, and even dictate everybody's perspective by being visualized everywhere anytime. It investigates the issue of national flags and their hoisting poles as a sort of apparatuses that interpellate me as well as us into patriotic 'gookmin'. The placement, arrangement of national flag poles around the country continued throughout 2015 and particularly speeded up in October of the year is regarded as a key symbolic, symptomatic sign to read the transformation of political conjuncture. Preparing a radically conjuncturist cultural study about the changing reality, the researcher will see the flagging poles as a phenomenal result, outcoming of certain intent and plan for reconstructing the political actuality. More precisely, he will interpretate the tall omni-present poles of national flags as a dispositif of appearing the neoliberal/neoconservative capitalist state, as a apparatus of constituting and expressing the masses' psycho-ideological condition of today. The researcher, who perceives the national flag poles as a kind of ISAs. will first review the increased flagging phenomenon and related media discourses. Next, he will critically investigate the 'love our country' 'national flagging' movements organized by the above and operated from the bottom. Then, he will focus more on the very tall national flag poles built and seen around the country. Finally, he will conclude the study with a critical remark, touching briefly the case of controversy over setting a pole in the center of Seoul city square.

Distribution of Tick Vectors of Severe Fever with Thrombocytopenia Syndrome Virus (SFTSV) Collected from Four Environments in Jeju (제주지역 4개 환경에서 채집한 중증열성혈소판감소증후군 매개 참진드기 분포)

  • The distribution of ticks and severe fever with thrombocytopenia syndrome virus (SFTSV) pathogens were investigated by collecting ticks from March to November 2018 in four environments (grass fields, copses, mountain roads, and tombs) in Jeju. Three thousand and ninety ticks were collected using a tick trap, and 1,569 ticks were collected using the flagging method. Of the 4,659 ticks collected, Haemaphysalis longicornis and Haemaphysalis flava accounted for 4,440 ticks (95.2%) and 219 ticks (4.7%), respectively. Nine hundred and fifty, 883, 847, and 410 ticks were collected from grass fields, copses, mountain roads, and tombs, respectively, using tick traps, whereas 704, 472, 197, and 196 ticks were collected from copses, mountain roads, tombs, and grass fields, respectively, using the flagging method. The largest fraction of ticks (2,978) was collected from April to August, and most were collected in May and June. Adult ticks comprised 94 percent of the total ticks from June to August. SFTSV was not detected in the 4,440 H. longicornis ticks or the 219 H. flava ticks collected in this study.

Seasonal Patterns of Ticks in Pocheon and Cheolwon, Republic of Korea (경기도 포천, 강원도 철원지역에서 진드기의 계절적 발생 유형)

  • The seasonal pattern of larvae, nymph and adult life stages for three tick species were studied for April-October, 2014. Haemaphysalis longicornis (610), Haemaphysalis flava (296) and Ixodes nipponensis (15) were collected from Pocheon by the dragging and flagging method. H.longicornis (254), H.flava (345) and I.nipponensis (15) were collected from Cheolwon in the same way. H.longicornis adults peaked in June while nymphs were more frequently collected from April through June. In contrast, H.longicornis larvae were collected only in September and October. H.flava adults were collected in April, September, and October while nymphs were collected from April through October. The nymphs peaked in April in Pocheon while May was the peak in Cheolwon. Larvae of H.longicornis and H.flava were collected only in September and October. I.nipponensis adults and nymphs were more frequently collected in April, while the larvae were not collected during that period. Collecting ticks by the dragging and flagging method provides estimates of population densities for life stages of the selected species and the associated disease risk. These results can be used to predict seasonal population densities of ticks and the prevalence of tick-borne pathogens.

Perceptions of Hospital Health Information Managers Regarding Present on Admission Indicators in Korea: A Qualitative Study (입원 시 상병의 수집 및 활용에 관한 보건의료정보관리사의 관점: 질적 연구)

  • Purpose: This qualitative study was conducted to examine the current status and problems concerning the collection of present on admission (POA) indicators and determine how to use these indicators for evaluating the quality of care and degree of patient safety. Methods: A total of 11 health information managers were divided into two groups according to the size of their hospitals. Two focus group discussions (FGDs) were conducted, one for each group, which followed a pre-developed semi-structured guideline. The verbatim transcriptions of the FGDs were analyzed. Results: The majority of participants were concerned about entering POA flags honestly because they did not know how future POA indicators would be used. In particular, for some participants, POA N was a burden that could imply a signal of mismanagement within the medical institution. In addition, the lack of awareness and indifference of physicians regarding POA indicators were some of the difficulties for POA flag entry. Although medical institutions are making efforts to improve the accuracy of POA flagging, many participants mentioned the need to develop real case-oriented POA entry guidelines to improve the accuracy of POA flagging. Conclusion: To increase the validity of POA indicators, it is necessary to increase the level of awareness of POA indicators in physicians and other medical professionals. Furthermore, efforts related to POA indicators by individual medical institutions need to be reflected in the process evaluation.

Four Year Surveillance of the Vector Hard Ticks for SFTS, Ganghwa-do, Republic of Korea

  • The seasonal abundance of hard ticks that transmit severe fever with thrombocytopenia syndrome virus was monitored with a collection trap method every April to November during 2015-2018 and with a flagging method every July and August during 2015-2018 in Ganghwa-do (island) of Incheon Metropolitan City, Republic of Korea. This monitoring was performed in a copse, a short grass field, coniferous forest and broad-leaved forest. A total of 17,457 ticks (8,277 larvae, 4,137 nymphs, 3,389 females, and 1,654 males) of the ixodid ticks comprising 3 species (Haemaphysalis longicornis, H. flava, and Ixodes nipponensis) were collected with collection traps. Of the identified ticks, H. longicornis was the most frequently collected ticks (except larval ticks) (94.26%, 8,653/9,180 ticks (nymphs and adults)), followed by H. flava (5.71%, 524/9,180) and Ix. nipponensis (less than 0.04%, 3/9,180). The ticks collected with collecting traps were pooled and assayed for the presence of SFTS virus with negative results. In addition, for monitoring the prevalence of hard ticks, a total of 7,461 ticks (5,529 larvae, 1,272 nymphs, 469 females, and 191 males) of the ixodid ticks comprising 3 species (H. longicornis, H. flava, and Ix. nipponensis) were collected with flagging method. H. longicornis was the highest collected ticks (except larval ticks) (99.53%, 1,908/1,917 ticks (nymphs and adults)), followed by H. flava (1.15%, 22/1,917).

How Does Social Media's Labeling Affect Users' Believability and Engagement? The Moderating Role of Regulatory Focus

  • In the wake of the COVID-19 pandemic, unsubstantiated information concerning vaccines and the coronavirus has proliferated on various social media platforms. Consequently, we have considered viable actions to mitigate the impact of such unverified content, enabling individuals to use social media platforms more effectively and minimize any ensuing confusion. Recent measures in this area have included YouTube's practice of labeling vaccine or corona videos as authoritative when emanating from reputable organizations and Twitter's practice of flagging vaccine-related content as potentially misleading or taken out of context. This study seeks to explore how such contrasting labeling practices influence users' believability and engagement differentially, while also examining the moderating impact of regulatory focus. The results indicate that authoritative labeling positively influenced users' believability and engagement, whereas misleading labeling adversely affected users' believability and engagement. Additionally, our findings revealed that authoritative labeling has a stronger impact on promotion-focused individuals, while misleading labeling has a more pronounced effect on prevention-focused individuals. Our findings offer insights into how social media platforms can design and present information to their users, taking into account their regulatory focus.

FIRE PROPAGATION EQUATION FOR THE EXPLICIT IDENTIFICATION OF FIRE SCENARIOS IN A FIRE PSA

  • When performing fire PSA in a nuclear power plant, an event mapping method, using an internal event PSA model, is widely used to reduce the resources used by fire PSA model development. Feasible initiating events and component failure events due to fire are identified to transform the fault tree (FT) for an internal event PSA into one for a fire PSA using the event mapping method. A surrogate event or damage term method is used to condition the FT of the internal PSA. The surrogate event or the damage term plays the role of flagging whether the system/component in a fire compartment is damaged or not, depending on the fire being initiated from a specified compartment. These methods usually require explicit states of all compartments to be modeled in a fire area. Fire event scenarios, when using explicit identification, such as surrogate or damage terms, have two problems: (1) there is no consideration of multiple fire propagation beyond a single propagation to an adjacent compartment, and (2) there is no consideration of simultaneous fire propagations in which an initiating fire event is propagated to multiple paths simultaneously. The present paper suggests a fire propagation equation to identify all possible fire event scenarios for an explicitly treated fire event scenario in the fire PSA. Also, a method for separating fire events was developed to make all fire events a set of mutually exclusive events, which can facilitate arithmetic summation in fire risk quantification. A simple example is given to confirm the applicability of the present method for a $2{\times}3$ rectangular fire area. Also, a feasible asymptotic approach is discussed to reduce the computational burden for fire risk quantification.

Proposed Data-Driven Approach for Occupational Risk Management of Aircrew Fatigue

  • Background: Fatigue is pervasive, under-reported, and potentially deadly where flight operations are concerned. The aviation industry appears to lack a standardized, practical, and easily replicable protocol for fatigue risk assessment which can be consistently applied across operators. Aim: Our paper sought to present a framework, supported by real-world data with subjective and objective parameters, to monitor aircrew fatigue and performance, and to determine the safe crew configuration for commercial airline operations. Methods: Our protocol identified risk factors for fatigue-induced performance degradation as triggers for fatigue risk and performance assessment. Using both subjective and objective measurements of sleep, fatigue, and performance in the form of instruments such as the Karolinska Sleepiness Scale, Samn-Perelli Crew Status Check, Psychomotor Vigilance Task, sleep logs, and a wearable actigraph for sleep log correlation and sleep duration and quality charting, a workflow flagging fatigue-prone flight operations for risk mitigation was developed and trialed. Results: In an operational study aimed at occupational assessment of fatigue and performance in airline pilots on a three-men crew versus a four-men crew for a long-haul flight, we affirmed the technical feasibility of our proposed framework and approach, the validity of the battery of assessment instruments, and the meaningful interpretation of fatigue and work performance indicators to enable the formulation of safe work recommendations. Conclusion: A standardized occupational assessment protocol like ours is useful to achieve consistency and objectivity in the occupational assessment of fatigue and work performance.

Distribution of Hard Ticks based on Environments and Detection of Severe Fever with Thrombocytopenia Syndrome Virus in Sangju city, Korea, 2019 (2019년 경북 상주 지역 환경별 참진드기 분포 조사 및 중증열성혈소판감소증후군 바이러스 검출)

  • Several hard tick species in Ixodidae are medically important pests that transmit infectious disease including severe fever with thrombocytopenia syndrome (SFTS). In Korea, the number of SFTS patients continues to steadily increase since its first report in 2013, and Gyeongsangbuk-do (province) is the second most frequent area of SFTS patient occurrence. In order to investigate the distribution of ticks in Sangju city, we collected ticks using the flagging method from 26 sites comprising urban green area, vulnerable area of management, and rural area, and examined SFTS virus from the collected ticks in 2019. Based on Collection Index (CI = tick number / 1 h / 2 people), CI 143 ticks, including Haemaphysalis longicornis, Haemaphysalis flava, and Ixodes nipponensis, were collected; the most abundant species among the three tick species was H. longicornis (CI 138, 96.5%). Ninety two percent (CI 131) of ticks were collected in vulnerable area of management, where people cannot easily enter and are not managed by city hall, whereas only 8.4% (CI 12) were collected in the urban green area and rural area. Regarding SFTS virus detection, virus was not investigated from 26 pools containing CI 143 ticks. The results of this study are expected to be used as a recommendation for ensuring the safety of local residents from tick-borne diseases.
