In general universal service in telecommunications means a regulatory tool to secure the availability of basic communication services like fixed telephony at an affordable price throughout a country. A re-evaluation of the scope of existing universal service, however, is becoming a core issue as the penetration and usage of broadband and mobile communications matures and a new ICT ecosystem emerges. This study examined whether the universal service polices in Korea need adapting and updating to include broadband and mobile telephony in the universal service, which is based on the necessary and sufficient conditions derived from previous research and foreign countries' experiences : geographical ubiquity of a certain service and the market's ability to provide the service. The result shows the nationwide ubiquity of broadband and mobile communications exists but the ultimate goal pursued by universal service polices trying to make them available and affordable for all is being fulfilled by market dynamics in Korea. Thus, the inclusion of both services in the scope of universal service is regarded as an unnecessary regulation at present time and the expansion of universal service could be addressed as a long-term issue depending on market conditions in the future.

Satellite application services can be divided into realtime services like voice communications and non-real time services like traditional data communications. To support both types of services on the same On-Board Switching(OBS), a scheduler which depends on their service classes is required. A fixed priority scheduling policy has a starvation problem. In this paper we propose a scheduling scheme based on premium and age. Premium is a fixed value which is given to a certain class of services. Age is another parameter of the scheduling policy and it will be increased by one for every scheduling cycle. The scheme we propose chooses a packet which has the largest sum of its age and premium. Simulation results indicate that the proposed approach shows better performance in both average cell delay and std-dev of cell delay for the lower class of service. There is no staying in infinite starvation state.

In this paper, we attempted to theorize the synergy effect between the value creating attributes for digital convergence model in the service industry. Our investigation is based upon contingency fit theory to understand the strategic fit for the two inherent value attributes of fixed and mobile value, as well as resolving fundamental limitations of service processes. Empirical validation of the derived research model is analyzed using hierarchical regression method. The results indicate that the relative advantage of each value creating attributes are strongly associated with the characteristics of domain service industries, and compatibility is critical to user adoption of convergent service model. Moreover, the less significant statistical impact of the synergy between mobile and fixed value attributes and others implies that each value attribute uniquely contributes to particular IT convergence model, which thereby offers critical insight that focusing the convergent value in conjunction with specific application domain is the most appealing managerial focus. The findings provide useful insight for the further research in IT based industry convergent business model areas.

This paper examined the feasibility of adding a new NGSO/MSS(Non-Geostationary orbit/Mobile satellite service) service link to a frequency band which is already allocated to fixed-service microwave(M/W) system. To achieve this goal, the NGSO/MSS handset performance under the influence of the M/W multiple stations and the influence of handsets on the M/W station were both analyzed. Sharing criterions were also obtained by means of coordination contour in the former case, and handset capacity in the latter case. As the results, it was proven that sharing was feasible only when the vertical distance between handset and trendline was above 4 km except front and back points of M/W antenna bore sight under influence of 9 hops(the distance between hops = 50 km) M/W system on the NGSO/MSS handset, and only when the capacity of handset was below $7.0\times10^{-14}$ handsets/ $m^{2}$ under influence of handsets on the M/W station.

Nowadays, the telecommunication service provider has witnessed an unprecedented growth in data traffic and the need for networking. optical fiber can provide some THz of huge bandwidth WDM technology has been an emerging issue for the efficient use of optical links. WDM uses a number of different wavelength that are assigned to each channel. The minimal number of optical transceivers and receivers should be used in a node to build an economic WDM transmission system without degrading system performance. Hence, the analysis of performance parameters such as throughput and delay is important to guarantee the WDM system performance. in this paper, the performance of a MAC protocol on a slotted WDM system that has a tunable transmitter(Txt), a tunable receiver(Rxt), and a fixed receiver(Rxf), respectively, on each node, was statistically analyzed The computer simulation validates the performance analysis.

According to this study, Korean food department rather than Western food department and business department rather than food & beverage department is more separated with the greater difference. It is surveyed that the main reason to separate from food service is dissatisfaction to wage followed by six reasons. In the light of management the separation of employees gives management a positive aspect, but the separation of necessary employees bring about a big problem. That the separation rate of food service industry which greatly depends on personal service is high causes many bottleneck to development of food service industry. If the saparation rate of employees is high, it is difficult to maintain consistency of service quality. It is impossible to think that immature service new employee gives customer strong impression. Subsequently the spending of time and cost to train new employees and management reproaching supervisors makes morale of employees dropped. That is why the very this influences selling. To improve the vicious cycle of that serve absence in food service Operators of food service industry should be escaped from their fixed ideas. It is time to need management consciousness which wants to have real content rather than external growth. It is revealed that more than 80% of investment of most of food service industry goes to facility investment. A part of the investment cost should be invested to foster professional manpower. And if employees can have owner consciousness by continuous support and positive investment in training which can give real intention to their lives and vocational pride, it is believed that the future of food service industry in Korea is promising.

New products often have in-service reliability problem despite an intensive development program. Therefore reliability data must be collected and analyzed, and improvements designed and implemented. A type of reliability incentive contract which has recently attracted a lot of attention is reliability improvement warranty(RIW). It has been employed by military, airlines, telecommunication systems, and public utilities. An RIW contract requires that the supplies carries out all repairs, modify the equipment to improve its reliability, and provides all spates needed, for a fixed period, for once-off fee. This paper presents the reliability growth analysis and management methods for in-service MC68 microprocessor, which is the main component of the base station controller in PCS(Personal Communication Service) telecommunication system. The methods will provide guidelines to monitor reliability program in planning RIW contract.

This paper considers urban emergency service systems that dispatch vehicles (facilities) from fixed bases with the objective of finding an optimum allocation of emergency facilities. A case study of fire station problem of Seoul city is conducted to analyze the deployment of fire-fighting resources and develop a class of improved deployment strategies with Parameteric Allocation Model (P.A.M.). The study shows a long term plan leading to balanced fire protection for most fire hazardous districts as well as low alarm districts.

The studies of multi-hop wireless networks are active as the new communication media, which does not require any fixed communication infrastructure. One of application of the networks is local information distribution service, which is useful far daily activities in certain geographically restricted region or community within a radius of several kilometers. In this paper, MID-Net, which is the network enabling such distribution service, and effective information distribution algorithm MCMS are proposed. The behavior of the MID-Net is characterized by the waiting time function, three types of the functions are proposed in this paper.

Auditors' subjective opinions m audit activities weaken reliability in audit judgments. This paper suggests fixed quantity models through requirement priority for improving objective evaluation and priorities of requirements in information system audit. The value of requirements was evaluated based on customers' requirements with a premise that they are not in the same level. Furthermore, the audit objective judgments were enhanced to enable fixed quantity of subjective audit by subdividing detailed evaluation index of requirement priority standards into importance of service and function on orderers' perspective, and sectioning cost and schedule on contractors' perspective.
