Agro-fishing villages of agriculture and fishery are suffering deepening gap with urban areas due to depreciation from their products market opening pressure. They are facing problems of decreasing and aging population, poor settlement environment, etc. and losing their vitality for their low productivity and lack of young labor force. These issues of agro-fishing villages of agriculture and fishery are divided in so various items and classes that it is plausible to approach in a way to connect each issue in a small frame of each by selecting sub topics according to each item and each class rather than to solve the issues in a large frame. Chungchungnam-do is approaching the issues through 3 agro innovations(agro fishery, agro fishing villages, agro fishing people) in local government level and Durae enterprises are solving local problems through the self supporting residents' community business by utilizing local resources. This study is to draw clues and solutions to vitalize agro fishery villages through community businesses by detailed reviews and research on cases of Durae enterprises' characteristics and their vitalizations and provide a new alternative plan to agro fishery villages losing their vitality and demolishing their communities.
This study is aimed at the deduction of the important priority factors by setting the comprehensive rate in each of the economy, sociability and environmental areas for the sustainable development of fishing villages. As the research methods, review of domestic and overseas literature and Delphi questionnaire survey on experts, and hierarchical structure analysis were executed. Accordingly, this study is aimed at providing the basic data at the time of establishing plans by assessing the level of importance and priorities for each item through the deduction of the elements necessary for the fishing village plan. Key results of the study are as follows. First, as the results of review of domestic and overseas literature related to sustainability indices of fishing villages, a total of 50 items in the areas of economy, sociability and environment were deduced. Second, validity for each area was confirmed through Delphi questionnaire survey on experts. Third, as the results of factor analysis conducted on the basis of the hierarchical structure analysis for detailed items for each sector, 3 factors in the economic area, 2 factors in the social area and 3 factors in environment area were deduced. Fourth, as the results of the relative importance of the higher tiers, economic sector (0.528) displayed results that are more than 2 times higher than the social (0.261) and environmental (0.212) sectors. Establishment of foundation for independent competition (0.105), balanced development of small fishing village (0.086) and population engaged in economic activities in comparison to the fishing village population (0.077) were analyzed as the most important detailed items. Based on these results, experts pointed out that the economic sector is most important for the sustainable development of fishing village and, in detail, priority must be placed on the balanced development on the basis if the extent of independence of the fishing villages, and emphasized activation of residents engaged in economic activities in fishing villages in order to support them. That is, in order to increase the level of independence of the fishing villages, it was determined that there is a dire needs for expansion of diversified specialized businesses and infrastructural facilities through agreement by the residents capable of economic activities, and means of activating fishing villages through securing of budget at the local autonomous government level to provide support for the residents.
The purpose of this study is to analysis the influence of fishing villages experience programs choice by the tourist characteristics. As an analysis method, a statistical technique of multinomial logistic regression was used. The dependent variable have typified about 70 fishing experience programs, such as tidal-flat experience, fishery experience, and fishing experience, operated by the fishing village experience recreation villages into 9 programs. The independent variables consisted of 7 groups of people: gender, age, marital status, presence of children, experience of visiting a village in a rural and fishing village experience, preference of a village in a recreational experience, and recognition of a village in a fishing village experience. As a result of analysis, no significant differences were found that the selection group preferring 'fishing culture experience', 'leports experience', 'ecological craft experience', and 'festival and event experience' in the selection of fishing village experience program compared to the group choosing 'rural experience'. On the other hand, the group preferring 'tidal flat experience' analysis that 'married' is about 14 times higher than 'unmarried', and the group preferring 'fishing village experience' is 9.55 times higher than the group preferring 'rural village experience'. In the group preferring 'fishery experience' and 'fishing experience', the group preferring 'fishing experience recreation village' was 9.21 times and 14.34 times higher than the group preferring 'rural experience recreation village'. In the 'food experience', 'married' was 25 times higher than 'unmarried'.
The purpose of this study is to propose a policy improvement plan by analysis of the extinction risk factors reflecting the specificity of fishing villages, fishing village support policies, and settlement conditions of fishing villages as one of the solutions to the immediate problem of fishing village extinction. The results of the study show the higher the level of number of fishing ports, number of returning rural population, and housing diffusion rate, the dependent variable extinction risk index was a positive effect while vacant house ratio and aged house ratio was analyzed to be in was a negative (-) relationship with the dependent variable. The policy implications through this study were to prepare an effective policy to reduce the risk of extinction, to improve urgent settlement conditions, and to prepare a condition to convert returning rural population into fishery population.
Global food prices have skyrocketed due to international uncertainties such as COVID-19 and the Russian-Ukrainian War. In this context, the importance of rural areas as a source of food production is also rapidly increasing. However, the issue of regional extinction is emerging as Korea faces the world's lowest fertility rate and fastest aging population. Also, rural areas are losing their population more rapidly than large cities. Therefore, this study aims to analyze the factors that can encourage the influx of fishermen to prevent the disappearance of these fishing villages. As a result of the analysis, in order to prevent the disappearance of fishing villages, among the infrastructure, natural environment, and residential environment variables, the ratio of aged housing related to quality of life, culture and amenities coefficients were found to have a greater impact than other variables. Based on these results, it is judged that it is necessary to establish a sufficient level of infrastructure in fishing villages and to prioritize policies for improving the residential environment.

In 1991, the ministry of Gov't. Administration and Home Affairs set up a minimum of one sewage disposal plant in each province. By 1995, 264 models of the capillary infiltration method were set up in 331(78%) villages and the contact oxidation method was set up in 52 places. Since the Gov't. sent a letter to each responsible officer across the country stating their disapproval of the capillary infiltration method, the environmentally friendly sewage disposal system has not been diffused. The current model(mechanical sewage disposal) being used, in agricultural and fishing villages, costs too much for maintenance and operation(\50,000 per capita per year). In particular, because of the difference in sewage characteristics of agricultural and fishing villages from urban sewage, the efficiency of the disposal system is very low. Also, because of the growing need for more disposal plants, the Gov't. is looking for cheaper alternatives. This study has analyzed 2 kinds of sewage disposal. The first is used widely in agricultural and fishing villages in Germany. The second is used widely in similar areas of Korea. It has intended to analyze the characteristics, merits and defects of the sewage disposal water plants and pebbles model which is used widely in Germany and developed compatibly for Korea.

This study identifies the ways of utilizing abolition schools and the problems possibly caused by amalgamating small schools in agricultural, mountain and fishing villages. This study aims to find ways to collaborate with the communities based on the characteristics of the districts where schools might be abolished, which can contribute to the development of the society. Following results are integrated by the theoretical framework, social and educational necessities, and analysis of the current situation about the utilization of abolition schools. First, alternative schools, characterized schools, specialized high school can be established as the result of abolition schools that are caused by lack of people in the city. Second, since it is easy for people to access to the agricultural, mountain, and fishing villages near cities, abolition schools in these areas can be used as experience facilities or training places for students and teachers. Third, in case of the abolition candidate schools in the agricultural, mountain, and fishing villages in the districts, students and village people can use the schools for education and social purposes. Fourth, when abolition schools are independently located from the agricultural, mountain, and fishing villages, they can be used as self-service places or local peoples' places for business.

Problems of housing, healthcare, social exchanges, and lonely feelings of vulnerable social groups such as the elderly living alone in rural and fishing villages should be resolved by guaranteeing minimum residential rights and levels to restore the sense of self-esteem and social stability and to maintain the rural communities and these should be the object of social interest and support. The housing problems of rural and fishing villages should be resolved not through supply to meet demand but by beginning with providing the ways to attain mutual interaction through the program that recognizes housing as merit goods to maintain the regional communities This research examines more minutely the problems caused by poor housing conditions of rural and fishing villages and attempts to present rural and fishing village type community living home as an alternative through regeneration. The results of this research are as follows. First, the administrative support system should be built to support the community living home in its beginning, process, completion, and even post management. Second, education for reinforcing capabilities to help understand the community living home should continually conducted on the occupants, villagers, and related organizations. Third, in order to expand the community living home, research and development should be made so that the zero-energy house, the alternative energy utilizing house, etc. can be widely used. In building community living home for vulnerable social groups in rural and fishing villages, practical alternatives suitable to the regional realities should be presented and practiced so that the community living home can be built to the satisfaction of all the villagers and the occupants, and the improvement measures should be presented through constant interest and monitoring.

On the conflict factors in using community fishing ground and their solutions, some conclusions are derived with the survey for fishing villages, residents, tourists as follows: Jeju Island has beautiful sceneries with seas in all the directions and so remarkable potential as personal experience fishing village. For sustainable development of ecological tourism in each fishing village, systematic, long-term development plans and management systems through decision making with residents in fishing and non-fishing villages are demanded. For tourist development of fishing village, protection management systems for marine and swampy land are needed first of all. Next, economical profit and the participation of resident have first priority, and also individual standards for each village are urgently prepared based on the results of basic research on each village. Finally, educations on environment and fishing village with professional tourist guide are needed. Ecological protection, environmental education, resident participation, local government's concern, and financial support could solve residential conflicts and make Jeju Island a Mecca of local fishing village tourism.
