A Safety Assessment on Fishing Vessels' Entering or Leaving the Port of Gamcheon (감천항내 연근해 어선 출·입항에 따른 안전성 연구)

  • The purpose of this study was to obtain an objective conclusion of safety assessment and to suggest proper countermeasures for the fishing vessels' entering or leaving the port of Gamcheon, in where the pier No. 4 for the fishing vessels will be newly opened soon. 20 times of the manoeuvring simulation were performed respectively onto entering and leaving the port of Gamcheon with the various conditions in weather and current, and then each of result was carefully analyzed. In spite of some increasing demand of entering the port in future, the safety will not be largely worse if the suggestion will be taken.

A Study on the Establishment of Specific Traffic Safety Areas at Pyeongtaek Port (평택항 교통안전특정해역 설정에 관한 연구)

  • This study expresses the necessity of recognizing Pyeongtaek Port as a specific traffic safety area to ensure the safety of the vessels that navigate there using quantitative data. The number of foggy days, pilotage distance, the number of large vessels and the number of fishing vessels that traveled between Pyeongtaek Port and 6 ports chosen as comparative study objects were compared and analyzed. The results showed that Pyeongtaek Port was more frequently affected by restricted visibility. With these perverse conditions, Pyeongtaek Port has a longer pilotage distance than Busan, Busan Newport, Ulsan or Pohang Ports by as much as 3.5-6 times. Especially from May to July, when fisheries were most functional, large vessels were required to navigate in an opposite direction to avoid 35 fishing vessels that were observed, creating an increased possibility for collisions among vessels. Therefore, the navigational safety of Pyeongtaek Port should be further secured by defining the approaching waters as specific traffic safety areas, giving large vessels legal priority over fishing vessels.

  • Engaged in trawling in limited fishing grounds with a number of fish schools could cause collisions between fishing vessels. Therefore, providing accurate maneuver information according to the situation could be regarded as essential for improving seafarers safety and fishing efficiency as well as safety of navigation. It is difficult to obtain all maneuver information through sea trial tests only, so a method through empirical formula is necessary. Since most empirical formulas are developed for merchant ship types, especially the characteristics of hull shape parameter like CbB/L and dCb/B etc. are clearly different between fishing vessels and merchant ships, this could occur estimation errors. Therefore, in this study, the authors have selected target fishing vessels and merchant ships and analyzed the characteristics of hull shape parameter according to the ship types. Based on this analysis, the empirical formula developed for the merchant ship type has applied to the target fishing vessels; it has verified through the turning motion simulation that the estimation error could be generated. In conclusion, it is necessary to include the characteristics of the hull shape parameter of fishing vessels in the empirical formula in order to apply the empirical formula has developed for merchant ship types to fishing vessel types.

A Study on the Law Enforcement of Korea Coast Guard against the Illegal Chinese Fishing Vessels (불법조업 중국어선에 대한 해양경찰의 단속에 관한 고찰)

  • The illegal fishery act committed Chinese fishing vessels have not been stopped and Korea Coast Guard(KCG) has been injured or killed by chinese fishing forces, even though the Korean Government has been trying to control the illegal fishery and repeated violent act committed by Chinese fishing vessels in our Exclusive Economic Zone. Moreover, some problems in relation to the control process of KCG to suppress the illegal foreign fishing vessels has been exposed in spite of extensive efforts of Korean Government. Improper law enforcement of KCG in relation to foreign fishing vessels would cause international dispute between related states, although the control process to the illegal fishing vessels at sea is in a way of due law enforcement process forming a State's power. To this end, this paper examines the problems raised during the control process which is including the visit and inspection of illegal Chinese fishing vessels and law enforcement process exercised by KCG and presents practical solutions through analyzing the related materials, professional's opinion and recent cases.

Fishermen's Perceptions and Considerations regarding the Coexistence of Fishing Activities within Offshore Wind Farms

  • In this study, a survey on the coexistence of offshore wind farm and fishing activities in Gochang, Gunsan, and Buan's fishermen in the southwest sea of shore wind farm was carried out witn an aim of examining the factors that should be considered when coexisting. A questionnaire was composed after referring to domestic and foreign literature data on examples of coexistence. The questionnaire was issued through direct visits. Frequency analysis and cross-analysis were used for survey response results, and IBM SPSS Statistics ver. 26 was used for statistical processing. As a result of analyzing a total of 84 questionnaires, the perception of the coexistence of offshore wind and fishing activities was the same by 50.0% positive and negative, respectively. As a result of cross-analysis by region, significant differences were found (p <0.039). Gochang fishermen showed a high negative perception of the coexistence of offshore wind and fishing activities at 62.1%, with the main reason being that fishing resources are expected to decrease due to the influence of noise, vibration, and current generated from offshore wind farm facilities. In Gunsan, negative perception of coexistence was high at 57.7%. This was mainly attributed to the impossibility to operate in the offshore wind farm due to the nature of the fishery. On the contrary, in the case of Buan, 69.0% of the positive perception of coexistence was high 'because fishermen were dissatisfied with the current coexistence plan (policy)'. According to previous studies, 91.8% of domestic fishing methods show the possibility of fishing activities in offshore wind under caution, so it is concluded that research should be conducted to coexist with offshore wind and fishing activities as in foreign countries for smooth installation of offshore wind and continuous fishing activities.

A study on the selection of management target fishing port for efficient management of fishing boats and pleasure boats - Jeju special self-governing province focuses on the fishing port - (어선과 레저선박의 효율적 관리를 위한 관리대상 어항 선정에 대한 연구 - 제주특별자치도 어항을 중심으로 -)

  • In Jeju, in order to efficiently manage and coexist fishing boats and passenger ships in narrow ports, it is necessary to establish reasonable policies. The survey was conducted on 99 fishing ports, from December 1 to 31, 2018. A site survey was conducted on 30 parties (15 in Jeju City and 15 in Seogwipo City) concerning with the use of fishing ports in Jeju to review the appropriate conditions for selecting fishing ports as control subjects. The survey determined size of pleasure craft mooring within fishing port (20%), size of fishing boat mooring (20%), and accessibility of fishing port (20%) under on-site survey factors as well as willingness to form a consultative group between fishing boat and pleasure craft users (20%). Upon the request of the survey, positive and negative opinions were collected on the establishment of a safety control center in the fish port. Based on the survey results, the factors mentioned above were applied to each and every fishing port within Jeju. The bottom five fishing ports in Jeju with the lowest total factor scores were identified and selected as control subjects for review and study. Of the five fishing ports selected as control subjects amidst the 99 fishing ports in Jeju, Dodu Fishing Port had the lowest score of 22% among the national fishing harbors. Among the local fishing ports, Hwabuk Fishing Port had the lowest score of 18%, followed by Sagae Fishing Port with a score of 22%. Hamdeok Fishing Port had the lowest score of 24% among the fishing port villages, whereas Ojo Fishing Port had the lowest score of 24% among the small fishing ports.

Analysis of Domestic Fishing Vessel Stability Regulations and Research on their Criteria Amendment for Improvement (국내 어선 복원성 규정 분석 및 개선 기준안 연구)

  • According to an investigation performed on shipping accidents, the number of domestic shipping accidents has been increasing despite the decrease in global shipping accidents. Therefore, to reduce domestic shipping accidents, the present study investigated the criteria for the stability of fishing vessels. The IMO, foreign, and domestic regulations regarding fishing vessel stability were investigated, and a comparative study was conducted. The results showed that domestic regulations were the most relaxed regarding vessel stability. Finally, we proposed five items for the KOREA FISHING VESSELS STABILITY CRITERIA AMENDMENTS on the basis of the comparative study.

A Study on the Problems and Improvement measures of Investigation of Fishing Damages Caused by Offshore Wind Power Development (해상풍력 발전사업에 따른 어업피해조사 문제점 및 개선방안에 대한 연구)

  • Offshore wind power development has been promoted in countries around the world to cope with global warming. Despite its many advantages, offshore wind power affects the marine environment during construction and operation. As a result, the reduction of fishing areas, changes in the habitat of marine animals, damage to fishing gear, and impeding the safety of fishing activities are occurring. If the offshore wind power generation project is carried out, a fishing damage investigation is nescssary. There are only four fishing damage investigations related to offshore wind power, which are being conducted similarly to the existing fishing damage investigation related to offshore construction. Therefore, this study reviewed and analyzed the report on fisheries damage investigation related to offshore wind power conducted in Korea and suggested problems and improvement measures accordingly.
