A Reconsideration of the Fishing Industry of Korea and Its Basic Problems (수산업 역할의 재인식과 기본과제)

  • The fishing industry of Korea is now i a critical transitional stage. That is, broadly speaking, there are two dominant factors that constrain the further development of Korea fishey and effective competition in the international fishing industry. First of all, the global fishing industry has experienced many significant changes due to the execution of U.N, maritime law, the establishment of EEZ(the Exclusive Economic Zones), the increased roles of WTO(the World Trade Organization) as well as Korea being a member of OECD(the Organization for Economic Co-operation and Development). Second, the fishing industry of Korea is faced with the following domestic troubles, such as the icreasing fishing expenses, insufficient labor supply, and the collapse of traditional local co-operative organizations of fishing villages, etc. However, the demand for aquatic products of home consumers not only continues to increase but also is shifting to select more valuable species, completely ignoring the above-mentioned serious pressures incurred by the Korean fishery. To solve these problems and keep developing steadily, it is necessary for the fishing industry of Korea to adopt a more active and flexible development pattern in order to reset up the regional economic base in fishing villages nation-wide and make the exploitation of fishing resources balance. The paper gives an reconsideration to the primary alternatives facing the Korean fishery and its prospective roles in a realistic and far-sighted attitude. It may serve as an endeavour in seeking an outlet for the fishing industry of korea to advance forwardly and lastingly.

A Study on the Design of the Stern Stow Net (선미식 안강망 어구의 설계에 관한 연구)

  • Because stow net being used in now is doing throwing net and hauling net through a ship's side, the work is very complicated and the fishing boat needs many seamen and it could cause a loss of lives and ship in stormy weather. We are now using small mesh size 36~500mm and it even catches young fish, so we call it the fishing gear of resource reduction type.Therefore we must make manpower reduction in automatic operation, safe operation of throwing net and hauling net in the stern and the stern-typed stow net of resource management using large mesh. And we performed three-typed model tests to examine the fishing gear. The obtained results are as follows;1. The fishing gear being used in the ship's side type stow net has inappropriate standard and arrangement of the net, resistance increase of the fishing gear and frequent breakdown of the net.2. To supplement the fault of A-typed stow net, we schemed fishing gear developed as both B-type(12-seamed net) and C-types(8-seamed net) of the stern-typed stow net. 3. In model tests, C-typed model net(mesh size 40~1,600mm) was proved good fishing gear because the resistance in accordance with the flowing speed was comparatively small and it's mouth area was broad. 4. A-typed stow net had the spreading device attached to side panel of the net, but the stern-typed stow net had the spreading device consisted of 4 lines far behind about 6m from side panel of the net mouth. In the flowing speed 2knot, the spreading condition of fishing gear was proved batter than the former.

  • In this paper, I would present a using method for The Fishing Operation Information(FOI) of National Federation of Fisheries Cooperatives(NFFC) through the availabilities analysis and put out the similarities by the section of the sea through classifying characteristics of fishing patterns by their locations. As a result, although the catch of FOI is nothing more than 33% level to National Fishery Production Statistics(NFPS), FOI data is useful in understanding the patterns of fishing operation by the location because both patterns and correlation were very similar in the usability analysis, comparing the FOI data with NFPS. So I classified optimal clusters for catch, the number of fishing days and the number of fishing vessels through 2 step cluster analysis by the big marine zone and divided fishing patterns.

Performance analysis of a low drag generated midwater trawl using the model experiments and the numerical analysis (모형실험과 수치해석을 이용한 저항 저감형 중층 트롤어구의 성능 해석)

  • Fuel consumption in fisheries is a primary concern due to environmental effects and costs to fishermen. Much research has been carried out to reduce the fuel consumption related to fishing operations. The fuel consumption of fishing gear in fishing operation is generally related to hydrodynamic resistance on the gear. This research is to propose a low drag generated midwater trawl in terms of the gear design improvement using simulations. The results from the simulation were verified with results that mirrored the model experiments. From the results, the resistance force of the proposed gear decreased to 29% compared to that of the current gear. Furthermore, the gear performance also improved with increased gear mouth compared to the current one. Therefore, the proposed gear will be helpful to reduce the greenhouse gases from fishing operation. It will also contribute to the fishing industry by saving fuel.

A study on the publication of illustration book of Korean coastal and offshore fishing boats (우리나라 연근해 어선도감 발간을 위한 연구)

  • This study describes how the illustration book of Korean coastal and offshore fishing boats was published. The illustration book provides information on fisheries which need boats for their fishing operation. The book contains 25 fishing boats belonging to 15 offshore fisheries and six boats belonging to five coastal fisheries totalling 31 boats belonging to 20 kinds of fisheries. Until now, no books were available in Korea on fishing boats which provided illustrated descriptions of their use in fishing. We carried out field and literature surveys of fishing boats for three years (2016-2018) and the results were compiled into three-dimensional modeling images with schematic drawings of fishing boats, along with text explanations. The particulars and technical drawings of lines, general arrangement (GA), fishing gears and methods are collected and summarized. All fishing boats are modeled with 3D color graphics. The particulars and names of the main items of the fishing equipment are presented besides structural parts. In addition the fishing gear, fishing season and grounds, number of crews and target species for each boat are correctly described. The illustration book of Korean coastal and offshore fishing boats will contribute to understanding the current status of fishing techniques in Korea and will assist in developing new types of fishing boats.

Applying Fishing-gear Simulation Software to Better Estimate Fished Space as Fishing Effort

  • Modeling fishing-gear systems is essential to better understand the factors affecting their movement and for devising strategies to control movement. In this study, we present a generalized mathematical modeling methodology to analyze fishing gear and its various components. Fishing gear can be divided into a finite number of elements that are connected with flexible lines. We use an algorithm to develop a numerical method that calculates precisely the shape and movement of the gear. Fishinggear mathematical models have been used to develop software tools that can design and simulate dynamic movement of novel fishing-gear systems. The tool allowed us to predict the shape and motion of the gear based on changes in operation and gear design parameters. Furthermore, the tool accurately calculated the swept volume of towed gear and the surrounding volume of purse-seine gear. We analyzed the fished volume for trawl and purse-seine gear and proposed a new definition of fishing effort, incorporating the concept of fished space. This method may be useful for quantitative fishery research, which requires a good understanding of the selectivity and efficiency of fishing gear used in surveys.

Basic Study to Establish Marine Activity Criteria Based on the Seakeeping Performance of Less Than 10-tons Fishing Vessels(I) (내항성능 기반 10톤 미만 어선의 해양활동 기준 마련 기초 연구(I))

  • This is a basic study to establish marine activity criteria based on the seakeeping performance of less than 10-tons fishing vessels. These vessels account for approximately 95% of Korea's currently registered fishing vessels, and accidents and loss of life are also occurring during marine activities such as navigation, and fishing. Accordingly, the Ministry of Oceans and Fisheries has set a regulation of vessel traf ic control to restrict the operation of fishing vessels when the high seas watch takes effect, but it is applied equally without criteria according to the ship ton level and wave height; therefore, many differences may exist in ship fluctuations. Because the fluctuation of the ship owing to the wave height can be a factor in marine accidents by reducing the sense of boarding and performance of equipment, the seakeeping performance must be reviewed during waves to secure safe marine activities such as navigation and fishing. However, the review for the fishing vessel of established marine activity criteria based on the seakeeping performance is insufficient. Accordingly, the seakeeping performance was evaluated for a 10-ton class (G/T 9.77 tons) fishing vessel in Korea, and the level of marine activity according to the significant wave height and ship speed was interpreted by applying the operation and survival of the established seakeeping performance criteria. The analysis results indicated that the roll of the ship exceeded the operation criteria from 0.4m and the survival criteria from 2.2m. The pitch of the ship exceeded the operation criteria from 1.7m and did not exceed the survival criteria until 3.0m. However, the rolling exceeding the survival criteria from 2.2m may not be safe. Therefore, fishing vessels with less than 10-tons can leave before the high seas watch takes effect. However, they did not satisfy the criteria for evaluating the performance of the sea in relation to marine activities. Although this study was limitedly evaluated for 10-ton fishing vessels, it is expected to be of great help in preparing marine activity criteria.

Restructuring of the Off-Shore Otter Trawl Fishery in Korea (우리나라 근해저인망어업의 축소재편에 관한 고찰)

  • This study focuses on the off-shore trawl fishery, specifically on its restructuring and new regulations governing its operation since the 1990s. This fishery has an important role in terms of fishing capacity and production amount and is dependent on close diplomatic relations with adjacent fishing countries. The off-shore trawl fishery has been shrinking since the 1990s. In addition to a decrease in stock and an increase in imports, there are vessel buyback programs and a decrease in fishing grounds related to a tri-lateral agreement among Korea, China and Japan which have sped up the shrinking of the fishery. In this processing, costs exceed the increase of revenue. Excess investments in fishing gear and salary for crews have lowered profits in this fishery. Considering the above, the off-shore otter trawl fishery should stop increases in production and restructure the fishery by coordinating fishing gear restrictions and fishing areas, and down-sizing management capacity.

Realization on the Integrated System of Navigation Communication and Fish Finder for Safety Operation of Fishing Vessel (어선의 안전조업을 위한 항해통신 및 어탐기의 통합시스템 구현)

  • The problem of maritime accidents due to the carelessness of fishing vessels, which is affected by the aging of fishing vessel operators. And there is navigation, communication and fish finder that is installed inside the narrow bridge of a fishing vessel. Therefore these system are monitors as many as of each terminal, which is bad influence on obscuring view of front sea from a fishing vessel bridge. In addition a large problem, it is occurs to reduce of the information recognition ability due to the confusion, which is can not check the display information each of screen equipments. Therefore, there has been demand to simply integrated the equipment, and it has wanted the integrated support system of these equipment. The display must be provided on a fishing vessels such as electronic charts, communications equipments and fish detection into one case. In this paper, the integrated system will be installed the GPS plotter, AIS, VHF-DSC, V-pass, fish finder and power supply in the narrow wheelhouse on a fishing vessel, which is configured in one case and operated by multi function display (MFD). The MFD is integrated to simplify for several multi terminals and provided necessary information on a single screen. This integration fishery support system will has improved in sea safety operation and fishery environment of fishing vessels by this implementation.

Analysis of the working characteristics of the skipper and risk factors of marine accident in Korea coastal composite fishing vessels (연안복합어선 선장의 업무 특성과 해양사고 위험요소에 대한 분석)

  • This research carried out a study on the job characteristics of the skipper of the coastal composite fishing vessels in order to find a way to prevent the ship collision caused by the highest human error among the marine casualty of fishing boats. Video observation was used as the research method in which six CCD cameras were installed on the vessel to collect image data and data extracted from the image were analyzed to derive the results of the functional activity of skipper according to the fishing operation process of experimental fishing vessel. The results are as follows. The working process of the experimental fishing vessel consisted of navigation for fishing ground, setting line, waiting for hauling line, hauling line and navigation to homeport. In these processes, the skipper was performing watchkeeping in the wheelhouse in which he carried out a single task, a dual task that performed two tasks simultaneously, and a triple task that performed two or more tasks simultaneously. In addition, one of the risk factors causing the collision was a no watchkeeping in the wheelhouse for navigating for fishing ground, waiting for hauling line, and hauling line at 25.4%, 64.6% and 0.3%, respectively among the marine casualty while drowsiness caused 1.2% of the marine casualty in navigating for fishing ground. Concurrent tasks that simultaneously perform two or more tasks that can overlook any other important duties while carrying out watchkeeping in the wheelhouse include 51.3% of navigation for fishing ground, 81.9% of setting line, 19.0% of waiting for hauling line, 87.9% of hauling, and 88.7% of navigation to homeport. The above concurrent tasks yielded an average of 66.1%. Experimental fishing vessels are required to focus on ship handling operations related to fishery operations, and the skipper is assigned more activities and attention to fishery related tasks. Therefore, it is considered desirable to build a collision prevention system that is appropriate to the characteristics of the skipper's work, escaping from transferring the responsibility of ship collision to the skipper completely.
