Study to Improve the Legal System to Reduce Marine Accidents caused by Marine Plastic Litter (해양 플라스틱 쓰레기에 의한 부유물 감김 해양사고 저감 정책방안 연구 - 법제도 측면 개선 중심으로 -)

  • Over the last ten years, the number of entanglement marine accidents has increased more than other accident types. This study analyzed the annual statistical report of marine accidents from the Korea Maritime Safety Tribunal and Korea Coast Guard. Despite some discrepancies between data of the two organizations, it was found that marine accidents involving fishing vessels were more prevalent than those involving non-fishing vessels. In addition, the main floating materials that caused wounded entanglement accidents were fishing nets, fishing gear, and ropes, and the proportion of them was high. Foreign and domestic policies on marine plastics recognize most marine plastics as marine environmental hazards and focus on marine litter recovery and the prevention of marine pollution. The representative Acts related to the marine environment and marine litter, the Marine Environment Management Act and the Marine Waste and Sediments Management Act, recognize marine litter as a type of marine waste, and deal with the types and definition of this waste. However, clearly defining marine waste is difficult. Therefore, this study tried to examine the relevant legal system of marine litter on ship operation and suggested improvement measures. Moreover, the definition of marine litter for the safe navigation and operation of ships was clearly proposed.

  • Anchovy, EngrauEis japonica scoop nets are used in the coastal of Southern and Cheju of Korea. Especially in the Cheju, the fishing gear of scoop nets consists of upper boom, lower boom, pressing stick and bag net. They are operated by fishing boats of 6 to 10 ton class and 8 persons on board. The booms are controlled by side drum, and the net and pressing stick are hauled by only human power in operating. Therefore this fishery needs to large labor and heavy human power and has much risk. Three kinds of hydraulic winding device which controls two booms was designed and manufactured to reduce heavy labor force of scoop nets, and trial in the sea was carried out to test their performances using the commercial fishing boats of 6 ton class. The proper capacity of hydraulic pump and motor were determined by model test of boom 1/5 scale. The results obtained are as follows, 1. Tension of boom which is being drawn was the strongest and 187.5kgf when the boom's end is in the depth of 4m under the water. 2. The hydraulic motor of the fittest kind of winder has the least leakage per time than the other kinds. 3. In the best type of several winder devices, when the pressure difference was fixed $130kg/^2$ for the safe fishery, the winding velocity of boom line was 2m/sec, is faster 0.48/sec than traditional fishing method and this winder can catch the anchovy of 1.6 tonnage. 4. As a result, the crew were decreased from 8 to 6 and the problem of heavy human power and risk on fishing operation were solved by using the this winder.

Comparative analysis of fishing operation with the difference of deck layout of Korean coastal large trawler (우리나라 근해 대형트롤 어선의 갑판 레이아웃 차이에 따른 어로작업의 비교 분석)

  • For providing a basic data concerning with a fishing deck layout design of a trawler the authors conducted the video observations about the working activities of crews on the deck in the different layout of two Korean coastal large stern trawlers (gross tonnage: 139). The winch of the trawler-A was installed on the aft of the fishing deck and the trawler-B, on the forward of the fishing deck. The work and activities of the deck hands on both trawlers were observed using the CCD (charge coupled device) camera installed on each trawler's deck for one month from August 3, 2010. The video data was analyzed by the hierarchical task analysis (HTA) method. In results, numbers of tasks to require deck hands during the hauling net and the casting net were 25 and 28 for the trawler-A and 27 and 48 for the trawler-B, respectively. The working processes were represented a same in both of the trawlers. Location for controlling the deck machineries, the location installed trawl winch, kinds of deck machineries, crew's custom for using deck machineries were the factor affecting to the number of the task. In the case of the improvement suggested in the results is carried out, the reduction percentages of the number of task in the trawler-A and trawler-B were estimated as 24.5% and 51.3%, respectively. Through this study it was found that the quantitative analysis is possible for the work processes, work methods and the work contents in the trawler. Also the suggestion for improving the fishing deck layout design of the trawler was possible by finding out the factors increasing the number of tasks and removing the tasks. We expect that the results of this paper are used as a basic data for designing the layout of deck machineries in the trawler in the future.

Development of Fishing Gear and Operating System in Purse Seine Fishery for Gizzard-shad(II) - Model Experiments for Improvement of the Net - (전어 선망 어구 및 조업 시스템 개발 (II) - 어구 개량을 위한 모형 실험 -)

  • In order to modify the construction of gizzard shad coastal purse seine net with possible to the laborsaving of fishing operation in the coastal small fishing vessels, the model experiments were carried out on the model nets for several conventional nets using in the field and the experimental nets was manufactured as 1/100 and 1/60 of the full scale net. The results obtained are summarized as follows;1. In the case of the conventional net and reduction rate 75% in conventional net with purse line the fishing efficiency decreased, the lead line was upward for the surface and the pursing depth of pursing line was very shallow to 2∼3m. 2. In the case of the net having maximum depth in center part designed in this study, the length of float and lead line was 60% of conventional net, the depth of net was fixed 20m to selvage line of the both of the end and extend gradually with 50m, 40m, 30m to the center. Among the these net, depth of pursing line was 20∼23m for 50m and 7∼15m for 40m, 30m the depth of net. These results were suitable for interception of fish school in fishing ground, but several problems will be caused by the depth and current of fishing ground.

Relationship between the Catch of Squid, Todarodes pacificus STEENSTRUP, According to the Jigging Depth of Hooks and Underwater Illumination in Squid Jigging Boat (소형 오징어 채낚기 어선의 낚시 깊이별 조획량과 수중 조도)

  • The relationship between the catch of squid, Todarodes pacificus, according to the jigging depth and underwater illumination by fishing lamps was investigated during nighttime operations off-Tusima Islands in November 1994 and off-Oki Islands in November 1995. We used echo sounder to observe the distribution of squid. Echo images on the echo sounder showed the distribution of squid at the water layer of 50 meter depth at the beginning of jigging operation. After the time elapsed, a continuous dense image had moved to the layer of 60-80 meters jigging depth. A larger number of squid were caught by jigging machines set at a lowest depth of 90 meters, when it compared with machines set at a 60 meters. However, Catch increased around 60 meters jigging depth, when fishing lamps output were switched to 24 kW halogen lights:.The underwater illumination, under the each light power of fishing lamps of squid jigging boat was continuously measured with an underwater illuminometer. Values of the underwater illumination, when schools were distributed from 60 to 80 meters, ranged from $3.0\times10^{-2}lx\;to\;3.4\times10^{-3}lx$ in average at $80\~360$ kW fishing lamps output of squid jigging boat.

Development of a low-power remote monitoring module for set-net fish school based on WCDMA (WCDMA 기반의 저전력 정치망 어군 정보전송 모듈 개발)

  • Fish school monitoring technology is utilized for various purposes, such as boat fishing and resource surveys. With advancements in information and communication technology, this technology has expanded its application to remote areas. Its significance has grown in fishing sites, particularly for improving the efficiency and cost-effectiveness of set-net fishing. Set-net fishing gears are not limited to coastal areas, but are also installed in inland and remote sea regions. Consequently, fishermen require technology that allows them to quickly transmit information about approaching fish schools and enables them to perform long-term monitoring. The development of remote monitoring technology for set-net fish schools must consider crucial design factors such as communication range, transmission speed, power consumption of information modules, and operational expenses. In this study, we developed a low-power remote monitoring module for set-net fish school based on WCDMA. The module was specifically designed to minimize power consumption, allowing for communication over long distances and extended operation times in set-net fishing applications. Furthermore, we developed a web server software application that enables remote access to fish schools and provides real-time weather information. The performance of the developed module was evaluated through set-net fishing site application and experiments with moving ships on the sea. The experimental results demonstrated that the remote monitoring system, consisting of the developed low-power remote monitoring module for set-net fish school based on WCDMA and a fish finder, had an average power consumption of 4.6 W, a maximum communication range of 22.84 km, and a data transmission and reception rate of 98.79%. The maximum fish school information transmission and reception rate was 97.26%

Development of Rope Winding Device for Safety Fishing Operation of Small Trap Fishing Vessel (소형 통발어선의 안전조업을 위한 로프 권양장치 연구)

  • The result of a questionnaire survey conducted on fishermen using coastal fish traps shows that fall accidents during trap dropping and pulling constitute the highest proportion of accidents at 42.1 %, whereas slipping accidents on the deck or stricture accidents to the body due to the trap winding device constitute 21.1 % each. In addition, 53.2 % of all surveyed subjects responded that trap pulling is the most dangerous task, followed by fish sorting 33.8 %, and trap dropping 9.1 %. As for the main items requested by fishermen for improving the trap winding device, 36.8 % indicated a method to easily lift the trap from the water to the work deck, and 31.6 % indicated a method to overcome the rope tension and prevent slip when pulling the trap to reduce the accidents. The small trap fishing vessel winding device proposed herein can increase the winding force by strengthening the rope contact area and friction coefficient via an appropriate contact angle between the driving roller of the winding device and the rope. When the contact angles between the driving roller and the rope are 1°, 5°, 9°, 14° and 19°, the rope tension showed a difference according to each contact angle. When the contact angle is 9°, the rope tension is the highest at 392.62 kgf. Based on these experimental results, a prototype winding device is manufactured, and 25 traps are installed on a rope with a total length of 100 m at 4 m intervals in the sea, and then the rope tension is measured during trap pulling. As a result, the rope tension increases rapidly at the initial stage of trap pulling and shows the highest value of 31.89 kgf, which subsequently decreases significantly. Therefore, it is appropriate to design the winding force of a small trap fishing vessel winding device based on the maximum tension value of the rope specified at the beginning of the trap pulling operation.

On the Tuna Schools Associated with the Drift Objects or Animals in the Western Equatorial Pacific Waters (태평양 서부 적도해역에서 부류물체나 동물과 함께 발견된 다랑어 어군에 관하여)

  • From the four tuna purse seiners operating in the western equatorial Pacific waters 370 tuna schools were sampled on attribute of the school, fishing operation of purse seine sit and catch. The data were tabulated and subjected to the statistical tests of independency on the associated object and availability of the school, and catch per set of purse seine fishery as well. The resultant inferences are as follows. 1. Most frequent attributes of the tuna schools found on the surface are associated with sea birds, bait fishes and the flotsams. 2. In fishing operations of purse seine sets on the flotsam-associated schools, the settings were more frequently performed at dawn than in day-time. In fishing operations on the sea-birds-associated schools, the siftings were more frequent in day-time than at dawn. 3. From the flotsam-associated schools the successful sets were significantly more frequent. 4. In the fishing operations of purse seine sets, some of the flotsam-associated schools were subjected to the supplementary sets in success to the initial sets until the schools were consummated. 5. The fish-attracting effect of the flotsam is correlated with structure of the flotsam, but not with length of the flotsam. The flotsams, which tend to attract large tuna schools are the complicated-structure flotsams, i, e. driftwoods with roots or branches or with both of them, otherwise a bunch of uprooted bamboo shrubs, while a log without roots and branches tend to be an attractant inferior to the flotsam of complicated structure.

The Actual Conditions of the Management of the Factory Ship GAECHEOG (공모선(工母船) 개척호(開拓號)의 운용(運用)에 관한 실태(實態) 분석(分析))

  • This thesis is studied by means of operation diary of the factory ship GAECHEOG in the Sea of Okhotsk and the Sea of Bering from Jul. 1993 to Dec. 1996, We summarize these results as follows : 1. The factory ship GAECHEOG equipped trawl winch able to haul raw fish 700M/T per day and cargo winch able to unload manufactured goods 900M/T. The crews consist of 290~330 persons. 2. Factory machineries equipped surimi making plant able to process about 150M/T per day and fish meal plant able to manufacture about 70M/T per day. 3. The fishing ground from June to Nov. was the western Bering sea lying in the eastern Kamchaka peninsula and from Dec. to May, the fishing period to gather roe of a Pollack, was the Sea of Ohotsk lying in the western Kamchaka peninsula. 4. The buying catch of fish per each voyage from Dec. to May, the fishing period gathering Pollack-roe, was about 17,000~33,000M/T and from Jul. to Oct., the fishing period gathering non Pollack-roe, was about 10,000~21,000 M/T. 5. Raw fish was the most about 33,000M/T of the 2nd voyage in 1994 and was the least about 8,300M/T of the 1st voyage in 1993. Other voyages were about 13,000~18,000M/T. 6. The Pollack buying from Jul. to Nov. in the Bering sea was 5~7 fishes for one row in pan and body length about 40~50cm, and from Dec. to May in the Sea of Ohotsk was 6~8 fishes for one row in pan and body length about 37~45cm. 7. Surimi production in the 2nd voyage in 1994 was the most about 7,300 M/T, in the 1st voyage in 1993 was the least 1,900M/T and in other voyages was about 2,500~3,800M/T. The extraction rate of surimi goods for raw fish was about 17.4~26.5%. 8. Fish meal production in the 2nd voyage in 1994 was the most about 2,300 M/T, in the 1st voyage in 1993 was the least about 780M/T and in other voyages was about 1,100~1,700M/T. The extraction rate of fish meal goods for raw fish was about 7.3~10.7%. 9. Pollack-roe production was very much from Jan. to Apr. and was about 380~700M/T per each voyage. The extraction rate of Pollack-roe for raw fish was about 1.2~4.9%.
