  • The ocean is very important to mankind for its infinite value in resource storage and utilization. In shallow coastal waters, landfill as well as pollution damage occurs frequently for the promotion of important public and private projects that are the driving forces of national development. In this case, compensation paid for the loss or damage of fishing rights acquired by the fishing community shall be distributed to each individual of the fishing community in accordance with the appropriate balance. In reality, as fishing communities in different sectors coexist, the voting rights of the general meeting of fishing communities are ignored as a minority, and the demand for the rights is ignored by the majority. Many other industries receive fish compensation, even though they have not suffered much damage. As a result serious conflicts between the individuals of the fishing community have caused social problems. Therefore, similar cases are investigated and analyzed to provide a reasonable solution.

The housing problems of rural and fishing villages should be resolved not through supply to meet demand but by beginning with providing the ways to attain mutual interaction through the program that recognizes housing as merit goods to maintain the regional communities This research examines more minutely the problems caused by poor housing conditions of rural and fishing villages and attempts to present rural and fishing village type community living home as an alternative through regeneration. The results of this research are as follows. First, the administrative support system should be built to support the community living home in its beginning, process, completion, and even post management. Second, education for reinforcing capabilities to help understand the community living home should continually conducted on the occupants, villagers, and related organizations. Third, in order to expand the community living home, research and development should be made so that the zero-energy house, the alternative energy utilizing house, etc. can be widely used. • Efforts to prevent IUU fishing began in 1996 as the IUU Antarctic Marine Living Resources Conservation Committee reported the multilateral efforts of the international community and related international organizations to prevent IUU fishing. Korea has recently been pointed out by the international community as to many problems regarding its will to eradicate IUU fishing. It is true that Korea has ever been designated as an 'IUU participating country' or a 'non-cooperative third country' by the international community and that there have been considerable difficulties in exporting seafood and using ports along with the deterioration of the national image. In 2020, with the efforts of related organizations and fisheries companies, Korea is now free from being known as a that Korea has recovered some degrees of trust from the international community through strengthening legal sanctions against IUU fishing and thorough implementation of follow-up measures is now free from non-cooperating country it cannot be said that the basic problems have been completely resolved just because it has emerged as a disgraceful country, and the current state of IUU fishing of Korea leaves a room for designation as a 'non-cooperative third country' again at any time in the future. Accordingly, there is an urgent need to examine the problems of the IUU fishing-related legal system in Korea and to come up with an improvement plan. Therefore, this paper reviews international norms for IUU fishing regulation (PSMA etc.) and domestic laws with the Distant Water Fisheries Development Act and Propose the improvement methods for related legal systems in Korea.

  • Fisheries policies are diversifying, including welfare programs for fishermen, revitalization of earfish and villages, and support for the sixth industrialization of fishing villages. In response to these policy changes, the purpose of this study is to categorize the fishing village fraternity, which is a local community, a fishery production organization, and a basic unit of a fishing village, and compares the characteristics of each type A number of indicators were selected by collecting data on the Categorization and evaluation of fishing villages fraternity and the statistical geographic information service. A number of indicators were extracted as representative factor variables using the principal component analysis, and then cluster analysis was performed to categorize the fishing village fraternity. This study was the first to attempt a comprehensive approach to revitalize the fishing village economy by using not only demographic and social characteristics, industrial and economic characteristics, but also regional characteristics. The characteristics of each type of fishing village fraternity find its significance in that it provides basic information that can be used in policy decisions. In order to strengthen the sustainability of the fishing community in the future and contribute to the sustainable development at the national level, the development of sustainable fishing village fraternity development indicators and follow-up studies on fishing village regeneration strategies will be needed.

  • The Ministry of Maritime Affairs and Fisheries has been promoting the 'Fishing Village Specialization Capacity Enhancement Project' to pursue sustainable development of villages such as income generation by using local tangible and intangible resources led by local residents at the village level since 2013. For the fishing village-Specialization capacity enhancement project, six training sessions (mainly in the village unit) are selected by the public offering method, and the project (income generating business, village development project, etc.) is developed for the selected village residents. It has a process of establishing a village project plan (a preliminary plan for village development or a sixth preliminary industrialization plan) based on the training of experts 5 times, practice or excursion 1 time). In this study, four villages in Gangwon-do fishing villages (two coastal villages and two inland water villages) were surveyed on the perception and satisfaction of fishing village development projects before and after training. The survey analysis was conducted by dividing the analysis of resident capacity and satisfaction into personal, interpersonal, and social dimensions. The survey was conducted by distributing a survey before and after training, and a 1:1 survey was conducted according to the residents' cognitive status. Based on the survey, factor analysis, reliability analysis, and analysis using the corresponding sample t-test showed an increase of 0.02 for Yangyang Mulchi fishing village, 0.11 for Samcheok Jangho fishing village, and 0.36 for Hongcheon River fishing industry, but Yanggu Jinmok fishing industry was -0.29, unlike other regions. As a result of this analysis, it has been empirically proven that provision of training projects through resident participation is a very important factor for the success of the fishing village project. Therefore, rather than fostering local leaders, training and community activities to strengthen personal capacities of residents participating in the project, it is necessary to operate the software business with a focus.
