A Study on Maritime Digital Forensic with Necessity (해상 디지털 포렌식의 필요성에 대한 연구)

  • Marine accidents show various causes and effects in Korea where 3 sides of the country are surrounded by the ocean. Every year, 600 to 700 marine accidents occur mostly by small fishing boats. There are repeated accidents which involve crashes of coastal ships with fishing boats, which produce casualties and massive environmental hazard and the need for underwater search for shipwrecks. From the beginning of 21st century, the decrease of large ships with large number of crews led to the emergence of digitalvessels and the digital data storage of the installed equipments on the vessels, marine digital forensic - the extraction and analysis of the stored digital data within digital vessels - became necessary. This article is intended to suggest marine digital forensics as a solution of collecting evidence for discovering the causes, liabilities and compensations of marine accidents.

  • To take advantage of electric propulsion, several large vessel kinds, namely, cruise vessels, icebreakers, drill ships, and warships, have been generally designed with Integrated Power System (IPS). Although most of these vessels have adopted AC distribution IPS, DC distribution IPS ships have recently emerged as a new promising technology thanks to the availability of the products related to the DC distribution system, in which the system's major advantages over AC distribution are reduced weight and fuel consumption. This paper presents the comparison results of a 10-t class fishing boat for the AC distribution and DC distribution cases. By replacing AC distribution system with DC distribution, 31-41% reduction in the weight of the electrical equipment weight and 20-25% reduction in the fuel consumption are expected.

Mechanical Behaviour of GFRP Composites according to Alumina Powder Impregnation Ratios in Resin (알루미나 분말 혼합 비율에 따른 GFRP의 기계적 강도 특성)

  • Small fishing vessels are manufactured using FRP. Various studies have been conducted to increase the strength of the composite material by mixing alumina powder with resin. Tensile tests and flexural strength tests are conducted to examine the effect of alumina powder on the strength of GFRP. In the current study, resin/alumina composites at different alumina contents (i.e., 0, 1, 5, and 10 vol%) have been prepared. The physical and mechanical properties of the prepared composites have been investigated. From the results, the tensile strength of the specimen with alumina powder mixed in at 10% shows the highest value of 155.66 MPa. The tensile strength of the specimen mixed with alumina powder increases with the amount of alumina powder impregnated. In the flexural strength test, the flexural strength of neat resin without alumina powder has a highest value of 257.7 MPa. The flexural modulus of ALMix-5 has a highest value of 12.06 GPa. Barcol hardness of ALMix-10 has a highest value of 51. We show that alumina powder leads to decreasing cracks on the surface and decreasing length area of delamination.

Analyzing the Dynamic Productive Efficiency of Large Purse Seine Fishery in Korea (대형선망어업의 동태적 생산효율성 분석)

  • This study is aimed to estimate a dynamic productive efficiency by vessel of large purse seine fishery and analyze changes of them over times using a window/DEA method. In addition, based on estimation results, it aims to suggest production management implications for an viable development of fisheries. Results indicated that an annual efficiency change of large purse seine fishery was estimated at 0.77 for 2007~2008, 0.83 for 2008~2009, and 0.77 for 2009~2010, showing a decreasing trend. As returns on sales of vessels of large purse seine fishery showed a decreasing trend, the degree of efficiency of a vessel might be closely related to the fishing profitability. The Window/DEA method was used in this study to estimate the efficiencies of vessels for large purse seine fishery. This method is well known and widely used to analyze the dynamic efficiency and it can provide useful implications for management of input factors. As a limitation of this study, it was not able to provide detailed management ways to reduce inefficiencies. However, they can be investigated with data on managerial factor, human factor, distribution factors as a future study.

An Analysis of Future Ship Operation System under the e-navigation Environment

  • It is clearly understood that e-navigation is beneficial to prevent collision and grounding of ships. The purpose of this study is to define and present a future ship operation system under the e-navigation environment in order to provide clear direction for the design of Korean e-navigation system. The future ship operation system consists of shipboard navigational system, shore supporting system and maritime communication system. To achieve the objectives of this study, the ship operation system was discussed separately into SOLAS ships and non-SOLAS ships in this study. In SOLAS ships, mariners become a system manager, choosing system presets, interpreting system output, and monitoring vessel response. In small ships and fishing vessels, mariners may enjoy their navigation by using the automatic tracking of ship's position on the portable electronic chart display. The improved bridge design, integrated and harmonized navigational system and single window reporting will reduce significantly the administrative and physical workload of mariners. Mariners can concentrate their attention more on navigational duty under the e-navigation environment. To build an effective Korean e-navigation system, the essential navigational functions and e-navigation services for small ships and fishing vessels must be identified and developed taking into account user needs.

A study on the turning-motion of T/S SAEBADA in shallow water (실습선 새바다호의 천수역 선회운동에 관한 연구)

  • The authors has predicted the maneuvering characteristics of a fishing vessel in deep water using Kijima's empirical formula in a previous study. Since the Kijima's empirical formula was developed by a regression analysis of merchant vessels which have dimensions ($C_b$, L/B, etc.) that are different from those of fishing vessels, it was possible to make a prediction approximately even with inaccurate estimation. In this study, the authors estimated the turning-motion characteristics of a model ship of fisheries training ship in shallow water based on the results of its previous study. The turning-motion characteristics of the model ship in shallow water was found out through quantitative analysis according to the water depth to ship draft ratio (H/d). In conclusion, the turning-motion characteristics of the model ship had significant changes immediately after an H/d 1.5, and this result will be helpful for sailing in shallow water.

Basic research on small ship test bed design for equipment demonstration (기자재 실증을 위한 소형선박 테스트베드 설계에 대한 기초연구)

  • The sea-communication fishing equipment installed on small vessels such as offshore fishing vessels is highly dependent on foreign products due to its high dependence on foreign products. From the perspective of domestication, the development of localization at the overseas level is underway, and we intend to demonstrate it by creating a dedicated testbed in order to secure track records. In this paper, we wanted to derive the testbed shape and design method through basic research for the design of the testbed.

Catch state of demersal fish resources at the coastal waters off Goheung (고흥 연안 저서 어족자원의 어획실태)

  • The purpose of this study was to identify the state of demersal fish resource catch by small trawlers, which live in the southern waters off Goheung. We investigated the results of catch of sample fishing vessels, and performed fishing experiments using the actual fishing operation vessels from early November in 2002 till end of October in 2003. The daily amount of catch per vessel of the 35 small trawlers selected as sample vessels was the highest in summer seasons(June and July) as 70kg and the lowest in winter seasons(January and February) as 45kg and Octopus minor occupied as 17 to 30kg nearly 30% of the total catch. Additionally the catch of Octopus minor per vessel, per dragging hour ranges 3 to 6kg, which is the highest in March and June and the low in January to February, April to May and September. In the fishing experiments using small trawler, during the study period, a total of 75 fish species were collected. The number of individuals by species consisted 58.2% in Shrimps, 17.8% in Fish, 2.3% in Cephalopod. Of these, Parapenaeopsis tenella was the highest in 29.2%, Squilla oratoria and Crangon hakodatel was 14.6% respectively and Octopus minor was 0.2% of the total number of individuals. As far as the appearance number of individuals by month was concerned, February was the highest and then May, April and June followed in order, and October showed the lowest. Additionally the monthly catch per dragging was the lowest in December to January as 20kg and the highest in July as 160kg. Specially, Octopus minor was caught throughout the year regardless of season and the catch was the highest at the period from March to June. When looking into the body mean length of dominant fishes caught, we could observe the followings; Trachurus japonicus 8.9cm, Cynoglossus robustus 10.8cm, Muraenesox cinereus 15.3cm, Setipinna taty 10.3cm, Amblchaeturichfhys hexanema 9.3 cm and Collichthys niveatus 8.9cm, most of which were in their immaturity when they were caught.

A Study on the Application of Hybrid Propulsion System for Fishing Vessels (어선용 복합 추진시스템 적용을 위한 연구)

  • The International Maritime Organization is at the forefront of strengthening gas emission regulations for ships globally. The Korean government needs to apply measures to reduce emissions, such as setting a basic roadmap for greenhouse gas reduction. In addition, there is an urgent need to introduce a new efficient propulsion system that can reduce gas emissions. This includes applications to fishing vessels, which account for 90.6% of the greenhouse gas emissions from ships sailing along domestic coasts. In this study, an electric-combined propulsion system applicable to domestic coastal fishing vessels was developed. The target ship to which the electric-combined propulsion system could be applied was selected. A simulation system was constructed using MATLAB/Simulink to compare the expected fuel consumption when applying the developed complex electric propulsion system to the propulsion system mounted on the selected target fishing vessel. Through simulations, the differences in fuel consumption between the mechanical propulsion system and the electric hybrid propulsion system (both when charging and not charging the battery on land) were confirmed. The results show that fuel consumption can be decreased by approximately 13% and 16% when applying the electric-combined propulsion system.

Regulatory Reform Proposals for the Korean Deep Sea Fishing Industry (원양어업(遠洋漁業)에 대한 정부규제(政府規制)의 개선방안(改善方案))

  • The basic purpose behind the Korean government's policy toward the Korean deep sea fishing industry is to limit growth of the industry. Therefore, the regulations on the industry are generally restrictive and interventionist. The policy is intended to maintain high domestic fish prices in order to protect the domestic coastal fishing industry. Some regulations have also been introduced to maintain "industrial order." Each fishing vessel must obtain a government permit for operation. The permit specifies the kind of fish it can catch, the area of sea in which it can operate, and the port at which it can unload its catches. The number of permits government issues each year is based on the estimates of the demand increase calculated by government officials, and the government traditionally has been fairly conservative in its estimation, reflecting its concern for fish price stabilization, which actually implies a gradual increase of the prices. There is also a restriction on importing vessels from abroad. This regulation is intended to protect the domestic shipbuilding industry. However, this regulation has resulted in an unusually high average age of Korean fishing vessels, causing fishing costs to rise. These regulations and the inflexible response of the regulators to changing circumstances have resulted in many problems: i) high domestic fish prices, which are, to some extent deliberately, inflated to three or four times the level of international prices, resulting in huge consumer welfare losses; ii) over-exploitation of coastal fish resources; iii) provision of a hospitable environment for inefficient firms to survive, which is especially evident from the fact that, despite the high fish prices in Korea, most of the firms in the industry do not enjoy high profitability. It also must be pointed out that the actual beneficiaries of the high fish prices are the large operators, who are protected from competition and provide most of the fish for domestic consumption, rather than the low-income fishing households and small coastal operators whom the policy was originally designed to help. This study proposes a set of regulatory reforms and policy changes which could Promote competition and equity within the industry and allow firms to reduce costs and increase productivity. Such changes can make the industry more efficient and internationally competitive. Major proposals are, among others: minimization of bureaucratic discretion in issuing fishing permits and maintaining transparency in the governments' decision-making processes; reduction of the government permit specifications and simplification of the operational categories within the industry; and removal of the restrictions on importing foreign fishing vessels.
