한국 오징어 채낚기의 기존 녹색 낚시와 은백색 낚시의 어획성능 비교 (Comparison of the catch performance between traditional green jig and silver-white jig of squid jigging in Korea)

  • The catch performance of the silver-white jig for automatic jigging machine, developed to improve the effectiveness of LED fishing lamp in catching squid, was compared to that of the conventional green jig. The vessels used in this investigation were Haesong-ho (A-vessel), a training vessel of Gangwon State University and Haengbok-ho (B-vessel), a commercial fishing boat. In the case of the A-vessel, five to eight automatic jigging machines were used in the fishing operation with a 31.3 kW LED fishing lamp in summer. As for the B-vessel, fourteen automatic jigging machines were used with a 43.2 kW LED fishing lamp in autumn and winter. The results showed that the catch performance of the silver-white jig was similar to that of the green jig in the case of the A-vessel (p>0.05). However, in the case of the B-vessel, the catch performance of the silver-white jig was superior to that of the green jig in both winter (p<0.05) and autumn (P<0.001). Based on the catch performance results regarding the B-vessel in autumn, it is expected that the annual income increase that can be earned by using the silver-white jig will be KRW 26,385,000.

남서대서양 아르헨티나 짧은지느러미오징어(Illex argentinus)의 어획변동 (Catch Variations of Argentine Shortfin Squid Illex argentinus in the Southwest Atlantic)

  • The spatial and temporal catch variations of Argentine shortfin squid Illex argentinus in the Southwest Atlantic Ocean (SWA) were analyzed using Korean squid-jigging fishery data collected through electronic reporting system (ERS) from 2016 to 2020. The ERS linked with GPS has been implemented for collecting fishing data from all Korean fishing vessels operating in international waters since November 2015. The fishing period of the Korean squid-jigging fishery in the SWA runs from early summer to autumn (December to June) in the Southern Hemisphere. The fishing ground was extended from 42°S to 48°S along the Patagonian continental shelf and slope, and the main fishing ground was formed around the Falkland Islands. The yearly catch per unit effort (CPUE) of I. argentinus fluctuated between 1.69 and 7.53 tons/day. In this study, during the fishing season, a south and westward shift on the fishing ground was observed indicating the feeding migration of the south Patagonian stock. The shift in monthly fishing centroids differed according to fishing season. The gradual southward shifts of fishing centroids were observed in the catch years (2017 and 2018), whereas unapparent shifts in fishing centroids were observed in the low catch years (2016 and 2019).

실습선에 의한 LED 집어등의 오징어 어획성능 (Fishing efficiency of LED fishing lamp for squid Todarodes pacificus by training ship)

  • This study surveyed the fishing efficiency for Japanese common squid based on improvements made to LED fishing lamps by utilizing the training ship of Gangwon Provincial College. The training ship, Haesong-ho (24 tons), was equipped with seventy-two 150W electric power LED fishing lamps (10.8kW), and their fishing efficiency and fuel consumption level were surveyed for a total of ten times during the period between June 15, 2009 and July 27, 2009. In addition, the training ship was equipped with seventy-one 300W electric power LED fishing lamps (21.3kW) and their fishing efficiency and fuel consumption level were surveyed for a total of five times during the period between January 17, 2010 and August 4, 2010. In order to compare the fishing efficiency of LED fishing lamps, the catch of another fishing vessel equipped with Metal Halide (MH) fishing lamps of 120kW for the same period and at the same fishing grounds. The fuel consumption levels during the fishing operation of Haesong-ho was about 1,047.7 liters which was approximately 19.9% of the total fuel consumption level of 5,262.6 liters, and the fuel consumption level per operation hour was on average 9.2 liters. The number of Japanese common squid caught by the LED fishing lamp-equipped fishing vessel ranged from 12 to 1,640 squid for each fishing trial and the average quantity was 652. The number of Japanese common squid caught by the MH fishing lamp-equipped 10 fishing vessels ranged from 40 to 4,800 squid and the average quantity was 2,055. The fishing of Japanese common squid was done by the use of hand lines and an automatic jigging machine. The number of Japanese common squid caught per hand line and a single roller of the automatic jigging machine was in the proportion of 50.8% to 49.2% with respect to the LED fishing lamp-equipped fishing vessel. However, the number of Japanese common squid caught per hand line and a single roller of the automatic jigging machine was in the proportion of 86.4% to 13.6% with respect to the MH fishing lamp-equipped fishing vessel where most of the catch was made by hand lines. On the other hand, in comparing the number of Japanese common squid caught per automatic jigging machine, the number of squid caught by the LED fishing lamp-equipped fishing vessel was about the same or greater than the number of squid caught by the MH fishing lamp-equipped fishing vessel.

한국 연근해 불법어업의 지도 단속 실태 (Actual Results on the Control of Illegal Fishing in Adjacent Sea Area of Korea)

  • 한국 연근해 불법어업의 단속에 관한 법적규정과 그 체제 및 절차를 검토하고, 해양수산부 어업지도선이 1994년부터 1996년까지 수행한 불법어업자 처리상황대장을 토대로 하여 불법어업이 많은 시기, 어장, 어업의 종류, 경영자의 주소지, 범칙 사항 등에 관하여 분석한 결과를 요약하면 다음과 같다. 1. 해양수산부 어업지도선은 불법어업 지도 단속을 위하여 1994년에는 17척이 총 292회, 2,726일간 출동하여 총 826건을 단속하였으며, 1995년에는 18척이 총 333회, 3,060일간 출동하여 총 1,086건을 단속하고, 1996년에는 19척이 총 330회, 3,126일간 출동하여 총 933건을 단속하였다. 2. 불법어업의 어업시기별 단속건수는 대체적으로 4월부터 9월까지의 시기에 집중적으로 많이 단속되었으나 1994년에 비하여 1995년, 1996년으로 갈수록 이 시기 이외의 다른 시기에도 많이 단속되는 등 그 단속건수가 연중 단속체제로 분산된 경향이었다. 3. 불법어업이 첫 번째로 가장 많이 단속된 해역은 충무항 근해의 남해 중부해역으로서 1994년과 1995년에 전체 단속건수의 약 36%를 차지하던 것이 1996년에는 약 51%로 증가하였고, 두 번째로 많은 것은 여수항 근해의 남해 서부해역으로서 1994년에 약 18%이던 것이 1995년에는 약 27%, 1996년에는 약 24%를 차지하였으며, 세 번째는 부산항 근해의 남해 동부해역으로서 1994년에 약 23%이던 것이 1995년에 약 18%, 1996년에 약 13%로 점점 감소하는 경향이었다. 4. 불법어업의 업종별 단속건수는 소형기선저인망어업이 가장 많은 업종으로서 1994년에 전체 단속건수의 약 81%, 1995년에 약 82%, 1996년에 약 95%를 차지하는 등 해를 거듭할수록 증가하였으며, 다음으로는 중형기선저인망으로서 1994년과 1995년에 각각 약 7%를 차지하고, 1996년에는 약 4%로 다소 감소하였고, 근해트롤은 1994년에 약 4%, 1995년에 약 2%, 1996년에 약 2%를 차지하는 등 점점 감소하는 경향이었다. 5. 불법어업의 경영자 주소지별 단속건수는 부산시가 첫 번째로 가장 많은 주소지로서 1994년에 전체 단속건수의 약 51%, 1995년에 약 41%, 1996년에 약 33%를 차지하는 등, 점점 감소하였고, 두 번째는 전납으로서 1994년에 약 24%, 1995년과 1996년에 각각 약 29%로 답보상태이며, 세 번째는 경남으로서 1994년에 약 16%였던 것이 1995년에 약 20%, 1996년에 약 35%를 차지하는 등 점점 증가하는 경향이었다. 6. 불법어업의 범칙 사항별 단속건수는 수산업법 제 57조에서 규정한 무면허, 무허가, 무신고 어업이 가장 많으며, 전체 단속건수의 약 56~64%를 차지하고, 두 번째는 수산자원 보호령 제23조에서 규정한 어선 어구의 제한 또는 금지를 위반한 어업으로서 전체 단속건수의 약 21~36%를 차지하였으며, 이상의 경우는 모두 그 단속건수가 증가하였다. 7. 신해양질서에 따른 배타적 경제수역(EEZ)선정 및 총어획허용량(TAC)제도에 능동적으로 대처하기 위하여, 첫째는 불법어업의 지도 단속체계와 기능을 강화하여 강력한 단속을 실시하고, 둘째는 불법어업자에 대한 처벌을 강화함과 동시에 지원사업에서 배제하는 경제적 불이익을 받도록 하며, 셋째는 정부의 강력한 불법어업의 근절의지와 지도 계몽으로 어업인들이 자율적으로 불법어업을 근절하려는 캠페인을 확산해 가야할 필요가 있다. 8. 최근 3개년간 수산해양부 어업지도선의 불법어업 지도 단속실적을 분석한 결과에 따라 불법어업이 많은 시기, 해역, 업종, 경영자의 주소지, 범칙 사항별로 불법어업의 근절을 위해 해상은 물론이고 육상에서도 관계기관이 연계하여 입체적인 지도 단속을 실시할 필요가 있다.

소형 선박을 이용한 기름방제용 스위핑 암 시스템 개발에 관한 연구 (A Study on the Development of Sweeping Arm System for Oil Recovery by Small Vessel)

  • 해양유류오염사고가 발생한 경우에 필요한 모든 방제자원을 사전에 확보하고 사고에 대응하는 것이 가장 효과적이지만 현실적으로는 한계가 있는 실정이다. 그러므로 대규모 유류오염사고에 대비하여 유류오염으로 피해를 입게 되는 오염지역의 어선을 활용하는 방안이 중요한 대안이 될 수 있다. 미국 등 선진국에서도 지역 어선을 이용한 임시방제정 프로그램이 개발되어 운영되고 있는 사례를 찾아볼 수 있다. 본 연구는 국내 소형어선에 적합한 기름방제용 스위핑 암 시스템을 검토하였다. 모델로 선정된 소형 선박은 연안유자망어선 및 연안복합어선으로 2.5~3.5톤, 길이 8~9 m, 폭 2.5~2.8 m, 마력 200~250 HP, 선질 FRP인 어선이다. 개발된 장치는 모델 선박에 간편하게 장착할 수 있고 이동이 가능한 구조로 설계되었다. 조립 및 분해를 쉽게 하기위해 각 부품의 무게를 10 kg 이하로 구성함으로써 현장 실용성을 높였다.

ES모델을 통한 광양항 교통안전특정해역의 항로운영과 안전성 향상에 관한 연구 (A Study on the Route Operation & Safety Improvement in Gwangyang Traffic Safety Designated Area Based on ES Model)

  • 광양만 교통안전특정해역은 3개 항로(입항항로, 출항항로, 깊은수심항로)로 구분되어 있으나 입항항로에 삼여 암초와 인공어초의 부설로 선박들이 이 항로를 이용하지 못하고 있다. 삼여 암초와 인공어초 제거에 대한 문제점은 선박운항자뿐만 아니라 항만관계자를 통해 지속적으로 제기되어 왔다. 이 연구는 특정해역 내에 있는 삼여 암초를 제거 전과 후에 대한 안전성 평가 및 항로운영방안에 대한 것으로 선박운항자 위험도 기반 모델을 이용한 해상교통류 시뮬레이션을 수행하였다. 실험결과, 장래의 선박교통량이 현재와 같고 2개 항로를 3개 항로로 운영한다고 가정할 때, 46.4 %(50,000 DWT 이상 선박은 깊은수심항로를 이용)와 57.1 %(10,000 DWT 이상 선박은 깊은수심항로를 이용) 위험 감소 효과가 있는 것으로 나타났다. 또한 교통량이 현재와 같은 상황에서는 50,000 DWT 이상 선박을 깊은수심항로로 통항하게 하는 것이 위험도 분산 측면에서 효과적임을 알 수 있었다. 한편 선박교통량이 현재보다 1.5배 증가한 상황에서는 10,000 DWT 이상 선박을 깊은수심항로로 유도하는 것이 더 효과적이었다. 이 연구는 선박운항자 위험도 기반 모델을 이용한 분석 결과로, 삼여 암초와 인공어초 제거 등에 필요한 비용 대비 효과를 검토한 것이 아님을 밟혀둔다. 본 연구의 결과는 삼여 암초 제거 후 항로 설정과 항로 운영 방안(특히 깊은수심항로 통항선박 제한) 등에 활용이 가능할 것으로 기대된다.

한중 어업질서의 진단 및 양국 어업관계의 개선 방향 (A Study on the transition of Korean-China Fisheries Agreement and improvement of fisheries-relation issues between two countries)

  • This study is to focus on the status of implementation of bilateral-fishery order based on the Korea-China fisheries agreement and aims to improve fisheries relationship between two countries. Korea-China Fisheries Agreement entered into force in 2001, and serves as a basic framework of the bilateral fisheries order. However, the fishing order between Korea and China has the following limitations. First, it is standstill of joint response for a practical resource management. Second, there are still gaps between the quotas of mutual accord fishing and fishing operation work performance. Third, China's illegal fishing is taking place consistently. Fourth, the effective cooperation between two countries in fisheries is not carried out. Finally, the Korea has faced difficult situations to adhere to a balanced position in the fishery negotiations due to conflicting positions on China and Japan. In order to solve these problems, the fishing order between Korea and China will be able to maintain the competitiveness of Korean fishery sector by reinforcing Korea's fishing sovereignty, Korea and China, based on trust and cooperation, will make efforts to improve bilateral fisheries relations to maximize mutual benefit in fishery sector. Specifically, first, the two countries should strengthen the resources management based on the scientific research and the improvement of imbalance of the mutual agreed fishing in EEZ. Second, Korea has to achieve our targeted performance of fishing operation and establish a joint resources management system between two countries in the provisional measure zone. Third, Korea should implement to collect fisheries information about China fishing vessels which are operating in the EEZ of Korea. Finally, Korea and China should be building up effective governance framework for the establishment of fishing order.

근해오징어채낚기어업에서 어로기술발달에 따른 어획성능지수 변동 (Change of fishing power index by technological development in the offshore squid jigging fishery)

  • Squid is one of the important fisheries resources in Korea. Therefore, squid has been designated and managed as a target species of total allowable catch (TAC) since 2007, but the catch amount is gradually decreasing. The analysis was conducted to identify the change of relative fishing power index to develop the vessel and gear technology that may have improved the fishing efficiency of the offshore squid jigging fishery from 1960s to 2010s. Gross tonnage per fishing vessel increased with the increase in size until 1990, but then gradually decreased to 41.0 tons in 2000 and 37.1 tons in 2010. The illuminating power (energy consumption) by fishing lamps increased to 180 kW in 2005 and stabilized to 120 kW in 2015. Jigging machine started to be supplied to fishing vessels from the early 1970s, and fish finders began to be supplied in the early 1980s and gradually increased. Therefore, the relative fishing power index in the offshore squid jigging fishery increased from 1.0 in 1980 to 1.1 in 1990, to 3.5 in 2000 and to 2.5 in 2010, but the increment rate slowed down gradually. The results are expected to contribute to reasonable fisheries stock management.

강릉시 연안 문어어업에 관한 연구- I - 통발어업 - (Octopus fisheries in the coastal waters of Gangneung - I - Pot fishery -)

  • In order to study the catch situation of the octopus pot fishery in the coastal waters of Gangneung, catch quantities and weight per month and depth, the soaking time & loss of fishing gear were studied based on 62 fishing times (1 set consisted of 150 pots which is equivalent to 1 fishing time) over a period of 10 months from February to December 2003 using commercial fishing vessels and training ships. The monthly CPUE was generally high in the months of june - September, and during this period July showed the highest quantity (134g/pot, 19.21kg/haul). In consideration of the fact that octopus below the weight of 2kg is protected in foreign countries, the majority of the catch was small with 76% (486 octopuses) below 1kg. The octopus catch quantity was high in depth of more than 40m, and the average catch number per set of pots in depths of over 50m was the highest with 13 octopuses. CPUE(g/pot) was the highest at a depth of over 60m recording 101. In terms of catch quantity per soaking time (4-18 days) the highest was on the 7th day, and 13-18 days also recorded high catches, and this suggests the possibility of ghost - fishing with the loss of fishing gear. Loss of fishing gear was the highest in terms of loss frequency and amount at depths of 20-30m. Consequently, it seems that octopus pot fishing at depths of more than 30m would relieve friction with other types of fishing and increase fishing efficiency.

근해통발조업의 안전향상 및 어로장비 개발을 위한 요인분석 (The analysis of questionnaire survey to develop advanced fishing gear and to improve safe fishing procedure for offshore pot fishery)

  • In this study, factors such as improvement of a fishing process and safety, reduction of the labor force and headcount and development of the automation technology for offshore (eel and crab) pot fishing vessels were analyzed. A questionnaire survey was conducted to analyze and select the key factors using independent/paired sample t-test and correlation analysis, and a living lab was operated with ship owners, skippers and experts to discuss practical needs of the site. From the result of questionnaire survey and field requirements, it was possible to understand the level of awareness of ship safety, general safety equipment, fishing work process and fishing safety equipment from the point of view of the field. In addition, there were differences in the measurement results of each items because the working environment and experience were different according to the position of the ship owner and the skipper. The results of the questionnaire survey and various perceptions of field stakeholders were reflected when analyzing the fishing system and fishing process to choose the development equipment applicable to the field. From the analysis results, the selected development equipment based on the fishing equipment and process currently in operation are pot washing device, catch separation and fish hold injection device, length limit regulations and bait ejection device after use, automatic main line winding device, bait crusher, automatic (crab) pot hauling separator and so on.
