내항성능 기반 10톤 미만 어선의 해양활동 기준 마련 기초 연구(I) (Basic Study to Establish Marine Activity Criteria Based on the Seakeeping Performance of Less Than 10-tons Fishing Vessels(I))

  • 본 연구는 10톤 미만 어선의 내항성능 기반의 해양활동 기준 마련을 위한 기초 연구이다. 10톤 미만의 어선은 우리나라 등록어선의 약 95%를 차지하고 있고 항해, 조업 등의 해양활동 중에 사고와 인명손실도 많이 발생하고 있다. 이에 따라 해양수산부에서는 어선 출항통제기준을 정하여 풍랑주의보 발효 시 어선의 운항을 제한하고 있지만 선박톤급과 파고에 따른 기준 없이 동일하게 적용하고 있어 해양활동 시 파고에 의한 선박의 동요에 많은 차이가 있을 수 있다. 파고에 의한 선박의 동요는 승선감 및 장비의 성능을 떨어뜨려 해양사고의 요인이 될 수 있으므로 항해, 조업 등 안전한 해양활동 확보를 위해서 파랑 중 내항성능 검토가 필요하다. 하지만 어선에 대한 내항성능 기반 기준 마련 검토는 부족한 실정이다. 이에 따라 우리나라 연안조업어선 10톤급(G/T 9.77톤) 어선을 대상으로 내항성능을 평가하였고 설정된 내항성능 평가 기준의 Operation과 Survival 기준을 적용하여 유의파고와 선속에 따른 해양활동 충족 정도를 해석하였다. 해석 결과 횡동요는 유의파고 0.4m부터 Operation 기준을 초과하였고 유의파고 2.2m부터 Survival 기준을 초과하는 것으로 나타났다. 종동요는 유의파고 1.7m부터 Operation 기준을 초과하였고 유의파고 3.0m까지 Survival 기준은 넘지는 않았으나 횡동요가 유의파고 2.2m부터 Survival 기준을 초과한 상태로 안전하다고 할 수 없다. 따라서 10톤 미만 어선은 풍랑주의보 발효 전까지 출항은 가능하나 해양활동 관련하여 내항성능 평가 기준에는 충족하지 못한다고 볼 수 있다. 본 연구에서는 10톤급 어선을 대상으로 제한적으로 평가 되었으나 해양활동 기준 마련에 큰 도움이 될 것으로 판단된다.

  • The government is largely responsible for preventing “the tragedy of the common property”, but fisherman's effort fer an autonomous fishery control is equally required. Especially in these days of EEZ such self- regulated fishery management system should be developed and cared for as well. This study aimed to explore a proper management system for coastal fishing ground that now requires the responsible fisheries management by investigating and analysing more drastically the managerial functions of fishery right by Eochon-Gye(the smallest unit of fisheries cooperative based on a fishing village), a typical fishery producer's organization in Korea. This study also included such contents as (1) an understanding of fishery producer's organization, (2) the utilization and management system of coastal fishing ground, (3) the actual condition of fishing right distribution in Korea, (4) the fishery right management and activity of Eochon-Gye, (5) the operation and distinctive feature of fishery right in Japan, (6) the intervention and limit of fishery producer's organization for fishing ground management function, and (7) summary and proposal. We made all Eochon-Gye of the whole country an object of this study and carried out an investigation into Eochon-Gye through a questionnaire. We extracted 359 Eochon-Gye, 20% of the total 1,719 Eochon-Gye as a random sample and investigated these regions through a questionnaire by mail. The contents of the questions consist of 40 items, including six categories about the organization of eochon-gye, and fishing ground management and activities.

어선 분류체계별 온실가스 배출량 추정방법에 관한 연구 (A Study on the Method of Estimating the Greenhouse Gas Emissions Base on the Classification of Fishing Boat)

  • In this study, we estimated the amount of fuel used fishing boats of individual based on the results of survey of the activity data such as operations and activities specification of fishing boats in Korea. Based on the classification system of the domestic fishing boat, and to estimate average fuel consumption and the greenhouse gas emissions, showed emission factors per fishing boat. This was suggested to be able to apply the registration data area in the future, and estimates the emissions of greenhouse gases. Based on these results, it tries to provide the basic data that can be used when you want to create a local government measures to reduce scenario in the future.

연안개량안강망어선의 조업 시스템 개선이 선원들의 작업 안전과 작업부하에 미치는 영향 (Effects of improvement of fishing operating system on a coastal improved stow net fishing vessel on the work safety and workload of seafarers)

  • This paper is the result of a comparative analysis of crew members' workloads using the EMG and OWAS methods according to the fishing process before and after the improvement of the operating system of the experimental vessel, with the aim of improving operational efficiency and safety work of coastal improved stow net fishing vessels. The target crew members were three people with at least five years of experience on board the same fishing vessel as the experimental vessel. After improving the operating system, such as installing a power block crane and two capstans, change the location of the ball-roller, the time required for setting and hauling work decreased (p < .01), and the evaluation results by OWAS showed that the overall workload for setting and hauling net work decreased. The results of muscle activity analysis showed a decrease in lashing anchor work (p < .01) in the case of hauling net and in anchor dropping work in the case of setting net (p < .001). It is judged that the use of ball rollers in net handling has been reduced; consequently, work safety has been improved.

축제식 양식어장 유어낚시터 운영 경제성 분석 (An Economic Analysis on Fishing in the Cultivating Fishery by Embankment)

  • The purpose of this study aims at analyzing the profit from manage a fishing place in the cultivating fishery by embankment. With the spread of the living pattern laying stress on the quality of life and the introduction of a 5-day workweek system, demand for tourism and leisure are increasing steadily and available time for them is getting longer. However, those newly-increasing demands for tourism and leisure will have a tendency of focusing on adventurous and experiential activities. From the point of view, it is needed to develop something new that can meet those kinds of demands for an experiential tourism and activity, particularly based on the cultivating fishery by embark a bay. Marine recreational fishing is one of the most popular outdoor leisures and the number of people who are participating is sharply increasing more and more because of the increasement of their income and demand for marine leisure. In this regard, this paper is focused on the economic analysis a fishing place in the cultivating fishery by embankment. According to the analysis result, the cultivating fishery by embankment is a profitable business operating fishing place in their place.

어촌의 공간적 특성과 관광어촌의 유형화 - 제주도를 사례로 - (Spatial Types of Tourist Fishing Villages in Jeju Island)

  • 제주도 어촌의 관광기능 분포는 어촌 외부와의 접근성 보다는 어촌 내부의 관광자원의 영향을 많이 받고 있다. 어촌 관광자원의 영향을 받아 입지하는 관광기능의 어촌공간상 위치는 낚시와 수산물 채취 채포의 바다, 수산물 조리점과 민박의 해안으로 구분되므로, 관광기능의 어촌공간상 위치의 기본 유형은 바다지향 어촌, 해안지향 어촌, 바다 해안 지향 어촌 등으로 구성된다. 이 밖에도 관광기능 위치가 중심어촌 외부인 해수욕장 인접 어촌과 어촌으로의 접근성에서 큰 차이를 보이는 도서 어촌이 관광기능 위치의 유형에 포함될 수 있다. 그리고 이러한 관광기능의 어촌공간상 위치에 따른 관광어촌 유형에 있어 관광기능의 위치가 바다일 때 해안인 경우보다 어업활동과의 관련성과 어촌공간과의 통합도가 높고, 해수욕장 인접 관광어촌과 도서 관광어촌은 각각 시간적 제약과 공간적 제약을 지님으로써 다른 유형과는 차이를 보인다. 따라서 관광기능의 어촌공간상 위치에 따른 관광어촌 유형화는 각 유형간 어촌과의 관련성에서 차이가 드러나므로 관광어촌의 유형화로 볼 수 있다.

  • 국민의 생활수준 향상과 주 5일 근무제 도입에 따라 해양레저 활동 및 바다낚시 활동이 증가하고 있다. 자연히 해안활동의 증가에 따라 해양오염사고나 인명 등 해양사고의 위험성도 증가하고 있다. 이것은 해양관광 및 레저에 대한 기반이 아직 열악하고 관련 법제도의 미비와 그에 따른 해양환경 및 안전에 대한 인식이 부족하기 때문이다. 그래서 해안활동으로 인한 해양오염방지의 필요성을 국민에게 알리고, 특히 바다낚시로 발생하는 오염을 줄이고 낚시행위에 대한 효과적인 관리감독을 강화하여 국민들에게 환경친화적이고 쾌적한 해안레저 활동을 위한 가이드라인이 절실하다. 본 논문은 해양레저 활동, 특히 해안낚시 활동의 실태를 파악하고 이러한 활동으로 인하여 발생하는 해안환경 훼손의 실태를 진단하고 안전하고 쾌적한 활동을 위한 가이드라인을 제시한다.

어업관리 옵서버 제도의 효과에 대한 생물경제학적 분석 (Bioeconomic Analysis of Effectiveness of the Observe Program in Fisheries Management)

  • The observer program is being utilized In various fishing areas and fisheries internationally and nationally due to the its expected effectiveness in fisheries management and the collection of bioeconomic data necessary in fisheries management policy. The timely gathered data by observers play substantially a major role in decision-making fisheries policy such as the change in management measures, the application of season closure and area closure and etc. The expected effectiveness of the observer program In fisheries management, generally mentioned, is that it would lead to the increase in stock size from which the level of harvest would consequently increases. This study is aimed to analyze this tentatively expected effectiveness of the observer program in fisheries management. The changes in stock size and the level of harvest over time are analyzed under the observer program assuming the fishermen bear the cost of the observer program by investigating the change in fisherman's fishing activity under the observer program and by combining this changed activity with the biological model. The level of fishing efforts of fishermen was decreased from the results of the increase in fishing cost caused by the observer cost and the decrease in catchable stock size restricted by observers. This reduced level of fishing efforts enables stock size to increase over time and therefore, the expected level of harvest increases as time goes on. Another benefit under the observer program is to reduce management costs from the fact that fishermen are responsible for the cost of the observer program and the avoidance cost of fisherman responding to the fisheries regulation could be eliminated from the surveillance of observer. Therefore, it may possible to accomplish the cost-efficient fisheries management policy.

Distribution Characteristics of Bottom Litter in Chinhae Bay, Korea

  • A study on the amount, distribution and item of bottom litter on the sea-bed was conducted by the bottom trawl net at 5 sections in Chinhae Bay over a year. The number and weight of litter found per unit of swept area (1 hectare) in each section were estimated as the range of 8.76-80.63 pieces, 3.51-108.39kg, respectively. The seasonal variation of high (Aug., '97) and low season (Feb., '98) in quantity was small, and it was about 2 times as the range of 24.58- 52.61 pieces/ha between them. But the weight variation between high (Apr., '98) and low season (Aug., '97) was very large, about 30 times as the range of 4.06-119.64kg/ha. The largest and second composition on the weight of bottom litter in Chinhae Bay are $76\%$ in other-litter with compound and bulky materials, and $93\%$ in fishing gear, respectively. The relationship between quantity and weight of bottom litter was not occurred due to the variety of specific gravity. Of the fishing gear, fishing nets was portioned to be 2.571kg/ha in weight and $84.9\%$ in composition. So these results prove that fishing nets were discarded as the most part of fishing gear during fishing activity in the bay. The largest composition of the soiled state classified into 3 styles in overall bottom litter was $69\%$ in very soiled state, and the second one of $28\%$ in the soiled state. On the other hand, new state is very small and portioned in $3.0\%$ of all. Chinhae Bay was estimated to be about 10 times in quantity and about 36 times in weight of Tokyo Bay. Therefore, these suggest that Chinhae Bay is a very serious polluted estuary caused by the bottom litter such as heavy and bulky wastes, fishing gear.

연안복합어선 선장의 업무 특성과 해양사고 위험요소에 대한 분석 (Analysis of the working characteristics of the skipper and risk factors of marine accident in Korea coastal composite fishing vessels)

  • This research carried out a study on the job characteristics of the skipper of the coastal composite fishing vessels in order to find a way to prevent the ship collision caused by the highest human error among the marine casualty of fishing boats. Video observation was used as the research method in which six CCD cameras were installed on the vessel to collect image data and data extracted from the image were analyzed to derive the results of the functional activity of skipper according to the fishing operation process of experimental fishing vessel. The results are as follows. The working process of the experimental fishing vessel consisted of navigation for fishing ground, setting line, waiting for hauling line, hauling line and navigation to homeport. In these processes, the skipper was performing watchkeeping in the wheelhouse in which he carried out a single task, a dual task that performed two tasks simultaneously, and a triple task that performed two or more tasks simultaneously. In addition, one of the risk factors causing the collision was a no watchkeeping in the wheelhouse for navigating for fishing ground, waiting for hauling line, and hauling line at 25.4%, 64.6% and 0.3%, respectively among the marine casualty while drowsiness caused 1.2% of the marine casualty in navigating for fishing ground. Concurrent tasks that simultaneously perform two or more tasks that can overlook any other important duties while carrying out watchkeeping in the wheelhouse include 51.3% of navigation for fishing ground, 81.9% of setting line, 19.0% of waiting for hauling line, 87.9% of hauling, and 88.7% of navigation to homeport. The above concurrent tasks yielded an average of 66.1%. Experimental fishing vessels are required to focus on ship handling operations related to fishery operations, and the skipper is assigned more activities and attention to fishery related tasks. Therefore, it is considered desirable to build a collision prevention system that is appropriate to the characteristics of the skipper's work, escaping from transferring the responsibility of ship collision to the skipper completely.
