Fisheries is known as a high-risk industry in Korea, and various efforts have been made to reduce occupational accidents. Trap fisheries represent crustacean production, accounting for 4.7% of total fisheries production and 10.7% of its production value, which is classified as a relatively high-risk industry. With the disaster insurance payment data of the National Federation of Fisheries Cooperatives (NFFC) from 2016 to 2020, the accident rate of the entire fishery, the accident rate of trap fisheries, and the type of disasters in the past five years were analyzed. As a result, the average fishery accident rate for the past five years was 5.31%, but it was high at 6.15% for coastal trap fisheries and 5.59% for offshore trap fisheries. Slips and trips, struck by objects and contact with machinery were the most common types of the accident according to the characteristics of the work, and hand injuries were analyzed the most. Additional efforts, including education for accident prevention, development of personal protective equipment and improvement of the working environment, are needed to prevent accidents caused by repeated types of disasters.

The aim of this study was to obtain the basic data on the fish school behavior change to approaching vessel and fish species identification by means of their swimming speed. The surveys were carried out for the juvenile southern blue fin tuna and other fish schools off Esperance, western Australia from January to March 1999. We observed changes of fish school behavior in response to the approaching vessel using 360-degree scanning sonar. The results showed that, a horizontal direction index used to quantify a change of fish school behavior did not identify dependence of a radial distance and a swimming speed. A MannWhitney test conducted using the horizontal swimming speed of both species identified by sonar specialists, did not reveal a significant difference.
We analyzed work safety risk factors, which are likely to occur during fishing in gillnet fishing vessels using the written verdict of the Korea Maritime Safety Tribunal from 2016 to 2020, and considered work safety management. Of the total of 37 fatal accidents, three cases in the East Sea, six cases in the South Sea, and 28 cases in the West Sea were very frequent. The accident rate per vessel by sea area (%) was 0.08% in East Sea, 0.12% in South Sea, and 0.40% in the West Sea. Based on the East Sea, the number of fatal accidents was 1.6 times higher in the South Sea and 5.4 times higher in the West Sea. Six cases (16.2%) occurred during departure and preparation for fishing in the fishing process, and all other 31 cases (83.8%) occurred during fishing operation. In the order of accident types, 21 cases (56.8%) of being struck by object, eight cases (21.6%) of contact with machinery and six cases (16.2%) of falls from height were found to be fatal accidents in gillnet fishery. Human factors, such as fishers' carelessness and negligent safety management by captain accounted for 27 cases (73.0%) of the main cause, and 35 cases (94.6%) of the secondary cause. In addition to human factors such as fisher's carelessness and negligent safety management by captain, mechanical factors, environmental factors and management factors must be improved together to reduce human casualties. These results are expected to be utilized as basic data for reducing safety accidents during the work of fishers.
This study aimed to analyze the economic feasibility of the reduction of working safety accidents in stow net fishery through the prevention education to fishing crews. The benefit was evaluated by estimating insurance payment amount that was reduced through prevention education. The decreasing rate of working safety accidents was presumed to follow the experience in Japan. The cost was assumed as the cost of textbook development. Results indicated that IRR was estimated to be 79.9% in case of scenario assuming no additional operating costs while IRR was 56.3% in case of scenario assuming 10% additional operating costs. In addition, the economic feasibility would be secured when annual operating costs increased to 274 million won according to the result of sensitivity analysis.
The coastal composite fishery has the highest rate of around 30.0% in registered fishing vessels of Korea for the last three years. The risk analysis for the fisher's safety of coastal composite fishing vessels was conducted to serve as a basic data for improving the healthy and safe working environment of fisher using fisher's occupational accidents of the national federation of fisheries cooperatives (NFFC) from 2016 to 2018 (n = 1,105). As a result, the occupational accident occurrence rate of coastal composite fishery was 3.76% in all industries, 7.8 times the rate of that. In addition, death and missing rate was found to have a serious level management to 10.10‱. Among the accidents, 76.0% occurred at sea. The slipping, others and contact with machinery or fishing gear occurred more frequently in order in the frequency of accident occurrence pattern. In the risk assessment using frequency and severity, slipping, contact with machinery and others showed high risk during fishing. The results are expected to contribute to identification and assessment of safety hazard occurred in coastal composite fishing vessels.
In this study, samples of sea anchor canopy cloth mainly used in Korean jigging fishing vessels were collected and tested for performance evaluation. The canopy cloth of sea anchor is a basic element of form composition that is known to have the greatest influence on anchor performance. In order to evaluate the performance of sea anchor canopy cloth, five types of samples were tested for new metric count, tensile strength, water vapour transmission rate and drying speed according to the national standard (KS), and some correlations were identified. As a result of the test, the new metric count of cloths was 335.5-443.4 denier in warp and 217-447.6 denier in weft, and the minimum tensile strength was 860 N in warp direction and 430 N in weft direction. The apparent number and tensile strength of cloth were proportional, the water vapour transmission rate of the sample was 206.8 g/m2h, and the drying speed was 90-100 min. This study partially confirmed the performance evaluation based on speculation by the standard test method, and further research is needed on the clear relationship between the research results and the performance of the sea anchor.
The questionnaire survey was carried out to collect basic data to identify the cause of the risk that did not appear in the current data provided by the fishermen's occupational accidents of the National Federation of Fisheries Cooperative (NFFC) to the onsite specialist, such as a fishing master, chief engineer and fisher in stow net fishing vessel from June to July 2018. The results are as follows. A total of 134 cases were surveyed, including 53 cases in Yeosu, 44 cases in Mokpo, 30 cases in Boryeong and 7 cases in Gunsan. Approximately 60% of the respondents on board the stow net fishing vessel were more than 20 years old, and the boarding experience was seasoned and suitable for the respondents. In the 4M analysis by safety accident factor during fishing work, the mechanical factors included 51 cases (25.0%) of decrepit equipment or poor maintenance and 49 cases (24.0%) of systemic error of fishing equipment. The environmental factors exhibited 71 cases (33.5%) of poor communication by mixed manning of foreign fishermen and 63 cases (29.7%) of poor environment such as heavy weather etc. The human factors showed 78 cases (37.3%) of personnel's carelessness and 45 cases (21.5%) of unskillfulness of operating net and haulers. The management factors exhibited 59 cases (32.1%) of work practice of poor safety precautions and 56 cases (30.4%) of inadequacy of education on hazard factor. The results are expected to contribute to the creation of a safe operating environment for stow net fishery, such as a fisher boarding a stow net fishing vessel, enabling the analysis of major causes of working safety accidents by cause.
Marine casualties of small fishing vessels (SFV) of less than 20 tons are frequent in Korea. The analysis was conducted to identify the cause and then prepared reduction plan using the marine casualty statistics of fishing vessels for the last five years from 2012 to 2016 by the Korean Maritime Safety Tribunal to reduce the marine casualties of SFV. According to the analysis of the type of whole vessels occurring marine casualty, fishing vessels accounted for an average 68.0 %; moreover, except for 2014 when M/V SEWOL ferry capsizing occurred, the rate of death and missing due to marine casualties occurred from 68.3 % to 91.2 % in fishing vessels, and an average 79.5 % was found to be urgent need of a measure. Marine casualties occurrence depending on the gross tonnage of fishing vessel was found that the most occurred at less than 5 tons, followed by the order of 5 to 10 tons or less. However, crews who boarded on SFV do not have any training program for them, except for the fishing safety training of fisher who carry out fishing for shipowners and crew of the coastal and offshore fishing vessel in accordance with the safety regulations for fishing vessels in the Fisheries Cooperative Association. Therefore, it is necessary to revise the training program so as to improve the preventive action and then emergency response including the fishing safety compliance with each fishery, safe navigation, machinery inspection and emergency response. Also, an SFV of less than 5 tons of 56,000 vessels is boarded by unqualified fishers. It would also be possible to consider subdividing small boat operator's certificate to enhance their qualifications. It is expected that marine casualties of SFV will be reduced if active efforts are made to improve the safety consciousness of fisher and shipowners as well as the reorganization of fishing safety training and the small boat operator's certificate system.
선원은 해운업과 수산업에서는 선박의 조종과 항행안전을 담당하고 있는 한편, 어로작업도 도맡아 하고 있다. 항만운송에서 선원들은 도선사 양성의 기반이 되며, 항만운영과 해양사고 예방을 지원하고 있다. 선원은 선박의 안전관리, 안전 항행감독, 내항해운 분야의 여객선 안전운항 관리, 해양사고 심판 등 많은 분야에서 전문적 지식과 경험을 제공하고 있다. 이 같은 경제적 기여에도 불구하고 선원들의 장기적 공급 부족에 따른 외국인 선원의 한국적 선박에서 승선확대, 급속히 진행되고 있는 고령화는 선원 수급에 경고음을 울려왔다. 본 연구는 (1) 선원들의 승선과 이직에 대한 추이와 특성을 분석하여 선원 패널자료가 필요함을 명시하고 (2) 선원 패널자료의 구축시 그 내용과 자료관리 방안에 대한 대안을 설정하고, 대안별 장단점을 검토한 후 (3) 선원 패널자료를 이용한 선원공급의 장단기 예측 모형 개발 등 활용방안을 제시하였다. 선원 패널자료의 구축은 한국 노동패널(한국노동연구원, 2016)과 같이 수 십년 간의 자료 축적을 통해, 선원의 이직과 승선에 대해 체계적이고 다양한 분석을 할 수 있게 한다. 패널자료의 구축 추진기관으로서는 이미 선원통계를 축적하고 있는 한국선원복지고용센터가 1차적으로 적합하다. 패널자료의 구축방안으로 한국선원복지고용센터의 기존자료를 활용하고 패널기준(졸업연도와 학과)을 명확히 하고 생애주기를 관측하는 것을 제안한다. 선원 패널자료는 과거 시계열 자료를 재입력하고 부원에 대한 자료추가, 선원 경력과 직책 등 승하선 경력, 개인특성, 가정생활, 향후 진로와 의견 등을 포함한 자료와 정보들을 추가해 구축될 수 있다. 선원 패널자료 활용방안으로는 1) 선원공급에 대한 장단기 예측, 2) 선원의 일생 이력주기인 교육 훈련 재교육 등의 수요산정, 3) 선원의 승선과 이직, 자격재취득에 대한 체계적 자료의 축적을 통해 선원에 대한 인구동태적 분석, 4) 도선사 등 고급 해기사 인력을 필요로 하는 해양산업과 연계된 선원경력 관리를 통해, 선원의 장기승선을 유도, 5) 실효성이 있는 선원직 매력화 정책을 수립, 6) 선원직업의 안정화를 위한 정책수립에 이용을 예로 들 수 있다.
본 논문은 육해상의 운송장치에 축냉시스템을 적용시키기 위한 기초 연구이다. 또한, 축냉재의 고액상변화에 대한 수치해석을 수행한 연구이다. 수치해석법으로는 유한차분법(Finite-Difference Method)을 이용하였으며, 1차원 비정상의 상태를 가정하여 계산하였다. 또한 용기는 직사각형의 구형용기로 가정하여 대칭의 조건을 이용하였다. 축냉을 목적으로 사용하는 열매체는 염화칼슘 수용액($CaCl_2$) 30wt%의 물성치를 사용하여 계산을 수행하였다. 계산에 영향을 미치는 요소로는 냉동고의 냉기 온도 및 냉기 유속이 있으며, 축냉재를 싸고 있는 용기는 플라스틱으로 가정하였다. 본 수치해석에서 경계층의 두께는 냉기의 속도 증가와 함께 얇게 되고 축열시간도 짧아지는 것을 확인할 수 있었다. 그리고 냉기의 유속이 빨라질수록 열전달이 촉진되어 축냉용기 전면부에서의 온도가 낮아짐을 알았다. 축냉용기의 후면부에서는 경계층이 두꺼워져 열전달이 전면부에 비해 작아짐을 알았다.
