Application of SPS Code and analysis on status of Port State Control in Korea fishery training ship (어업실습선의 SPS Code 적용과 항만국통제 현황 분석)

  • This study identified application range of SPS Code(Special Purpose Ship Code) applied to fishery training ship in Korea, and proposed counterplan for port state control. The latest contents of relevant convention was verified, used APCIS of Tokyo MOU and EQASIS provided by EU to analyze the current condition and deficiencies of port state control of fishery training ship. As the result, the SPS code equal to passenger ship and cargo ship of SOLAS convention should be satisfied with fishery training ship, and must follow ISPS Code. As for the result of record of port state control, it was confirmed that 8 fishery training ships were inspected 76 times and pointed out with 411 deficiencies in Tokyo MOU nation. 75% of deficiencies were related to SOLAS convention, and 71 times of inspections were conducted in Japan. Because it is not free from the fishery training ship, there is a need for active corresponding and preparation by enhancing local cooperative system and sharing the Internet inspection background, and need to develop and implement in-depth internship program to improve port state control counter plan for the trainees.

A study on the hydrodynamic forces acting on a GT 4,000 tonnage fishery training vessel in the proximity of semi-circle bank wall (반원 형상의 측벽 부근을 항행하는 4,000톤급 어업실습선에 미치는 유체력에 관한 연구)

  • The aging fishery training vessels from the past have mostly been decommissioned, and many universities are introducing state-of-the-art large fishery training vessels. The purpose of these training vessels is to train marine professionals and above all, safety to prevent marine accidents should be of utmost priority as many students embark on the vessel. This study estimated the impact of the hydrodynamic interaction forces acting on the model vessel (fishery training vessel) from the bank when the vessel pass near the semi-circle bank wall in various conditions through the numerical calculation, especially concerning maneuvering motions of the vessel. For estimation, variables were mainly set as the size of the semi-circle shape, the lateral distance between the bank and the model vessel, and the depth near the bank. As a result, it was estimated that, in order for the model vessel to safely pass the semi-circle bank wall at a speed of 4 knots, the water depth to the vessel draft ratio should be 1.5 or more (approximately 8 m of water depth), and the lateral distance from the semi-circle bank wall should be 0.4 times the model vessel's length (Lpp) or more (a distance of 34 m or more). Under these conditions, it was expected that the model vessel would pass without significantly being affected by the bank wall.

  • Fishery sea anchor is widely used for many fishing vessels. However, standardization of the dimension and terminology of the fishery sea anchor has not been achieved, reducing the reliability of the performance and safety of the fishery sea anchor. Therefore, this study researches the reality of usage of fishery sea anchor and then attempts to suggest the development direction of the standard draft as basic data. As a result of the survey on the reality of usage show that various terms were used for each part of the fishery sea anchor (including the incorrect form of non-standard words derived from Japanese) and that the production of this product in the fishery sea anchor market was concentrated on one specific manufacturer. In addition, the main specifications of the fishery sea anchor are set and manufactured based on conventional experience without standards. In the field, there was no standardized drawing for fishery sea anchor and users had low awareness of the main specifications of fishery sea anchor. Therefore, this study suggested the following regarding the fishery sea anchor: standard terms for each part including Korean and English names and standard drawing of sea anchor. It is hoped that this study will contribute to research for the standardization of fishery sea anchor, which will increase in reliability and lead to increased interest in standardization in the fishery field.

Change of relative fishing power index from technological development in the Danish seine fishery (외끌이저인망어업에서 어로기술개발에 따른 어획성능지수 변동)

  • Thousands of demersal fishes inhabit in the waters around Korea and most of them are overexploited. One of reasons is technological development, which increases the efficiency of the vessels continuously. The analysis was conducted to identify the change of fishing power index to develop the vessel and gear technology that may have improved the fishing efficiency of the Danish seine fishery from 1960s to 2010s. Gross tonnage was decreased stably, but the horse power was increased annually. The length of ground rope, warp and hand rope was somewhat longer, but changed a little. Color fish finder was utilized from the mid-1960s and positioning system was used five years later. A hydraulic line hauler were introduced in the mid-1980s, and supply rate was gradually increased. Surveys on the supply and upgrading of fishing equipment utilized visiting researchers. Therefore, the relative fishing power index in the Danish seine fishery increased stably from 1.0 in 1970 to 1.0 in 1980, to 1.2 in 1990, to 1.3 in 2000 and to 1.3 in 2010. The results are expected to contribute to reasonable fisheries stock management.

A study on the development of multi-purpose fisheries training ship and result of seakeeping model test (다목적 어업실습선 개발과 내항성능 시험 결과)

  • According to the recent presentation by the Korean Maritime Safety Tribunal, about 70% of marine accident occurs from fishing vessel, and 90% of cause of entire marine accidents attributes to human error. As fishing vessels require basic operations, fishing operations, other additional operations and techniques such as fish handling, cultivating excellent marine officer to prevent marine accident and develop industry is very important. A fisheries training ship is still very difficult to satisfy the demand for diversity of fishery training and sense of realism of the industry. As the result of employment expectation by category of business survey targeting 266 marine industry high school graduates who hope to board fishing vessels for the last four years, tuna purse seine was the highest with 132 cadets (49.6%), followed by offshore large purse seine (65 cadets, 22.4%), and tuna long line (35 cadets, 13.2%). The Korea Institute of Maritime and Fisheries Technology (KIMFT) has replaced old jigging and fish pot fishery training ships and proceeded developing and building multi-purpose fisheries training ships considering the demand of industry and the promotion of employment; however, the basic fishing method was set for a tuna purse seine. As a result of seakeeping model test, it can conduct the satisfiable operation at sea state 5, and survive at sea state 8.

  • Marine accidents caused by ships are very diverse, such as collision, sinking, stranding, grounding and fire. In particular, persons on passenger ship are unspecified and not trained, so it makes evacuation harder. For this reason, an evacuation plan that considers diverse situation in ship is needed. Effective evacuation planning requires training in consideration of various evacuation situations. In this paper, we investigated the time elapsed on evacuation in various situations from "HANMIR," the fishery training ship of the Korean Institute of Maritime and Fisheries Technology, using a Ship Evacuation Analysis Program (SEA-Pro) which is introduced to the society. We assumed a situation that has not only inconveniences for real training but also the possibilities of happening. Not all trainees are resting in their cabin, so we assumed positions such as they are in the bridge or engine room and applied fire and flooding situations. We assumed that the time for alerting the situation would be short, so we applied only elapsed time of movement. Those analyses could be helpful in three ways. The first is predicting the consequence of possible accidents. There are some conditions that can be appliable to this model, such as the decreased area of sight in those situations. The second is concluding the optimal limit of carriage and placement of safety instruments on building a new ship. The third is to be a base data for ships to make a new effective evacuation plan based on these analyses.

A Study on the Occupational Orientation of the Junior Ship Officer in Fishing Vessel (어선에 종사하는 초급 해기사의 직업 지향에 관한 연구)

  • In contemporary society, many fishery industries face a serious problem of having an insufficient number of junior ship officers and engineers. Even though many fishery high schools in Korea made significant effort to produce many talented junior officers and engineers, but after graduation, the students are reluctant to get a job on the fishing vessels. Furthermore, Korean government also invested a large amount of money to train students for ocean-going and costal & near-ocean fishing vessels. However, despite the government's great effort on the training program and education, only a few students wish to work on the fishing vessels. In this article, the author tried to find answers for various questions such as what are the factors that the student prefer, where the student to want to get a job in fishery industries, and how student feel about working at fishing vessels. Furthermore, the author also analyzed the differences between high school student group and Korea Institute of Maritime and Fisheries Technology(KIMFT) student group about occupational orientation by utilizing SPSS statistical program. Additionally, the author surveyed the current onboard status of job position of the high school and KIMFT alumni. This study's results and data will be used for aiding further stimulation and advertisement of job position in fishing vessels and continued daily lives on board.

Change of fishing power index by technological development in the offshore squid jigging fishery (근해오징어채낚기어업에서 어로기술발달에 따른 어획성능지수 변동)

  • Squid is one of the important fisheries resources in Korea. Therefore, squid has been designated and managed as a target species of total allowable catch (TAC) since 2007, but the catch amount is gradually decreasing. The analysis was conducted to identify the change of relative fishing power index to develop the vessel and gear technology that may have improved the fishing efficiency of the offshore squid jigging fishery from 1960s to 2010s. Gross tonnage per fishing vessel increased with the increase in size until 1990, but then gradually decreased to 41.0 tons in 2000 and 37.1 tons in 2010. The illuminating power (energy consumption) by fishing lamps increased to 180 kW in 2005 and stabilized to 120 kW in 2015. Jigging machine started to be supplied to fishing vessels from the early 1970s, and fish finders began to be supplied in the early 1980s and gradually increased. Therefore, the relative fishing power index in the offshore squid jigging fishery increased from 1.0 in 1980 to 1.1 in 1990, to 3.5 in 2000 and to 2.5 in 2010, but the increment rate slowed down gradually. The results are expected to contribute to reasonable fisheries stock management.

Hydraulic net drum were introduced in the early 1990s, and supply rate was gradually increased. Surveys on the supply and upgrading of fishing equipment utilized visiting research. Therefore, the relative fishing power index in the trawl fishery increased about two to three times in the 2010s compared to the 1980s. The results are expected to contribute to reasonable fisheries stock management.

  • The small yellow croaker (Larimichthys polyactis) is one of the representative high-class fish species in Korea. The catch of small yellow croaker in adjacent water fisheries has been continuously decreasing from 59,226 tons in 2011 to 19,271 tons in 2016. The small yellow croaker is caught by gillnet, stow net and bottom trawl, among which about 55~65% is caught by gillnet. For the sustainable use of small yellow croaker, the fishing power of small yellow croaker drift gillnet is very important. Therefore, the change of fishing power index were analyzed to identify the development of the vessel and gear technology that may have improved the fishing efficiency of the small yellow croaker drift gillnet fishery from 1960s to 2010s. Gross tonnage and horse power per fishing vessel was increased annually. The mesh size was 75.0 mm in the 1960s, but reduced to 60.6 mm in the 1980s and to 51.0 mm in the 2000s. In the 1960s, it was hauled out by manpower. However, the net hauler were modernized and supply rate was also increased since 1970. Due to the mechanization of the net hauler, the number (length) of used net gradually increased from 1.5 km in the 1960s to 7.5 km in the mid-1980s and to 15 km in 2010. Colour fish finders and positioning system were introduced and utilized from the mid-1980s. Surveys on the supply and upgrading of fishing equipment utilized visiting research. Therefore, the relative fishing power index in the small yellow croaker drift gillnet fishery increased from 1.0 in 1980 to 0.8 in 1970, to 1.1 in 1990, to 1.6 in 2000 and to 1.9 in 2010. The results are expected to contribute to reasonable fisheries stock management of the small yellow croaker drift gillnet fishery.
