연근해 어선에 대한 방수복 비치기준 개정을 위한 기초연구 (A Basic Study on the Criteria of Immersion Suits for Fishing Vessels Engaged in Coastal and Inshore Fisheries)

  • In order to reduce the risk of death from hypothermia for the fishing vessel's crew at sea, this paper suggests that the criteria of equipment of fishing vessels should be revised for fishing vessels engaged in coastal and inshore fisheries to be equipped with the immersion suit. The criteria of equipment of fishing vessels for immersion suits was amended to reflect the sinking of No.501 Oryongho but it was only reflected in ocean fisheries at Bering sea and Antarctic ocean that immersion suits must be provided with the same number of the total number of crew on board. Therefore, this paper analyses the relationship between maritime accident of fishing vessels and weather condition based on sea water temperature to find out the risk of hypothermia and also compares the international conventions(SFV Protocol 1993, Cape Town Agreement 2012, STCW-F 1995 and SOLAS 1974) and domestic law concerning criteria of equipment of fishing vessels. As a result, fishing vessels engaged in coastal and inshore fisheries are exposed to the risk of hypothermia when they are in distress and the criteria of equipment of fishing vessels should be amended to provide the immersion suits in accordance with the revision trend of international conventions.

선박 자율 운항을 위한 선박운동제어에 관한 연구 (A study on ship motion control system design for autonomous ship)

  • In this study, a ship motion control system design method is introduced for autonomous ships. Some related research results and technologies for autonomous ships have already been developed and applied to ships. For example, the Norwegian Maritime Authority and the Coastal Administration have signed an agreement that allows to test of autonomous ships in the defined area (port to port). Many countries and industries are pursuing to realize the autonomous vessel in the real world. In this paper, the authors try to develop related technology. As basic research, a ship model of the pilot vessel is developed and physical parameters are identified by experiment and simulations. Using the mathematical ship model, a control system is designed and control performance is evaluated by simulations.

Fisheries Resources -A Brief Introduction of the Republic of Senegal

  • Fish is a major source of protein for the Senegalese population. Fishing plays a dominant role in the Government's policy towards generating employment. It currently generates about 100,000 direct jobs (fishermen) for nationals, of which more than 90% are in small-scale fishing. The fishing industry also contributes to Government revenue through different agreements. In addition to associated dues, fishing agreements imply a series of economic, trade and technical counterparts. Under the latest fishing agreement concluded by Senegal and the European Union (1997-2001), direct financial compensation amounts to about CFAF 32 billion. Despite its economic and social importance, the sector has to face serious disequilibria both in resource exploitation and market supply: the coastal demersal (deep lying fish) stocks with high market value (mostly exported) are fully and even over-exploited, with a serious risk of local market supply shortages looming ahead as the fishing effort shifts from locally consumed species to export-oriented ones.

양식업 배합사료 직접지불제의 적정 지원수준 결정에 관한 연구 : 직접지불제의 생산 및 소득효과 분석을 중심으로 (A Study on the Determination of Optimum Level of Payments in the Direct Payment Program for Aquaculture Extruded Pellets)

  • This study is aimed at investigating optimum level of payments in the direct payment program for aquaculture extruded pellets both theoretically and practically by analyzing the effects on production and income in accordance with Green Box conditions of WTO Agreement on Agriculture. In particular, by analyzing both effects on production and income, it evaluates and compares payments affecting to the level of production and income, respectively. Analysis results indicate that the optimum level of payments in the direct payment program for aquaculture extruded pellets is determined by the growth rate of farmed fish, farming period, price and volume of extruded pellets, and additional amount of cost increase and decrease. Suppose that growth rates of farmed fish by extruded pellets(EP) and raw fish - based moist pellets(MP) are the same, it reveals the optimum level of payment should be lowered from the current level of payment. However, when the growth rate of farmed fish by EP is lower than that by MP, the optimum level of payment should be raised from the current level and total amount of payments by area should be increased as well.

축산물가공품에서 건조필름법과 TEMPO®TVC 검사법의 총세균수 비교분석 (Comparison of an Automated Most-Probable-Number Technique TEMPO®TVC with Traditional Plating Methods PetrifilmTM for Estimating Populations of Total Aerobic Bacteria with Livestock Products)

  • 본 연구에서는 축산물가공품에서 건조필름법과 $TEMPO^{(R)}$ TVC의 총세균수 측정에 대한 유효성을 평가하였다. 이를 위하여 국내 유통 중인 축산물가공품 257건과 대장균과 황색포도상구균을 인위적으로 접종시킨 축산물가공품 87건에서 대하여 총세균수를 측정하였다. 실험결과는 $log_{10}$ 값으로 전환 후 CCFRA Guideline 29에 의하여 두 검사법간의 일치율을 분석하였고, Pearson의 검정법을 이용하여 상관분석을 실시하였다. 식육가공품 중 햄류, 건조저장육, 분쇄가공육제품 및 식육추출가공품에서 두검사법간 93%이상의 일치율이 확인된 반면 소시지류에서는 89.1%의 일치율을 보였다. 이에 반하여 우유류, 치즈류, 아이스크림류, 조제유류에서는 92% 이상의 일치율을 보였고, 알가열성형제품은 100%의 일치율을 보였다. 또한 소시지류(상관계수 $r$ = 0.77)와 치즈류(상관계수 $r$ = 0.89)를 제외한 축산물가공품 모든 유형에서 건조필름법과 $TEMPO^{(R)}$ TVC 검사법간의 상관계수($r$)가 0.9 이상으로 ($P$ < 0.001) 높은 양의 상관관계를 나타내었다. 결론적으로 본 연구에서 $TEMPO^{(R)}$ TVC는 검출한계가 있는 일부 축산물가공품을 제외하고 총세균수 검사에 있어서 효과적인 것으로 나타났다.

각국 제안서에 따른 WTO/DDA 수산보조금 대응 방안 (Proposal's analysis of major fishing countries and Countermeasures under WTO/DDA)

  • The WTO/DDA Negotiation on the Fisheries Subsidies started by DDA(Doha Development Agenda : 2001.11)at early 2002 has been held about 20 times until the fist half of 2005. The Negotiation will be terminated until the end of 2005 but now, it is impossible to predict the exact conclusion of the Negotiation. There is a sharp conflict of opinion on the WTO/DDA Negotiation on the Fisheries Subsidies between FFG(Fish Friends Groups : USA, New Zealand etc) and Anti-FFG(Rep. Korea, Japan etc). The Fisheries Subsidies is regulated by the WTO/DDA Negotiation that regulates on the subsidies of industrial products, fisheries products, forest products. Considering the progress of the WTO/DDA Negotiation on the Fisheries Subsidies, Guidelines for the Fisheries Subsidies Negotiation were established in Doha Ministerial Declaration at 2001 and a necessity of a special regulation on the Fisheries Subsidies has been discussed from 2002 to 2004. After june, 2004, the Negotiation was proceeding as Rep. Korea, Japan and Taiwan agreed with discussing a special regulation on the Fisheries Subsidies and At 1st, August, 2004, they reached an agreement on a necessity of a special regulation on the Fisheries Subsidies. At Feb, 2005, discussion was suspended because of presenting the joint proposal from 3 countries(Rep. Korea, Japan and Taiwan) and now discussion on the Fisheries Subsidies is giving the first consideration to classification of prohibited/non-actionable subsidies, S&D of a developing countries, small fisheries, problems of farming, grace period etc. From now on, Considering the 18th~the 20th negotiations, it is expected that discussion of fisheries subsidies regulation including property and range of prohibited/non-actionable subsidies, S&D of a developing countries, a definition of small fisheries is accelerated. In this point of view, this paper analyzed and arranged every country's proposals holding our own position and took a survey to fishermen and fisheries experts about prohibited/non-actionable subsidies. In addition, this paper intends to suggest the way of future-negotiation and provides essential data to help government's policy making through analyzing prohibited/ non-actionable subsidies, farming subsidies, S&D of a developing countries, small scale fisheries.

LC-MS/MS와 Ion Chromatography를 이용한 테트라민 분석 (Tetramine Analysis using Liquid Chromatography-Tandem Mass Spectrometry and Ion Chromatography)

  • As a first step toward identifying a new method for testing sea snail tissue for toxins, and thus prevent food poisoning due to the ingestion of contaminated snails, we measured the tetramine [$(CH_3)_4N^+$] contents of sea snails from the Korean coast using both liquid chromatography-tandem mass spectrometry (LC-MS/MS) and ion chromatography. For tetramine tested, good linearity ($r^2$ = 0.9996) was observed between the amounts in the injected samples and the peak areas of standard toxins, which ranged from 0.1 to 100 ng. The recovery (%) of tetramine from spiked tissue and mid-gut gland samples ranged from 84.0 to 95.3%. The quantitative results for tetramine using this method were in good agreement with the theoretical values. LC-MS/MS has both high sensitivity and selectivity, which makes it possible to measure trace quantities of tetramine in samples.

일본 EEZ에서 우리 어선나포에 대한 대응방안 (On the Countermeasures against Korean Fishing Boat being seized in Japan′s EEZ)

  • 이 논문은 일본의 배타적 경제수역(EEZ)에서 한국어선의 피납실태를 분석하여 그러한 문제에 대한 대응방안을 제시하는 것을 그 목적으로 한다. 일본의 배타적 경제수역에서 벌어지고 있는 한국어선의 피납실태를 분석해 보면 우리나라의 어민들이 연근해 수산자원의 고갈과 해양오염으로 인하여 연근해조업이 곤란한 상황에서 수산자원이 풍부한 일본의 배타적 경제수역 경계선 부근이나 경계선을 침범하여 조업을 하고 있는 것으로 나타난다. 과거에는 그러한 행위가 관행상 자유로운 공해상의 조업이었지만 UN해양법협약(1994)과 한일어업협정(1999)이 발효함으로써 범법 행위가 되었다. 그러한 문제를 해결하기 위해서는 장기적인 관점에서 어업정책의 방향전환, 어민들의 생계대책마련 및 한일양국의 어업관리 협조체제의 구축이 필요하다. 무엇보다 당장 시급한 것은 외국에서 집행된 형의 감면이며, 어업지도와 단속을 위한 인적·물적 자원의 확충 및 해양경찰과 해양수산부의 긴밀한 공조체제 구축도 시급한 것으로 보인다.

동북아 수역의 수산자원 보존관리 협력체제에 관한 연구 (A Study on International Cooperation System for Fisheries Resources Conservation & Management in the Northeast Asia)

  • This study is designed to propose the ways of the multilateral cooperation system for effective management of fisheries resources in the various overlapping zones established by bilateral fisheries agreements between Korea, China and Japan in North East Asia as semi-enclosed sea. It is necessary to build multilateral fisheries cooperation between Korea, China and Japan in North East Asia because conservation & management of transboundary fish stocks could not be guaranted effectively by the management of fisheries resources in the area where piled up the current-fishing-pattern zone, as white zone and the various grey zone as middle zone, and the interim measures zone of bilateral fisheries agreements between Korea, China and Japan are piled up. Fisheries management in Korea, China and Japan by the bilateral fisheries agreements in North East Asia is faced with difficulties manage fisheries resources. International relationship on fisheries is maintained by bilateral fisheries agreements based on UNCLOS. However fisheries resources are over-exploited and the recovery of the fisheries resources is very slow because proper conservation and management of transboundary fish stocks which article 63(1) of UNCLOS defines have not prepared yet. Thus close cooperation among the coastal States for a proper conservation and management of transboundary fish stocks is necessary. Since the transboundary fish migrate within the EEZs of two or more coastal States, there is a need to manage the fish stocks in the region between Korea, China and Japan through a multi-lateral mechanism at ccircumference area of the current-fishing-pattern zone as white zone. Coastal States must guarantee sustainable maintenance of transboundary fish stocks through the regional cooperation for a proper conservation & management because one coastal State alone could not guarantee conservation and management of fish stocks. Thus there is a need to build multilateral fisheries cooperation between Korea, China and Japan in North East Asia. There are many successful instances including the Barents' sea for a proper conservation & management of transboundary fish stocks. The Barents' sea is one of the best research object to study the regional cooperation for a conservation & management of transboundary fish stocks in North East Asia. In conclusion, it is necessary to build a multilateral fisheries cooperation system between Korea, China and Japan in North East Asia to conserve and manage transboundary fish stocks effectively. It seems desirable that the range of the area to conserve and manage fish stocks should may be any partial area in the current-fishing-pattern zone and interim measures zone between Korea and China, Jeju middle zone between Korea and Japan, interim measures zone of bilateral fisheries agreements between China and Japan.

우리나라 주요 FTA협정의 수산물 원산지 규정에 관한 비교 연구 - 한·미 및 유럽권 협정을 중심으로 - (A Comparative Study on the Rules of Origin of Fishery Products in South Korea's Major FTAs : Focused on the Korea-US FTA and European Agreements)

  • FTA 원산지 규정은 품목의 특성에 맞게 산업별 특성 및 양 당사국간의 상황을 고려하여 양 당사국간의 협상에 의해 정해지고 협정문을 통해 규정하고 있으며, 수산물의 원산지결정기준은 크게 완전생산기준을 적용하는 협정과 2단위 세번변경기준을 적용하는 협정으로 나눌 수 있다. 수산물은 HS code Chapter 3에 속하며, 일반적으로 양식 또는 어획에 의한 획득을 통해서 생산된다. 본 연구에서는 이러한 관점에서 각 협정을 비교 하였다. 어획된 수산물의 경우 공해어업과 관련한 배경 지식이 없는 상황에서 업무상 판단 오류가 발생 할 수 있다. 원산지 판정을 위한 선박의 인정 요건과 관련하여 국제 협정에 의해 선박은 등록국의 국기를 게양하고 항행 할 수 있으므로, FTA 원산지규정에 적용할 수 있도록 하는 기국주의 등에 대한 연구를 진행하였다.
