The purpose of this study is to improve the National Fire Mobilization Plan. This plan is a national-level comprehensive response system aimed to compensate for scarce firefighting resources and minimize damage from large-scale disasters that exceed the response limits of city and province firefighting forces. As such, relevant literature and domestic and foreign firefighting mobilization standards were reviewed, and simulations of firefighting mobilization were performed using the QGIS program to compare and analyze cases. Results showed that, as opposed to the current method of issuing mobilization orders by dividing resources according to city and province, recognizing the entire country as a single entity and prioritizing the mobilization of adjacent firefighting resources is more effective in terms of minimizing time and distance and more quickly securing resources. Regarding national firefighting mobilization, recognizing the country's firefighting resources as a whole will allow adjacent firefighting resources to be mobilized with priority. However, the mobilization-related limits of each region need to be set to respond to local disasters. Once the scale of mobilization is determined, a system that can quickly calculate how to mobilize firefighting resources based on location and distance can be established. Additionally, it is necessary to create an integrated management system so the central government can directly organize and mobilize local firefighting resources.

매년 발생하고 있는 화재사고는 많은 재산과 인명의 피해를 안겨주고 있다. 이러한 피해를 최소화하고 적절한 사고대응을 하기 위하여 많은 시간과 비용을 투자해 오고 있으며, 최근 들어서는 공간정보 기술이 발달함에 따라 소방분야에서도 GIS(Geographic Information System)를 활용한 화재진압 관련 연구들이 많이 수행되어져 오고 있다. 그러나 대부분의 연구들이 소방 관련 요소들에 대한 개별적인 분석만 이루어지고 있을 뿐 소방 활동의 주요 임무인 화재진압 활동 취약요소들에 대한 종합적 분석 연구는 미진한 실정이다. 본 연구에서는 원활한 화재진압 활동을 함에 있어 방해되는 요소들을 파악 및 분석하고, 이와 관련된 데이터들을 수집하여 GIS DB화를 수행하였다. 이를 기반으로 GIS 중첩분석을 수행하여 화재진압 취약성 지도를 제작하였다. 본 연구를 통하여 화재진압 활동 저해 요소들에 대한 정량적 분석이 가능함으로써 골든타임 확보를 위한 화재진압 운영계획등과 같이 소방관련 종사자들에게 합리적인 의사결정을 지원할 수 있을 것으로 판단된다.

2011년 후쿠시마 원전참사나 2001년 캘리포니아 정전사태 등은 전력관련 대형재난사고로 국가적인 막대한 손실을 가져온 발전소 안전관리의 중요성을 재조명하는 사례로 손꼽고 있다. 인간이 지구상에 살고 있는 한 전기가 없이 살 수 없는 상황에서 원자력, 석탄 및 가스 등 대용량의 위험물질을 연료로 전기를 생산하는 발전소가 안전관리의 소홀로 인한 화재폭발사고나 방사능누출, 최근 이슈가 되고 있는 지진 등 자연재해로부터 국민의 생명과 재산손실예방 및 안정적 경제성장을 위해서도 체계적인 소방안전관리의 강화노력은 절대적으로 필요하다. 따라서 본 연구에서는 국내 전력공급을 책임지고 있는 한국남부발전 등 5개 발전사 및 한수원의 소방안전관계자를 대상으로 발전소 소방안전관리 운영실태를 조사하여 분석을 수행하였으며, 그 결과, 체계적인 발전소 소방안전관리를 위해서는 소방안전경영시스템의 구축을 바탕으로 소방담당자를 위한 실효적인 업무매뉴얼 및 관리시스템의 개발과 소방안전교육의 내실화 및 지진에 대비한 내진설계의 강화를 개선방안으로 도출하였다.

이 연구는 아파트 거주자의 안전교육 만족도와 소방계획서의 활용성이 화재안전의식에 미치는 영향을 규명하는데 주된 목적이 있다. 분석 결과는 다음과 같다. 첫째, 안전교육내용의 만족도가 낮으며 화재안전의식수준에 부(-)의 영향을 미쳤다. 이는 아파트 거주자의 안전교육내용의 흥미나 참여가 낮을수록 화재안전의식에도 영향을 미쳐 화재로부터 안전성 확보에 대처하지 못하는 것으로 관리 주체에서는 안전교육의 만족 및 안전문화의 정착을 위해 학습지원 정보시스템 등으로 교육의 만족도에 긍정적인 영향이 필요할 것으로 판단된다. 둘째, 소방계획서의 활용성이 화재안전의식에 정(+)의 영향을 미쳤다. 이러한 결과는 아파트 거주자는 안전에 필요한 교육 및 훈련에 접근하는 기회가 없을 뿐 아니라 의무적으로 수료하는 법적인 책임감이 없어 화재안전의식이 부족하므로 관리 주체에서 소방계획서에 의한 운영강화 및 활성화로 거주자의 참여나 화재안전의식을 고취해 화재로부터 안전한 주거 생활이 되도록 대처하여야 할 것이다. 셋째, 아파트 거주자의 안전교육 만족이 화재안전의식에 미치는 영향에 대해 소방계획서의 활용성은 조절효과가 나타났다. 이는 안전교육 만족도가 높아지면 화재안전의식도 높았지만, 아파트 거주자와 관리주체의 직원이 일체가 되어 소방계획서에 의한 업무를 시행하고 참여가 높을 때 화재안전의식에도 긍정적인 효과로 나타나므로 소방계획서의 운영과 안전교육 만족도가 높을수록 화재안전의식도 높아져 주거 생활에 영향력이 높아짐을 보여준다.

This study analyzes the problems of fire qualification information websites and job search websites due to incomplete information in the job search process and suggests an improvement plan. It has been confirmed that the main reason for the cost of job searching is incomplete information required for a job search and job search through existing analysis. As a result, it is suggested to construct a smooth information system for economic entities and to provide easy access to information by mitigating the incompleteness of information. Based on this, analysis of the problems of Korean qualifications in the firefighting realm reveals that there is a qualification holder information and a job information site, and a qualification holder management system is established but only information of either qualification acquisition information or employment information is provided. In addition, it is easy to access information through a qualification acquisition information and employment information site via the Internet, but there are inconveniences that qualification acquisition information and employment information are dualized. In order to improve this, it is necessary to build a new customized integrated qualification management system that covers existing Q-net qualification acquisition information and worknet employment information.

Objectives: This study evaluates and recommends the priority of policy implementation to improve the fire protection clothing management system used by firefighters and the reduction of cross-contamination from contaminated clothing at the scene of a fire. Methods: It consisted of 7 experts and conducted three interviews and two modified Delphi surveys. Through the results of previous research and interviews with experts, a plan to reduce cross-contamination of fire suits and improve the management system was first derived. An improvement plan was presented in the four areas including resources, management, fire protection related work, and laws and regulations, and the priority of policy implementation was derived by analyzing the importance and practicality of the policy at the same time. Results: As a result of the analysis, the first priority was education on the health effects of pollutants at the disaster scene for firefighters, and the second priority was the addition of SOP for the primary decontamination of on-scene personal protective equipment in preparation for the health effects of the disaster scene, and education for fire suppression and rescue workers. The next step was to improve the management system of personal protective equipment such as fire suits and develop a training course for systematic operation. Conclusions: This findings could be used in the implementation of mid- to long-term firefighting policies for the systematic operation and establishment of a systematic management system for personal protective equipment such as fire protective suits.

본 연구는 다수의 인명피해가 우려되는 다중이용업소의 화재예방을 위하여 국민안전처의 예방소방행정 통계자료와 소방청의 국가화재정보센터 데이터를 기반으로 다중이용업소의 화제를 줄일 수 있는 방안에 대해 탐색적으로 접근을 시도하였다. 본 연구는 소방청의 예방소방행정 통계자료를 활용하여 다중이용업소 소방안전교육의 효과성에 초점을 맞추고 분석을 수행하였다. 분석 결과를 통해 소방안전교육이 실제 화재예방에 있어서 실효성을 가지지 못한다는 것을 유추해낼 수 있었다. 선행 연구들을 통해 그 원인이 소방안전교육의 운영 미흡이라는 것을 찾아내었으며 이를 통해 체계적인 소방안전교육 시스템 개발이라는 개선안을 도출하였다.

연구목적: 소방용 배관 보온재의 불연성능 강화와 제연덕트 보온재의 내열성능 향상을 위해 AES소재 단열재의 성능을 시험을 통해 배관보온재 및 제연덕트 보온재에 적합성을 검증하고자 한다. 연구방법: AES 단열재에 대해 불연성능과 내열성능, 단열성능을 시험을 통해 검증한다. 연구결과: '건축물 마감재료의 난연성능 및 화재 확산 방지구조 기준'에 근거하여 불연성 및 가스 유해성 시험 결과 불연성능을 확인하였고, 내화성능 표준시험 결과 내화성능도 확인하였다. 또한, 건축용 단열시험으로 단열성능도 검증하였다. 결론: 본 연구에서 AES 계열 무기질 성분 단열재에 대한 성능시험으로 불연성능, 내화성능, 단열성능이 입증됨에 따라 건축물의 화재확산 방지성능을 개선하는데 좋은 대안이 될 것으로 사료된다.

To minimize and prevent the increasing fire and personal injury, the domestic firefighting organizations are making continuous efforts to strengthen the response system and safety standards. "Fire Reduction Program" has been prepared to reduce the outbreak of fire up to 20% in the next 10 years, and the analysis of fire sources should be done and its countermeasures also should be done accordingly. Therefore, the management status, the improvement tasks, and the limitations of the implementation plan are reviewed and studied so that the implementation and goal of the "Fire Reduction Policy" can be achieved.

최근 한국 사회의 고도성장한 경제화로 크고 작은 사건 사고가 많이 발생하면서, 안전을 갈망하는 국민의 기대로 소방분야 등 안전관련 법령이 강화되고 있지만, 법령위반 사범은 여전히 증가하는 추세이다. 이에 본 연구는 현재 일선에서 소방특별사법경찰로서 활동하고 있는 경기도 강원도 소방공무원을 중심으로 현 운영의 문제점 및 개선방안을 설문조사하였다. 주요 연구결과로는 소방청, 광역 시 도 소방본부 및 일선 소방서에 변호사, 전문경력관 등의 우수한 수사전문 인력을 업무에 배치 운영할 필요가 있다. 특히, 위 기관에 특사경 전담부서를 구성 및 설치하고, 소방특사경 업무의 세분화를 통해 기획수사 및 단속업무와 일선 소방서에서 처리가 곤란한 사법사건 등을 해결하여야 할 것으로 의견을 제시하였다. 또한, 향후 연구에서는 소방특사경들의 보다 전문적인 교육의 필요성과 다양한 재난 현장 경험에 관한 분야의 연구가 보완되어야할 것으로 판단된다.
