  • The gas production plants supply the inert gas to production plants for maintaining safe operation and also supply combustible, flammable, explosive and toxic gases as functions of basic materials needed for producing chemical goods. In addition, gas plants need to be safe and reliable operation because they are operated under high temperature, high pressure, cryogenic and catalytic reactions. As these plants have a complex process in operation, there has been a risk that major industrial accidents such as a fire, explosion and toxic gas released, also risks of asphyxiations by inert gases and burns caused by high temperature and cryogenic substances. This study is to carry out the semi quantitative risk assesment method which is the generic risk analysis (GRA). This method is applied to air separation unit(ASU) to identify its initial risk, safety barriers, residual risk and elements important for safety(EIS). The result of this study, suggested the management tools and procedures of implementation for EIS management.

  • Release and fire/explosion tests of flammable gas are extremely dangerous. Furthermore, it is difficult to select the site where the experiment can be performed. In these reasons, gas flow analysis(CFD) has been used as much as possible. However, with the opening of the Energy Safety Empirical Research Center in Yeongwol-gun, Gangwon-do in October 2016, it was possible to conduct releases and detection tests of small scale combustible gas as well as large scale / high pressure / ultra low temperature experiments. In this study, LPG leaked after the calibration and placement of the sensor, the sensor detected LPG and the data were visualized as a contour map. And the differences between the actual release(28s, max 3.7[m]) and the analysis were analyzed compared to the FLACS analyzed under the same conditions.

A Study on the Evaluations of Damage Impact due to VCE in Liquid Hydrogen Charging Station (액화수소 충전스테이션에서 VCE로 인한 피해영향평가에 관한 연구)

  • Hydrogen charging station was invested and supported around the world. In this study, the extent of damage caused by VCE in the charging station handling liquefied hydrogen was calculated, and the human and material damage was estimated through the Probit model. In addition The optimal height of vent stack for low temperature hydrogen was set. The damage range is 8.24m in small scale, 14.10m in medium scale, and 22.38m in large scale based on interest overpressure 6.9kPa. In case of death due to pulmonary hemorrhage, 50m of the small and medium scale and 100m of the large scale were injured. Structural damage was 200m in small scale, 300m in medium scale and 500m in large scale. The optimum height of the vent stack is 4.7 m in small scale, 8.8 m in medium scale and 16.9 m in large scale.

  • The new chemicals are developed and circulated without the verified toxicity data. So, the accidents and occupational diseases, such as explosion, fire, suffocation about deadly poisons etc. are frequently to workers. Classifications of chemicals suited with guideline and an offer of correct chemical information data are the molt important thing for the establishment of suitable chemical management system. The GHS (Globally Harmonized System of classification and labeling of chemicals) is based with the chemical classifications and unification plan. The warning symbol and phrases are established for improvements of chemical information data system. According to these unified and improved systematic form of data, and the chemical information data, the workplaces will be presented many chemical safety and risk data correctly. In this paper, we will present constructions and accomplishment contents-based chemical management of workplace through development of chemical information data and the nice using for new chemical investigation and risk assessment of chemicals in workplaces.

The Calculation of Flash Point for n-Nonane+n-Decane+n-Tridecane System by Raoult's Law and Multiple Regression Analysis (라울의 법칙과 다중회귀분석법에 의한 n-Nonane+n-Decane+n-Tridecane 계의 인화점 계산)

  • The flash point is one of the most important properties to characterize fire and explosion hazard of flammable liquid mixture. In this paper, the flash points of ternary liquid mixture, n-nonane+n-decane+n-tridecane system, were measured using Seta flash closed cup tester. The measured values were compared with the calculated values using Raoult's law and multiple regression analysis. The absolute average errors(AAE) of the results calculated by Raoult's law is $0.6^{\circ}C$. The absolute average errors of the results calculated by multiple regression analysis is $0.4^{\circ}C$. As can be seen from AAE, the calculated values based on multiple regresstion analysis were found to be better than those based on Raoult's law.

  • In the Active Pharmaceutical Ingredient(API) manufacturing company, since the product is produced by the chemical reaction, fire and explosion are frequently occurred in the process of inputting the raw powder as the chemical reaction stage. There are not many studies on safety measures through analysis of cause of accident in the actual chemical reaction stage. In this study, we investigated the heat flow in the boron removal reaction process to investigate the risk in the chemical reaction stage. The study reaction process was performed by using the reaction calorimeter for the products synthesized at the actual raw material in pharmaceutical factory. The risk was estimated by comparing the maximum temperature of the synthesis reaction, which can generate heat due to the failure of cooling in the actual manufacturing process, and the technical temperature. These results are applied to commercial manufacturing sites and safety measures to control the risk of runaway reaction due to reaction heat are suggested.

  • There is growing interest in solar power generation due to global warming. As a result, demand for polysilicon, which is the core material for solar cells, is increasing day by day. As the market grows, large and small accidents occurred in the production process. In 2013, hydrochloric acid leaked from the polysilicon manufacturing plant in SangJu. In 2014, a fire occurred at a polysilicon manufacturing plant in Yeosu, and in 2015, STC(Silicon Tetrachloride) leaked at a polysilicon manufacturing plant in Gunsan City. Leakage of chemicals in the polysilicon manufacturing process can affect not only the workplace but also the surrounding area. Therefore, in this study, we identified the hazardous materials used in the polysilicon manufacturing process and quantitatively estimate the amount of leakage and extent of damage when the worst case scenario is applied. As a result, the damage distance by explosion was estimated to be 726 m, and the damage distance to toxicity was estimated to be 4,500 m. And, if TCS(Trichlorosilane), STC(Silicon Tetrachloride), DCS(Dichlorosilane) leaks into the air and reacts with water to generate HCl, the damage distance is predicted to 5.7 km.

Risk Analysis for Installation Types of Pressure Safety Valve used in the High-pressure Gas Facility (고압가스 사용시설 내 안전밸브 설치유형별 리스크 분석)

  • This study investigated the probability of possible accident through qualitative and quantitative analysis of the pressure safety valve types installed in facilities using high pressure gas to compare the installation domestic and foreign pressure safety valve standards sought the safety characteristics and safety improvement direction accordingly. The three types are the case where the shut-off valve is not installed at the front of the PSV (Case A), If a shut-off valve is installed at the front of the PSV for inspection (Case B) and If a shut-off valve is installed in front of PSV (C.S.O), PSV is installed in parallel (Case C). Three types of cases were compared with FTA and HAZOP. The results of study of the possible accidents due to over-pressure safety valve installation type, used in a high-pressure gas facilities was shows in the following order Case B > Case A > Case C. The results of analysis through FTA was in order to protect the reservoir for the possible occurring of accident the safety valve installation is depend on its type. In the FTA analysis, defects in the device itself which attached to the storage tank as a substitute for analysis of the probability of operator mistakes was Case B with as high as $2.01{\times}10^{-6}$. Depending on the type of installation analysis of Case B in order to ensure safety is prohibited to install shut-off valve and believes that mandatory regulations are needed. Rationally installing of pressure safety valve in the high pressure using facilities will be expected to improve the industrial safety from severe accidents such as high-pressure gas fire explosion.

A Study of Liquid Nitrogen Inert Gas System for LNGC Diesel Engine Crank Chamber (LNGC 디젤기관 크랭크 챔버용 액체질소 불활성가스 시스템에 관한 연구)

  • It is necessary to install the inert gas system(IGS) for preventing fire and explosion in LNGC main diesel engine crankcase besides oil mist detector(OMD) unit with $CO_2$ gas injector. Therefore, to design the liquid nitrogen IGS, analytical work is conducted for predicting the heat input load of liquid nitrogen heater with two-phase stratified flow model. This paper also presents the effects of changes in pipe diameter, saturated pressure, and inclination angle by ship's movement on cryogenic two-phase stratified flows. It is found that the stratified model gives reasonable predictions, and the model is effective to predict the heat input load of liquid nitrogen IGS.

A Study on Ignition Hazard Caused by Electrostatic Discharge of Gasoline Used in the Gas Station (주유소에서 사용하는 휘발유의 정전기 방전으로 인한 점화위험성에 관한 연구)

  • To investigate electrostatic ignition hazards of commercial gasoline used in the gas station, experiments were conducted dealing with the minimum ignition energy(MIE) of several kinds of gasoline under the various temperature. The conductivity of gasoline that was required for an accurate risk assessment as well as the MIE were also examined. The solvent ignitability apparatus which can heat up the inside of the vessels up to $210^{\circ}C$ was used in this study. Four kinds of premium gasoline and four kinds of regular gasoline, differing with respect to the companies, were used as test specimens. The following results were obtained: (1) all gasoline specimens were so sensitive that even an electrostatic discharge with a very low energy, such as about 0.5mJ, could ignite them. The ignitability of premium gasoline was constant irrespective of the companies. On the other hand, the ignitability of regular gasoline was variable depending on the company. (2) The MIE of all specimens depended markedly on the temperature; in other words, an increase in temperature decreases the ignition energy value. (3) The conductivity values of all specimens were low. Those must be taken into consideration in electrostatic risk assessment.
