Development of Cause Classification Method for Improving Reliability of Electrical Fire Statistics (전기화재 조사 및 통계의 신뢰성 향상을 위한 원인분류방법의 개발)

  • Electrical fires form over 30 percent of fires, but the study on the reliability of electrical fire statistics is not performed. Electrical roe occupancy was very high due to investigating and classifying fires, which is not directly continuous with electrical cause, as electrical fire because insufficiency of cause classification method or system, and the problems of the reliability of electrical fire statistics were presented. So, the reliability of electrical fire statistics must be guaranteed by improvement of the existing cause classification method of electrical fire. This paper analyzed the problems of electrical rue statistics by the existing cause classification method of electrical fire and presented the new method to classify causes of electrical fire.

  • This paper aims at the statistical analysis of electrical fire and classification of electrical fire causes to collect electrical fires data efficiently. Electrical fire statistics are produced to monitor the number and characteristics of fires attended by fire fighters, including the causes and effects of fire so that action can be taken to reduce the human and financial cost of fire. Electrical fires make up the majority of fires in Korea(including nearly 30% of total fires according to recent figures), The incorrect and biased knowledge for electrical fires changed the classification of certain types of fires, from non-electrical to electrical. It is convenient and required to develop the standardized form that makes, in the assessment of the cause of electrical fires, the fire fighters directly ticking the appropriate box on the fire report form or making an assessment of a text description. Therefore, it is highly recommended to develop electrical fire cause classification and electrical fire assessment on the fire statistics in order to categorize and assess electrical fires exactly. In this paper newly developed electrical fire cause classification structure, which is well-defined hierarchical structure so that there are not any relationship or overlap between cause categories, is suggested. Also fire statistics systems of foreign countries are introduced and compared.

  • With the development of the Korean economy, the number of arson fire has been radically increased and become a huge problem and issue in Korea Society for last several decades. This study is to establish the fire life safety strategy regarding the arson fire through researching domestic fire statistics and performing the computer simulation based on fire scenarios with cutting edge techniques and methods for fire characteristics and fire dynamic. In addition, to design the fire life safety strategy depending on the arson fire pattern, the flow and characteristics of fire flames and smoke are analyzed by the computer modeling.

  • This study aims to establish a methodology for rational fire risk assessment for building evacuation safety in case of fire, and specifically, to propose a fire risk assessment technique using fire scenarios considering various uncertain factors in case of fire. In order to analyze the extent to which the assumed conditions can occur, that is, the probability of each accident caused by fire, the safety rate is analyzed according to the presence or absence of each factor by using fire statistics. Factors related to the fire protection performance and evacuation ability of buildings are defined as disaster factors. In this study, disaster factors were classified into the following three categories.

  • A study on the fire scenario proposal of residential facilities by using fire statistics. as a result of analyzing residential facilities fires by using fire statistics of national emergency management agency during 2007~2012, fires from carelessness were the most causes. specially, fires during food cooking among carelessness showed the highest occurrence frequency, and followed sparks, neglecting fire sources, and cigarette stubs in order. through this the study suggested fire scenarios according, It is believed that can be used as basic data for applying a secure building in a fire using a basis for fire safety design of buildings in the future this.

  • The purpose of evaluating the fire risk of a building is to predict damage or loss of life and property in unspecified circumstances and to minimize expected damage. The fire risk assessment for buildings in Korea analyzes fire risk according to performance-oriented design under the Enforcement Decree of the Fire Facilities Act and the Fire Causing Index under the Enforcement Decree of the Multi-Use Business Act. Fire risk analysis is mainly conducted by using fire statistics or analyzing the results of safety inspections of buildings. In the case of fire statistics, it is necessary to analyze the fire risk in consideration of the degree of fire damage in each number of fires, as all fires received by the fire department are collected. In addition, it is necessary to devise fire safety measures for buildings by predicting the number of casualties that may occur due to fires in each building. Accordingly, this study aims to analyze the characteristics of casualties by building use using the number of fires judged to have grown.

The Impact of Building Types on Fire Damage by Month

  • Statistics show that while the number of fires has decreased over the last decade, losses of human life and economic property due to fire have increased. Moreover, the number of large-scale fires that have occurred in recent years has resulted in heightened public anxiety. This study aims to identify a specific period of the year most vulnerable to fire, and fire trends, such as damage of fire to humans, to the economy, and different building types. For this purpose, we analyzed human and economic damages using statistics related to fire from 2007 to 2017 and provided a monthly distribution of fire damages both to humans and to the economy by building type. We also identified the relationship between the human damage and the economy damage, and compared the economic losses per casualty by building type. The human damage in residential buildings occupied the highest portion, whereas the economic damage of industrial buildings represented more than a half of all economic damage due to fire. The economic damage per casualty was shown highest for industrial buildings and has also increased rapidly in recent years.

  • In this thesis, we analysed urban fires and developed the predictive mapping technique by using GIS and spatial statistics. It presented the correlation between the fire data of last 5 years ($2001{\sim}2005$) and the factor of civilization environment in Daegu city. We produced a model of fire hazard predictive map by analyzing uncertainty of fire with the quadrat analysis and the poisson distribution.

  • This paper presents research about the development of electrical fire cause classification in order to improve the reliability of electrical fire statistics and to collect electrical fires data efficiently. The incorrect and biased knowledge for electrical fires changed the classification of certain types of fires, from non-electrical to electrical. It is convenient and required to develop the standardized form that makes, in the assessment of the cause of electrical fires, the fire investigators directly ticking the appropriate box on the fire report form or making an assessment of a text description. In this study, newly developed electrical fire cause classification structure, which is well-defined hierarchical structure so that there are not any relationship or overlap between cause categories, is suggested. Also the suggested classification structure can be used for electrical fire investigation and statistics, which minimizes the mistake that diagnose non-electrical fires into electrical ones.

  • Fire trends in Korea, Japan, and the United States were analyzed in this paper. The number of fires in the U.S. tends to decrease greatly from 3,264,500 cases in 1977 to 1,687,500 in 2002. There have been an estimated 60,000 fires annually more than 20 years in Japan, at the peak of 73,072 cases in 1973. In case of Korea, 5438 fires occurred in 1980. However, fires increased rapidly up to 36,169 cases in 2001 and 31,372 cases in 2003. In addition, fire statistics processing methods and fire statistics reports were analyzed. The result was that Korea was behind most of the three countries. Therefore I confirmed that we need not only to study systematical processing methods of fire statistics in order to get confidence on those like accurate estimating fire data analysis, but also to publish variable and specific reports on fires for the purpose of analyzing fire data.
