Boryeong Fire Plant Museum Project (보령화력발전소 홍보관 계획)

  • This project has been designed for people to experience and understand the process, importance and benefit of coal fire plants. As the biggest and first typical Korean fire plant using coal, Boryeong fire plant has had important roll for the Korean industries. Even so, people has had wrong prejudice for the fire plant in terms of environmental protection. To do these kind of rolls, this museum has been designed with theme, "Boryeong fire plant mating symbiotic relationship between nature, human and technologies." The space was zoned with five major themes: i. circulation of energy in nature, ii. electric power and eco-fire plant, iii. future energy, iv roll for future of environment, v. Korea as the leading energy industry. The design has been developed focused on spatial experiences to make 'Design Sequence' with linear circulations haying several important destinations. The interior has been finished with minimal color and materials projected by big sized movie and various LED movie system. Concept of appordance has been used to make interactive experiences between exhibits and visitors.

Computer Vision-based Method to Detect Fire Using Color Variation in Temporal Domain

  • It is commonplace that high false detection rates interfere with immediate vision-based fire monitoring system. To circumvent this challenge, we propose a fire detection algorithm that can accommodate color variations of RGB in temporal domain, aiming at reducing false detection rates. Despite interrupting images (e.g., background noise and sudden intervention), the proposed method is proved robust in capturing distinguishable features of fire in temporal domain. In numerical studies, we carried out extensive real data experiments related to fire detection using 24 video sequences, implicating that the propose algorithm is found outstanding as an effective decision rule for fire detection (e.g., false detection rate <10%).

Fire Monitoring System for Traditional Markets based on Digital Twin-IoT Sensing (디지털 트윈 & IoT Sensing 융합 기반 전통시장 화재 모니터링 시스템)

  • Traditional markets are infrastructure with facilities and characteristics of very high population density. Recently, arcades have been installed through traditional market modernization policies, and aging infrastructure has been repaired. However, gas and electrical facilities of traditional markets cannot be easily replaced because of its high density. And because regular inspections are not conducted, management of facilities is on very poor condition. In addition, when a fire occurs in a traditional market, the fire easily spreads to nearby stores and is likely to spread to a large fire because of a lot of highly flammable substances. Smoke detectors and heat detectors are installed in most traditional markets to monitor fires, but malfunctions are frequent due to the nature of smoke detectors and heat detectors, and network facilities are not properly maintained. Therefore, in this study, gas detection sensors and flame detectors are additionally installed in Gwangmyeong Traditional Market, and a digital twin-based traditional market fire monitoring system is implemented in conjunction with existing sensors in the market's 3D model. With this digital twin based fire monitoring system, we can reduce the malfunctions of fire detect sensors, and can easily guide the evacuation route.

  • Today, the basic problem of functional safe management of Korean Disaster Control system was separately administrated 33 acts that are relating to safe management in 13 ministries. Because of the facts that the fire service is not provided practically, the control system and risk management for safe administration are not operated, the information can not be shared with each other, and the various laws have the lacks of linkage, the National Safe System was appeared unsteady. The roles and functions of fire service have started with restriction to operate structurally and institutionally, which operational structure of fire service is becoming weak. As a result, the federal and local fire organizations have not reached yet to the institutionalization and the local fire service agencies have bias with the task regarding the fire service because of the relation between organizational structure and the local fire agency. With the enforcement of the federal and local fire system, professionality and autonomy for making policy, and dealing with changes of fire service positively, the national fire service on the policy performance can be established. Promotion of research and development and education training to strengthen innovation in technology and competition in fire industry will contribute to the firmly establishment of control system to prevent from fire, flood, terror and national disaster. This article proposed that (a) the established law and administration, agency are required efforts to effectively operate fire service system; (b) the national fire service agency, national college of fire, national institute of science fire, and national fire service hospital should be early established to make firmly policy to operate effectively and practically. These kinds of innovational acts are known the best ways of operating solid policy of national fire service system.

A Study on the Friction Loss Reduction in Fire Hoses Used at a Fire Scene (화재현장에서 사용하는 소방호스의 마찰손실 감소 방안에 관한 연구)

  • It was described the measured friction loss depending on pressure used and changes in water flow rates for a fire hose used at a fire scene on this study. As a result of actual measurement based on the result obtained by analyzing the use situation of a fire hose such as the kind, quantity, pressure used, etc. of a fire hose, the friction loss in a fire hose under the condition of using by a fire officer at a fire scene was measured as up to 56.8 %. This is much different from the equivalent length of a fire hose used to calculate the pump head in an indoor and outdoor fire-fighting facility. There is no related restrictive regulation on friction loss, there are even no data on friction loss measured by fire hose makers, and spreading a fire hose without considering friction loss at a fire scene can result in an increased length of hose used and a high-pressure water discharge from a fire engine, so this study aims to establish a standard for an equivalent length to friction loss in a fire hose and to propose a spreading method considering friction loss in a fire hose at a fire scene.

Overview of the Benefits of Structural Fire Engineering

  • The field of structural fire engineering has evolved within the construction industry, driven largely by the acceptance of performance-based or goal-based design. This evolution has brought two disciplines very close together - that of structural engineering and fire engineering. This paper presents an overview of structural systems that are frequently adopted in tall building design; typical beams and columns, concrete filled steel tube columns and long span beams with web openings. It is shown that these structural members require a structural analysis in relation to their temperature evolution and failure modes to determine adequate thermal protection for a given fire resistance period. When this is accounted for, a more explicit understanding of the behaviour of the structure and significant cost savings can be achieved. This paper demonstrates the importance of structural fire assessments in the context of tall building design. It is shown that structural engineers are more than capable of assessing structural capacity in the event of fire using published methodologies. Rather than assumed performance, this approach can result in a safe and quantified design in the event of a fire.

A Comparison Study on Fire Water Supply Duration and Capacity of Water Based Fire Suppression System of the United States, Japan, China and Korea (우리나라, 중국, 일본, 미국 수계소화설비 소화수 공급시간 및 소화수원에 대한 비교 연구)

  • Buildings in Korea have been getting higher recently and been being changed environmentally since the Korean fire standard was released in 1968. It should be established to make a appropriate correspondence of fire fighting against the those environmental changes. Most of all, fire water capacity which is basis of fire fighting service is a very significant factor. In this paper, the Korean fire water capacity and fire water duration were compared with China, Japan and the United states. Furthermore, fire water capacity, fire water duration, flow rate were compared by hazard classification, occupant use, number of floor and area with water based fire suppression system. This study has been surveyed to show what are difference, similarity, advantage and disadvantage on fire water capacity in the Korean standard comparing with neighboring countries like China, Japan as well as the United states. This study could be found what level the Korean fire water capacity is. So it suggests about more developed standard on fire water capacity with the result of analysis and comparison.

The Characteristics of the Fatal Accidents Caused by Fire, Explosion and Asphyxiation during Welding and Flame Cutting in the Manufacturing Industry (제조업에서의 용접·용단 작업 중 화재·폭발·질식 사망사고 특성)

  • Many accidents have been occurring during welding and flame cutting work related to maintenance and repair as the domestic manufacturing facilities gradually become decrepit. However, it is not easy to find the accurate statistics and analysis data on accidents occurring during welding or flame cutting operations related to maintenance and repair of machinery and equipment. Therefore, in this study, the fatal accident cases of fire/explosion and asphyxiation that occurred during the welding and flame cutting work in the manufacturing industry were collected and their characteristics were analyzed. Then, we tried to find the connection of the accidents according to the machinery/equipment and the work content, and to provide the materials and measures that can be used to prevent the similar accidents. We collected 329 cases of the fatal accidents related to fire/explosion and leakage/contact of chemical substances in the domestic manufacturing industry during the last 10 years (2008 ~ 2017). Among them, 72 accidents occurred during welding or flame cutting were extracted and the related reports were investigated whether they occurred during usual work or unusual work. Also, the machinery/equipment and the work content related to the accidents were classified and analyzed based on the criteria. The analysis results showed that 31 cases of the fire/explosion accidents occurred during usual work and 32 cases during unusual work, and it was found that 9 cases of asphyxiation death occurred during usual work. Then, from the analysis results, the connections of the machinery/equipment and the work contents related to the accidents were schematized into a accident tree.

Analyzing Safety Factors of Swimming Pool

  • Purpose: Swimming industry is improving faster than the other types of sport industries and populations of participating swimming are promptly increasing. Lack of recognition of fire safety in swimming facilities is issues related-studies has only recently begun to pay attention. This study is to review and extract fire safety factors for managing swimming pool. Research design, data, and methodology: The study reviewed related-ordinances, governmental documents, and studies discussing safety management of sport facility. Given the literature review, the study produced an initial construct presenting items and factors including fire safety elements and experts' review were conducted to ensure conceptual validity. Finally, the study generated the final factors and subitems representing fire safety elements for swimming pool management. Results: The study confirms factors and elements as follows: the study identifies fire safety equipments as first factors presenting fire extinguisher' place, its proper run, check list and so forth, Second factor is warning system including fire warning equipment, its proper operation, sprinkler and its proper operation, switch and lamp of emergency panel and their proper run and so on. Third factor is evacuation system including a fire exit, exit sign, broadcasting equipment, and their proper operation, and so on. The other factors are an electronic equipment and its subelements, gas management including safety management of LPG, gas valve, pipe, and fire prevention facility including a fire door and its proper operating. Conclusions: Regarding safety management of swimming pool, further discussions and implications were made, and future directions for related-studies were discussed.

A Study on B Class Fire Extinguishing Performance of Air Ratio in the Compressed Air Foam System (압축공기포 소화설비의 공기포비에 따른 B급 소화성능 연구)

  • This research is to evaluate the fire extinguishing performance at a mixing ratio of pressurized air in the fire extinguishing system of compressed air foam (CAF) which injects compressed air into foam liquid and then discharging. The experimental device is made use of exclusive foam extinguishing facility for compressed air foam that is produces based on Canada National Laboratory and UL 162 standard, apply model of oil fire (B Class) 20 unit in accordance with "Standard of Model Approval and Product Inspection for Fire Extinguishing Agent" to the fire Extinguishing model. Compressed air is injected through the air mixture and study the tendency depending on increasing air foam ratio 1 : 4, 1 : 7, 1 : 10. In addition, the comparison experiments between synthetic surfactants foam and AFFF carry out with it at the air foam ratio 1 : 4. As a result, in the condition of same discharging flow, fire extinguishing effect of AFFF is the fastest at the air foam ratio 1 : 7 and the slowest at 1 : 10. Moreover, the fire extinguishing effect of AFFF in the comparison expeiments between AFFF and synthetic surfactants foam is faster than the other.
