A Study on the Future Direction of Fire Industry in Korea (한국소방산업의 발전 방향에 관한 연구)

  • Fire industry has been an important role in from the fire and disaster to protect life and property of citizens. In recent years the national fire industry in Japan and the United States Fire industrialized countries with respect to the fire industry in quality and technology challenges facing the competition, and fire Industry for China and other poor countries and vulnerable to the price competition in the fire industry's difficulties with this study is necessary. The purpose of this study was to analyze the characteristics of the fire industry, the development is aimed to provide direction. The proposed development direction for the future industrial development of the fire, setting goals, fostering the promotion of industrial development direction, running through the fire in the actual application will be available.

  • For managing fire safety system in building by ubiquitous management system, the index system to express the performance level of fire protection system is demanded. If some component formed fire protection system such as sprinkler water supply system is breakdown, that will fall down the performance of fire protection capacity. Consequently, it will affects the level of fire safety of building management and energy response. Consequently, Building fire protection system could give performance level of fire protection condition and the level of fire safety in building. It will also contribute to the development of wide area fire safety management. This development of index system has been developed as a part of the development project of Ubiquitous building fire management system.

The Study on the Developing Process and the Tasks from Now of the Fire Industry in Korea (한국소방산업의 발전과정과 향후과제의 고찰)

  • The extra session of the 17th National Assembly convened lastly had passed the law on the promotion of the fire industry. Therefore, the development of the fire industry discussed insignificantly in accordance with the establishment of the law. In this important time, this study was intended to derive tasks for development through researching the concept and developing process of the fire industry and forecasting the industry. For defining the concept of the fire industry, this study researched meaning, the present status and features of the industry. For study of developing process of the fire industry, this study analysed fire law and system, fire codes, fire products and development of fire market. The analyses were processed as a unit of every 10 years from 1960's. Consequently, this study presented some tasks for development of the fire industry such as fire inspection system, fire products circulation system, separated ordering system, managing system of fire facilities and technical R & D of the fire industry based on analysing and forecasting the fire industry.

  • Today, the basic problem of functional safe management of Korean Disaster Control system was separately administrated 33 acts that are relating to safe management in 13 ministries. Because of the facts that the fire service is not provided practically, the control system and risk management for safe administration are not operated, the information can not be shared with each other, and the various laws have the lacks of linkage, the National Safe System was appeared unsteady. The roles and functions of fire service have started with restriction to operate structurally and institutionally, which operational structure of fire service is becoming weak. As a result, the federal and local fire organizations have not reached yet to the institutionalization and the local fire service agencies have bias with the task regarding the fire service because of the relation between organizational structure and the local fire agency. With the enforcement of the federal and local fire system, professionality and autonomy for making policy, and dealing with changes of fire service positively, the national fire service on the policy performance can be established. Promotion of research and development and education training to strengthen innovation in technology and competition in fire industry will contribute to the firmly establishment of control system to prevent from fire, flood, terror and national disaster. This article proposed that (a) the established law and administration, agency are required efforts to effectively operate fire service system; (b) the national fire service agency, national college of fire, national institute of science fire, and national fire service hospital should be early established to make firmly policy to operate effectively and practically. These kinds of innovational acts are known the best ways of operating solid policy of national fire service system.

A Numerical Study of the Effect off Fire Growth Model on Fire Characteristics in a Carriage (화재 성장 모델이 객차내 화재 특성에 미치는 영향에 관한 수치해석적 연구)

  • The present study investigates the effect of fire growth model on fire development characteristics in a carriage. The parallel processing version of FDS code is used to simulate the fire driven flow in a carriage and two types of fire growth model which are flame spread model and t$^2$ model are examined for the same geometrical condition. The heat release rates(HRR) of both model are similar each other until 30 s after ignition, but the flame spread model predicts 5 times higher than those of the t$^2$ fire model during the quasi-steady fire period. Maximum heat release rate in the case of flame spread model reaches about to 12 MW at 100 s after fire ignition. Also, various database of fire properties for combustible materials and more elaborate combustion model considering the flame spreading phenomena are required for better predictions of fire development characteristics using numerical simulation.

  • In recent years, it is very important that hydrogen storage system is safe for user in any circumstances in case of crash and fire. Because the hydrogen vehicle usually carry high pressurized cylinders, it is necessary to do safety design for fire. The Global Technical Regulation (GTR) has been enacted for localized and engulfing fire test. High pressure hydrogen storage system of fuel cell electrical vehicles are equipped with Thermal Pressure Relief Device (TPRD) installed in pressured tank cylinder to prevent the explosion of the tank during a fire. TPRDs are safety devices that perceive a fire and release gas in the pressure tank cylinder before it is exploded. In this paper, we observed the localized and engulfing behavior of tank safety, regarding the difference of size and types of the tanks in accordance with GTR.

  • The present study investigates the fire development characteristics on a Ro-Ro ferry vehicle using the modified FDS code considering droplet break-up. Numerical simulations are compared with model-scale tests for validation of field model. The predicted results such as smoke layer temperature and oxygen concentration are in good agreement with model-scale tests. Also, it is shown that water spray systems are very effective to control the fire development on a vehicle deck. These numerical simulations using a field model may be helpful in accomplishing the fire safety for marine vehicle.

  • The purposes of fire investigation are to identify and analyze the causes of fire and, using the results in promoting fire fighting policies, ultimately to prevent fires caused by similar causes and to protect people's life and properties from fire. However, although the patterns of fire are getting more diverse and complicated with the rapid development of industry, complicated with the rapid development of industry, fire fighting organizations are continuing traditional superficial fire investigation without operating a fire investigation department for the reason of insufficient manpower, equipment and budget, losing public confidence. Thus, the present study purposed to propose plans to improve the technicality of fire investigation and win public confidence in fire investigation. First, the technicality of fire investigation should be improved by operating a department and personnel exclusively for fire investigation. Second, fire investigation should be more scientific and precise using high tech fire investigation equipment. Lastly, responsible fire fighting administration should be realized through statistical analysis of the causes of fire and computerization. The results of this study are expected to contribute to the safety and security of our society.

  • Fuel cell vehicles are equipped with Pressure Relief Devices(PRDs) installed in pressure tank cylinder to prevent the explosion of the tank during a fire. PRDs are safety devices that perceive a fire and release gas in the pressure tank cylinder before it is exploded. But if the PRD does not actuate, because either the PRD fails or can't be surrounded by the flame of a fire, the tank will rupture and produce a blast wave and hydrogen fire ball. In this paper, we observed the fire behavior of actual fuel cell vehicle, comparing with that of gasoline vehicle.

  • In this paper, We have analyzed the application characteristics of the three different consequence programs(SuperChems Pro., PHAST Pro., and SAFER Trace) for the models (pool fire, jet fire & flare, fireball, flash fire) based on the four possible accident scenarios. And we have proposed a development direction of fire consequence analysis models using the related theories and the results analysis of consequence programs.
